WINNING BIDDER’S POST QUALIFICATION REPORT


Project: PROCUREMENT OF ONE (1) UNIT 6-WHEELER 4X2 MANLIFT TRUCK AND
ONE (1) UNIT 10-WHEELER 6X4 DUMPTRUCK

Report Summary:
1. Aside from its registered office and display center in KM12 Diversion Road, Panaca, Davao City, JINYI has an
equipment yard in Brgy. Lasang, Davao City wherein various type of heavy equipment are also on display there.
They also have a parts supply depot located at R. Castillo, Agdao, Davao City where they are housing their spare
parts and material supplies for different types of heavy equipment.
2. The company is engaged in supply and maintenance services for many type of equipment and materials including
but not limited to transport vehicles, rescue equipment, and a wide variety of heavy equipment for roads and civil
construction works. Most of their clients are government agencies nationwide.
3. Originals of the Business Licences, Company Profile, Tax Documents, Post Transaction Details with other agencies,
and Bid Documents that were submitted to BAC was presented to the Post Qualification team and were found to be
in order and complete.
4. JINYI is mainly a trader/reseller and does not have a manufactured brand or products under their name. However,
they are accredited local distributors of Chinese, American, and European brands of heavy equipment. Other
equipment and parts that they supply are procured directly from brand Manufacturers, Dealers, or Fabricators based
in the Philippines or abroad.
5. JINYI Repair and Maintenance Center and Parts Supply Depot for the main equipment and parts to be supplied are
not available in the nearby vicinity of Mutia. But according to JINYI’s Management, they will provide and identify an
affiliate service provider within the area near Mutia.
6. The company has a good track record for similar completed supply contracts with other government and private
agencies nationwide. This indicates that the company is Qualified and Capable of Supplying for its winning bid with
LGU-Mutia.
Recommendations:
1. In consideration of the geographic location of Mutia Municipality, the location of the Service Centers and Offices of
this company, and the conditions mentioned in item 4 and 5 of the report summary above, it is hereby recommended
that:
a. Careful evaluation and revision of the Warranty and After Sales Services for the equipment to be supplied
should be done in favor of LGU-Mutia.
b. In case the supplied equipment fails or malfunctions especially during but not limited to the warranty period,
the winning bidder should make special arrangements that should be mentioned in the Contract of Supply.
The contract should specify that any parts replacement, equipment repair, scheduled/non-scheduled
maintenance, and servicing for their supplied equipment should be delivered and performed in the
Municipality of Mutia.
2. Approval/awarding of their winning bid are hereby recommended subject to and in consideration of Recommendation
item 1.
