WELCOME TO THE fOLD
Hello, recruit, and welcome to Delta
Prime. I d on't know why the bigwigs at
HQ chose me to do this, b u t I've been
asked to work with a couple of these
techno-geeks to d evelop a website for
new Delta Prime recruits.
So here it is.
Don't choke on it. There's a lot of
information here. I've been w ith Delta
Prime for a long time, and I've worked
w ith the best our agency has to offer.
There's a lot to say, and a lot th at you
need to know. So let's get started.
WHO AM I?
Oh, yeah. The fact is, rookie, I'm a
soldier, not a writer. The powers that be
have seen fit to saddle this bucking
bronco with an editor by the name of
Sarah Greenburg, and Sarah's made it
crystal clear to me that I should
identify myself before I continue.
I'm not so sure I agree.
What's important here isn't me; it's
the message. I'll confess to being a bit
worried that if you know who I am, it's
going to color your opinions of what I
have to say.
And that's something we can' t risk.
On the other hand, my captain has
told me that I'm to bow to Sarah's
experience in all matters regarding this
document. If there's one thing I know
about, it's the importance of following
orders, of placing your trust in the
people above you. Those with a good
view of the big picture, of doing what
your government asks of you.
My name's Eddie Hamilton. Some of
you may know me by m y codename:

LET'S GET THIS OUT OF THE WAY
Once you 've had a chance to
swallow that little firecracker, you're
bound to have a few questions about
me. I'm not one to talk about myself
much, but in the interest of reducing
any distraction my iden tity might
cau se, I'm going to launch a
preemptive strike. I'll try to answer a
few of your questions here before they
get in the way of what's really
important-your future with Delta
Prime.
My BA(KGROUND
Most Delta Prime agents--or
Primers, as most people call us-lead
fairly private lives. But when our
government call us u p into service, we
answer like the citizens of every
generation before us, whether they had
delta powers or n ot.
The younger ones head to Delta
Academy. Those of age for the military
join Delta Squadron. Some of us jump
righ t into Delta Prime.
We all serve our country proudly.
This isn't something you do for glory
or fame. You do it because lives depend
on you, becau se you love your country,
and because it' s the right thing to do.
That's why I joined Delta Prime.
If you' re a college football fan, you
m ight remember the incident that led
to my awakening. I was the starting
running back for the University of
Miami b ack in '86. We were called the
Hurricanes. Fitting name for a team
based in a city that was routinely
battered by h orrible tropical storms.
I actually came into my powers on
the field. It was during one of the worst
storms of the century. It wasn't really a
hurricane, but it shook my life up just
the same.
 LIGHTNING STRIK£S TWIU
Actually, it only had to hit me once.
That's right. I'm that Eddie Hamilton.
It was late in the fourth quarter, and
we were down by five points against
our hated rivals, the University of
Florida. Despite our frequent reliance
on a modified version of the West
Coast's air-attack, the winds were just
making it too difficult to pass. The
quarterback kept giving me the ball to
run down the field.
I was having the best game of my
career. There had been Heisman talk
before the game, and I was sure that
my performance that day was going to
seal it for me.
With time running down, we were
still 43 yards from the Florida endzone.
Desperate to score before the clock ran
down, the quarterback handed me the
ball, and I drove hard through the
middle. The boys up front did their job
well, punching a nice hole open for me .
I saw daylight and ran straight for it.
The Florida tacklers ate my dust.
I high-stepped it into the endzone all
by myself, ripping off my helmet and
holding it high in the air, celebrating
what would turn out to be the final
touchdown of my life.
I never heard the thunder. The
lightning bolt cracked down out of the
sky and smacked into my helmet and
down through me. Before I could even
think liMy career is over," I was
knocked flat on my back in the pouring
ram.
My heart stopped. I actually
flatlined. I was clinically dead.
The team doctors dashed across the
field and started work on me right
away. One thing you can say about
well-funded Division lA football
programs: they've got plenty of money
The docs got my heart beating again
within three minutes. I woke up right
about then, and that's when all hell
broke loose.
ARUOf AWAKfNING
If you've gotten this far into Delta
Prime, you know all about awakenings.
They're rarely pleasant. After all,
discovering that you can blow up parts
of your body or bounce bullets off of
your skin can be pretty traumatic.
Fortunately, most deltas find out
what's happened to them in private.
They have time to think about what
they want to do about their "gift".
Do they comply with the Delta
Registration Act, or do they betray their
country and their fellow Americans,
and run like cowards?
I didn't have that choice to make.
Sure, l'd have joined up with Delta
Prime either way. I know my duty, and
I believe in this great country of ours.
But I wasn't offered the option.
I was the first delta to awaken on
live TV-in front of millions.
When I woke up, my body was
coursing with energy. They say I was
actually crackling with tiny fingers of
bluish-white electricity even as the
doctors were jumpstarting my heart. By
the time I regained consciousness, I
was ready to burst.
And, unfortunately, that's exactly
what I did.
It was a real mess. Everyone in the
stadium got the shock of their lives.
The two docs that were working on me
were blown back twenty yards. Dozens
of folks who were huddled around my
stretcher, trying to see what was
happening, were singed by the
electrical storm released through my
body. Even some of the fans in the
bleachers felt the wave of force.
One of the doctors and a student
trainer-in-training never felt anything
else. The burst of electricity I released
fried them where they stood. Everyone
else within 20 yards was knocked flat,
including most of the fans. The rest
watched as the ball of static shock
cleared a sphere around me.
I don't remember any of this, of
course. I passed out again right after
my body released the burst, and I
didn't wake up until late the next
morning.
But I've seen the video of it a
hundred times. If you weren't too busy
playing with your Cabbage Patch Kid
to notice, you probably saw it, too.
When I finally woke up, two Primers
were waiting near my hospital bed.
They popped a tape into a Beta VCR
they'd brought with them, and showed
me the footage of two innocent men
being murdered. Two men who were
only trying to help me. The doctor that
was killed was even one of the two
who brought me back. His hands had
pumped my chest until I started
breathing again.
And how did I repay the favor?
Once I got over the initial shock and
remorse, I talked with the Primers. I
assumed they had come to arrest me
for the "murders". I put out my arms
for the handcuffs that I knew were
coming, and told them I wouldn't
resist. "I'm ready to pay the price for
what I've done," I said.
But the handcuffs never came.
The Primers just laughed at me
nervously. After a moment, one of them
spoke.
"Son," he explained, "we're not here
to arrest you. The tape clearly shows
that the explosion was an accident.
There's no way you could have helped
what happened there."
The Primer smiled at me again.
"We're not here to arrest you. We're
here to recruit you."

APRIMER'S LIfE
As a red-shirt senior, I was too old
for Delta Squadron, so I jumped right
into Delta Prime. The government was
kind enough to allow me to finish out
my undergrad degree that spring, but
after that, it was off to the old Torpedo
Factory in Alexandria, Virginia, to start
training.
My football career was officially
over. Sure, I suppose I could have
petitioned to join the Deltaballieague.
A guy with skills like mine could have
dominated there, and made carloads of
cash in both salary and endorsements,
but that just wasn't for me.
No, I didn't get into this so I could
cash in on it. Of course, I didn't "get
into" this at all, at least not on my own.
I didn't have a choice about becoming a
delta.
But I hadn't really chosen my natural
gifts as an athlete, either. I just did the
best I could with what God gave me.
Now that I had delta powers, I was
going to do the same.
Of course, there was one other
reason I never considered leaving Delta
Prime for greener pastures. From the
start of my career as a delta, the blood
of two innocents stained my hands. My
superiors at Delta Prime knew that it
was an accident, and convinced the
Miami authorities that it would benefit
the country more for me to serve under
their watchful eyes than those of a
warden at New Alcatraz.
That's not the only reason I stuck
with Delta Prime, though. If I'd just
gone AWOL, the murder charges
would have just been tacked onto
criminal noncompliance with the ORA.
Either way, I'd have been checking into
the nearest federally-sponsored "hotel
for men" on a permanent basis.
No, I went to Delta Prime willingly,
proudly even. It was a chance for me to
serve my country using a gift few
others had. Though I hadn't had any
control over my amazing new powers,
I was glad that I'd received them-and
I dedicated my life to proving that I
was worthy of them.
If I could help out just a few people
along the way, maybe that might make
up in some small way for the two good,
innocent men who'd died on that dark
and stormy day when I awoke.
Ha ... Gotta watch the purple prose
there. Sarah tells me I've got a flair for
the dramatic. What she really means is
that I'm a ham.
TODAY'S fAME
Of course, the reason everybody
knows my name these days is that I led
the team who finally captured Patriot.
What most people don't know is that

there was a reason I was chosen to lead
that team.
You see, there aren't many Primers
who know Patriot better than me.
I didn't know anything about him
before I was recruited into Delta Prime;
he w as working with the CIA back
then-as one of their top operatives,
and he was under deep cover more
often than not.
But sometimes he took a break, and
trained new recruits at the Delta
Academy. I w as fortunate enough to be
one of his students when I moved into
advanced combat training.
Let me tell you, recruit, there's a
reason that man w as teaching us how
to fight. He was good-maybe one of
the best-especially among those
whose skills were boosted by some
kind of delta power. And he could
pound most people into the dirt
without breaking a sweat.
There's also a reason Patriot is
fI ~
known as one of Delta Prime's top
operatives.
He was just that good.
And I was one of his best students.
He took me under his wing and taught
me everything he knew. And in the
end, he taught me wh at I needed to
know to finally bring him down.
June 16, 1999, was a dark day for me.
Despite what you might think,
bringing Patriot in wasn't one of my
proudest moments. It was awful to see
myoId mentor run down like a mad
dog in the streets of Crescent City. It
was worse to have to be the one
leading the pack that brought him in.
But that's what he w as: a mad d og.
Not only had he left the fold, he was
actively working against us, helping
the Defiance undermine our authority.
And there's only one way to deal with
a mad dog.
You put it down-for good.

GREETINGS
Welcome, young delta.
My name is Dr. Archibald
Beauchamp, and I'm the Director
Emeritus of Delta Prime's Research and
Development Division.
What that means is that I was here
when the whole thing started-Delta
Prime, that is-and I've been with the
program ever since. As a leader in the
field of delta research, I was at the top
of President Kennedy's list when he
formed a think tank to explore the
possibility of an all-delta government
agency. And when Delta Prime
eventually-some say inevitably-
came into being, I was immediately
named director of its Research &
Development Division.
Of course, that was over 35 years
ago, and I've long since retired from
my position as director of R&D. I was
no spring chicken when I first joined
Delta Prime, and I sure didn't get any
younger while working for the
government.
Have you ever noticed how people
in positions of great responsibility tend
to age rather quickly? Take any
President before the seemingly ageless
Kennedy (How does he do it?). Most
are old and grey before they even leave
office.
It was like that for me. The stress of
keeping up with such a uniquely-
important organization-and the
terrible burden they shouldered-
seemed to multiply the years. With the
Defiant threat looming ever closer to
critical mass, so did the demands on
R&D to contain it. I lasted over 30 years
in the same position before my failing
health finally forced me to reconsider
my lifestyle, and bow out of the
government life for good.

But they weren't getting rid of me
that easily. I'd spent too many years
working for Delta Prime, and I wasn't
about to go gently into the good night
of civilian employment or-worse
yet-retirement.
That's how I ended up with the
word "Emeritus" added to my job title.
Now what's that mean? "Emeritus"?
Well-other than the original Latin root
"emeriri," which means "to earn by
service" -it means that I've got a job
for life, basically doing whatever I
want. After running R&D for so many
years, it's a real pleasure to get back
into the lab again and work on projects
that please me.
Of course, my career's not quite as
rosy as that statement might imply. Just
because I'm allowed to do what I like
doesn't mean I have funding for it. The
private sector can be a harsh place for
starving researchers. But since Ronald
Reagan-the current Director of Delta
Prime-cut his teeth under my
direction, I can usually manage to
wrangle what I need for my projects.
BUT I DIGRfSS
You'll have to forgive an old man his
ramblings. You're not here to listen to
me talk about my history and current
projects. Of course, if you are, you can
stop by my office any time for a chat.
I'm always happy to speak with new
recruits. Perhaps we might be able to
learn something from each other. I've
been in "the Agency" (as we on the
inside like to call it) for a long time, and
have a lot of prime info to pass on.
But you're here to learn about Delta
Prime-how it all began, where it's
been, and where it's headed.
So where to start?
I suppose there's no better place than
the beginning.

BEFORE THE STORM
Although few if any of you likely
remember, Delta Prime hasn't always
been the first-rate law enforcement
squad it is today. In fact, there was a
time-early in the days of deltas-
when it didn't even exist at all.
Back when I was working with
Project Delta during World War II, the
idea of a nonmilitary government
agency filled with deltas would have
had Congress laughing for weeks.
For one thing, most deltas stayed as
far away from the government as they
could in those days. Sure, some of them
signed on with the Army and joined
Delta Squadron, or were drafted over
the course of the war, but for the most
part, people with delta powers didn't
want to have anything to do with the
federal government.
People were afraid that the feds
would rip them from their homes and

turn them over to secret laboratories

w ould poke and p rod them with tests
and needles.
I have to admit, they weren't far
wrong. As part of Project Delta, I was
one of those white-coated men, and I'll
confess that we weren't always as
humane w ith d eltas as we should have
been.
That's not to say we were animals;
w e didn' t engage in vivisection or
other potentially lethal experiments.
We kept our subjects confined to the
base and restricted their freedoms
while w e studied them, but we never
stepped across the proverbial line.
Our intent was noble, and we tried to
keep ou r methods just the same.
That said, the way many of our
subjects arrived bothered me at first.
Innocent men and women-sometimes
boys and girls-ripped from their
hom es so that we could test them,
study them. But there wasn't any oth er
way. Most people simp ly weren't going
to go along with the program without
the enforcement of the United States
Army.
It was a matter of n ational security,
and there was a war going on. We were
fighting tooth and nail against the Axis
powers, the greatest force of evil this
planet had ever seen. There was no
way we would give up even the
slightest edge we migh t have had.
And that meant deltas. Lots of them.
ENUR THE ALPHAS
I was actually the first to theorize
that there might be another stage in
delta development, a whole new level
of power deltas could achieve after a
second near-death experience and the
resulting flux forced upon the subject's
DNA.
At first, I w as laughed at. There was
little evidence to back my theory up,
nothing more than anecd otal accounts
from deltas who'd sup posedly died
rising back up to finish off their heroic
missions. Invariably, these deltas
disappeared after completin g their
objectives, as if they' d never been
among u s at all.
I went on to theorize that these
d eltas weren't able to metabolize the
leap in their power levels, and that the
strain on their bodies very likely
caused them to spon taneou sly
combust, reducing them to little more
than ash.
In fact, I was able to ap ply this
theory to other cases where normal
people spontaneously comb usted.
Perhaps these historical cases had
acquired delta powers that their bodies
could not w ithstand?
Further investigation was required.

IN THE BEGINNING
Then along came Superior. For the
first time, my theories were proven
true, bu t outside of my fellows in
Project Delta, few people cared. To
most, it w as more important that an
alpha w as here-and that he had ended
the w ar within hours his arrival.
More important to some was that he
was American.
It wasn't long before other alphas
started cropping up around the world.
Strangely, there seemed to be no
correlation between the alphas-who
th ey w ere before they stepped up to the
next level, or what powers they
exhibited. There was no connection.
Honestly. I m et Sparky before he
went off to war with the Yankee. I
administered his Delta Squadron
entrance exam. There was nothing out
of the ordinary about him-for a delta,
that is-and I certainly wouldn't have
picked him out to become one of the
most p owerful people on the face of the
planet.
Once that young man transformed
into Superior, though, the world
changed, and not necessarily for the
better. The introduction of alpha
powers to the m ix caused an escalation
of political tensions around the globe.
Alph as changed the rules for all of
us.
It's one thing to know that your foes
can walk through walls or fire energy
blasts from their hands. It's quite
another to realize that they can zoom
into your capitol and kill whoever they
like w ithout much fear of repercussion.
Of course, America's "alpha
supremacy" didn't last long, which
only led to further escalation-in
nu mbers if not power.
The Alpha race was on.

