What Are Adverbs of Frequency?: WRONG: The Weather Isn't Never Sunny
Adverbs of frequency are used to say how often we do things or how often things
happen. For example, never; never means 'not at any time'.

In English, we cannot use double negatives and so we can never use “never” with
the word “not.”
Since the adverb "never" has a negative meaning, it only refers to things that have
not happened. To refer to things that have happened, we use the adverb "ever":
