(ACSHS) was made possible through the non-stop help of our mentors and special people in our

lives.

First and foremost, we would like to thank God for giving us enough wisdom to do our

research and for the unending guidance He gives to us.

Second, we are whole-heartedly thanking our mentors, Ms.Florence de Veyra and Sir

John Raphael Marquez who were always there beside us for the development of our research and

for the unending patience and guidance they gave to us. We would also want to acknowledge our

Electricity has always been an important aspect in our daily lives, applicable not only to

provide light, but also enough energy to go through one’s tasks. As what an American

businessman,Kenneth Lee Lay once said, "People can’t do without electricity.They can do with

less electricity." This only proves that electricity is one of the most special and important

blessings that science has given to mankind. Each day, it plays a key role in keeping our homes

illuminated, running business transactions smoothly, powering transportation that take people to

work, to school or in other places and supplies electricity to appliances to all sectors especially to

educational institutions.

Having mentioned all those constant uses of electricity, one can surely fathom how

electricity also plays a major role in school and different institutions. In fact, when it comes to

running a performing high school focusing on academics, it is already expected that an

impressive electric provision would be existent in support to the continuously excellent,

academic performances.

Angeles City Science High School (ACSHS) in particular, is one of the educational

institutions directlyincluded and involved in the mentioned scenario. Consequently, the

researchers see the need for the said school to have and to monitor an ample amount or supply of

electricity for fellow learners to gain benefits during their entire stay in the institution. Belonging

in the 21st century era, learners are anticipated to enjoy the use of lights, projectors to flash their

lessons, fans or even air-conditioning system to have a comfortable supply of air inside each

classroom, and all other devices that are useful for educational purposes.

As perDepED Order No. 38,s. 2013, also known as Guidelines on the Utilization of

Support Fund for Schools Implementing the Science, Technology, Engineering and Mathematics

(STEM) Program, operational expenses such as utilities in the form of water, electricity,

janitorial and security services should be funded through the Maintenance and Other Operating

Expenses (MOOE), but not under the said fund from DepEd Order No. 38,s.2013.

More or less, it has always been ideal to assert that electricity in Angeles City Science

High School must be equally distributed. It can only be claimed that electricity is well and

equally distributed if and only if there are no problems in the electrical supply in each classroom.

Hence, the school needs to have sufficient supply of electricity not only for one department – It

should be made available for teachers, non-teaching staff and most importantly, for the students.

Typically, for the production and construction of the technology and/or its supporting

infrastructure, the support of electricity is needed - It is also like a heart who will give function to

all (Weisser, 2007). Electricity is needed by everyone, so it must be distributed equally.

Brown and Mobarak (2009) asserts that even if electricity is provided in one sense,

through the extension of the national grid, one also needs to assess whether the electricity

actually becomes “good” for the public - in the sense that households can benefit from it.

Therefore, we go beyond previously studied issues, such as provision of infrastructure (as when

measuring access to the grid), and even more closely, yet distant matters, such as residential

share of electricity relative to industry.

The African government, for instance, is constrained by the substantial costs involved in

building large-scale electricity infrastructure and contributions from official development

assistance (ODA) to public investment in the electric power sector have been far below the levels

needed to keep pace with economic growth and/or in order to expand public access (World Bank,

2009).

Moreover, it is unacceptable that such widespread energy deprivation, with its

consequences for nutrition, health, education, welfare and environment, and the other causes that

can affect people should continue into the next millennium or generation. This deprivation must

be stop and it needs a solution so that all the people from this country can live properly

(WEC/FAO, The Challenge of Rural Energy Poverty in Developing Countries).

Most developing countries like India and the Philippines have to go through a lot of

struggle to experience a constantly outstanding electrical supply. As US DOE (2003) claims,

“Public agencies, economic journalists and sector analysts are among those who point at the

electricity sectors poor performance has heavily affected the growth and development

possibilities of the Indian economy since independence, to the point that "the poor quality of

electricity has been the single greatest deterrent to India’s economic growth and development

also electricity is one of the major needs of people if electricity was not distributed equally to

every country like India it can affect the people from their daily lives so, if people are affected on

this issue would affect also their own country.”

“The cross-state variation in electricity provision in India has been used to explain

differences in productivity, return and investment rates” in this quote by electricity provision we

can able to see how it is working on the other sectors and by electricity provision it helps a lot to

people and also the country for economic growth (Dollar et al., 2002-2003).

“Despite the existence of this framework, ensuring that the electricity provision

contributes to sustainable development remains an unfulfilled and urgent task because it was not

distributed well from all the sectors and also on some infrastructures so, it is urgent to supply all

that are needed an electricity like infrastructure and works of the sectors to function as a source

of people to live (WCD, 2000).