1"1 1RAGIDY IN DALLAS
Truth be told, when Mrs. Kennedy
was killed, the President was already
considering legislation similar to the
Delta Registration Act. The infamous
Republican senator from Wisconsin, Joe
McCarthy, was among those who
encouraged him. Although I didn't
personally agree with McCarthy's
politics, I saw the wisdom of the DRA
right away, and authored a report to
the President on behalf of Project Alpha
that endorsed it.
Simply put, deltas are dangerous.
This was especially true of alphas. You
know what they say about power
corrupting. Well, imagine absolute
power. You need look no further than
the Devastator to learn this lesson in
the most painful way possible.
Only men and women of incredible
loyalty and patriotism can resist the
temptations such power offer. I'm
talking about people like Superior and
the Yankee before him. And even they
need an organization to support them,
coordinate them, and keep them in
check.
How does that phrase go again?
"Who watches the watchmen?/1 That
was the real question in those uncertain
days.
The answer was Delta Prime.
OUT! PRIM! IS BORN
In my mind, the Delta Registration
Act was just a tool to get Delta Prime
up and running. It allowed Project
Alpha to tap into the nation's most
invaluable natural resource-its
deltas-and make use of them in the
most efficient manner possible.
Having half a dozen vigilante groups
running around without government
sanction was simply a waste of

resources. When we brought all the
independent deltas together under a
single banner ... that's when things
really started to hum.
OUT! DIRUTION
Delta Prime's first director was none
other than Bobby Kennedy, the
President's younger brother. Bobby
was making quite a name for himself as
Attorney General, but constantly
butted heads with Mr. Hoover, the
head of the FBI.
As the man in command of the
country's deltas, Bobby was
responsible for towing the new
government line, and quickly cemented
his position as the chief law
enforcement official across the nation.
This didn't sit well with Hoover, but
there was little he could do about it at
first. There are the rumors that Hoover
was behind Bobby's assassination in
'68, but no one's ever been able to
prove them. If JFK had ever proved
them---even circumstantially-
everyone would have seen Hoover
dragged before a firing squad faster
than he could say, "But Mr.
President .. .

point's pretty much moot, but I figured
I'd bring it up now and put an end to

It was Bobby who appointed me as
the director of R&D, a decision I'm
proud to say he never once had cause
to regret. And it was Bobby who
dedicated Delta Prime to its primary
cause: the control of deltas.
 THE DAY THI ALPHAS DIED
I remember July 4, 1976 as I recall no
other day. Project Delta had continued
after the war, becoming Project Alpha,
and I had climbed up the ranks to
become Assistant Director of that
organization.

DIBUNKING PROJICT OMIGA

Before I go any further, 1'd like to
refute one of the biggest rumors about
that time: Project Omega. According to
the popular press, Omega w as this
supersecret project dedicated to
pushing alphas into yet another power
bracket, turning them into godlike
beings called omegas.
There is no truth to this. Believe me.
I was there. Omega experiments-if
there ever were any-would have been
based upon my original alpha research,
and 1'm sure I would have been
consulted. This is just something those
troublemakers at Delta Times bring up
from time to time to make people think
they can't trust the government.
It's all hogwash.

GOOD-BYI, CHICAGO
I w as in Arlington, Virginia-at my
Project Delta office-when I first heard
about the Devastator's play for
Chicago. My fellow scientists and I
watched the horrible drama unfold on
a color television set someone had set
up in the cafeteria. We were glued to
that tube for what seemed like hours.
Toward the end, it really seemed like
we were going to win. Superior had the
Devastator on the ropes. The alphas-
our alphas-were going to end the
Devastator's reign of terror for good.
And then it all went away.

The loss of nearly every alpha on the
planet tossed Delta Prime into chaos.
Suddenly, our personnel dropped to
something less than half of its previous
number. Of course, the same was true
of our counterparts in every other
country of the world, but that was
hollow comfort at the momen t.
It might all have fallen apart h ad it
not been for the efforts of Ronald
Reagan, one of the first deltas to
awaken after the ORA was passed. The
Yellow Journalist personally tried to
recruit Reagan-then a B-movie actor
best known as the former h ost of Death
Valley Days. But, great patriot that he
was, Reagan refused to work w ith the
resistance, instead signing the DRA and
joining Delta Prime.

Reagan's awakening occurred on the
set of a western movie. During a high-
speed horse chase, Reagan was thrown
off his mount and nearly killed.
(Coincidentally, the movie was never
finished, leaving many to wonder at
the specifics of Reagan's awakening.)
But instead of slipping off into the great
beyond, he fou nd himself gifted with
incredible powers of persuasion.
If the Yellow Jou rnalist hadn't
figured out what happened and
approached Reagan, the actor might
never have realized that he was a delta
at all. By all accou nts, he w ays already
a p retty persuasive m an; his delta
powers just turned his charm up a
notch. So I sup pose w e owe the former
leader of the Defiance; if he hadn't tried
to recruit Reagan for h is scarecrow
rebellion, ou r Director m ight never
have joined Delta Prime at all.
 THI GIPPIR (OMIS THROUGH
Reagan started off in Delta Prime as
one of my R&D assistants. It was
invaluable to have someone with his
skills to help me with funding
proposals. His skills and ambition were
enough to ensure him a spot in
Administration, however, and he soon
skyrocketed through the ranks of our
operations branch.
By the time Bobby was assassinated,
Reagan was poised as the obvious
choice to succeed him. But a man
named Bill Wallace won the position.
Eight years later, Wallace vanished
during the Bicentennial Battle, and
Reagan was there to pick up the pieces.
Reagan helped strengthen the US
against the implicit threat of the Soviet
Union, which he called the "evil
empire." This gave both the country
and Delta Prime the focu s we all
needed, a whetstone to sharpen
ourselves against.
Sometimes, the edge w e walk has
gotten just a bit too sharp, though. Our
tactical nuclear exchange with the
Soviets in '88 is a perfect example. If
Reagan hadn't constantly prepared us
for such a cowardly attack-pushing
Kennedy to fund our nuclear missile
program just as heavily as Delta
Prime-it could have been far w orse.
I've heard rumors that Tretyak was
responding in kind. Presumably, one of
our operatives had tried to kill him,
and failed.
But that's just impossible. Delta
Prime has never taken aggressive
action against the ruling leaders of any
sovereign country, and we never will-
unless we're in a state of war against
them, of course. Then it's open season.
Superior himself illustrated how
effective that tactic can be. And we've
learned well from his lesson.

THI TRAITOR
As most folks know, Delta Prime
recently captured, tried, and executed
the rogue-delta called Patriot. It's about
time. Patriot was the largest thorn in
our collective paw, a mad dog who
needed to be domesticated-or put
down.
I'm particularly bitter about Patriot. I
knew him from his earliest days with
Delta Prime. Back then, you couldn't
find a more loyal soul. Patriot was a
man w ho loved h is country, who
would sacrifice just about everything to
serve it. But then he snapped. If a man
like that can be turned against us, can
w e trust anyone?
We mu st always be on guard against
traitorous tendencies. If any of you
harbor su ch feelings, I urge you to
discuss this openly with your CO. If
that makes you feel uncomfortable,
please make an appointment with one
of our therapists. Rest assured that
conversations about your feelings-
whatever they may be-will remain
confidential.
It's best to be as open as possible
about traitorous feelings, both with
yourself and you r confidant. We need
to stifle these ideas before they develop
into something dangerous.
I suppose that's w hy I have such a
strong dislike of Patriot. Before his
defection, Primers were a lot more
confident about themselves. There
were few doubts. When he left, we
started second-guessing each other.
Sure, people have left us before, but
never someone so trusted, so highly
placed. It was a wound to our
collective self. One that only his death
could help heal.
If there's any justice in this world,
there's a special place in Hell for
Patriot, and he's burning there now.

Now that you've all signed on the
dotted line and been assigned to Delta
Prime, you're probably wondering
what's next. Well, that's what Sarah
wants me to tell you about. And since I
never like to argue with a beautiful
woman, I'm happy to let her have her
way on this one.
Before we get to that, though, Sara
thinks you should know what Delta
Prime is all about-what our mission
is, so to speak.
I think that's a fine idea. The fact is
that an organization this large can
easily lose sight of why it does what it
does every day. There are things we all
need to remember. For instance, what
are the stakes we're fighting for, and
what are the consequences if we fail?
Well, recruit, if you personally fail,
I'll hang your ass out to dry-at least
until I'm sure you've learned your
lesson. Any CO in this organization
would do the same. This isn't some
game we're playing at here.
This is deadly serious.
But on to larger matters. Delta
Prime's mission. Why they're needed.
Why they need a snot-nosed punk like
you. These are the things you've been
sent here to learn. Well, recruit, listen

IT'S TH£ SAM£ OLD SAW
In essence, Delta Prime is the police
force for the entire country. Before we
came along, that role was filled by a
number of different agencies, all under
the purview of the Justice Department:
the Federal Bureau of Investigation, the
Drug Enforcement Agency, and so on.
The fact is that all of these
organizations-and just about every
other department of the federal
government-including the CIA, the
NSA, and the Secret Service-utilize
deltas in their daily affairs. But no
deltas actually belong to any of those
organizations.
They're just on loan from us.
That's the way it's meant to be.
That's how President Kennedy
envisioned Delta Prime when he
founded it back in 1964. Deltas are a
special problem in American society,
and taking the resources to train and
handle them has to fall under the
jurisdiction of just one agency.
The Agency, as we call it.

legitimate delta resources in this
country-including deltas on loan to
private corporations such as Triumph,
Inc.-Delta Prime makes or breaks just
about any project that happens on U.S.

You see it written on the sides of squad
cars in just about every town in this
great country of ours.
Of course, some of you may not have
noticed this. When the average person
sees a squad car, he checks his speed
and concentrates on his driving-at
least until he can shake the cops in the
quietest way possible.
Next time you see a squad car,
though, give it a closer look. Most of
the time, you'll find the motto there.

As employees of the United States
Government, Delta Prime are public
servants. We are in the employ of our
fellow citizens, and it is our duty to do
our best by them at all times.
Of course, you have to have a little
perspective. The government has many
kinds of employees, all specializing in
different areas. Most Primers have
combat training, for instance, which
doesn't really help them in a life of
social work (although, when they work
with some of the inner-city kids out
there, it sure couldn't hurt to be able to
mutter a few kind words once in a
while).
The point here is that we are not the
bosses in this relationship. We're the
servants. We don't abuse the regular
Janes and Joes out there. We work for
them. They are the reason we do our
jobs. And keeping them safe is our
primary responsibility.
As a Primer, this is something you
must never forget. When you're flying
around town in a hovercar, it's easy to
start thinking that you and your
buddies in Delta Prime are the top
dogs. Don't be fooled. You're not.

PROTECTION
The m ost important duty of a Delta
Primer is to protect his fellow citizens.
The advent of deltas in the world has
been this planet's greatest blessing-
and its greatest curse. Deltas have the
power to endanger more people's lives
than just about any reg-unless that
reg has access to w eapons of mass
d estruction.
But we also have some of the
greatest potential to do good.
There's a thin line between good and
evil in this world. Between those who
live by the law and those who break it.
Law-enforcement officers make up that
line, and Delta Prime stands proudly at
the top of the law-enforcement food
chain.
THf DUT! THRfAT
As I started to say before, reg cops
can h andle reg threats-at least for the
most part. Sometimes we get called in
to handle situations the reg cops and
federal agents aren't equipped for, or
that threaten the whole planet.
But most of the time, we stick to
p roblems that are strictly beyond the
purview of your average beat cop or
even SWAT team. These problems are
mainly caused by people who have
aw akened just like us: deltas gone bad.
The fact is that whoever hands out
d elta powers appears to be an equal-
opportunity employer; he's not
choosey about who he works with.
If you take the American delta
population and compare it to the
population of America as a whole,
you'll find that they match up pretty
d arn w ell.

instance, is full of them.
Then there are the real threats.
In the grand scheme of things, the
Defiants are only one of our greatest
opponents, ranking up there with the
Soviets and those Middle-Eastern
countries. They're not the ones who
worry me the most.
You are-at least you were, before
you signed up with us.
You can say a lot of things about the
Defiance: it's filled with murderous
thieves and cowardly traitors, for one.
But at least they've got their act
together. They don't just randomly kill
innocent people without cause.
But there are deltas who do.
They're the real threat.
And they mus t be stopped.

DILTA LONERS
I see lone deltas as the greatest threat
to the safety of the average American
citizen. Most people go their entire
lives without running into a Defiant,
much less an agent of the Red Brigade.
But lone deltas, though, are another
story. These criminals wantonly kill,
steal, and maim wherever and
whenever they like. They're heady with
power, and they abuse the people
around them like they're some kind of
lower-order animal.
These are the people who keep me
up nights. That scare the hell out of
your average citizen. That terrorize an
entire populace for their own
indecipherable aims. How can we fight
them when we can't understand them?
They're unquantifiable.
Threats of the worst kind.

AT ALL COSTS
So that's our mission.
The real question is how to carry it
out. I'll get into the specifics of that
later, when I talk about the tactics we
use to tackle different issues. What I'll
explain now is the general mindset
we have, and how it changes the way
we do our job.
Delta Prime performs it's duty at
all costs. This means that we are
willing to make whatever sacrifices
are necessary to serve our citizens,
and keep them safe. If rescuing a
group of hostages involves a high
degree of risk, so be it. We're willing
to do anything it takes to ensure that
our citizens come out alive--even if it
means we don't.
WI ALL MAKI SACRIFICIS
In these troubled times, we all have
to make sacrifices for the common
good.
As new deltas, it's your
responsibility to register with the
government. You are no longer a reg.
You do not have their rights, or their
preferences.
Your abilities must be put to the
best use possible-in service to your
those who cannot serve themselves.
You are a delta-our country's
greatest resource-and it's your duty
to make the most of your incredible
gift, and make this country the best it
can be.
It's true that once you register with
the government, your life is no longer
your own. But then again, it hasn't
been your life since the day you
awakened.

your powers, and place you where
you'll do the most good.

The Defiance, on the other hand, is a
different kind of sacrifice. Those who
join this so-called "resistance" have
decided that their own individual
needs outweigh those of the group.
When you make that choice, you expel
yourself from the company of your
fellow citizens, and become a pariah
among those who should be your
compatriots.
Like the old saying goes-if you're
not with us, then you're against us.
There is no middle-ground here.
Choosing the Defiance is a choice
against America.
And for this crime against the state,
we will take great pains to hunt you
down and bring you in. If you won't
join us, then you can rot in New
Alcatraz, where we can at least keep an
eye on you.
Of course, you recruits have already
done the right thing, and joined up;
otherwise you wouldn't be here. For
that alone, you have my undying
respect, and I'd like to personally
welcome you to your new family.
AND I MIAN £V£RYONI
When I said we all make sacrifices, I
meant everyone. Sure, as a Primer,
you've given up your old life to
dedicate yourself to our cause.
But think about the regs.
You were once one of them. We all
were. The fact is that regs have
sacrificed a lot, too.
There was a day not so long ago
when we had open elections. Public
gatherings were once safe from
maniacs who could literally explode
themselves, taking us with them. There
was a time when people couldn't
simply change their faces at will, or
walk through walls, or spit fire, or
whatever.
 But that's all changed, and short of
the every delta vanishing, there's no
way to go back to the way things used
to be. So regular folks have had to
sacrifice some of what we used to
consider basic civil rights.
As law-enforcement officers working
under a state of martial law, Primers
have fairly all-encompassing powers.
We can question or search people any
time we feel it is necessary. We can
randomly break down doors and
ransack houses, looking for clues in
crimes of our own design. We can toss
people in jail with flimsy excuses, and
keep them there pretty much forever.
Desperate times call for desperate
measures, recruit, and they don't get
any more desperate than this.
A lot of reg agents and cops abuse
this power. They're only human, after
all. But it's up to us to be better than
them.
We watch the watchers.

