REQUEST FOR EXPRESSION OF INTEREST QUALITY AND COST BASED SELECTION (QCBS) (CONSULTING
SERVICES – FIRM SELECTION)

CONSULTANCY SERVICES FOR THE ASSESSMENT OF TRADE AND TRANSPORT FACILITATION ACTIVITIES
ALONG THE EASTERN CORRIDOR ROAD

1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in the Africa Development
Bank’s internet website (www. afdb.org).
2. The Government of the Republic of Ghana (GoG) has received financing from the African Development Bank (AfDB) towards the cost
of the implementation of the Eastern Corridor Road Development Programme – Phase 1 and intends to apply a portion of the funds
from AfDB to make eligible payments under the Consultancy Services for the Assessment of Trade and Transport Facilitation
Activities along the Eastern Corridor Road

3. The principal objective of the assignment is to:

1. Carryout an assessment of the conditions of; transit trade procedures, facilities and infrastructure along the whole corridor and its
ability to facilitate transit trade along the Eastern Corridor. 
2. Define baseline situation for monitoring transit trade and transport facilitation activity along the Eastern Corridor, and
3. To make recommendations for options and costs for improvement of the corridor for trade and transport facilitation.

4. The Government of the Republic of Ghana acting through the Ministry of Roads and Highways (MRH), hereinafter referred to as “The
Employer” represented by the Ghana Highway Authority hereinafter referred to as “The Implementing Agency” now invite eligible consulting
firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that
they have the required qualifications and relevant experience to perform the Services.

5. Interested firms must organize their Expression of Interest in the following order:

1. Chapter 1; i) Company Profile, ii) Legal Status (Certificate of Incorporation), iii) Letter of intent of Association, if necessary, iv)
Organizational chart, a list of Board of Directors, and beneficial ownership.

2. Chapter 2; i) Experience of at least five (5) assignments each with a scope and nature similar to what is stated above during the last
10 years, ii) A summary of similar assignments undertaken as a lead partner, iii) A summary of at least two (2) assignments
undertaken in the project country (Ghana) and in Sub Saharan Africa, giving the client name and the year in which, the assignment
was carried out and

3. Chapter 3; i) Experience in Donor funded projects.

The document must be properly paged, and a table of content provided.

6. A Consulting Firm will be selected in accordance with the Quality and Cost Based Selection method as set out in the Bank’s
Procurement Policy for Bank Group Funded Operations dated October 2015 which is available on the Bank’s website at
http://www.afdb.org.

7. Further information can be obtained at the address below during office hours i.e. 08:30 to

17:00 hours.
