INTRODUCTION

In terms of Rule 25(3) of SBI Officers Service Rules 1992, the Bank is providing
essential furniture to eligible officers at its discretion on such scale as may be
prescribed from time to time, subject to recovery of a monthly rental of 0.15% of the
pay in the first stage of the pay in which the officer is placed. In addition to this,
certain essential fixture items (viz., almirahs, fans, tube-light fitting, geysers etc.) are
also being provided with the accommodation.

In the earlier scheme of supply of furniture / fixture at the residence of officers in our
Bank, cost was involved in supply, upkeep, storage and maintenance of furniture/
fixtures. Moreover there was a large scale dissatisfaction amongst the officers
because the quality of supply and the time taken for actual delivery of furniture. This
new scheme had reduced the burden of unproductive work at various levels,
minimized the recurring maintenance cost to the bank, released the costly storage
space and increased the employees’ satisfaction level. .

SALIENT FEATURES OF THE NEW SCHEME

1. Eligibility: - The new scheme shall apply to all confirmed officers, including
officers in specialist category in who are governed by the SBI Officers’ Service
Rules 1992. Accordingly, officers who have joined the Bank on contract and/ or
whose remunerations have been fixed on CTC basis will not be eligible for availing of
the facility.

Under the proposed scheme, officers will henceforth be allowed to purchase from
reputed dealers, at the place of residential accommodation/nearest big centre if the
residential accommodation is at rural and semi-urban centre, the essential items of
furniture/fixture of their choice. However, the items that may be purchased shall be
from the standard list of items prepared by the Bank for different grades.

Once the officer purchases the essential items of furniture/ fixtures as per his choice,
he will not be permitted to surrender the same to the Bank. He will carry the
furniture/fixtures on his transfer to the new place of posting within his eligibility of
transportation of household goods and no additional claim for transportation of
Bank’s furniture/ fixtures will be entertained.

2. Entitlement for Furniture Purchase Monetary ceilings for purchase of furniture/

Officers transferred out of Circle on administrative grounds by the Bank beyond the
geographies of the parent circle, shall be entitled for 20% additional entitlements
over and above the respective eligible grade wise ceilings.

The bank has prescribed certain sub-limits on the purchase of furniture items within
the overall monetary ceiling for residential furniture / fixture provided to the officers of
different grades. The details are as follows:-

There is no restriction for purchase of furniture items more than 50% of total
monetary ceiling applicable to each grade. Mattresses, curtains, inverter battery shall
be within the 50% ceilings of electronic items and the rest 50% ceilings should be
utilized for furniture items only.

On promotion, an officer may become eligible for higher ceiling for purchase of
furniture/ fixtures. In such an eventuality, he may purchase the additional items of
furniture within the ceiling prescribed for his new grade and claim that additional
amount from the Bank..

Officers in all grades who have been transferred out of Circle on administrative
ground are eligible for 20% additional entitlements over the grade wise entitlement to
officers for purchase of residential furniture. Officers transferred out of circle (in any

Corporate Centre Establishment) but continuing in same geographical location within
parent circle are not eligible for 20% additional ceiling.

It has been decided by the competent authority to consider the place of posting
/deputation of the officer as on 01.04.2017, i.e. the date of merger to be the base for
determining the parent circle for officers of eABs & eBMB. An officer of eABs/BMB
would be allotted that Circle of SBI, which has the geographical jurisdiction on the
place of posting / deputation of the officer of eAB/ BMB, as on 01.04.2017. However,
in case of officers who were posted / deputed on 01.04.2017 at places which are
now in the jurisdiction of newly formed Jaipur and Amaravati Circle, will be assigned
that Circle only. In case, the officer has been on deputation to any subsidiary of SBI
/Government of India / other organization as on 01.04.2017, the parent circle of the
officer would be the present SBI Circle having geographical jurisdiction over the
place of deputation.