SOMf fiNAL WORDS

If there's one thing I've learned on
this job, it's that great power comes
with great responsibility. I know that
sounds hokey, but it's true. As deltas,
we have incredible power. As Primers,
it's up to us to lead by example, to
show people that the government
really does care about them. They have
to know that this bitter pill called
martial law is better medicine than the
alternative. And they have to know
what that alternative is: total anarchy;
the breakdown of civilization as we
know it.
Recruit, you've already taken the
first steps down that long road. It's up
to Delta Prime to make sure you stay
on the straight and narrow. You can

 fROM DELTA ACADEMY
Although it's not the most common
way of entering Delta Prime, some of
our best recruits come directly from the
ranks of Delta Academy. This mode of
entry is a bit unorthodox, since a delta
minor's traditional career path is to
stick with Delta Academy until after
graduation from high school.
(Thereafter, most graduates are drafted
directly into Delta Squadron, where
they spend at least one tour of duty
before they are eligible to join Delta
Prime.)
But there are Academy graduates
who-for one reason or another-just
aren't decent military material. Maybe
they're disabled in some way. Or
they've got another medical condition.
Maybe they simply pass out at the sight
of blood. And then there's the ones that
fail the psych exams ...
Regardless, graduates not bound for
Delta Squadron come directly to us. We
receive our youngest recruits this
way-kids who are often only 18 years
old.
On the other hand, young recruits
are often our best. Those who've been
in Delta Academy for any period of
time are usually trained to use their
powers before they arrive with us.
Academy seniors are even better.
They're put through a rigorous course
of education designed to prepare them
for entry into either Delta Squadron or
Delta Prime during their last year;
when we get these kids, they come to
us ready to rock.
If you're a proud graduate of Delta
Academy, go ahead and pat yourself on
the back. Just don't get too cocky. Your
Academy instructors don't tell you
everything. They save some of your
surprises for us .

fROM DELTA SQUADRON
We receive a fair number of our
recruits directly from Delta Squadron.
Some of them spend some time at the
Academy before moving on to Delta
Squadron, but eventually they all end
up here.
The physical number varies from
year to year and class to class, but on
average, over half our new recruits are
from Delta Squadron. There are a lot of
theories about the reasons for this, and
some of them are contradictory.
The one I put the most stock in is
that younger people tend to take more
risks, increasing their chance of violent
death beyond those in their mid-
twenties, or older. Since awakenings
happen during near-death experiences,
it would be logical for more to occur
among teenagers than just about any
other demographic group, right?
I thought so, but there's still a lot of
people out there that disagree. Guess it
really is true, what they say about some
of the people, some of the time ...
ALL THAT YOU CAN BE
We love seeing new recruits from
Delta Squadron. These are men and
women who have already spent at least
four years of their lives in the service of
their country. They know exactly
what's expected of them as a member
of Delta Prime, and they've got the
training and experience to deliver it.
What more could you ask for in a
recruit?
Well, you could ask for them to be a
bit more understanding when dealing
with civilians, for one. The downside of
acquiring Delta Squadron recruits is
that they tend to be rigid thinkers.
They've been trained to follow orders,
and they're not often prepared to

integrate with regs on a daily basis.
This is even more true of recruits
who worked their way up through
both Delta Academy and Delta
Squadron, like myself. While attending
Delta Academy, you don't interact very
much with the outside world, and that
doesn't change a whole lot when
you're with Delta Squadron.
Now, don't be mistaken. Delta
recruits aren't just locked away from
regs for the duration. But they don't
really deal with the outside world,
either. Just about the only people they
normally come into contact with are
other members of their organization.
Delta Squadron recruits, for instance,
rarely interact with those outside the
military. Since many people are afraid
of deltas--even when they're wearing
the nation's uniform-this segregation
is probably wise.
Unfortunately, that all changes when
you join Delta Prime. As the top police
force in the country, Primers end up
working with all kinds of people-
more than 99% of which are regs. Even
some highly-ranked soldiers are non-
deltas.
Most Armorgeddon pilots, for
instance, are merely highly-trained reg
pilots, drawn from the Air Force and
various military transport departments.
A few deltas still don those suits, of
course, but they're the exception, not
the rule; after all, if you could fly and
hurl balls of magma across town, why
would you bother with another layer
between you and the enemy?
There are a lot of differences between
what you've heard about the military
and the reality in Delta Prime. We do
things differently in this man's army.
But I'm sure you'll do just fine; with the
kind of backbone you've already
shown, the transition from raw recruit
to honed Primer should be simple.
 DELTA PRIME DIRECT
Then there are those who jump
directly into Delta Prime. All that's
required is that you're at least 18 years
old; otherwise, you're off to Delta
Academy. There are no exceptions.
If YOU'RE AYOUNG ADULT
If you're between 18 and 20 when
you awaken, you're supposed to be
handed a one-way ticket to Delta
Squadron. There are exceptions to this,
of course, just like there are for the
regular military.
We don't accept the conscientious

objector" debate here, though. (If
you're that much of a coward, you're
better head off to Costa Rica; trust me,
the people there are a lot nicer than a
military tribunal.) There's a ton of case
history stacked against objectors; it's an
argument you just can't win here
anymore.
If you've got a legitimate medical
excuse, of course, the military won't
press you into service.
It's a draft, not slavery.
Just because you manage to avoid
your mandatory tour of duty in the
military doesn't mean you're off the
hook, though. As I mentioned earlier, if
you leave Delta Squadron, we get first
crack at you. That's true even if you
never make it to Delta Squadron in the
first place.
Truth be known, we'd rather have
kids that young in Delta Squadron,
rather than running around like hot-
shot rookies around here. These days, it
seems like young adults just don't have
the discipline Delta Prime demands
anymore-and if there's one thing
Delta Squadron drill sergeants are
trained to instill in new recruits, it's
discipline.

If YOU'RE 21 OR OVER
If you're at least 21-or, in some
cases, a lot older-Delta Squadron
doesn't want you, and neither does
~elta A~ademy. (And you'd look pretty
SIlly trymg to fit behind one of those
kids' desks, anyway.)
Adult recruits come straight to us.
We receive many recruits this way, and
they're always the biggest pain.
There's a reason Delta Squadron
doesn't want you after you've reached
a certain age, sweetheart. Once you're
in your 20s, you've developed too
much personality. You've got a mind of
your own, so to speak, and as far as the
military is concerned, it's a mind that's
more trouble to mold than it's worth.
That's why Delta Squadron likes to
recruit as young as they can. At 18,
most people are still floundering about,
trying to figure out who they really are
and what they really want to do with
their lives. They're impressionable and
easily sculpted into soldiers. They
follow orders without question, and
trust that their superiors know what
they're doing.
As we age, we all get a bit more
cynical. We don't trust someone else's
judgment as easily. This might make us
better people, but it makes us lousy
soldiers.
Now, most able-bodied men still
have to serve their country for four
year~-delta powers or no-and they
acqUIre the necessary discipline to
accept later training during those years.
The draft doesn't just apply to deltas,
after all; there's a sizable part of the
population-almost all women, for
instance, outside of volunteers-who
never go through boot camp. With this
diversity from the very start of training,
there needs to be a common ground.
That's discipline.
 That said, some of our best agents
are those who never serve in the US
military. While the military is great for
discipline, it tends to produce folks
who attack problems in a uniform
manner. Sometimes-especially in our
field of work-a different point of view
can be really valuable.
There is a bit of a rivalry between
those of us who have served in the
military and "civilians," as they're
called. But at the end of the d ay, every
agent has to earn the respect of those
around her, no matter what her past
might be.
Present performance far ou tweighs
your resume.
Keep that in mind, and you' ll go far.
VOLUNTARILY (OMPLlANCf
So those are the three places Primers
might be recruited from. There are also
three ways you might become a p art of
our team.
The first is voluntarily compliance
with the Delta Registration Act. This is
how most of our recruits arrive.
No matter what those traitors in the
Defiance might want you to believe,
most Americans support their
government. If they become a delta,
they know that the best thing for
everyone is to share their new gift with
their fellow citizens by registering with
the US government.
Sure, there are a few high-p rofile
cases of people leaving Delta Prime for
the Defiance, or committing some other
crime against his fellow American-
Patriot's the most obvious example-
but they're few and far between.
Americans love their country, and no
traitorous claims to the contrary,
violent protests, or deceptive
propaganda can change that.
AMNfSTY PROGRAM
In fact, we even acquire recruits from
the Defiance once in a while. The
government realizes that there are
som etimes extenuating circumstances
at w ork when someone decides to
betray h is country.
You 'd be surprised how many deltas
join the Defiance simply to prevent
their friends and families from being
murdered by Defiant leaders. It's one
of their common "recruitment" tactics.
The worst part is that once they've
convinced you to work against your
government the first time, they've got
you for life.
At least, that's what they'd like you
to think. We receive a good number of
new recruits every year directly from
the ranks of the Defiance-good men
and women who were led astray for a
short period of time, but have seen the
error of their ways and come back into
the fold, so to speak.
Once a Defiant is captured-
assuming his crimes aren't heinous
enough to automatically condemn him
to New Alcatraz or the Fortress-he's
usually given a chance to redeem
himself. If he can prove that he was
coerced into joining the Defiance, he
has a good shot at recovering his good
name by trading in his" civies" for our
good old p atriot-blue uniform.
Of course, new Primers brought in
from the Defiance are obligated to
demonstrate their trustworthiness by
helping to bring in their former
cohorts. After that, they can take their
rightful place among the other law-
abiding, upstanding members of Delta
Prime.
Some of our most loyal recruits are
found this way. Ex-Defiants are usually
a lot more aggressive and inventive.
 DELTA LOAN PROGRAM
Sometimes, Delta Prime is just full.
That's not to say that we can't use all
the help we can get. It's just that we
only have a limited number of
resources available to train eligible
deltas.
Also, there are certain deltas whose
powers don't lend themselves easily to
working with Delta Prime. Often, such
people can are quite useful in the
private sector.
All delta minors must still attend
Delta Academy, no matter what their
powers or skills. And young deltas of
the proper age are obliged to serve in
the military, just like every other able-
bodied man in the nation. It's when
they reach the age at which they're
eligible for Delta Prime that there's a
choice.
You've probably heard the rumor
that we loan deltas out to companies
like,Triumph, Inc., and that those deltas
are the ones we couldn't integrate into
in Delta Prime.
There is some amount of truth to
that.
If you're not entirely loyal to your
country, if you're someone we don't
think we can trust in the field, or if
you're never going to be eligible for a
security clearance, we might very well
farm you out to another organization-
one that will find you more useful.
Nearly 90% of the deltas who apply
for Delta Prime end up as full-time
employees of the organization. The
other 10% are leased out to worthy
corporations from time to time. But
make no mistake about it: all registered
deltas are on call to Delta Prime. If the
director decides they're needed, then
they're on the next transport to
wherever we need them to go.

WORK-RELEASE PROGRAM
Then there are those recalcitrant
offenders who refuse to renounce their
ties with the Defiance, and keep the
identities of their allies to themselves.
Even these desperate souls sometimes
have their uses. They can never truly
become part of Delta Prime, but they
can lend their knowledge and talents to
our cause every once in a while.
Under certain special circumstances,
such prisoners are offered a chance to
walk free for a short period of time-to
work for the state. These engagements
are always for a specifically limited
amount of time, and only for a single,
closely-defined project.
The dream of any delta hard-timer is
to rack up so many of these missions
that Delta Prime begins to consider
them indispensable. This only happens
rarely, but when it does, the delta
might actually be offered amnesty in
exchange for his efforts.
Such fortunate deltas are then
transferred to Delta Prime. Most of
them are subsequently loaned out to an
outside organization, as they often find
it difficult to work in close proximity
with more staunch Primers who are
already set in their ways.
SOME NUMBERS
We currently estimate that less than
10% of all deltas fail to register with the
US government during their lives. That
number has fallen from an all-time
high of 30% in the late' 60s.
Of course, it's impossible to know
for sure how many people might be
slipping through the census, but we've
been tabulating these numbers for a
while, and we've gotten pretty darn
good at it by now.
 Overall, it seems that there's about
one delta out there for every 50,000
people. There are about 250,000,000
people in the United States, give or
take a ten or twenty million. This
means there are around 5,000 deltas in
America today.
Of course, that figure doesn't take
into account the number of illegal
immigrants we have in this country.
Nor does it account for the small
number of defections we see every
year.
But it's a start.

LUCK Of Till DRAW

These figures also mean that the
average person's chance of becoming a
delta is somewhere around two
thousandths of a percentage point. In
other words, people, you're darn lucky
to be reading these words. There are
people out there who would give up
everything they own to develop
powers like yours. Remember that
when you start feeling unsure about
yourself.
We see deltas awaken at all ages,
within all ethnicities, religions, and
walks of life. Whoever's handing out
delta tickets doesn't seem to be too
picky about it.
The only real requirement is that you
nearly die. For that reason, as I
mentioned before, we seem to recruit
more young people than old, but that's
likely due to the fact that most kids
figure they can't die, and wander into
fatal situations a lot more often than
those with well-developed stock
portfolios.
Regardless, folks, you should count
yourselves lucky. You didn't die. You
got another chance at life.
And what a life it's going to be!

through all of that, I'm going to get
down to brass tacks, so to speak. You
know, stuff you're actually going to
need to know now that you're a Primer.
Pay attention here, sunshine. If you
forget who outranks who around here,
you're liable to find yourself scrubbing
the floor of the locker room with your
favorite toothbrush.
Never forget one thing: you're the
rookie around here. You're at the
bottom of the barrel, the lowest of the
low. The only people beneath you
aren't part of Delta Prime.
You know, they're the people you've
sworn to serve and protect.
WHO YOU ARI
As I just said, you're part of Delta
Prime now, and that means you're
going to be held to a higher standard of
excellence than just about anyone else.
Heard of the Green Berets? The Navy
Seals? Top Gun? They all look up to us,
folks.
Think about it. Think about who we
are and what we can do.
We have powers that most people
only dream about. We can bounce
bullets off our chests. We can fly faster
than any bird. We can blast things out
of the sky-or off the face of the
earth- with energy fired from our
bodies. We can charm the pants off of
anyone we meet.

what you have to go through to
become a delta, but once you're here,
it's a damn good view.
And if you're a delta in America, you
belong in Delta Prime. There's no better
way to serve your country, and if you'd

argue the point, I can set you up with a
visitor's pass to New Alcatraz, right
out there in Chicago Bay.
You should all take the tour through
New Alcatraz at least once in your
careers. Trust me. It's an enlightening
experience.
WHO WI ARI
Most people aren't prepared to deal
with delta powers. Sure, they enjoy
being able to soar around buildings or
figure out if someone is telling them
the truth, but neither of those things
really does them a lick of good against
an assault rifle or even the wimpiest
handgun.
That's where Delta Prime comes in.
We take raw individuals and build
them into our team-a group that
works together to promote and
safeguard the interests of the United
States of America. Together, we are far
greater than the sum of our parts.
How's that old patriotic saw go
again?
United we stand. Divided we fall.
Someone else struck that chord not
too long ago ...
"We must indeed all hang together,
or, most assuredly, we shall all hang
separately."
That was Benjamin Franklin talking
to John Hancock as he signed the
Declaration of Independence.
Truer words were never spoken.
 THE AGENCY
Of course, Delta Prime is more than
just a team. It's a wide and diverse
organization ... and it's huge.
There are currently over 20,000
people working for Delta Prime. Those
of you who have been paying attention
should realize that mean the regs
actually outnumber the deltas around
here. We've got approximately 2,000
active deltas in our employ-
sometimes more, sometimes less.
That means that the regs outnumber
the deltas by about 10 to 1. Still, you
wouldn't believe the number of people
who think that working for Delta Prime
means you have to be a delta.
That's a misconception that most of
us don't really go out of our way to
correct around here. After all, most
people avoid hassling deltas, which is a
suggestion to the less savory elements
of our society that they'd be better off
leaving Delta Primers alone.
For instance, when our agents take
the company cars out for a spin, they're
pretty high-profile, with bright and
shiny Delta Prime license plates on the
front and back. Those cars are never
scratched or dented, and parking
tickets are never left on the
windshield-even if they're double-
parked in a loading zone.

I hate it when she's right.
As I was saying, Delta Prime is a
massive organization. This isn't just
seven of the world's mightiest heroes
shacked up in a cave on the outskirts of
town. It's a massive government
bureaucracy that focuses on the needs
of its 2,000 central employees-deltas
like you and me-and how to support
them in everything they do.

