Management Engineering Department (FMED)
Completion Period Within one hundred twenty (120) calendar days reckoned
from the date stipulated in the Notice to Proceed to be
issued by FMED.

Pursuant to Section 53.1 of the 2016 Revised Implementing Rules and

Regulations of Rep. Act No. 9184 (2016 Revised IRR), we invite legally, technically and
financially capable suppliers to negotiate with the BSP on subject requirement.

Negotiations shall be open to all interested bidders. The conduct of meetings shall
be through videoconferencing using the Microsoft Teams platform.

The eligibility and bidding documents are posted at the Philippine Government
Electronic Procurement System (www.philgeps.gov.ph) and the BSP Websites
(www.bsp.gov.ph). Interested suppliers may download the eligibility/bidding documents
from any of these websites. However, new suppliers which did not purchase the bidding
documents in the previous failed biddings may join provided that they shall pay the
applicable fee of Php10,000.00, not later than the submission of their Best Offer. Proof of
payment shall be presented prior to submission of bids, by facsimile or through email. To
pay the bid documents, send an email citing the PIN and title of above requirement to the
BACSecretariat-HO@bsp.gov.ph. The procedures for ONLINE or OVER-THE-
COUNTER BANK payments are specified in Annex “A”.4

The BSP does not assume any responsibility to compensate or indemnify any
bidder for expenses incurred in the preparation of bid.

For the duration of the pandemic, the acceptance of direct cash payments at BSP teller counters are suspended.
 The BSP reserves the right to reject any and all bids, declare a failure of bidding,
or not award the contract at any time prior to contract award in accordance with Section
35.6 and 41 of the 2016 Revised IRR, without incurring liability to the affected bidder or
bidders.
