In terms of Rule 25(3) of SBI Officers Service Rules 1992, the Bank is providing
essential furniture to eligible officers at its discretion on such scale as may be
prescribed from time to time, subject to recovery of a monthly rental of 0.15% of the
pay in the first stage of the pay in which the officer is placed. In addition to this,
certain essential fixture items (viz., almirahs, fans, tube-light fitting, geysers etc.) are
also being provided with the accommodation.
In the earlier scheme of supply of furniture / fixture at the residence of officers in our
Bank, cost was involved in supply, upkeep, storage and maintenance of furniture/
fixtures. Moreover there was a large scale dissatisfaction amongst the officers
because the quality of supply and the time taken for actual delivery of furniture. This
new scheme had reduced the burden of unproductive work at various levels,
minimized the recurring maintenance cost to the bank, released the costly storage
space and increased the employees’ satisfaction level. .
1. Eligibility: - The new scheme shall apply to all confirmed officers, including
officers in specialist category in who are governed by the SBI Officers’ Service
Rules 1992. Accordingly, officers who have joined the Bank on contract and/ or
whose remunerations have been fixed on CTC basis will not be eligible for availing of
the facility.
Under the proposed scheme, officers will henceforth be allowed to purchase from
reputed dealers, at the place of residential accommodation/nearest big centre if the
residential accommodation is at rural and semi-urban centre, the essential items of
furniture/fixture of their choice. However, the items that may be purchased shall be
from the standard list of items prepared by the Bank for different grades.
Once the officer purchases the essential items of furniture/ fixtures as per his choice,
he will not be permitted to surrender the same to the Bank. He will carry the
furniture/fixtures on his transfer to the new place of posting within his eligibility of
transportation of household goods and no additional claim for transportation of
Bank’s furniture/ fixtures will be entertained.
Officers transferred out of Circle on administrative grounds by the Bank beyond the
geographies of the parent circle, shall be entitled for 20% additional entitlements
over and above the respective eligible grade wise ceilings.
The bank has prescribed certain sub-limits on the purchase of furniture items within
the overall monetary ceiling for residential furniture / fixture provided to the officers of
different grades. The details are as follows:-
There is no restriction for purchase of furniture items more than 50% of total
monetary ceiling applicable to each grade. Mattresses, curtains, inverter battery shall
be within the 50% ceilings of electronic items and the rest 50% ceilings should be
utilized for furniture items only.
On promotion, an officer may become eligible for higher ceiling for purchase of
furniture/ fixtures. In such an eventuality, he may purchase the additional items of
furniture within the ceiling prescribed for his new grade and claim that additional
amount from the Bank..
Officers in all grades who have been transferred out of Circle on administrative
ground are eligible for 20% additional entitlements over the grade wise entitlement to
officers for purchase of residential furniture. Officers transferred out of circle (in any

/deputation of the officer as on 01.04.2017, i.e. the date of merger to be the base for
determining the parent circle for officers of eABs & eBMB. An officer of eABs/BMB
would be allotted that Circle of SBI, which has the geographical jurisdiction on the
place of posting / deputation of the officer of eAB/ BMB, as on 01.04.2017. However,
in case of officers who were posted / deputed on 01.04.2017 at places which are
now in the jurisdiction of newly formed Jaipur and Amaravati Circle, will be assigned
that Circle only. In case, the officer has been on deputation to any subsidiary of SBI
/Government of India / other organization as on 01.04.2017, the parent circle of the
officer would be the present SBI Circle having geographical jurisdiction over the
place of deputation.
3. Repatriation to Parent Circle:- Once an officer returns to his parent circle his
entitlement becomes the normal entitlement. Sometimes, the officers on repatriation
are not in a position to replace even those items, whose life span has expired.
Accordingly, it has been decided by the competent authority that the entitlement of
an officer, on repatriation to parent Circle, will not be reduced to his normal
entitlement, as per scale but he will not be able to purchase new items above his
normal entitlement. However, if lifecycle of any exiting item expires, he would be able
to replace within the additional 20% entitlement. The stipulations are as under:
i. The officer would purchase items of his choice, as per the extant instruction, within
his normal eligibility.
ii. The repatriated officer may replace any furniture item of his possession, on expiry
of the life span of the items, even above his normal entitlement but within the
additional 20% entitlement of the grade, subject to:
a. The replacement will be within the cost ceiling of the replaced item whose life
span has expired.
b. In no case, an item whose life span has expired can be replaced by item of
another kind, i.e. a television of more than 5 year old is to be replaced by television
only and by no other item.
iii. On promotion to next higher grade, after repatriation, the entitlement of the officer
would be the normal entitlement in the promoted grade. However, if the normal
entitlement in the promoted grade is lower than the enhanced entitlement being
enjoyed by the repatriated officer, he may continue with the existing enhanced
entitlement of the earlier grade. But he will be permitted to purchase any item from
the prescribed list of furniture up to his normal entitlement in promoted grade.
v. The above facility will not be applicable to officers’ inter circle transfer on request.
The Central Human Resources Committee (CHRC) in its meeting dated 16.10.2019
has approved the inclusion of following items in the standard list of Furniture and
Fixture applicable to officers up to the grade of SMGS-V.