AHW fACTS
Most of our 20,000 employees work
out of seven different regional offices:
New York, DC, Miami, Crescent City,
Denver, Seattle, and LA. I'll talk about
each of those areas a bit later, and I'll
describe our largest office-the one
here in Crescent City-in a bit more
detail.
We also have literally dozens of
branch offices-at least one in each
state capitol and every major
metropolitan center in the country.
Most of the time, few deltas work in
these offices-no more than one or two
in each. We like to keep our deltas in
the regional offices most of the tim~,
farming them out to the branch offIces
only when it becomes necessary.
We only have so many deltas to go
around, and we try not to spread them
too thin. As I said before, it's a matter
of teamwork.
When a team of Primers is needed in
a certain area, they're shipped out as
soon as they're available. They make
contact with the regs in the local office
for the details of their assignment,
define whatever additional support
they might need, and then take care of
business.
THERE ARE RULES
To handle a group of people this size
requires a massive bureaucracy,
complete with all the rules and
regulations you'd expect. Let me make
one thing clear: you might be above the
law as it applies to most people (you're
the top law-enforcement officers in the
country, after all, and that comes with
some privileges), but when it comes to
Delta Prime regulations, they are to be
followed by the book. The book was
written with you in mind.
 THf BASICS
The golden rule is this: Your superior
DUTA PRIMf UNifORM
is always right.
Like the military, Delta Prime
operates within a strict hierarchy of
ranked officers. We don't have any
enlisted ranks around here. We're all
officers on one level or another.
The point is that if someone who
outranks you gives you an order, you'd
better follow it. The only exception is a
conflicting order from an even higher-
ranked officer.
You must implicitly trust your
superiors. Information in the agency is
often handed out on a need-to-know
basis, so ranking officers usually know
a lot more about what's going on than
the people on the front line. They have
a much better idea of the bigger
picture, so listen to them.
Your CO might not even know the
whole picture, but he trusts that the
people above him do, and so he follows
his orders, and expects you to do to the
same. It's your job to execute his
instructions so that he can fulfill the
objectives given to him.

THf RfST
There are dozens of other regulations
covering everything from pressing
your dress uniform to recovering out-
of-pocket expenses, but I'm not going
to worry about those right now, and
neither should you. As long as you take
care of rule number one, you'll get
along fine.
That's not to say your CO won't
verbally abuse you if you don't know
what you're doing. You're a recruit,
after all, and learning comes with the
territory. It'll keep you out of New
Alcatraz, though.
Everything else is secondary.
Primers wear this distinctive uniform
with the standard Delta (il) symbol on
the right shoulder. Like any military
uniform, Primers keep their uniforms
sharp, clean, and distinctive, with few
individual modifications. Many
Primers sew a personal symbol onto
their right shoulder or pants, adding
individuality and distinction to their
uniforms.

Lieutenant Green For those of you who failed physics
Captain Blue back in high school, the colors go
Assistant Director Indigo straight up the spectrum of visible
Director Violet light, from the lowest frequency (red)
to the highest (violet). To remember
Since you're recruits-the lowest of how the order of the colors, just use
the low-I'll go through the ranks one that old chestnut-Sarah calls it a
by one and show you how they each fit mnemonic. Rely on your old friend,
into the big picture. It's pretty simple, Roy G. Biv. His name is composed of
once you get the hang of it. the first letter of each color, in order.
 All the uniform shirts are color-
coded too, but those are set up by
division, which I'll get to in a bit. I'm
still talking about ranks, and I d on't
want to get ahead of myself again.
RECRUIT
This is what you are. Anyone can
order you around, and they u su ally d o.
There isn't much hazing going on these
days, but some of the agents still get a
kick out of it once in a while. I'd
recommend figuring out who they are
straightaway, and then staying clear of
them for the rest of your time here.
Recruits remain in their position for
up to one year, or until they
su ccessfully complete their first
assignment, whichever comes first. It
used to be that a recruit had to
complete his first assignment before
moving on, but there w as this guy
named Clarence who was stuck as a
recruit for years, so ...
AGENT
Outsiders confuse this one all the
time. They call anyone working for
Delta Prime an agent. In a sense, that's
correct, but it's not very specific.
The vast majority of people in Delta
Prime are agents, and agents are the
who most outsiders run into on a
regular basis. But ranked agents are
bonafide field operatives-Primers
who work a from HQ most of the time.
SERGEANT
Most teams of agents are lead by a
sergeant, who's essentially a ranking
field officer.
Sergeants are commonly tough
people. They're responsible for getting
things done, and are given a team of
agents to make it happen.
LIEUTENANT
Lieutenants command a number of
sergeants. Each regional office houses
several lieutenants. These officers
approach assignments with the big
picture more firmly rooted in their
minds. Th ey still have to deal with
sergeants and agents-and even
recruits--on a d aily basis, but focus on
utilizing them in groups, and not as
individ uals.
You can look at lieutenants in one of
two ways. They're either the highest
ranking Primers who get their hands
dirty, or they're the lowest ranking
m anagem ent in the agency. Either w ay,
they're caugh t in the middle.
UPTAIN
Each division has a single captain at
each regional office, so they're few and
far between. There are a few captains in
the field, bu t they're rare. Only folks
who have proven themselves worthy of
the rank and invaluable in the field are
p romoted to field captain. All the rest
are shackled to a desk at HQ.
ASSISTANT DIRECTOR
Each regional office has a single
assistant director who's in charge of
running its d ay-to-day operations. This
job is of the utmost importance, and the
seven directors are some of the most
respected Primers in the world.
And not all of them are deltas.
DIRECTOR
This is the m an in charge of the
whole enchilada. These days, the buck
stops at the desk of director Ronald
Reagan. The d irector of Delta Prime
reports directly to the President of the
United States (though he doesn't
always h ave to seek his approval).
 DIVISIONS £NfORCfMENT
The redshirts are Delta Prime's front
To make things easier for everyone, line. These are the men and women
Delta Prime is broken up into several
who enforce the laws of our nation
divisions, each of which has its own
particular mandate under Delta
Act.

Enforcement agents are trained in
Prime's general mission statement.

Operations Green Enforcement is definitely the most
Investigation Blue straightforward assignment; it's also
Management Indigo the default division for anyone who
can't be assigned anywhere else.
Again, I'll go through each of these, Enforcement are the agents most
one at a time, so you know which citizens picture in their heads when
departments you'd like to apply for. they think of Primers.

 INURROGATION
The orange shirts of the
Interrogation Division are among the
most feared in the agency, not to
mention the rest of the country. They
are trained in various "interviewing"
techniques, and force people to reveal
even their most closely-guarded
secrets. Few individuals are strong
enough to hold up against their
methods.
Interrogators come in a variety of
flavors. Some work exclusively through
intimidation, while others use their
special powers to determine whether or
not someone is telling them the truth.
Despite what you might read in the
papers or see on your favorite weekly
TV drama (like Delta Blues), no deltas
can simply steal information from a
person's mind. Some alphas could do
that, but they're long gone.
We have to rely on delta
interrogators, who only have the power
to tell if someone is lying. Of course,
just because you know someone's lying
doesn't mean you can get the truth out
of them.
R&D
The folks in R&D (Research and
Design) don't usually wear the
traditional Primer uniform. Instead,
they waltz around in yellow labcoats,
their ranks stitched onto the shoulders
of their right sleeves in colored thread.
R&D deltas spend their days
developing technology to make our
lives easier. They produce faster
vehicles, more powerful computers,
and a host of electronic devices small
enough to fit inside your cell-phone.
On occasion, when we need them to,
they also produce weapons-special
stuff, like focused lasers, and so on.

There are quite a few subdivisions in
R&D. The researchers concentrate on
what intrigues them, or go where they
are needed. Groups slave away over
disease control, electronics, rocketry,
and cybernetics, among other projects.
Each team employs at least two
people: a genius and a gadgeteer. The
genius spends most of his time poking
around with pure science, while the
gadgeteer applies the genius's ideas to
the real world.
Each headquarters has its own R&D
department, each focusing on a
different subject: for instance,
Armorgeddon Maintenance and
Development, or AMD for short is
housed in Crescent City. They build
new and better Armorgeddon suits,
and keep the ones we already have in
top working order.
The AMD groups work closely with
special detachments from Enforcement,
and the reg pilots who pilot the
Armorgeddon units into action.
OPfRATlONS
Like I said before, Delta Prime is a
massive machine for justice, with deltas
as the vital cogs in an unforgiving, iron
beast.
Excuse me while I wax poetic. Must
be those books Sarah's always trying to
get me to read. I guess something must
be rubbing off.
Back to my metaphor. If Delta Prime
is a machine, then Operations is the
grease on its wheels, the oil in its
engine.
Without Operations, the whole,
damn thing grinds to a messy halt. The
green shirts make sure all of us Primers
are where we need to be, and that
we've got a means of getting there.
They buy the fuel to put in our planes,
and the food for our mess halls.

Recruits, they even do our laundry.

You think those uniforms get cleaned
and folded and stuck in our lockers all
by themselves?
Operations is like our mother. It
makes sure we're warm, fed, and ready
to work. And given the vast number of
people Operations has to worry about,
I'd say they do a damn fine job.
The flipside of this, of course, is that
Operations agents are the people who
hassle you when you lose or destroy
something, or generally screw up.
Legal is a subdivision of Operations,
and you really don't want to have to
deal with those green-tied sharks if you
have a choice. They're like a tax audit
after three marriages, a failed business,
and a bankruptcy.

INVUTlGATlON
If Enforcement agents are the beat
cops of Delta Prime, than Investigation
are the detectives. When you need to
stop a crime in progress, you call in
Enforcement. When it's already over
and you need someone to figure out
how it happened, that's when
Investigation steps in.

INTELLIGENCE
Investigation's also in charge of
intelligence gathering. For the most
part, Delta Prime is concerned with
domestic affairs, but we loan a number
of our agents out to other federal
organizations like the CIA and the FBI.
A lot of top Investigators report their
findings to Delta Prime. We also have
free access to information gathered by
other government agencies. That's how
Delta Prime keeps such good tabs on
the rest of the world. It's also how we
prepare for and prevent external
threats most Americans never notice.

1m WATCHDOGS
If Delta Prime w atches over America,
who watches over the Primers? The
Watchdogs-Delta Prime's Internal
Affairs Department. These are some of
the most feared people in America.
They even give Primers nightmares. If
you're lucky, you'll never run into
them. Otherwise, I h ope you've got
nothing to hide.
Only the best Primers are considered
as potential Watchdogs. Their integrity
and loyalty must literally be
unquestionable.

MANAGfMfNT
Management is the d ivision that
gives Delta Prime vision. They're like a
global think-tank, formed of the
sharpest minds America has to offer.
They figure out where we need to go,
and point in that direction. From there,
it's up to Operations to make it happen,
and the rest of us to fill in the gaps.
Management is also where must of
our public relations is decided. They
choose our image, and promote it.
It's a solid arrangement, and it's
been working well for over 35 years, so
w e must be doing something right.

THf MISSING COLOR

If you've been paying attention, you
may have noticed that there are only
six shirt colors. The missing color, is
violet-the highest frequency of them
all.
Violet is reserved for the director
only; no one else gets to u se it. Reagan
doesn't really care for violet, and it's
rare to see him wearing it on anything
other than a Delta Prime lapel pin. I
hear he's been trying to have the decor
of his office changed as w ell, w ith no
luck so far.

LET'S GET TO WORK
There. Now that you know who we
are, let's talk about what we do.
It's impossible for me to actually
describe everything that Delta Prime
does for this country on a daily basis,
not to mention all of its long-term
objectives. It would be foolish for me to
try. If I did, we'd have a book thicker
than the report from the Warren
Commission on Jackie Kennedy's
death.
But there are some general
misconceptions I can clear up. Pay
attention, recruit; you might learn
something.
LIFE UNDER MARTIAL LAW
As you all know, President Kennedy
h as been ruling this country und er
martial law since 1964. Now, that's a
pretty charged statement, and a lot of
people don't understand exactly what
it means. Or what they believe it means
doesn't really jibe with the reality of the
matter. I'm here to clear some of that
up for you.
MARTIAL LAW
When people hear the phrase
"martial law," they envision armed
guards on every street corner, tanks
rolling down city streets, and
undesirables rounded up into cages for
the duration of the crisis.
That's pretty much what happened
in 1964. People were scared out of their
wits. Untrained deltas ran amok
throughout the nation, and there was
no avenue for patriotic deltas to serve
their country outside Delta Squadron.
Deltas were calling themselves
"heroes" and "villains."

It was strange. But those were the
'60s for you.
These days, it's easy to pick out the
good guys from the bad. If you're with
the US government, you're wearing a
white hat. Otherwise, you're wearing a
black one. It's that simple.
As the saying goes, "If you're not
part of the solution, you're part of the
problem." That's particularly true with
the US delta situation these days. There
are no neutral areas to retreat to on
American soil.
If you're a delta, there's no dodging
the issue. You've either registered with
the government and you're doing your
best to make America a safe place for
honest, hardworking people to live in,
or you've thumbed your nose at the
law and gone renegade.
There is no middle ground. Not
socially. Not politically. Since martial
law was instituted, everything is a
war-including your rights as a delta.
Especially your rights as a delta.
BA(K TO MARTIAL LAW
Can you imagine living under strict
martial law for over 35 years? I'm not
even that old. I don't personally know
what it's like to "live free," as the
Defiants put it. It seems to me they just
want to "live free to terrorize other
people" or "live free of using their
powers responsibly." That kind of
freedom, I can live without, thank you
very much.
Over the years, many restrictions of
martial law have relaxed. That's not to
say they're gone-just that things are
better than they used to be. We don't
regularly see troops moving through
major US cities any more, like we used
to. We don't have to present travel
papers when crossing state lines
anymore, either.

An old friend of mine used to say
that "Freedom's just another word for
having nothing left to lose." Of course,
that" friend" left Delta Prime soon after
and became far and away the worst
traitor Delta Prime had ever seen.
But you already know about Patriot.
Regardless of its source, there's
something to be said for that quote. To
be truly free, you can't have anything
left worth having.
Now, I don't think that describes the
United States I know and love. We've
worked hard, and accomplished a lot.
Face it, we've got a tremendous
amount to lose.
And when you want to protect
something, you've got to make
sacrifices-compromises-to keep it
safe. No one's ever been entirely free in
this country. We've always had laws
restricting our behavior.
You're not allowed to hurt others.
You're not allowed to take their
property.
You're not allowed to threaten their
lives.
Are these restrictions upon our
freedom? Sure, in a literal sense of the
word. But we don't live in a literal
world.
We have to be practical.
STRIKING ABALANCE
The trick, of course, is finding the
middle ground between people's
freedom and people feeling safe. That's
what Kennedy's decision to declare
martial law was all about. Once Jackie
was killed, no one felt safe.
No one.
Think about it. If we can't protect the
First Lady, who can we protect?
Kennedy himself nearly died as well.

It was pretty clear that business as
usual just wasn't working out. Even
before that, people were dying; but
when the First Family was decimated
in full view of the American public, it
was time to call a time-out.
That's basically what Kennedy did-
and he didn't do it right away. He
showed as much care and caution as he
could. At first, he just demanded the
Delta Registration Act so that we could
keep track of the most dangerous
citizens of our country. It took the rise
of the Devastator, and the destruction
of four city blocks in Manhattan, to
really throw the world into chaos.
Of course, no one could have
guessed back then that martial law
would last for over 35 years. But then
again, they couldn't have guessed what
martial law w ould look like back then
either. '
As I've said, martial law has changed
a lot sin ce then.
THE NEW LAW
America's government hasn't been a
representative democracy for decades.
It's more of what I call a benevolent
dictatorship. The key word in that
phrase is "benevolent."
Kennedy's like the kind but firm
grand father watching over our country.
Believe me, things are a lot better now
than they were when he started out. Of
course, most folks aren't old enough to
know any better. I'm only 34 myself,
and the only President I've ever known
is JFK. I think most of you are in the
sam e boat.
Kennedy ended a situation that was
terrorizing the average American-reg
or delta-and he set up Delta Prime, an
organization that allowed deltas to
realize their true potential.
 What does he say again? Ask not

what your country can do for you. Ask
what you can do for your country."
That's what it's all about, recruits.
I think Kennedy was talking about
the Peace Corps when he said that, but
he might just as well have had Delta
Prime in mind. A country d oesn't exists
to help you; it's here so we can help
each other, so we can protect each other
from threats both foreign and domestic.
And if we have to sacrifice a few "civil
rights" for that cause, then I, for one,
don't think the price is too high.
After all, what kind of a price would
you place upon a single human life?
What price would you place on being
able to sleep soundly at night, knowing
your kids are safe? What about your
family across the nation? Your loved
ones across the globe?
What price is too high?
RULE BY DfCRH
The practical implications of
declaring martial law-at least as
we've come to know them in this
country-come down to this: the
President rules by decree.
In effect, JFK runs the country the
way he sees fit, and the rest of us
follow his orders. He's kept Congress
and the Supreme Court going in an
advisory capacity, in preparation for
the day that our traditional form of
government resumes. But at the end of
the day, it's up to King Jack to make the
important-and often tough-calls.
That's not to say JFK's some kind of
tyrannical despot (like the Defiance
and some other troublemakers are fond
of saying).
In fact, he governs wisely, and has
everyone's best interests at heart.
 (HI(KS AND BALAN(IS
At first, our government was based
upon the idea of checks and balances.
None of the three branches of our
government was powerful enough to
overrule the other two. At least, that
was the theory. In reality, petty politics
and bickering kept the government
busy, so they never got anything done.
Simply put, our early government
was inefficient. Congress and the courts
simply couldn't react quickly enough
to the growing problems we hadn't
foreseen, and they just handed power
over to the President. So far, though,
he's made good use of it.
Look around you. Our economy is
still the best in the world. Most of us
have jobs. Life is good. Sure, you still
have to worry about being caught in
delta crossfire, but guess what?