3. Repatriation to Parent Circle:- Once an officer returns to his parent circle his
entitlement becomes the normal entitlement. Sometimes, the officers on repatriation
are not in a position to replace even those items, whose life span has expired.
Accordingly, it has been decided by the competent authority that the entitlement of
an officer, on repatriation to parent Circle, will not be reduced to his normal
entitlement, as per scale but he will not be able to purchase new items above his
normal entitlement. However, if lifecycle of any exiting item expires, he would be able
to replace within the additional 20% entitlement. The stipulations are as under:

i. The officer would purchase items of his choice, as per the extant instruction, within
his normal eligibility.

ii. The repatriated officer may replace any furniture item of his possession, on expiry
of the life span of the items, even above his normal entitlement but within the
additional 20% entitlement of the grade, subject to:

a. The replacement will be within the cost ceiling of the replaced item whose life
span has expired.

b. In no case, an item whose life span has expired can be replaced by item of
another kind, i.e. a television of more than 5 year old is to be replaced by television
only and by no other item.

iii. On promotion to next higher grade, after repatriation, the entitlement of the officer
would be the normal entitlement in the promoted grade. However, if the normal
entitlement in the promoted grade is lower than the enhanced entitlement being
enjoyed by the repatriated officer, he may continue with the existing enhanced
entitlement of the earlier grade. But he will be permitted to purchase any item from
the prescribed list of furniture up to his normal entitlement in promoted grade.

iv. All other instructions on the scheme shall remain unchanged.

v. The above facility will not be applicable to officers’ inter circle transfer on request.

4. List of furniture Items:- All electronic and electrical items and equipments
running on electricity are classified as electronic items except physical health
equipments. All other remaining items including physical fitness/health equipments
are classified as furniture items. An officer can avail the facility to purchase new
electronic items 6 times only during his entire service and for purchase of furniture
the facility will continue to be availed 3 times only during his entire service as per
existing instructions. In case of death of an officer while in service, the family of the
deceased officer will be given furniture and electronics items free of cost and the
book value of the same will be written off from bank’s books as hitherto. The life
span of furniture and fixtures are as follows:-

5. Annual Maintenance Charges: - The officers will be responsible for maintenance


of furniture/fixtures supplied to them. No repairs of the furniture/fixtures, minor or
major, will be undertaken by the Bank. However, the officers will be eligible for
reimbursement of expenses on account of repairs, annual maintenance charges,
charges for washing of curtains, insurance (including transit insurance, whenever
furniture/fixtures are required to be transported for any reason), etc. as under:

The officers will have to claim this amount on a certificate basis during the financial
year i.e up to 31st March each year and no carryover of such claim to the next year
will be permitted. However, no reimbursement of this amount will be made within one
year from the purchase and the officer shall have to arrange for the repairs/
insurance at his own cost during that period.

Officers of all grades up to TEGS-VII shall be eligible for reimbursement of full
annual maintenance charges for the year of their retirement even if they retire in the
middle of the year. However, in case any officer resigns from the Bank in the middle
of the year, he/she will be reimbursed annual maintenance charges on prorata basis.

6. PROVISION OF FURNITURE AND FIXTURE AT THE TIME OF RETIREMENT:


At the time of retirement/ voluntary retirement/ exit/ removal/dismissal of the officer, if
an officer has put in more than five years of service from the date of reimbursement
for furniture/ fixtures, no recovery shall be made from him and the ownership of
Bank’s furniture/fixtures will be transferred to him. However, if an officer is retired/
voluntarily retired/ removed/ dismissed or allowed to exit from the service within 5
years from the date of reimbursement for furniture/ fixtures, the book value of the
furniture/ fixtures will be recovered from his terminal dues. In case of death of the
official while in service, the family of the deceased officer will be given the furniture/
fixtures already purchased by that officer free of cost and the book value of the same
will be written off from Bank’s book. As per the extant instructions, at the time of
retirement, officers up to Scale – V are required to own the furniture & fixture
provided to them by the Bank at the following cost:

The depreciation of the furniture and fixture will be calculated on the actual age of
the items as on the date of retirement of the officer, by calculating the depreciation
on monthly basis for the period over and above the age completed on yearly basis.

