Duty Station: Virtual Duty Station, may be required to travel to Boise, ID.

Proposed Reporting Date: Pay Period 11 (May 23, 2021)

Special Requirements: This is a covered secondary position description under the provisions of 5USC
8336 (c) and 8412 (d). Ninety (90) days of experience as a primary/rigorous wildland firefighter or
equivalent experience outside federal employment as a basic qualification requirement for this position.

In accordance with USDA Department Regulation 4430-792-2, this position is a Testing Designated
Position (TDP) under the USDA Drug Free Workplace Program and subject to pre-employment drug
testing. Selectees for this temporary assignment may be required to submit to a urinalysis on an ongoing
random basis, after appointment as directed.

Travel Required: 50% or more pending fire assignments and agency travel restrictions
Introduction: This position is located within the Fire and Aviation Management, Washington Office at
the National Interagency Fire Center (NIFC) located in Boise, Idaho. NIFC is an interagency
organization with representatives from the U.S. Forest Service (FS), Bureau of Land Management,
National Weather Service, National Park Service, Fish and Wildlife Service, the National Association
of State Foresters, U.S. Fire Administration, and the Bureau of Indian Affairs. The Aviation Branch
operates nationally and internationally providing program oversight, coordination, training, technical
services, and operational support to FS Regions and field offices as well as cooperating agencies for
wildland fire, resources management, forest health, law enforcement and other "all-risk" incident
management operations.

Major Duties include: The primary duty of this position will be to serve as a technical specialist
reporting to the National Airtanker Program Manager. The incumbent will provide program direction
specific to the Amphibious Water Scoopers management as part of the Airtanker Program as well as
provide operating plans, scheduling and program quality assurance reviews and year end reporting.
Incumbent will be primary contact in the operational implementation and administering of the National
Water Scooper program hosted by regions.

Additionally incumbent will support the National Airtanker Program by providing national leadership
and program responsibility in the development and implementation of all policies, standards, and
procedures to guide and control the whole range of complex, often unique and hazardous aviation
activities supporting resource management and protection programs throughout the National Forest
System.

Prior experience as a Helicopter Manager (HMGB) or a Single Engine Air Tanker Manager (SEMG) is
highly desired for this assignment.