Things are a lot better than they used
to be. Delta-related violence-and
violence in general-is way down.
Sure, there are a few really big disasters
every year (and there seem to be more
of them each year since a few decades
ago), but ultimately, less people are
dying across the board.
Modern polls show that people are
actually happier with their current
government than they have been since
just after World War II. The average
person has little to complain about.
Most families fall squarely into the
middle class; they own a home of their
own; they have a fairly new car-and
sometimes two; and they can have
kids, knowing they'll be safe-because
the federal government is looking out
for them.
All in all, it's a pretty good time to be
an American.
 R£GISTRATION PAP£RS
There are a couple tools we use to
keep order in this country. The most
important of these are registration
papers. Citizens have to carry these
documents on them at all times, even
children who travel without their
parents.
The internet was actually created to
help law enforcement keep track of
people. Now, whenever there's a crime
of any kind, we can use the worldwide
web to track down suspects quickly.
The FBI keeps files on everyone in the
country-citizens and visitors alike.
These include not only a permanent
record of the individual's history, but
also a current set of fingerprints and
up-to-date dental and DNA records.
Each person's file also contains their
~istory and known associates. Every
hme someone moves or travels more
than 50 miles from home, he is required
to notify the police department in both
the town he is leaving and the one he is
traveling to. During national
emergencies, permission to travel can
be revoked, and persons found far from
his home without permission are
subject to immediate arrest and
interrogation.

We also have a nationwide curfew in
place. No one under the age of 16 is
permitted outside without an adult
escort from the hours of 9 PM to 5 AM.
Even adults are restricted to indoor
locations from the hours of 2 AM to 5
AM unless they have been granted
special dispensation-which is usually
reserved for occupational purposes.
Those defying the curfew are subject
to immediate arrest and incarceration,
and can expect many questions.

BUSINESSES
Businesses are pretty much
permitted to function as they like,
within the personal restrictions I've
described above. No one is above the
law, but as President Coolidge once
said, "The business of America is
business."
President Kennedy hasn't seen any
reason to defy those words of wisdom
during his time in office. You see, if the
businesses were restricted too much by
the government, then people might
find themselves out of work, and that
would cause no end of trouble. Idle
hands and the Devil's work, and all.
In some other countries under
martial law-like Russia (I don't care
what they call their particular form of
government over there; it's far more
restrictive than ours)-they've actually
nationalized large parts of the
economy. That's a fancy way of saying
that the government has taken over the
businesses-lock, stock, and smoking
barrel-and is running things itself.
Can you think of a better way to
bankrupt a country than to have a
bunch of bureaucrats running the
major businesses?
But JFK's sharp. He lets the business
specialists do their jobs and leaves their
profit motives in place, knowing that
their efforts are the economic nuts and
bolts around here.
America is still capitalist-if not
entirely democratic-and that's the
foundation of our success. Kennedy
doesn't meddle much with business
and the money-makers pretty much'
leave the government alone in turn.
Without capitalism driving our
businesses to innovate, we'd be as
behind the curve as most of the Third
World nations out there.

THE LAW
As the people in the fron t ranks of
the Executive Branch, local police
departments have a lot of power. They
only answer to their superiors, and.
don't have to worry about kowtowmg
to a mayor or city council. Most cities
and states still have some form of
government in place to h andle the ,
details that the federal government s
too busy to bother with.
Ultimately, though, true au thority
still rests with the White H ou se.
APPOINTED OffiCiALS
If Kennedy wanted to, he could try
to micro-manage every commu nity in
America, but it's a big country. It's just
not practical, even with the internet
bringing everything closer together.
Instead, the President w isely
appoints people to fill formerly. elected
positions-like the state e~ecubve
governorships-and they m turn
appoint the people below them. It all
works out pretty well.
Back in '64, when m artial law first
began, JFK left most state and ~ocal
executives in place, only weedmg ou t
the few people who refused to work
with the team. Today, he only replaces
people when they die or retire, or are
commit some horrible crime, so
turnover is pretty low. Most people in
office today have been there for 40
years or more.
There's a little turnover these d ays,
what with the mortality rate
skyrocketing, but for the most part the
same men who were running the
country back in '64 are still doing the
job now. Only now they're following
Kennedy's plans for the country to the
letter.

As anyone growing up in this society
knows, it's best to simply follow the
rules and keep your nose clean. Those
who run afoul of the law can expect to
spend some time in jail-perhaps a lot
of time, if the government wants.
App ointed trial judges still render
verdicts and sentences as they always
have, bu t they don't worry as much
abou t the technicalities that used to
hamper them before. We even have the
occasional jury trial these days,
although usually only by special
d ispensation. Patriot's murder
conviction is the most recent "trial of
the century" that springs to mind.
Think about it. Why would you want
to have a trial if everyone already
knows what happened? Most of the
time, the evidence is all-condemning,
or the newspapers taint the jury pool
long before they'll be any good. Why
waste the state's time?

are the law.

field, or you're going to get killed. But
you also don't have the luxury of being

THE SUSPENSION
Of CIVIL RIGHTS
One of the biggest complaints people
seem to have about our current
government is what they callI/the
complete and utter suspension of our
sacred civil rights." That's a quote from
the front page of the Chicago Tribune's
final edition back in 1965.
Frankly put, this is a load of crap.
What about the Second Amendment?
People are allowed to carry around just
about any kind of weapon they like
without fear of reprisal. Just because
some rag I wouldn't wrap fish in is
denied the right to stir up
antigovernment sentiments doesn't
mean we've lost our voice.
People still have the same basic
rights they've always had: life, liberty,
and the pursuit of happiness. If not for
martial law, many people wouldn't be
alive to complain. They wouldn't have
the liberty to walk their own streets
without fear of being killed in some
unexpected delta battle, or travel
without worrying that their plan would
be shot out of the sky.
Honestly, it's better this way. So
criminals can't get off on a technicality
because some cop didn't get a warrant
ahead of time. Warrants were a waste
?f ti~e. and effort, anyway. What judge
In hIS nght mind wouldn't grant an
officer one? Just cut them out of the
picture, and everyone's a lot happier.
And that whole Fifth Amendment
thing. No one has the right to lie to the
court, not even by omission. That's
called perjury. You either open your
mouth, or you go to jail.
In high-profile cases, we might even
call in an Interrogator to get to the
bottom of the matter. Does it really

matter how she determines what really
happened, as long as we know it's the
truth?
Think about it. Wives can now be
forced to testify against their husbands.
Do you know how many wife-beaters
the cops have put behind bars because
of that? No more hiding behind the veil
of marriage.
A crime is a crime is a crime. If one is
committed, we can find out about it,
we can find out who did it, and we can
make them pay.
It's that simple.
People feel safe at night today. They
know that we're looking out for them,
fighting to keep them and their families
safe from harm.
When I say "we," I mean every law-
enforcement officer in this country,
from the lowest rookie beat cop all the
way up to Director Reagan and the
President himself. We're part of a
unified network of people who have
dedicated our lives to make those of
our fellow citizens better, safer, and
happier, and ensure that we all wake
up in a less dangerous America
tomorrow.
Personally, I can't think of a better
job. I bless the day I got my delta
powers, and I relish the responsibilities
that came with them.
If we have the power to help people,
we have the responsibility to do so.
That's true of any American, from the
youngest child to the most powerful
delta.
Superior was the poster child for this
idea. He was a man who could literally
have ruled the world, and what did he
do with those amazing powers of his?
He fought for Americans everywhere-
to make our lives better-and they
were better, because of him. I'm proud
to be a part of that legacy, and you
should be too.
 WILCOMI TO THI SPIRI
If you're like over 90% of the raw
recruits we see these days, you're going
to end up spending a lot of time in
Crescent City. Central command for
Delta Prime might be in Alexandria,
but Prime HQ in downtown Crescent
City is where the magic really happens.
If the DC HQ is Delta Prime's head,
than the office building in Crescent
City is our heart.
The main building is amazing, an
impressive feat of architecture, if I do
say so myself. If it wasn't standing in
the shadow of the Triumph Building-
the tallest building in the world, mind
you-it would dominate the Crescent
City skyline. And even so, there's still
no way anyone can ignore it.
The Crescent City Headquarters-or
C2HQ, as it's usually called-stabs out
of the bedrock in downtown Crescent
City like the steepest pyramid in the
world. Although it's hard to see when
you're standing on the ground and
looking straight up the structure's
mirrored surface, its sides actually lean
in, standing at about a 65° angle
instead of the traditional 90°. The
building's base is about 1,000 feet on a
side, and it stands over 1,200 feet tall.
There are 100 floors-not counting the
basement levels.
C2HQ's one heck of an office
building. Nothing like the Pentagon, of
course, but impressive enough in its
own right.
You're going to be hanging your hat
here for a while. It's the central training
center for all Primer rookies, where
most of our nonlethal simulations,
martial and academic classes, and
training exercises are held.

grand tour.

THE BUILDING ITSELF
Prime HQ (which is what I'm going
to call it throughout this chapter) was
built under the guidance of Director
Reagan himself. Construction began in
1977-as soon as possible after the
debris left behind after the Centennial
Battle was cleaned up. Chicago Bay's
new shoreline was already established,
and things were just getting back to
normal. Prime HQ was one of the first
steps in the city's reconstruction.
At the building's ground-breaking
ceremony, Reagan said, "It is my
fervent hope that this structure will
begin a whole new life for the people of
Crescent City-that it will be a symbol
of hope, of the human spirit's triumph
over adversity-for decades to come;
and that it will watch over the streets of
this new metropolis for as long as the
people of this nascent city need its
gentle eyes."
Reagan has a special love for Prime
HQ and for Crescent City in general.
That's probably why he spends so
much time in his top-floor office here,
rather than in his official seat of power
in Alexandria. He really cares about
this city-and this building in
particular.
As Delta Prime's director, Reagan
oversaw every element of the
building's construction-from the
ground-breaking ceremony all the way
to the grand opening ceremony on
December 20, 1978. Reagan's been
Delta Prime's director for over 30 years,
and I'm told that he was never more
proud than when he cut that large, red
ribbon tied around the building.
I have to admit, I sympathize. I
remember when I first arrived. If you
think the view's great from the ground,
you should see if from the air.
 SICURITY
If there's one thing you can bet on
about Prime HQ, it's that it has the
kind of security that makes Fort Knox
look like an empty dog house. There
are only three more secure buildings in
the country: the Fortress, New
Alcatraz, and the White House.
Everyone in the entire place has to
wear photo ID badges with magnetic
strips on the back. These are used to
control who has access to the different
parts of the building, which can be
complicated, since each floor-and
many sections of each floor-can be
locked down independently. The most
secure areas of the building actually
require thumbprints or retinal scans or
both to obtain access, and in many
cases are patrolled round-the-clock by
armed guards, many of whom are
deltas. Guests must undergo a high-
level background check before they're
even allowed to sign in.
It might seem tough, but hey, this is
our home.
fROM THE GROUND LEvu
The streets around Prime HQ are
constantly under close surveillance,
being one of the few places regularly
patrolled by uniformed Enforcement
agents. These guards are all armed and
armored to the teeth, loaded and ready
for anything that might present itself.
Concrete barriers block off the street
corners surrounding the building in
every direction. These areas have been
converted from streets into pedestrian
boulevards. There used to be an
amazing hot dog vendor named Papa
Smith down there, who sold the most
delicious red hots. But he was killed in
the Defiance Riots after Patriot's
execution.

Believe me, no one's ever going to be
allowed to set up shop there again.
After a mad bomber actually detonated
himself in the lobby the day following
Patriot's death, we became even more
paranoid than ever.
We lost 16 of our own people in that
blast, including 12 deltas. There's a
memorial to them in the lobby today. It
stands right where that murderer went
off, and right next to where Papa
Smith's cart used to stand.
It's some small consolation that we
managed to capture the bomber, and
that the agents on the scene made sure
he'd never hurt anyone ever again.
That's what happens when you resist
arrest, but what do you expect from
one of the Delta Warriors?
fROM ABOn
Besides the cameras and alarm
systems that run throughout the place,
we've also got gun emplacements
situated strategically around the
outside of the building, every 10 stories
or so. As big of a target as Prime HQ
makes, we've had to fend off several
aerial threats over the years. So far,
we've been able to knock each of them
out of sky with little or no damage to
the building.
If you get a chance to draw duty on
one of the guns, you'll find them
difficult to aim; as big as those guns
are, it's just like shooting skeet.
Just be careful with your misses.
Everyone of those antiaircraft rockets
you fire has to land somewhere
eventually. Triumph, Inc. has actually
taken to reinforcing the closest side of
their building with steel plates and
bulletproof glass. Too many accidental
shots bouncing through their
boardrooms, I guess.
 FROM BHOW
We have our own Enforcement
patrol to keep the sewers around the
building clear. The El that used to run
into subfloor 1 was shut down for a
while, and there are now security
checks at all nearby stops, armed with
heavy weapons, tear gas, and a variety
of personal munitions. Everyone has to
be cleared before moving on.
ENfORCEMENT
Floors 1 through 20 are the offices of
the Enforcement Division. They handle
security for the building, and they're
also on call for situations requiring
delta aid across the Midwest. Crescent
City is their focus, though; for some
reason, it seems to be a magnet for
delta-sized problems, and so most
enforcers spend their time within city
limits.
Some people think the city's cursed.
Others think it has to do with the fact
that the city's basically centered around
the largest mass grave in the history of
humanity. That's a lot of bad karma for
one spot, I guess.
Me, I think it's because this is the
headquarters for the Defiance as well.
You put them in the same city with us,
and, well, sparks are going to fly.
Most of this division is filled with
offices, but there's a complete fitness
center here also, which is open to
anyone who works in the building.
There's also a small hospital, complete
with an emergency room on the first
floor. Like the gym, this facility is only
open to federal employees with the
clearance to enter the building.
The hospital used to be open the
public; we have the best healers in t~e
nation, after alL But we ended up wlth
terrorists and other criminals faking

injuries-or sometimes even causing
real ones-just to get into Prime HQ.
We couldn't let people breach security
that easily, so nowadays we send them
down to Crescent City Mercy Hospital
instead. Lots of our healers work down
there, as well as in other hospitals
around the city, so people still receive
their help on occasion.
OPERATIONS
The offices of the Operations
Division occupy floors 21 through 50.
This is where the real business of
running Delta Prime takes place. Most
people who work in this part of the
building live off-site-often in
government-owned high-rises. That's
not true for the employees of most
other divisions, however, the majority
of whom live within a few floors of
their office.
Operations includes many consumer
facilities, which makes it hard to
believe that anyone needs to leave.
Believe me, there are some employees
whom I know haven't actually left the
premises in over a year. Why would
they? Everything they need can be
found within easy walking distance of
their cubicle.
There's a commissary floor with
several excellent restaurants, a day care
center, a set of theaters, a video game
parlor, a movie and game rental store, a
post office, a grocery store, a giftstore,
an electronics store-pretty much an
entire mall that's available only to
Delta Primers. As an added benefit, the
prices are great, and they don't charge
us sales tax.
Most of you won't have any reason
to visit here on a daily basis, though
you may receive daily reports or orders
from Operations.
 IHVISTIGATION
Floors 51 through 60 are home to
the Investigation Division. This is
where our boys and girls in blue work
and live, although many of them
spend a lot of time out in the field as
well. (After all, it's hard to learn too
much about a situation while sitting
behind a desk.)
These floors are also the home of
the building's mainframe computer
system, which houses Delta Prime's
information database. All of our files
are stored here, with details about
every US citizen. Of course, the
database is constantly mirrored to
other secure sites around the country,
safeguarding this invaluable data.
R&D
The R&D Division has set up shop
on floors 61 through 80, although
from time to time it encroaches on
other empty spaces throughout the
building. The most notable part of
this division are 10 floors that have
been set aside as Prime HQ's aviation
hangar.
Believe it or not, Delta Prime
actually has its own flight of fighter
jets on hand here, not to mention a
load of other craft. The jets are
launched via catapult, and caught
when they land with a brake wire,
much like on an aircraft carrier.
The hangar is where Armorgeddon
units are housed and maintained, as
well. Unless one of you is a crack
pilot, you won't have much chance of
operating one of those babies, but
you're going to be working alongside
them on a regular basis, so get used to
them. The pilots may be regs, but
they're always true professionals.

