 Nurses play an important role in
promoting public health.

Traditionally, the focus of health promotion by

nurses has been on disease prevention and
changing the behaviour of individuals with
respect to their health.

Their role as promoters of health is more complex, since they have

multi-disciplinary knowledge and experience of health promotion in
their nursing practice.
Dasar teori
• Health promotion orientation
1. Perspektif individu: helping to make health decisions, helping to
engage in heath promotion activities, holistic orientation, client-
focused health promotion in nursing practice
2. Empowerment: dukungan psikologi, komunikasi perawat-klien,
mengaktifkan partisipasi klien, kolaborasi dengan klien
3. Kebijakan sosial dan kesehatan: deklarasi organisasi profesi, surat
keputusan pemerintah, deklarasi WHO
4. Orientasi komunitas: bekerjasama dengan profesi lain dan
komunitas, bekerjasama secara sukarela dalam komunitas.
• Public health orientation
1. Pencegahan penyakit: fokus pada diagnosis dan kesehatan fisik,
intervensi klien dengan penyakit kronis
2. Pendekatan otoriter: memberikan informasi pada klien, pendidikan
kesehatan, mengubah perilaku individu.

EDUCATOR CASE MANAGERS CONSULTANT TO EMPOWER

• EDUCATOR. Nurses spend the most time with the patients and
provide anticipatory guidance about immunizations, nutrition,
dietary, medications, and safety. Nurses are consistently working to
prevent illnesses such as heart disease, stroke, diabetes, and
obstructive pulmonary disease; they do this through a variation of
tactics that include education, risk factor prevention, and the
monitoring of safety hazards either in the workplace, community, or
home.
• CASE MANAGERS where the nurse's only role is to help patients and
families navigate through the health care system. Informally, all
nurses work with patients and families to make sure that they receive
the holistic care that is needed for optimal outcomes
• CONSULTANTS in communities and organizations to define the health
care needs of that population, promoting activities and community
development for the citizens who live there. Nurses are most
recognized as the primary caregivers of patients in various venues.
They are the ones who provide the hands-on care.
• TO EMPOWER people to make decisions that will affect their health
and health care. Empowerment is a process through which people
gain greater control over decisions and actions affecting their health.
Empowerment can be a social, cultural, psychological, or political
process through which individuals and social groups are able to
express their needs; present their concerns; devise strategies for
involvement in decision making; and achieve political, social, and
cultural action to meet those needs
Peran perawat harus mempertimbangkan beberapa prinsip :

a. Prinsip kemanfaatan : semua tindakan/intervensi harus memberikan

manfaat besar bagi klien
b. Prinsip kerjasama : kerja sama dengan klien menentukan keberhasilan dari
intervensi yang diberikan.
c. Prinsip secara langsung : perawat langsung memberikan asuhan kepada
klien, kelompok maupun komunitas.
d. Prinsip keadilan: tindakan dilakukan sesuai dengan permasalahan klien,
dilakukan secara prosedural, tidak berbeda antar satu dengan klien lain.
e. Prinsip otonomi : Klien diberi kebebasan dalam memilih alternatif terbaik
dalam tindakan keperawatan

 Promosi kesehatan dalam Penanggulangan COVID-19 diarahkan pada:
 Penerapan PHBS sesuai Protokol Kesehatan ;
 Tatanan potensial yaitu rumah tangga/ keluarga, fasilitas kesehatan atau institusi
kesehatan; tempat kerja; institusi pendidikan; tempat-tempat umum (tempat Ibadah,
pasar, mall, mini market, terminal, tempat wisata, dll) ;
 Mendapatkan dukungan kebijakan dan sumberdaya baik dari lintas program di
puskesmas maupun dari lintas sektor;
 Memperkuat peran mitra dalam upaya promosi kesehatan baik dari lintas program
maupun lintas sektor, melalui upaya penggerakan dan mobilisasi sosial untuk
meningkatkan literasi kesehatan dan pemberdayaan individu, keluarga dan masyarakat.

❖ Upaya ini dilaksanakan melalui GERMAS (Gerakan Masyarakat Hidup Sehat) - Keluarga
SAlingJAga, menjadikan Keluarga Ber-PHBS-Aman COVID-19.