It has now been decided that the curtains and inverter battery being consumable
items, may be given to the officers (in all scales) who retires on superannuation, free
of cost irrespective of its age. The book value, if any, may be written off as per the
extant instructions. Mattresses that are more than one year old can be carried free of
cost by retiring officers of all grades.

Officers in TEGS VI & VII retiring after 31st March, 2015 will be required to
mandatorily purchase all the items of furniture/fixture at the time of retirement at
prescribed discounted value, The ownership of furniture and fixture with less than
one year of age will be transferred to the retiring officials of all grades at discounted
value of 1.66% per month of original cost of furniture, calculated at rate of discount of
20% per annum. The difference of book value and discount value will be absorbed
by Bank as hitherto.

7. POSSESSION CERTIFICATE:. As on the 1s t March every year, every officer


shall submit the possession certificate (Annexure IV in duplicate duly signed in token
of acknowledgement) to the branch/ office where he is posted. On transfer of an
officer, the book value of furniture/ fixtures provided to him will be debited to the
transferee branch/ office and the amount of reimbursement for furniture/ fixtures and
the date of reimbursement will be mentioned in the LPC. This will also be mentioned
in the service sheet

8. INSURANCE OF BANK’S PROPERTY: The furniture/ fixtures, provided at the


officers’ residences under the scheme, will be Bank’s property. The officers shall not
let out or otherwise part with the possession of the furniture/ fixtures to any one in
whole or in part till the time the ownership thereof is transferred in their names.
Officers are provided with certain items of Fixed Assets (FA) by the Bank, such as
Mobile Handset, Lap Top, i-Pad, Furniture & Fixtures. Records of such assets are
maintained in IFAMS. Bank is taking insurance cover on Bank’s own assets including
those provided to officers. it has been decided to put in place the following guidelines
with regard to the obligation on the part of the officials to lodge the insurance claim
on loss of / damage to fixed assets provided to them by the Bank, treatment of
amount of insurance claim, provision on restoration of assets and subsequent
entitlement of the assets:

i. On loss (theft/ burglary etc.) of the assets provided to the officials i.e. Mobile
Handset, Lap top, I Pad, Furniture & Fixtures, the officer will be required to complete
the formalities relating to lodgment of the insurance claim with the help of the Nodal
Officer for the Insurance / Insurance Cell at the respective Administrative Office /
Local Head Office / Corporate Centre.

ii. On settlement of the Insurance claim, the related assets in the Bank’s Book will be
written off. The amount of Insurance claim received by the Bank will be utilized for
writing off the assets in Bank’s book. If the amount of Insurance claim is in excess of
the depreciated value of the assets in Bank’s book, such excess amount will be
credited into Bank’s P&L account (BGL A/c No. 4599104 – Profit on Sale of FA).

iii. In case of amount being less than the depreciated value of the assets in Bank’s
book, the same may be recovered from the concerned officer. In such cases, the
entitlement of the officer will be restored and the official will be eligible to replace /
purchase new assets. The date of his / her next entitlement will be modified
accordingly to the new date of purchase. However, in case the officer does not wish
for such early restoration of entitlement and wishes to avail the entitlement as and

when it accrues to him after the end of the original life cycle of the respective item in
terms of the extant provisions, the differential amount between the value of the
assets in Bank’s book and insurance claim received will be debited from the Bank’s
Charges account (BGL A/c No. 4599105 – Loss on Sale of FA).

iv. In case of insurance claim received on account of repair of assets, where


expenses for repairs were incurred by the officials, such insurance claim amount
shall be passed over to the concerned officials. However, in applicable cases where
the officer has been reimbursed with the repair charges by the Bank or Bank has
borne the expenses for repairs, the insurance claim received will be credited to the
Bank’s charges account (BGL A/c No. 98053 – Charges-Repairs- Bank Pro)
account.

v. The above guidelines will be applicable only in case of successful settlement of


Insurance Claims. In all other cases of loss / damage of fixed assets, there will not
be any effect on the entitlement of the officer and new purchase of assets will be
allowed only after the expiry of current entitlement period.