INTIRROGATIOH
The Interrogators work on floors 81
through 85, although they live in various
places elsewhere in the building. (People
do actually sleep in this part of the
building, though; this is where the
holding cells are, and they're rarely-if
ever-entirely empty.)
Most people spend little, if any, time
in this part of the building if they don't
have to. It's a sad place, filled with sad
people. Unless you're the kind of person
who enjoys listening to others wail in
misery, it's not where you want to be.
MAHAGIMINT
Prime HQ's managers hold court on
floors 86 through 99, nearly at the peak
of the building. They tell us that this isn't
so they can look down on the rest of us,
but it doesn't feel that way most of the
time.
Believe me, recruit, the last thing you
want is to be called up into the top of the
building-the Capper, as it's
affectionately referred to. The only thing
most rookies, agents, or sergeants end up
here for is disciplinary action too severe
for their direct superiors to handle.
And that's just plain bad news.
Once you've moved up through the
ranks a bit, you'll be asked upstairs for a
good reason. You see, the people in
Management recognize that they don't
exactly have their ear to the ground
when it comes to what's happening on
the front line. Occasionally, they rely on
higher-ranking Primers to supply them
with that information, calling them in for
an afternoon debriefing".

That'll be when you know you've hit
the big time, recruit. Watch for it.
 REAGAN'S OFFICE
The top floor of Prime HQ is set
aside for the Gipper himself. On those
occasions when the director is called
back to DC-or somewhere else-for
an extended period of time, Operations
clears the whole place out, and turn it
into an observation deck.
I tell you, looking out over the city
from a height of over 1,200 feet can be
quite a kick, and it might give you an
idea how the director views those he's
sworn to protect and serve. I've been in
that office myself, watching as he looks
out over the city, on those who depend
on him-on all of us.
The impact of the moment was
nearly overwhelming. The director
lives with a real sense of his
responsibility-every day. It's more
than most of us could put up with, but
I'm proud to have the chance to try,
even in my own little way.
Anyhow, the next time the
opportunity presents itself, hop on that
long elevator to the top and take in the
view.
Maybe you'll learn something about
yourself in the process.
THE ROOF
The roof of Prime HQ is mostly
occupied by a helipad and hangar for
Reagan's private chopper. At its peak,
the building is only 100 feet on a side,
which is not very large for a helipad,
especially when you consider the
winds at that height. This is one of the
many reasons why only the finest
handpicked pilots are offered positions
ferrying the director about.
Each corner of the roof also has a
gun emplacement. Now that's an
assignment with a view.

THE IL STOP
The first subfloor is home to a stop
on the Crescent City Light Rail
System-the CCLRS, as it reads on the
side of the trains. This station was
closed down for about a year after a
passenger leapt out of one of the cars
and started shooting. He killed two
guards and injured six more before
someone finally brought him down.
That was one funeral at which no
tears were shed.
These days, we have security checks
at each of the closest stops. If you don't
have a reason to continue on to the
station beneath Prime HQ, then you're
put on another train and returned to
New Union Station.
THE GARAGE
Subfloors 2 through 10 are the
garage. Subfloors 2 through 5 are for
guest parking, while the remainder are
assigned spaces for the people living
and working in the building.
Most of these spaces go unused,
however, as most employees in Prime
HQ don't even own a car. The city was
built with public transportation in
mind, and it is relatively easy to use the
El to get around. And then there are the
hundreds of bright, day-glo orange
taxis swarming all over the place.
Beyond that, many people never
really leave Prime HQ in the first place.
They have everything they need right
here, remember?
Although it's only a garage, this area
is packed to the teeth with security
measures, just like every other inch of
the building. Every car that enters the
building is screened for explosives and
other threats, and every passenger is
questioned before they may enter.
 THI BARRACKS
It may not have the view of other
living quarters, but for many agents,
subfloors 11 through 15 are home. I
lived down in lithe Dungeon" for a
many years myself, and I had a great
time. It's kind of like a college dorm;
there's that great sense of camaraderie
among all the people who live there,
giving it a real familial feel.
It doesn't hurt that there's a bank of
foosball tables in the lobby on every
floor. Maybe it's a Midwest thing, but
the guards just love playing at those
machines. There's even a good-sized
ongoing league, and betting when the
sergeants aren't looking.
The only real drawback of living in
the Dungeon is the lack of natural light.
Still, the ceilings are high enough to
accommodate most goliaths rather
easily-all the floors in the building
have ceilings 10 feet high-which gives
the place a much open atmosphere
than you might expect.
The real benefit is that the Barracks
are just about the safest place in the
entire city. Unlike the rest of Prime HQ,
the Dungeon has the benefit of several
feet of solid stone surrounding it. Even
rocket launchers have trouble getting
through its walls, and there's really no
chance of a rogue flyer crashing
through your picture window.
As with most of the building, the
barracks' exterior walls are lined with
electrical wires. These are designed to
stop phasers in their tracks. I
understand some of our phasers have
actually found unphased deltas dead in
the dirt outside our walls. From what
1'm told, the bodies were left to rot
where they lay. I, for one, can't think of
a better scarecrow to frighten off
unwanted visitors with.
THl TRAINING (INTlR
Buried below the barracks is the
training center. Subfloors 16 through 30
house this dreaded location. The
training most Primers go through here
makes Marine boot camp look like a
picnic in New Grant Park on a sunny
day, let me tell you.
The training center is filled with
obstacle courses designed for different
Primers-from flyers to goliaths and
everything between. Primers of all ages
are required to pass a physical every
year, one part of which includes
navigating an obstacle course designed
for your particular kind of delta.
For that reason, you often find even
the most experienced deltas down here,
working with the rookies to keep
themselves in shape. It's a great
arrangement; the veterans keep their
edge, and punks like you receive their
licks from the best people Delta Prime
has to offer.
Basic training lasts 12 hellacious
weeks, and after that you can expect
ongoing training in the use of your
particular powers. (This comes from
someone who's been working with his
own for years, and is still being drilled
by the training center on a regular
basis.)
The training center is the first point
in your career as a Primer where you're
really going to have to focus. No one
washes out of Delta Prime because they
collapse of exhaustion during training.
No, we just make them get right back
up and try again. The better you are,
the fewer times you'll have to go
through training.
So do yourself a favor: make sure
you pass that final exam. Otherwise,
you can kiss graduation good-bye and
say hello to boot camp all over again.
 OUR BOSSES These are all good men with pristine
records as Primers. They each deserve

TlMI fOR1"1 GRAND TOUR!
Now that you know a little bit about
where you're going to be spending at
least the next three months of your life,
let me give you a preview of some of
the other places you might end up
visiting. I'm not going to list all of the
local branches scattered across the
country; there are simply too many of
them to deal with here, and tour guides
tend to be dull enough as it is.
So I'm just going to hit you with the
highlights of the other six regional
Delta Prime offices. As Primers, you
may end u p visiting or even transferred
to any of these facilities at just about
any time, so it's best if you're at least a
little bit prep ared before you jump on a
plane.
(RISCINI (ITY
Let's start out with our home base
once again. There's one major detail I
left out of the Spire tour. Can you tell
me what it is, recruit?
I never mentioned who the assistant
d irector in charge of the Crescent City
office is.
It's none other than Mike Trudgeon.
AD TRUDGfON
Trud geon is one of the few assistant
d irectors not to have a single delta
power. He's worked his way to the top
of this organization through sheer
discipline and skill. Trudgeon didn't
get there through some twist of fate; in
fact, I'd go so far as to say that nothing
that's happened to him has been a
m atter of chance. No. Trudgeon made it
here through simple, bullheaded
determination . Don't lock horns with
the man. You'll lose.

Despite being a reg, Trud geon is one
of the sharpest of our ADs. He h as to
be. With no powers to rely on, he's
limited to nothing more than his own
human abilities. An excellent m anager,
he runs the Crescent City H Q like a
well-oiled machine.
As the Crescent City AD, Trudgeon
is also in charge of coordinating Delta
Prime's nationwide recruiting efforts.
In other words, he makes sure w e
know who has delta powers, and then
convinces them to do the right thing
and join Delta Prime.
Trudgeon is one heck of a persuasive
guy, so much so you'd almost suspect
he was lying about having no delta
powers. But the fact is that he's just that
good at getting people to listen to what
he has to say. In another life, he'd have
made one heck of a p olitician.
Thank God we don't have any of
those anymore.
Oh sure, I know we'll end u p with
politicians again someday-once things
have calmed down enough for us to
run elections again. Politicians are a
necessary evil, but one I'm only willing
to put up with once w e get to that
point.
That said, I'm sure Trudgeon would
be one of the great ones. I hear they
were a rare breed, but words apply just
as well to the AD.
Some Primers don't p articularly like
having to work under a reg. If you're
part of that crowd, I've got one bit of
advice for you:
Get over it.
Delta Prime doesn' t believe there is
an "us" and a "them" . Over 90% of
agency positions are staffed by regs.
And out in the real world, n ormal
people outnumber deltas by even
higher percentages. Just remember,
you're not a delta, you're a Primer.
To protect and serve, right?
 DENVER
Our main office out west is centered
in Denver. It towers over the area
known a LoDo-or Lower
Downtown-a series of connected
pyramid-shaped buildings designed
after the distant Rockies. Though the
buildings are the towering feats of
natural majesty the Rockies are, they
still dominate Denver's western
horizon.
Primers in Denver are responsible
for a large part of the West-all the way
from the Mississippi River to Montana
and down to Texas. This jurisdiction
has affected the way these Primers
think about themselves; many who are
stationed out here take on code names
and insignia that are straight of a Clint
Eastwood western.
For instance, there's a trio of
investigators who call themselves the
Good, the Bad, and the Ugly. Take my
word for it; if you see them together,
you won't have any trouble figuring
out which is which.
Project Delta is housed in the Denver
HQ. It's our attempt to scientifically
analyze just what transforms ordinary
people into deltas. A core part of the
research conducted there is the Human
Genome Project, which is coordinated
out of this office.
The most valid theory we currently
have is that all deltas have a certain
gene enters a state of flux when they
are highly stressed. This is akin to the
person "evolving"-from one power
level to another-on the spot.
Of course, the specific gene that
triggers this change without a near-
death experience has yet to be
established. That doesn't stop the
research teams from trying, though.
This is one of our hottest assignments.

AD NfNSH
The man in charge of Denver HQ is
Phil Nensel. That's right-the man who
invented the first Armorgeddon suit,
the gadgeteer extraordinaire. .
This guy is the engineer's engmeer;
there's nothing he can't build. If you
have an idea, he can come up with a
design-within practical limits, of
course.
Unfortunately, Nensel doesn't get to
spend much time tinkering in a lab
these days. He's in charge of all of the
Delta Prime R&D labs nationwide. This
is one heck of a responsibility, and it's a
lot easier said than done. Getting these
braniacs to agree on lunch is hard
enough ...
In any case, Nensel's efforts are the
main reason that the internet is the
amazing tool it is today. He needed a
quick and efficient way of transferring
data between the different offices-
both the HQs and the branches-and
the internet fit the bill. The fact that it
was could connect more than just Delta
Prime's labs was just icing on the cake.
Nensel was also behind the design of
Delta Prime's huge database of files on
just about every citizen in America.
This is one of the most powerful tools
we have as law enforcers, and the
database's original template is housed
within the Denver HQ's unhackable
mainframe.
The most vital endeavor under
Nensel's purview, however, is Project
Delta. If his team of Primer geniuses
can actually crack the mystery
surrounding the creation of deltas, it
could usher in a new era of unheralded
prosperity, not only for this great
nation of ours, but for the world. Of
course, we've been at this one for
decades now, and so far, we've made
very little progress. Here's to hoping.

LOS ANGILIS
Our West Coast office used to be in
San Francisco, but after the city was hit
by a neutron bomb back in '88, we
temporarily upgraded our LA branch
to a regional office. As you've probably
guessed, that temporary upgrade soon
became permanent, and our west coast
HQ has been in LA ever since.
The LA HQ is one of the tallest
buildings in downtown, rubbing
shoulders with lots of other large office
buildings, most of which house the
giant corporations that provide most of
the country's entertainment and
economy today.
Unlike many of its neighboring
buildings, though, the LA HQ was built
to be earthquake-proof from the very
start. The whole structure stands on
monstrously large pillars driven deep
into the earth, and the building is made
of flexible materials that shake, but do
not shatter, during major tremors. After
all, when you're dealing with deltas,
you can't take too many chances.
AD HISTON
The LA HQ has a reputation for
housing all the glory hounds Delta
Prime has to offer. There is some truth
to that. It's in the entertainment center
of the world, after all, and the LA office
is in charge of public relations for all of
Delta Prime. It only makes sense that
the Primers with some interest in the
spotlight are drawn to the bright lights
of Los Angeles, like moths to a flame.
Of course, there are no LA Primers
more notorious than their AD, Charlton
Heston.
You might remember Heston from
 the movies he made early on in his
career: Omega Man, Planet of the Apes.
He even played Moses in The Ten
Commandments.
Heston always had a bit of a political
ben t to him, and after he awakened
during an accidental shooting in his
own home, he was immediately
drafted into Management. From there,
his natural flare for public speaking
shot him straight up the ladder; he
went from a recruit to AD in under five
years.
These days, Heston is the human
face most of America connects with
Delata Prime. He's our official
spokesman, and if you ask me, he does
one heck of a good job. It's men like
him that make life easier for recruits
like you. Without Heston, most of you
would enjoy being a delta a lot less.

