Introduction The Department of Education Vision and Mission Mandate states that the institution is
committed to a culture of excellence in public service believing that the most important
resource of our country is its people. We teachers/employees will do the task of educating
the Filipino child to discover his/her potential in a child – centered and value driven
teaching and learning environment. Thereby enable every child to create his/her own
destiny in the community. As a Public Schools District Supervisor, my role is to abide by
the mandate of this vision and mission. I will provide a system where teachers and
principals will achieve the best learning outcome by daring to responsibly enhance
achievements meaningfully. I will also affirm the essential right of every Filipino learner.

Problem Description Based on the initial results of the ZERO NON-NUMERATES validation conducted in Cluster
7 that held in the first and second month of the first quarter this year, it was found out
that, out of the three hundred twenty (320) grade 3 pupils 178 pupils belong to non-
numerates. It was also found out that said non-numerates pupils and other
pupils/students in cluster 7 were always absent in their classes. It was also noted that
because of their low performance in Numeracy, out of the 178 grade 3 pupils, 65 were
being bullied by their classmates who are numerates. Among other pupils and students in
the cluster, there were still incidents of bullying. This is the reason why this concept paper
was conceptualized to addressed the numeracy difficulties of the 178 grade 3 pupils who
are always absent and the 65 pupils who were being bullied by their classmates.

Problem 1 Improve the numeracy difficulties of the one hundred seventy eight
grade 3 pupils in cluster 7.

Problem 2 Eradicate the practice of absenteeism among the grade three pupils
who are non-numerates with the other pupils and students in cluster 7.

Problem 3 Strengthen the values formation of pupils and students among the
eight schools in cluster 7 to stop bullying.

Benefits of solving the Problem 1 All the one hundred seventy -eight (178) non-numerates shall become
problem numerates pupils.
Problem 2 Attendance of all pupils and students of cluster 7 will be improved, by
going to school regularly.
Problem 3 A peaceful institution for pupils and students will be observed.