ADDITIONAL ITEMS FOR SCALE-V OFFICERS:
The depreciation of the furniture and fixture will be calculated on the actual age of
the items as on the date of retirement of the officer, by calculating the depreciation
on monthly basis for the period over and above the age completed on yearly basis.

It has now been decided that the curtains and inverter battery being consumable
items, may be given to the officers (in all scales) who retires on superannuation, free
of cost irrespective of its age. The book value, if any, may be written off as per the
extant instructions. Mattresses that are more than one year old can be carried free of
cost by retiring officers of all grades.
i. On loss (theft/ burglary etc.) of the assets provided to the officials i.e. Mobile
Handset, Lap top, I Pad, Furniture & Fixtures, the officer will be required to complete
the formalities relating to lodgment of the insurance claim with the help of the Nodal
Officer for the Insurance / Insurance Cell at the respective Administrative Office /
Local Head Office / Corporate Centre.
ii. On settlement of the Insurance claim, the related assets in the Bank’s Book will be
written off. The amount of Insurance claim received by the Bank will be utilized for
writing off the assets in Bank’s book. If the amount of Insurance claim is in excess of
the depreciated value of the assets in Bank’s book, such excess amount will be
credited into Bank’s P&L account (BGL A/c No. 4599104 – Profit on Sale of FA).
iii. In case of amount being less than the depreciated value of the assets in Bank’s
book, the same may be recovered from the concerned officer. In such cases, the
entitlement of the officer will be restored and the official will be eligible to replace /
purchase new assets. The date of his / her next entitlement will be modified
accordingly to the new date of purchase. However, in case the officer does not wish
for such early restoration of entitlement and wishes to avail the entitlement as and

when it accrues to him after the end of the original life cycle of the respective item in
terms of the extant provisions, the differential amount between the value of the
assets in Bank’s book and insurance claim received will be debited from the Bank’s
Charges account (BGL A/c No. 4599105 – Loss on Sale of FA).
11. WRITING OFF OF FURNITURE & FIXTURES ITEMS: The following authority
structure for writing off the book value of the furniture/fixtures for the serving officers
and retirees/exit optees may be followed in respect of the items to be written off from
the book value of the items as per the New Scheme:
12. RECOVERY OF FURNITURE FROM SALARY: Once the officer has been paid
the amount for purchase of furniture/fixtures from the next month onward, 0.15% of
the pay in the first stage of the scale of pay in which the officer is placed will be
recovered from his monthly salary toward the rent.
15. OFFICERS ON PROBATION: It has been decided that furniture and fixtures
under the new scheme be provided to officers of all grades on probation in the Bank
from the date of their promotion / recruitment, as the case may be. In other words,
furniture and fixtures will be provided to officers of all grades on permanent
employment (employees promoted as JMGS I, Trainee Officers, Probationary
Officers, Specialist Officers e.g. Chartered Accountants, Law Officers, Security
Officers, System Officers etc.) as per their eligibility during their probation also.
However, those who intend to resign during the probation period would be the same
i.e. the entire amount given to them to purchase new furniture/fixtures will be
recovered from them. This fact should be advised to them at the time of sanctioning
advance towards furniture/fixtures stating inter-alia that their resignation will not be
accepted till the recovery of entire amount.
17. JIBO / IBO: Officers would be required to retain the furniture/ fixtures purchased
by them in India under the Furniture Scheme. However, during the period that they
remain posted abroad, this scheme shall not be applicable to them.
Officers should furnish the details of their account (to the branch/ office maintaining
their Fixed Assets) from which monthly rent against furniture/ fixture is to be
The payment of annual maintenance charges as per their respective scales would be
made through HRMS Portal subject to fulfilment of conditions laid down (CL no.
IBG/HR/SYI/4491 dated 13/01/2012):
i. Furniture rent recovery has been effected for the furniture provided in India.
ii. Officer should have retained furniture with him/ her on foreign posting.
iii. Minimum 50% of the eligible amount has been availed of by the officer.
iv. Furniture should have been in the possession of the officer prior to his posting.
21. IFAMS:- SBI is using IFAMS software for asset management, depreciation
calculation, asset transaction and to generate various reports (Schedule 10 etc.).
The furniture and fixtures provided to the officers should be entered in IFAMS.

liable to be proceeded against under the relevant service rules.

2. I have obtained insurance cover for the book value of Bank’s furniture/fixtures in
Bank’s name and the insurance policy is in my possession. I shall always keep these
Bank’s furniture/ fixtures insured for the Book Value in future also. In case of loss of
any kind, it will be my responsibility to obtain the amount of claim from the insurance
3. I know that the furniture/ fixtures provided to me by the Bank shall remain with me
for at least 10 (ten) years and I shall have to carry them wherever I am transferred
within my eligibility for transportation of household goods on transfer. I shall not
make any additional claim separately for transportation of Bank’s furniture/ fixture
provided to me for my residential use.
4. I also know that I shall not get any additional reimbursement for a purchase of any
furniture/ fixtures for my residential use within 10 (ten) years from the date of
purchase i.e. _______________(date), except when my entitlement increases on
account of my promotion. Even if there is any upward revision in future, in the
entitlement for my present grade, I shall not be eligible to claim the difference
between such enhanced entitlement and my present entitlement, if I continue to
remain in the same grade.
