SETTING THE STANDARDIZED AND UNIFIED CURFEW HOURS IN

THE NATIONAL CAPITAL REGION FROM 10:00 P.M. TO 5:00 A.M.
STARTING 15 MARCH 2021 UNTIL 31 MARCH 2021 THROUGH THE
METRO MANILA LOCAL GOVERNMENT UNITS

WHEREAS, recent COVID-19 data shows that beginning March 2021, in comparison
with February 2021, the National Capital Region (NCR) continues to have a relatively high
number of daily new infections;

WHEREAS, based on the recommendations of the Department of Health and other

health professionals and further considering the borderless and contiguous geographic area of
the NCR, there is an urgent need to regulate the movement of people within and around Metro
Manila in order to prevent an increase in the number of active COVID-19 cases;

WHEREAS, in order to forestall a rise in such cases, the seventeen (17) Local Chief
Executives in Metro Manila deemed it appropriate to adopt the following measures within their
respective jurisdictions, thus: enforce curfew hours, impose granular lockdown, strict
implementation of health protocols and standards, and intensified testing, contact tracing, and
isolation;

WHEREAS, the Local Chief Executives in Metro Manila agreed to enact their
respective Executive Orders and/or adopt their respective Ordinances for the proper
implementation of the said curfew hours, provided however, that exemptions may be granted
therefrom to the owners, operators, and/or employees of the following sectors: medical/health
care/emergency service, public utility vehicles, food delivery, convenience stores, restaurants,
business process outsourcing, wholesale markets and delivery, and other similar or related
essential personnel and services as may be determined by the issuing authority by showing
proof that these persons belong to the exempted sectors;

NOW, THEREFORE, be it resolved, as it is hereby resolved, that the Metro Manila

Council sets the standardized and unified curfew hours in the National Capital Region from
10:00 p.m. to 5:00 a.m. starting 15 March 2021 until 31 March 2021 through the Metro
Manila Local Government Units.

This Resolution shall immediately take effect after its publication in two (2) newspapers
of general circulation and submission of a copy thereof with the Office of the National
Administrative Register, U. P. Law Center.

APPROVED AND ADOPTED this 11th day of March 2021 in Makati City, Metro
Manila.