MIAMI
Miami also houses a regional office
that was transplanted from ground
zero of a total disaster area. In this
case, the HQ was housed in Atlanta,
and vanished in a mushroom cloud-
along with the rest of the city back in
1988.
That's one of the reasons most
Primers hate the Russians so much. We
had friends in both of the cities they
destroyed-brothers in arms, and lots
of them. What the Soviets have done is
difficult to forgive, but I'm not too
worried about that. You don't need to
forgive someone after you grind them
into the dirt.
The Miami Prime offices are the
smallest of the seven. They're actually
in South Beach, contained in several art
deco buildings sprawled along a swath
of prime beachfront property.
It's no wonder that Miami is the

favorite assignment of Primers looking
for a little R&R; as the home of the
Morale Subdivision of Operations, you
can bet that your coworkers down
there will show you a good time.
ADYANH
The Miami AD is none other than
"Dapper" Dennis Yanez. The Y-Man
has been known to rub shoulders with
Miami's rich and famous all night long,
and still make it to work in time to haul
in a few Defiants before a three-martini
lunch. The man's ability to party is
legendary, causing some to wonder if
his delta power is to go for d ays
without any sleep.
I used to hang out with Dennis quite
a lot back when he was Captain Yanez.
I understand he's cleaned his act up
quite a bit since becoming top dog in
Miami, but that still leaves him plenty
of room to fool around.
If you happen to get down that way
anytime soon, say hi to the AD for m e.
And tell him 1'm going to collect on
that bet someday soon. (The man still
bets on the Dolphins religiously;
stubborn to a fault, I say.)
NEW YORK
Old Blue Eyes sang it best. "If I can
make it there, I'll make it anywhere."
There aren't much truer words to be
spoken, recruit.
New York is a city with a pulse. It's a
living beast that can swallow you
whole one night, and casu ally pick you
out from between it's teeth the next. In
many ways, it's the capitol of the
world, and there are few other cities
with as legitimate a claim to that
coveted title.
In case you couldn't tell, I love New

York.
As the largest city in the United
States, New York also has the highest
concentration of deltas in the country-
registered and otherwise. Most of them
are concentrated on the island of
Manhattan, which only make sense, I
suppose. After all, once you awaken,
what are you going to do with
yourself? H ang out in Queens? Give
me a b reak.
The New York HQ occupies all of the
southernmost World Trade Center,
some of the most valuable real estate in
the w orld. (The other tower was
located on one of the city blocks the
Devastator leveled back in 1965. It's
only fitting th at our regional offices
look down over the memorial that now
stands where the other of the Twin
Towers once stood-and where so
many innocent people died.)
The NYHQ has also taken over Ellis
Island-as its base for Enforcement
agents. This puts the New York
enforcers within a quick boat or
chopper ride of well over 8 million
people, and more than a few Defiants.
AD KRISTOHK
The Manhattan AD Brian Kristofek, a
diplomat of unequalled skill. Kristofek
started out in the State Department's
diplomatic corps, and was nearly killed
by an IRA bomb while he was stationed
in Belfast in the mid-'80s.
Kristofek awakened to find himself
phased halfway through the back wall
of the bar in which he'd been drinking.
While his ability has helped him to
survive countless assassination
attempts, it doesn't affect his silver
tongue at all. That skill isn't augmented
by any d elta gene.
It' s all his own.
Personally, I think Kristofek is our
 country's best chance for global
peace. Don't look so surprised, recruit.
As a Primer, I'm a soldier in a very real
sense, but I'll be more than happy to
hang up my uniform when it's time. I
truly hope to see the day we don't need
to train deltas as soldiers-the day we
can train them as peacekeepers and
diplomats instead.
You can't force people to stop hating
each other, but that hasn't stopped
Kristofek from trying. It's his job to
concentrate on international issues, and
I'm glad to know he's on the case while
the rest of us have our hands full with
the good old US of A.
SEATTU
The Emerald City is home to the
newest of our seven regional HQs. This
one was founded in response to a
resurgence in delta activity in the Far
East, and corresponded with Emperor
Hirohito's return to active rule back in
1977.
(Relations with Japan are better than
ever these days. We have a common foe
in communist China, after all, and no
reason to be at odds with each other
anymore. Yes, sir, the economic and
production leaders of the free world are
finally working together, and you can
bet that'll mean great things ahead.)
The sprawling Seattle HQ offices are
housed in a massive, four-building
complex in the suburb of Renton,
Washington. This place may not be as
impressive as the Spire or the Lone
Tower, but it does have one of the best
medical facilities in the entire nation.
This is where healers of all kinds-both
regs and deltas-come to receive
advanced training from some of the
finest teachers in their fields.

AD Tepe
The Seattle offices are presided over
AD Patrick Tepe, who started out as a
dental student, but was beaten up and
left for dead outside of a bar called The
Avalanche in Milwaukee, WI. He
awoke to find he had the power to heal
people with a touch of his hand.
Tepe skyrocketed up through the
medical ranks of Delta Prime, and even
served a short tour as the interim
Surgeon General before being called
back to active duty in Delta Prime.
The Seattle facility is a teaching
hospital, and under AD Tepe's strong
guidance, it steadily churns out some
of the most talented physicians in the
nation.
Take it from me. Once you've
survived a raging delta battle, it's nice
to know you've got someone you can
rely on to put all the pieces back
together again.
WASHINGTON, DC
Predictably, Delta Prime's main
offices are located in our nation's
capitol. As with most of our country's
major law-enforcement and intelligence
agencies, though, its building isn't
actually inside the Beltway.
Instead, it squats on the opposite
shore of the Potomac, just across the
river from the seat of America's
government, in the not-so-sleepy town
of Alexandria, Virginia.
In fact, Delta Prime's original HQ is
actually located in an old munitions
factory where we used to make
torpedoes and other devices of
destruction. The factory may be gone,
but there's still one hell of a lot of
firepower in that place, making the
Washington offices of Delta Prime one
of America's most heavily armed sites.
 The Torpedo Factory is right in
downtown Alexandria, hugging the
Potomac's shore in a part of the city
known as Old Town (for its colonial-
style architecture). The Factory might
not be as staggeringly impressive as the
homes of the other, newer HQs, but it is
the nerve center for the entire agency,
where all decisions of domestic import
are decided, and where plans and
tactics supporting our local Primers are
put together.
AD (OONfY
AD Pat Cooney became a delta soon
after he was tossed off the top of the
Washington Monument. The
perpetrator was a Defiant who'd had
enough of dealing with the senator
Cooney was working for at the time.
The fall would have killed Cooney
for sure, if not for the activation of his

delta power-flight. Cooney took his
assailant by surprise, and subdued the
would-be killer before anyone else
could be hurt.
The Washington media had a field
day splashing Cooney's mug beneath
the front-page headline, and within
days, he was a celebrity.
Ripe for a job with us.
As the DC AD, Cooney's in charge
of coordinating efforts between the
different offices. This effectively places
him second only to Director Reagan in
importance within the agency. Without
his firm hand guiding national
Operations, Delta Prime would grind
to a lumbering halt.
It seems like everyone in DC knows
Cooney, or at least owes him a favor.
There isn't a better choice to speak out
for the interests of Primers everywhere.

 THIS ISN'T OVER
Congratulations, recruit. You
managed to stay awake through to the
end of the presentation. Hopefully you
didn't daydream too much, and maybe
you actually learned a thing or two
along the way.
If not, what can I say? I tried.
We've told you how Delta Prime got
started, what Delta Prime's all abou t,
how you're indoctrinated into Delta
Prime, what Delta Prime looks like-
from the inside out-and w hat it's like
to be part of Delta Prime. I've even
offered you a quick list of some places
you might live, and the p eople you
might eventually work for.
If you're not ready for basic training
by now, I don't know how you ever
will be-though I'm sure someone will
be happy to explain it to me in
excruciating detail during my next
post-project debriefing.
As I'm sure you've guessed, this
kind of interaction isn't my style. If it
were up to me, your training would
involve the stack of notes and tape-
recorded commentary I've built up
over the past four months, flash-fried
into ash and sprinkled over Chicago
Bay. We'd have wished them good
riddance, and moved on to some good
old fashioned field work.
Action, and lots of it-that's more
my speed, frankly.
Writing isn't my favorite pastime,
but I can see why AD Trudgeon wanted
me to prepare this little introduction for
you, and I think all the brain-sweat w as
worth it in the end.
I wish I had been offered this kind of
resource when I joined u p . With a little
primer (pardon the pun), I inight have
taken a few less licks early on-and I
might be a better field agent today.
It fEW PARTING WORDS
Now that you've got enough details
to keep your head spinning through 12
weeks of basic training, I'd like to let
you in on something. I've glossed over
it until now, but I think you're ready to
know what it means to be a Primer.
When you're on the outside looking
in, being a Primer seems like the best
thing in the world. As a kid, I
remember w orshipping guys like
Superior. I had the t-shirts, carried the
lunchboxes, collected the trading cards,
and read the comic books.
It was unreal.
I mean, these heroes of mine-these
Primers-they seemed like strange
visitors from another planet. Agents
like Superior, the Gray Ghost-even
Patriot-they couldn't be human,
right? They were something more.
They w ere something better.
Then I became one myself.
T~I TRUT~ WILL su YOU fRH
Being a delta is pretty much just like
being a reg, except that you're really
good at one or two things that most
humans aren't even capable of. That
was the feeling I got a lot back when I
was a star college quarterback. Nobody
could throw a ball like me. Well, maybe
a few people, but they were all earning
more per game than my father made in
his entire career.
So I think I was a little better
prepared than most for the shock most
deltas experience coming out of basic
training. You experience a lot of heady
emotions just after finding out you're a
walking god. You become arrogant,
complacent, even cruel.
But we all eventually realize
something, and it's more than enough
to knock any of us on our backsides.
 TH£ R£V£LATION
YOU'V£ B££N WAITING fOR
Here it is: Being a delta doesn't make
you any better than anyone else.
Sure, I can see you nodding your
head. You're thinking, "Of course that's
true, Sherlock. Tell me something I
don't know."
Quit fooling yourself. Everybody-
and I mean everybody-believes deep
in the pit of their heart that if they had
delta powers, their lives would be
much easier.
It's not limited to delta powers, of
course; it's part of the human
condition. Few of us are ever satisfied
with our own position in life.
Let's look at it a little differently.
What do you think would solve your
problems? Money? A great job? A
spouse? Kids?
That's what most people think. They
believe that if they could just get their
lives in order-if they could just find
that edge they need to get ahead of the
game-they'd be able to turn their
entire life around.
You know what? They're wrong.
Now don't just ignore me and laugh
it off. You've stuck with me through all
of this, and it's too late in the game to
give up now.
I'm going to say this, and I don't
want you thinking I've gone all New
Age, touchy-feely on you. It's a hard-
won lesson that I've learned over the
course of my life, and especially during
my time with Delta Prime.
True happiness doesn't come from
money, or other people, or even powers
that allow you to thumb your nose at
the laws of physics on a regular basis.
No. True happiness comes from
within.

ABIT OF CLARIFICATION
By that, I don't mean that you're
happy when your belly's happy. Your
happiness isn't based on the moods of
your internal organs. It's founded on
how you feel about yourself.
That's right-your self-image.
External things like sex, power, and
money are only salves for a wounded
soul. To really heal, you have to
concentrate on the injury itself.
When you're well, you don't need
those salves at all.
SO, WHY AM I
T£LLlNG YOU THIS?
Because you'd be surprised how
many new recruits plunge into the
worst depths of depression as soon as
they complete basic training. There
they are, on top of the world-part of
the most exclusive and powerful club
on the planet-and they still have to
get through each day just like everyone
else: one moment at a time.
Deltas face a particularly challenging
dilemma: how to fit into a world of
people who can never understand what
they have become. I mean, how much
chance is there that the average man or
woman on the street knows what it's
like to fly, or lift a garbage truck over
their heads and hurl it across town?
Pretty much none.
But we still have to live beside, and
we're still the same on the inside. We
still have the same weaknesses, desires,
goals, hopes, dreams ...
We have the option to force all those
things everyone thinks they want,
making our dreams come true, but we
do knowing that we aren't helping
those whom we could.
 WHAT'S IT ALL ABOUT?
That's what I'm trying to tell you.
Being a Primer isn't about fame or sex,
fortune or glory. In fact, it's not about
you at all.
It's about everyone else out there
who needs your help. It's about being
part of a larger community, and
realizing what that means. It's about
standing up for yourself and everyone
around you.
It's about responsibility. It doesn't
matter if you're a reg, a delta, or even
an alpha. No matter who we are, we
have the power to affect other people's
lives, and it's up to each of us to make
sure that we do that in the right way.
In a positive way.
Actually, it's easier for Primers than
most. You've got a CO who tells you
what to do. He explains exactly how
you can help your fellow Americans,
and he does it in explicit detail.
Everyone else out there has to figure
those details out on their own. They
have to take action, and find a way to
make a difference, on their own. They
don't have a national organization of
delta-powered friends to back them up.
No, the regular person (and we were
all normal at one time or another) is on
their own.
So you tell me: who's the bigger
hero? Us, or them?
You've been handed a chance to
make a real difference here, and it's
come to you on a silver platter. You're a
Primer, and that means you've got the
training, the knowhow, and the
support to make the everything
happen.

Every member of Delta Prime also
has some degree of authority. By that, PRIMER EQUIPMENT
we mean authority, the quirk by the Primers are given everything they
same name. The real question is: how need by the government. Additional
much authority do they wield? Well, equipment that's requested for a good
that depends on the hero's rank. See reason is usually granted right away.

BOOSTER
With all the deltas out there, some
have actually formed their own fan
clubs, "cheerleader squads" -boosters,
if you will. Charge, for instance, is
riding high on a huge wave of
popularity right now. He's the man
who finally brought Patriot in, and t-
shirts, lunchboxes, and action figures
featuring his face have suddenly
cropped up all over the place.
The money is handled by Delta
Prime's Licensing Department, a
subdivision of Operations. The
companies that produce Charge-related
materials-or products with any Delta
Prime-related imagery-pay a
substantial royalty to Delta Prime
Licensing, Inc. DPLI is the holding
company that owns the "intellectual
property" and all related images of
those working for Delta Prime-much
in the same way pro sports leagues
handle the rights and likenesses of their
players.
But there are some people who--by
virtue of their powers-can actually
"boost" another hero's ability. We're
not talking about some ephemeral
boost to the hero's ego here; no, this is
something tangible.
To the untrained eye, a booster
appears to be a reg, someone with no
delta powers at all. While it's true that
boosters don't have any powers that
directly affect themselves (or their
environment), they have a their
significant advantage once another
delta shows up.
Boosters can increase a delta's
power, giving them power on a scale
much closer to our idealized vision of
alphas. In fact, most "alpha sightings"
reported over the last 20 years have
actually been boosted deltas.
POWIRS
Power Boost: The booster has no
powers of her own. She only serves to
boost the powers of others.
Whenever the booster is within 10"
of another delta, she can double one
number of any single power that delta
possesses. For instance, she could boost
a goliath's Strength bonus from +5 to
+ 10. Or she could double the range of a
blaster's attack, making her Range
Increment 20 instead of 10.
Note that an affected number is
doubled before the dice are rolled. For
instance, doubling a Charger's damage
value would result in a damage value
of 20d6+20, not (10d6+ 1O)x2.
Using Power Boost requires an Easy
(5) Spirit check.
There aren't too many boosters out
there, and only top Delta Prime teams
are assigned one (and then only for
very important projects). On the other
hand, rookie boosters have to start
somewhere, and are occasionally found
working with younger teams.
It's not always going to be clear
exactly how a booster's power affects
those of another delta. When a Power
Boost's effect is not immediately clear,
the Guide must make a judgement call,
which is final.
One odd pairing is that of a Booster
and Snuffer working in tandem upon a
single delta. In such a case, they cancel
one another out, leaving the hero
unaffected.
Boosters do have some limitations.
Only one Power Boost can be applied
to any hero at anyone time. If two or
more boosters are using their powers
on a single delta, that delta only
benefits from one (though if one of the
boosters is incapacitated or otherwise
removed from active play, the other
would be there to pick up the slack.)
 NEW POWER PACKAGES
To initiate Power Boost, the booster
must touch the target delta, bare skin to
bare skin-or whatever passes for skin.
After that, the booster must remain
within 10" of the boosted delta for the
dura;tion of the Power Boost. Moving
out of range immediately cancels the
power's effect.
The booster doesn't have to keep her
target in sight, but she must remain
conscious and unstunned for the power
to work. If the boost lapses, the booster
must touch the target again, and make
another roll to reactivate the power.
Power Boost lasts for as long as the
two deltas are within range of each
other and conscious, or until the
booster chooses to cancel the effect.
Being boosted takes a lot out of the
target. Once a boost expires, the target
must immediately make a stun check.
The Target Number is 5, +5 for every
full minute the power was boosted.
One final note: a booster may not
boost another booster, under any
circumstances.
TRICKS
Extend Range: For each extra
success the booster gets on the Spirit
roll to activate her power, she can
extend the maximum range she can
maintain between herself and the target
by another 5" .
Extend Time: For each extra success
the booster gets on the Spirit roll to
activate her power, she can opt for the
boost to last one additional round
beyond when Power Boost should have
lapsed. This does not permit the
booster to realign her power to another
person; it's still impossible for her to
affect more than one person at a time.
This means that the booster can be
out of range with the target for the
designated period of time and then
return without the boost failing. Or the
booster might be stunned or knocked
ou t and recover within the designated
time without the target losing the
boost. If the booster doesn't return in
time, the boost's duration is simply
extended by the designated time.

