TESDA Policies and Procedures

The Implementation Manual of the Omnibus Amendment on


TESDCs

1.0 Purpose, Scope and Terminology

1.1. Purpose

The Implementation Manual of the Omnibus Amendment on TESDCs is


the accompanying document of the Omnibus Amendment to the Rules and
Regulations on Technical Education and Skills Development Committees
(TESDCs) 2002 which was approved by the TESDA Board on June 20,
2002. This provides more specific guidelines and procedures in the
efficient and effective operation and management of the TESDC.

1.2. Scope

The Implementation Manual covers TESDC functions and operations and


all TESDC related activities being undertaken. It provides detailed
activities from the selection and nomination of members, policy formulation
process and submission of reports at the national, regional and local
levels.

1.3. Terminology

The definitions of terminology as used in this manual are as follows:

• TESDC - As defined, in RA 7796; Sec. 19. Technical Education and


Skills Development Committees. – The Authority shall establish
Technical Education and Skills Development Committees (TESDCs) at
the regional and local levels to coordinate and monitor the delivery of
all skills development activities by the public and private sectors.
These committees shall likewise serve as the Technical Education and
Skills Development Committees of the Regional and Local
Development Councils. The composition of the TESDC shall be
determined by the Director-General subject to the guidelines to be
promulgated by the Authority.

• Resolution - refers to the formal agreement of the Committees on


issues defined/discussed during the meetings. It is the official form of

any TESDC agreement that requires action and information at the
higher level.

• Vetting System - refers to the process of thorough and careful review


and evaluation of nominations to TESDC membership, as defined in
document nos. 3.2.1 and 3.2.2.

• Critical sector - refers to the predominant economic activity in the area


that contribute significantly to its growth and development in terms of
the following: employment generation, value added contribution,
multiplier effect, export potential, and local content of the
product/service. This critical sector is generally found/identified in the
development plan of the locality/province.

2.0 Responsibility

2.1. Responsibility for the Authority and Maintenance of the Procedure

The Director General upon the recommendation of the Executive Director


of the Planning Office, through the Deputy Director General, Policy and
Planning, has the responsibility for the maintenance and review of the
documented procedure. The National Quality Management and Review
Committee (NQMRC) will monitor the effectiveness of the procedure
through review and reporting on the outcome by each Regional Quality
Management and Review Committee (RQMRC).

2.2. Responsibility for the adoption of the Implementation Manual of the


Omnibus Amendment on TESDCs

The adoption of the Implementation Manual of the Omnibus Amendment


on TESDCs is the responsibility of the TESDC Secretariat at the national,
regional and provincial levels.

The Provincial Director (PD) shall consult the Regional Director (RD) on
related policies and concerns pertaining to the manual that cannot be
resolved at the provincial level. Likewise the RD shall elevate to the
Central Office through the Executive Director of Planning Office related
policies and concerns that can not be resolved at the regional level.