Sustainable energy / access to energy” to be the “top priority area” for a new international

effort do define and meet sustainable development goals and this is a new era where

modernization is implemented in whole world so to sustain or to access energy would be the top

priority of the energy department (UNDESA, 2013).

“Development that meets the needs of the present without compromising the ability of

future generations to meet their own needs” in this quote development specifically about the

usage of electricity is one of the major needs of each, and because of electricity provision people

were able to live as they can meet their source in life (WCED 1987)

The researchers tried coming up with possible solutions that can serve as answers or

bases for the study. With that said, the researcher generally aims to know how important it is to

have an electric provision in Angeles City Science High School.

Specifically, this research aims to find out how:

1. To have an accurate data about the equally distributed electricity supply of Angeles

City Science High School (ACSHS);

 If the electricity in the building does not fluctuate anymore;

 If the outlets inside and outside the rooms are functioning;

 Once both buildings have electricity supply.

2. To know the causes why there is still electricity problems or issues in Angeles City

ScienceHigh School (ACSHS); and

3. To have enough knowledge and awareness on how they use the electricity supply in

Angeles City Science High School (ACSHS).

Since this study covers the investigation on equitable electricity provision in ACSHS, it

shall also include the often-experienced electricity problems and the way users/ facilitators use

the electric power supply of the school. This study will closelyinvolve the Administrative Officer

of the school and shall only cover the inside premises of the said school.

Thisproposed study shall be beneficial to the following:

Parents

Parents are also one of the prime benefactors of this study. They are the ones who may

want to help roam around the school to help monitor the electric provision of ACSHS, since they

knew that electricity is a must-have of an educational institution.

Students

Students, through this research, can gain awareness and personally experience

uninterrupted classes due to properly distributed and monitored electrical supply / provision in

their beloved ACSHS.

Researchers

Researchers will also be one of the benefactors of the study. They could raise awareness

on an ideal electrical provision to the school administration, the students and the parents.

Future Researchers

This research or study can be used as one of their bases on the conduct of their own

study.

Method

The researcher employed a case study design, a qualitative research focusing on

describing the electric provision of Angeles City Science High School (ACSHS). The said design

shall involve steps to come up with the proper materials needed to establish the accurate solution

to an existing concern of the school.

There will be one particular participant in this proposed study. He is Mr. Eugene Garcia,

the Administrative Officer I of ACSHS. He is the only person who knows and is in-charge in

monitoring the electric provision of the said school. He will be discussing with the researchers

the current state of the school’s electric provision and some factors why sometimes electric

provision in school fluctuates. Since there will be one particular participant for this study,

purposive sampling is employed. We will also be conducting a survey for the students and the

teachers for gathering vital information.

The researchers used the following tools or instruments in order to gather the necessary

data for the proposed study:

Observation

It is a way of collecting through senses, particularly sense of sight. The researchers

observed and recorded why electricity is needed in the school. It was also observe the effects of

having an electric power supply.

Questionnaire and Interview

Two of the main tools that will be used to gather information. The questions that were

asked were related to the electric provision of Angeles City Science High School.

The questions that will be thrown and raised to Mr. Eugene Garcia revolve around:

a) Are there any observable problems concerning the electricity distribution in the

buildings? Enumerate.

b) Are there any instances where you experience electrical problems? Cite a few.

c) How do you determine if the electricity distribution in ACHSHS is equally and well

distributed?

d) Can you name some of the appliances that you can use through the help of the

electricity inside your classroom? Give at least five (5).

First and foremost, to make the study feasible, the researcherswill be sending a letter to

the school head, seeking for permission to conduct the said study. After getting an approval from

the school head, another letter was sent out; this time, it is addressed to the School

Administrative Officer I, Mr. Eugene Garcia for a formal request to interview him.

Before the interview will be held, the researchers drafted ample amount of questions

relative to the electric provision of the school. Once Mr. Garcia agreed on the interview, the

researchers will be setting the best appointment for the face-to-face interview – one that is most

convenient for the interviewee. We will be conducting at least 10 students in each classroom

from the current grade 11 students and the incoming grade 11 students.

Ethical Considerations

The researchers shall keep the anonymity of the participant, so that none of his rights will

be violated in any way and to make sure he is well protected. The researchers make certain that

plagiarism will be avoided by properly citing its sources, paraphrasing it and not copying its

whole content.

As for the data to be gathered, non-publication of the school's electrical system is

observed to manage information with strict confidentiality, so as to not have any kind of

information leaks which could violate school policies. The researchers also asked for permission

from the people in authority to have access to the data need in their study.
