3. Bidders are advised to follow the instructions provided in the ‘Instructions to the
bidders for the submission of the bids online.

4. The tender shall be based on Terms and conditions /Technical / particular

specifications where Bidders are required to quote rate against each item of BOQ.

5. Intending bidders are advised to visit again CPPP website

https://eprocure.gov.in/eprocure/app or BRO website www.bro.gov.in 3 days prior to

date of submission of tender for any corrigendum / addendum/ amendment.

6. A bidder shall be deemed to have full knowledge of all relevant documents, samples,
site, etc whether he has inspected them or not.

7. The bid shall be declared as Non-Responsive in any of the following cases:

(a) Bid not fulfilling Pre-Qualification Criteria.

(b) Bid not submitted in accordance with the requirement of this RFP document.

(c) Bid not submitted along with requisite EMD as prescribed in RFP document.

(d) During validity of the proposal, or its extended period, if any, the bidder increases his
quoted prices.

(e) Bid is received in incomplete form or is illegible in whole or part.

(f) Bid is not submitted online and within due date and time.

(g) Bid is not accompanied by all requisite documents.

(h) Bid packaging not in conformance as prescribed in this RFP document. Information
submitted in technical proposal is found to be misrepresented, incorrect or false,
accidentally, unwittingly or otherwise, at any time during the processing of the contract
(no matter at what stage) or during the tenure of the contract including the extension
period if any.

(j) Bids that appear to be “canned” presentations of promotional materials that do not
follow the format requested in this RFP or do not appear to address the particular
requirements of the Project or documents are illegible to a naked eye.

(k) Commercial Bid submitted with an adjustable price quotation or with bidders own
conditions.

(l) Commercial Bid is not as per requirement and format prescribed in the RFP document.

(m) In case any one party submits multiple Bids, the bidders are likely to be disqualified,
unless additional Bids/bidders are withdrawn upon notice immediately.

(n) Any deviations in the final deliverables between technical and commercial bid shall
make the proposal as being unresponsive.

8. The Accepting Officer does not bind himself to accept the lowest or any tender or to give
any reasons for doing so.