9. PROCESS FLOW FOR PURCHASE OF FURNITURE & FIXTURE: An officer


joining Bank’s service, and on his eligibility for supply of furniture, will give an
application for purchase of furniture and fixture as per the specimen placed at
“Annexure II”. The officer will then be paid the amount as per his entitlement by debit
to Suspense A/c. Thereafter, within a fortnight, the officer will give a certificate to the
Bank on a standard format (“Annexure III”) enclosing therewith the cash
memo(s)/receipted challan(s) indicating the purchase and delivery of the items. On
receipt of this certificate, the advance given to him earlier will be adjusted by debit to
Bank’s Fixed Assets Account. A copy of this certificate and the enclosed list/ cash
memo(s)/receipted challan(s) will be kept in his service file and the date of purchase
and the amount of the items should be noted in the service sheet also. If the officer
does not buy the furniture/fixtures within a month from the date of advance taken by
him for this purpose, it will be deemed that he has misutilised the fund and the
amount will be recovered from his salary in 10 installments together with interest at
the prevalent rate for clean overdraft and the officer will not be given the benefit of
this Scheme in his entire service. Furniture purchased by an officer will be verified by
the Branch Manager/Designated officer and a certificate to the effect will be kept on
record at the branch/office.

10. REIMBURSEMENT FOR PURCHASES MADE FROM OWN RESOURCES:


However, in exceptional cases where an officer has purchased some items from his
own resources from a centre as stipulated and it is found that the purchase(s) and
eligibility etc are in order, such reimbursement may be permitted on a case to case
basis.

11. WRITING OFF OF FURNITURE & FIXTURES ITEMS: The following authority
structure for writing off the book value of the furniture/fixtures for the serving officers
and retirees/exit optees may be followed in respect of the items to be written off from
the book value of the items as per the New Scheme:

12. RECOVERY OF FURNITURE FROM SALARY: Once the officer has been paid
the amount for purchase of furniture/fixtures from the next month onward, 0.15% of
the pay in the first stage of the scale of pay in which the officer is placed will be
recovered from his monthly salary toward the rent.

13. THE RECKONING DATE FOR FURNITURE/FIXTURES: The date of purchase


of the item of furniture / fixtures should be the base for calculating the number of
years while transferring the ownership to the concerned officer/retirees.

14. TAXES: For reimbursement of purchase of assets provided to officers such as


Furniture & Fixtures, Mobile Handset, Lap top, i-Pad, Briefcase, if the tax invoice
comply with the GST provisions such as having vendor’s GSTIN and Bank’s GSTIN,
the reimbursement would be entitlement plus applicable GST component. In case
the invoice does not have vendor’s GSTIN and Bank’s GSTIN or does not show GST
component separately, the entire bill amount will be considered as part of
Entitlement.

15. OFFICERS ON PROBATION: It has been decided that furniture and fixtures
under the new scheme be provided to officers of all grades on probation in the Bank
from the date of their promotion / recruitment, as the case may be. In other words,
furniture and fixtures will be provided to officers of all grades on permanent
employment (employees promoted as JMGS I, Trainee Officers, Probationary
Officers, Specialist Officers e.g. Chartered Accountants, Law Officers, Security
Officers, System Officers etc.) as per their eligibility during their probation also.
However, those who intend to resign during the probation period would be the same
i.e. the entire amount given to them to purchase new furniture/fixtures will be
recovered from them. This fact should be advised to them at the time of sanctioning
advance towards furniture/fixtures stating inter-alia that their resignation will not be
accepted till the recovery of entire amount.

16. TRANSFER OF OWNERSHIP: Officers who are holding the furniture/fixtures


which are more than 10 years old will be vested with the transfer of ownership of
such furniture/fixtures. The original cost of such items shall be reduced from the
aggregate cost of the furniture which they are holding while working out their fresh
entitlement.

17. JIBO / IBO: Officers would be required to retain the furniture/ fixtures purchased
by them in India under the Furniture Scheme. However, during the period that they
remain posted abroad, this scheme shall not be applicable to them.

