An law act 1165 filled by Senator Joel Villanueva that requiring parking space from motor vehicle buyers
in metropolitan areas as a pre-requisite for the purchase of a motor vehicle and registration with the land
transportation office. The government bears a large part of the responsibility for the traffic mess in
metropolitan areas, especially in Metro Manila, private car owners who are using our public roads as
parking space aggravate the traffic situation. When roads become a parking lot, there will always be
longer trip times and increased vehicular queuing. Cars parked along side roads are a major cause of
heavy traffic conditions, which is why people should be prohibited from purchasing cars if they do not
have garages to keep them in, a Metro Manila Development Authority (MMDA) official said. In his
fourth State of the Nation Address, President Rodrigo Duterte ordered to reclaim all public roads used for
private purpose to help alleviate Metro Manila's traffic problems.

It provide safe and uncluttered pathways where people may freely walk through to their destinations, and
maintain a clean and healthy environment by clearing the streets of parked motor vehicles also space for
ongoing human and vehicular traffic. Acknowledged the owner of the vehicle before a notary public,
attesting to the availability of a permanent parking space or facility that has been leased before they
brought.
The penalties enumerated herein shall be without prejudice to the liability that may be incurred under the
Revised Penal Code and other existing laws. All laws, presidential decrees, executive orders, memoranda,
rules and regulations contrary to or inconsistent with the provisions of this Act are hereby repealed,
amended or modified accordingly. This Act shall take effect fifteen (15) days after its publication in the
Official Gazette or in a newspaper of general circulation.