Officers should furnish the details of their account (to the branch/ office maintaining
their Fixed Assets) from which monthly rent against furniture/ fixture is to be

recovered during their overseas posting. It will be the sole responsibility of the official
to ensure the recovery of rent for furniture/ fixture, failing which he/ she will not be
entitled for reimbursement of the annual maintenance charges.

The payment of annual maintenance charges as per their respective scales would be
made through HRMS Portal subject to fulfilment of conditions laid down (CL no.
IBG/HR/SYI/4491 dated 13/01/2012):

i. Furniture rent recovery has been effected for the furniture provided in India.
ii. Officer should have retained furniture with him/ her on foreign posting.
iii. Minimum 50% of the eligible amount has been availed of by the officer.
iv. Furniture should have been in the possession of the officer prior to his posting.

18. VERIFICATION OF ITEMS WHEN LEASED HOUSE IS PROVIDED AT A


DIFFERENT CENTRE: In cases where an officer has been provided with a leased
house accommodation at a centre other than his place of posting and he purchases
the item after taking advance from his branch/office of posting, he will be required to
purchase items from the centre of his leased accommodation as mentioned in the
new scheme and submit bills/vouchers as usual to reverse the Suspense A/c entry.
An officer of the branch nearest to the residential accommodation provided to the
officer should be entrusted by the controllers to verify the items and submit his
report.

19. PROVISION OF UTILITY ITEMS AT THE RESIDENCE OF SUPERVISING


STAFF: All Supervising staff, who are supplied furniture/fixtures by the bank in
leased / own premises, are reimbursed for the cost of various Utility Items like
Buckets, Mugs, Doormats, Dustbins, Water Containers, Bath mats etc on yearly
basis. The claim for reimbursement for all the items is to be made at one time and
not on a piece meal basis. the competent authority has accorded its approval to
introduce Bank level “Scheme for Reimbursement of cost on purchase of Utility
Items” for supervising staff.

20. PURCHASE OF BRIEFCASE/ HANDBAG FOR OFFICERS: Officers, who are


required to carry official papers on a regular basis, may be provided by the Bank
brief case(s)/ handbag(s), once in three years for their official use, within the

be deemed that I have misutilised the fund and the amount will be
recovered from my salary in 10 (ten) instalments together with
interest at the prevalent rate for clean overdraft and I shall not be
given the benefit of this Scheme in my entire service.

vii) I undertake to obtain insurance cover (including transit insurance


whenever Bank’s furniture/ fixtures are required to be transported
for any reason whatsoever) for the book value of the furniture/
fixtures in the name of the Bank at my own cost in first year and
from the amount payable to me towards insurance and repairs of
furniture every year thereafter. The policy issued by the insurance
company will be kept with me. As I shall myself be insuring the
furniture/ fixtures provided to me by the Bank, in case of any loss of
any kind, it will be my responsibility to get the amount of claim from
insurance company and I shall not raise any claim with the Bank to
replenish the loss.

viii) I understand that if I do not purchase the furniture and fixtures and
submit a false certificate regarding purchases made, I shall be
liable to be proceeded against under the relevant service rules.

3. I know that the furniture/ fixtures provided to me by the Bank shall remain with me
for at least 10 (ten) years and I shall have to carry them wherever I am transferred
within my eligibility for transportation of household goods on transfer. I shall not
make any additional claim separately for transportation of Bank’s furniture/ fixture
provided to me for my residential use.

4. I also know that I shall not get any additional reimbursement for a purchase of any
furniture/ fixtures for my residential use within 10 (ten) years from the date of
purchase i.e. _______________(date), except when my entitlement increases on
account of my promotion. Even if there is any upward revision in future, in the
entitlement for my present grade, I shall not be eligible to claim the difference
between such enhanced entitlement and my present entitlement, if I continue to
remain in the same grade.

5. In case of my retirement/ voluntary retirement/ removal/ discharge/ dismissal/ exit


from service within 5 years from the date of purchase of Bank’s furniture/ fixtures, I
hereby give irrevocable authority to the Bank to recover from my terminal dues the