(HARGER
Some deltas have an electrifying
personality. They can actually draw the
electricity from the air around them,
focus it within themselves, and release
it toward hapless targets as bolts of
crackling lightning.
These days, the most famous ch arger
is Eddie Hamilton-also known as
Charge. If you've read this far, you're
probably already quite familiar w ith
Eddie, but he's hardly the first charger,
or the most loved. There have been
many other notable chargers over the
decades.
Here's one of the more notable ones.
THf ZAPPfR
Back in the 1940s, there was a
masked hero known as the Zapper,
who fought in World War II as part of
Delta Squadron. The Zapper w as an
Army lieutenant who received his
powers while raising the American flag
over a recaptured hotel in Vichy
France. Moments after the flag w as set
in place, lightning crashed down into
his body. He nearly died that day, but
somehow survived to become one of
the most respected heroes of Delta
Squadron ever recruited.
The Zapper's military experience
made him a natural leader, and he soon
found himself rocketing through the
Squadron's ranks. Most of his peers
were enlisted men, after all; it was rare
to find a committed military man
among them, and when you d id,
everyone expected great th ings from
him.
The Zapper never disappointed.
When the war abruptly ended, the
Zapper stuck with Delta Squadron,
only returning home to Chicago after
his tour of duty ended in 1946. He
fou ght crime for many years as a
formally deputized member of the
Cook County Sheriff's office, retiring in
1960 after his left arm was maimed in a
battle w ith the Gorilla, a goliath with
delusions of grandeur and world
d omination.
POWERS
A rmor: 5/-
Lightning Bolt: The hero can fire a
ligh tnin g bolt from each hand (see the
Ch arger Attack Table, on the opposite
page, for details). This blast ignores
armor th at's not part of the target's skin
or power or specifically insulated
against electrical discharge. Most
armor is made at least partially of
metal, w hich, of course, conducts
electricity nicely.
Invulnerability: The hero is immune
to electrical attacks or damage,
regardless of their source or nature.
TRICKS
Fry: The hero can use his power to
target a device's electrical power
supply and fry it beyond repair. To do
this, the hero must declare the target
device, release a lightning bolt, and roll
to see if he hits (according to the
standard rules for ranged attacks, if
they apply).
If the d evice is attached to another
person or is under another person's
control, that person has the option of
dodging according to the standard
rules. This goes for things like cars,
suits of powered armor, hand-held
devices, and so on. An attack that
misses a d od ging d evice misses
entirely; there's n o chance of the bolt
hitting the person the device is
attached to.
O f cou rse, just as with any ranged
attack that m isses its target, the player
 HHV POWER PA(KAGES
should check to see if an y innocent
bystanders were hit (according to the
rules on page 149 of the Brave New
World rulebook).
If the charger hits her target with an
extra success, the attack does its
normal damage and totally fries the
device's power supply. If the hero
likes, the attack may apply no damage,
instead simply destroying the power
supply.
Repairing a frie d power su pply isn't
something that can be done on the fly.
This attack usually melts the supply
into a useless hunk of metal and
plastic, so that the entire u nit must be
replaced to return the device to
operating condition.

Superbolt: Instead of firing a
lightning bolt, the hero may spend an
action to build up his charge. The hero
then add s +5 to the damage of a blast
for each action she spends powering
up a single blast, up to a maximum of

The superbolt is fired with both
hands, so the hero cannot attempt a
second attack with her offhand while
charging u p the superbolt or attacking
with it.
For the su perbolt to work, the hero
must also receive an extra success on
her attack roll. Otherwise, it's just a
normal blast. If the hero is stunned
wh ile he's building her charge, the
bonu s is lost.

COPYCAT
"Anything you can do, I can do
better." That's what most copycats like
to say, although it's not always true.
What they can do, though, is mimic
whatever they like with uncanny
accuracy. This power allows the hero to
copy any skill or power she has
witnessed within the last few seconds.
Most copycats are placed in good-
sized teams to maximize their
effectiveness in the field. Without other
deltas present, copycats can still
duplicate other people's skills, but that
aren't nearly as impressive as copying
another delta's powers.
Mostly, Primer copycats duplicate
things like a tough's armor power (a
good power to rely upon if you're not
sure what your day may bring you).
Of course, there isn't always a tough
around when a hero needs one; the
copycat must sometimes be satisfied
with duplicating whatever power or
skill she can find.
Copycats must see a target delta's
power in action to be able to copy it.
This means, for instance, that a tough
would have to break a knife on his
chest in front of the copycat in order for
him to take advantage of the Copy
power, and gain the armor benefit.
Of course, Primer copycats of higher
rank than the target delta may simply
order them to display their powers. But
the opposite is hardly true; higher-
ranking Primers aren't usually happy
displaying their powers for someone of
lower rank, regardless of need.
Copycats are best used in fights
against other deltas, for much the same
reason as boosters. Once they see a
delta foe in action, they can copy at
least one of their powers, which is often
the edge needed to win a battle.
POWERS
Copy: The hero has the ability to
mimic any single power or skill that
she has personally witnessed being
used in the past round.
To do this, the hero must observe the
power or skill be used, then make an
Easy (5) Spirit roll. If successful, she can
now use the power or skill as if it were
her own.
This power has some limitations, of
course.
First, the copycat has to actually see
the power or skill in action-in real life,
not on video. Further, it's not enough to
look at someone; the copycat must see
the target power or skill being used.
Bullets would have to bounce off of a
tough's chest, for instance, for a
copycat to take advantage of her armor
power. Similarly, a computer skill could
not be copied without the copycat
physically watching a person using a
computer.
Second, copycats may only copy one
skill or power at any time. They cannot
copy an entire power package; quirks
are not picked up with the power,
unless they activate the Copy Quirk
trick (shown on the opposite page).
If a copycat likes, she can copy
another power or skill at any time. Any
power or skill she already has is lost
immediately, whether she makes her
Spirit roll or not.
Third, the copycat may only retain a
copied power or skill for one day; after
24 hours, the mimicked power or skill
fades away.
When copying another person's skill,
a copycat gains that person's value
with the skill. If the copycat copies a
skill that she already has, the new skill
value is not added to her own; it
simply replaces hers for the power's
duration.
 NEW POWER PACKAGES
A copycat may duplicate a skill
value that's lower than her own. (After
all, there's no way to tell what another
person's skill value is just by looking at
them.) Copycats accept a certain degree
of risk when using this power. If they
sees someone make a really lucky shot
and copies an inferior shooting skill,
they have to live with the it-until they
deactivate the power, anyway.
Guides should not reveal a target's
skill value until after a copycat succeeds
with her power.
At that point, the copycat is free to
drop the copied skill value, but doing
so takes an action.
The copycat may drop any copied
power or skill value at any time, but
not while stunned or knocked
unconscious. Nor does being stunned
or knocked unconscious arbitrarily
remove the power or skill value.
Copied powers and skills may only
occur by choice, or the expiration of the
Copy power's duration (24 hours).
TRICKS
Copy Quirk: If the copycat gets an
extra success with her Spirit roll to
activate her power, she may copy a
quirk she sees in action-in addition to
the targeted power or skill. This is
more difficult than copying a skill or
power, and some quirks may not be
copied.
It's simple enough, for instance, to
copy the double-jointed quirk, but
there's no real way to duplicate the rich
quirk with this power. The rule of
thumb is that if the quirk personally
affects the hero's body or state of mind,
then it may be copied. If it affects the
hero's state of being, it cannot.
As always, the Guide's word is final.
Quick Learn: If the copycat rolls
three extra successes when trying to
copy a skill which she doesn't have
herself, she gains a value of 1 with that
skill for free. Obviously, this may only
be used once per skill. The copycat may
only learn one new skill in this way
each week.
 HEW POWER PACKAGES
HOUND
Picture this. You're a delta, and
you've decided that there's no way
you're going to register with the
government and give up your life.
You've worked too hard and too long
to give everything up just because you
happened to survive a close call with
death.
And, hey, who's going to stop you?
You don't need to rebel like the
Defiants, and you don't feel responsible
for helping the downtrodden and
disenfranchised just because fate gifted
you with delta powers. As long as you
don't use your powers-or at least,
don't let anyone see you use them-you
should be fine ... right?
You've never been more wrong in
your life.
ADUIANT'S WORST fRllND
The deltas known as hounds can
immediately tell-just by looking at
you-whether you're a delta or not.
Unfortunately, a few hounds work for
Delta Prime.
And they're looking for you.
Most hounds find that their powers
aren't very useful unless they're
working for a large organization that's
searching for deltas. But that doesn't
prevent other hounds from finding
such errant renegades as well, and
bringing them in.
For this reason, it seems like most
hounds work for Delta Prime, though
there are a few who are members of the
Defiance (and even the Delta Warriors).
Among Defiants, hounds are some of
the most feared Primers.
If a Defiant maintains a secret
identity and is clever, she can keep her
real name and home secret from the
government for years-maybe even
forever. That is, right up until she
happens to cross paths with a hound.
From that point on, she may literally be
a marked woman, liable to be exposed
for who-and what-she is at any
moment.
Of course, as you should know by
now, people sometimes lie. Primer
hounds don't always turn in everyone
they detect-especially not if it appears
that their prey may be useful in the
future.
Perhaps the hound is looking to
escape servitude under Delta Prime
once and for all, and needs help.
Defiants that she knows about but has
yet to expose can be blackmailed into
providing much-needed assistance.
Or maybe the hound is simply
interested in building her own power
base within Delta Prime. To do that, she
needs deltas who answer only to her-
not to her superiors-so she slowly and
carefully rounds up her own private
army.
Or maybe the hound simply wants
something the Defiant has, and
exposing the Defiant wouldn't do her
any good.
There are lots of reasons a hound
might keep a person's delta status
secret, but you can rest assured of one
thing: if a hound figures out that you're
secretly a delta, she'll use that
information eventually. And if you're
as desperate as most Defiants, you'll
give her whatever she wants.
Or you'll do your best to make sure
she can't ever tell anyone what she
knows.
POWERS
Find Delta: The hero has the power ·
to determine if anyone within 10" of
him is a delta. To do this, she must
make an Easy (5) Spirit roll. For each

success she gets, she can detect one
delta within range.
Like a compass needle, the hound
detects the direction in which the
nearest delta is, so long as that delta is
within her range. For each additional
success she receives, the hound detects
the direction of another delta, starting
with the next-closest, and so on.
This means that if there's someone
between the hound and the delta, the
hound might very well mistake the
intervening person as the target delta.
The only way the hound can be sure
that a person is a delta is to use her
power on them from two or more
directions. (The hound must
triangulate the delta's position to
determine where she's at.)
The Find Delta power works with
alphas as well, should the hero ever
encounter one.
TRICKS
Reach Farther: If the hound gets an
extra success with her Spirit roll, she
can extend the range of her power by
another 10".
Tag Delta: If the hound gets an extra
success with her Spirit roll, she can
mark any delta she's detected with a
"psychic tag". For the next 24 hours, if
the target delta comes within 10" of the
hound, the hound immediately detects
them, whether they're actively using
their power or not.
Track Delta: If the hound rolls an
extra success with her Spirit roll, she
may actually determine both the
direction and the range of anyone
delta that she's detected. In other
words, she knows the exact location of
the person she's looking for. This
"lock" on the target continues for as
long as the target delta remains in the
hound's range.
 NfW POWER PA(KAGES
INTIRROGATOR
There are deltas out there that you
can't lie to. All right, you can try as
much as you like-they won't actually
wire your jaw shut for your efforts-
but you can't ever fool them.
These people are usually called
interrogators, and they have the ability
to tell when people lying.
Delta Prime keeps several
interrogators on hand at all times. Each
regional office has an separate division
for Interrogation, which is always
staffed by at least one interrogator.
There are also many unpowered
questioners who work in Interrogation,
but their actual role is to support the
Interrogators. Without such a delta by
their side, they would have only their
own instincts to go on, and-as has
been proven so many times in the
past-they would be vulnerable to .
their own emotions, which cloud then
ability to judge a person's guilt by mere
sight. This renders their methods-at
best-unreliable.
THf WHOLf TRUTH
Delta Prime doesn't have the market
cornered with this kind of delta. The
most famous interrogator of all is the
nominal head of the Defiance herself:
Truth. She uses her powers to ferret out
Primers who are trying to infiltrate the
Defiance, and to keep her people in
line.
Of course, if you've read Defiants,
you know that Truth isn't always
truthful herself.
As with hounds, interrogators have a
great deal of power if they use their
delta powers in the right way.
They just have to know which truths
to tell to others.
LYING OUT LOUD
So how do you lie to a person who
can sense when you're deceiving them?
People do it all the time without
knowing it. It's called being evasive.
This is the biggest problem an
interrogators faces. You ask somebody
a question, and instead of answering it,
they give you an entirely true
statement that has nothing to do with
your original question. In this way,
targets can misdirect interrogators from
information they wish to protect.
Of course, experienced interrogators
are familiar with this tactic, and do
their best to pin targets down. They
make sure to ask the right kind of
questions. But there's only so much
they can do against someone who's
determined to avoid a straight answer.
That's when some interrogators turn
to cruder methods. Although it's not
officially condoned by Director Reagan,
Interrogation sometimes uses torture to
force their subjects to talk. Some
interrogators are able to parlay this
reputation alone to get people to talk,
so it's not too often they have to drag
out the sodium pentothal and pliers.
POWERS
Deted Lie: The hero can tell if a
person she's conversing with is
speaking the truth. To do this, she
makes a contested Spirit roll against the
person she's talking to. The
interrogator may add +10 to her Spirit
for this roll only.
If the hero wins the contested roll,
then she can tell if the hero is telling the
truth or not. If she fails, she isn't sure
whether the hero is lying or not, aware
only of her own uncertainty. With a
disastrous roll, she firmly believes that
the target is telling her the truth,

regardless of the actual veracity of the
target's words.
To use this power, the interrogator
must be within the presence of her
target. It's not enough to watch the
person on a monitor, even if it's a live
broadcast. She must hear and see the
person, with no external assistance of
any kind.
The interrogator must make a
separate roll for each lie she's
attempting to verify. Long
interrogations can really tire a hero out;
after every minute of uninterrupted lie
detection attempts, the hero must make
a stun check. For every minute after the
first that the checks continue, +1 is
added to the stun check's Target
Number.
If the hero becomes stunned, she
must take a break from detecting lies
for at least one hour. Otherwise, the
Target Number of her stun checks rises
by +2 for each additional minute she
continues to use her power.
TRICKS
Truthtell: If the interrogator receives
three extra successes with a contested
Spirit roll, she not only tells that the
person is lying, she may come up with
a decent guess as to what the truth is.
The interrogator must use this trick
immediately after the target has
answered a direct question about the
issue at hand. The manner in which the
target answer tells the hero whether the
question she just asked is connected to
the truth, even if the target simply
gives an evasive answer.
The danger here is that the hero may
simply uncover a half-truth, which can
be just as dangerous as a direct lie. It's
up to the Guide to handle each of these
situations as they appear in the game.
Tell Lie: If the hero is asked a
question by another interrogator, she
still gets to add +10 to her Spirit roll for
the contested roll. If she gets an extra
success with her roll, she may convince
the other interrogator that what she's
saying is the full and entire truth.

WATCHER
People often wonder how Primers
manage to figure out what they're up
to all the time-even illegal activities
that go on behind closed doors, or
events that occur when they are
wearing masks, as so many criminals
(and Defiants) prefer.
There is one kind of delta against
which such measures have little effect.
These people can literally see through
walls and count the freckles on your
nose from 100 yards away.
And they can see in the dark better
than any cat.
These people are known as watchers,
and they can see just about anything.
Like other" subtle" Primers, watchers
are more powerful than they may
appear at first. It's up to them what
they report to their superiors, and what
they keep to themselves for later use.
Of course, they might simply
manufacture misdeeds perpetrated by
someone they're supposed to be
watching. Who do you think the other
Primers are going to believe? The
watcher-one of their own-or some
Defiant on the run from the law?
Watchers are supreme surveillance
specialists. They don't need any
equipment, and can see just about
anything.
And their eyes only rarely bear a
telltale glow to betray them.
POWIRS
Delta Vision: The hero may see
through anything as if it were as
transparent to her as a pane of glass.
The hero can control her Delta Vision
so that she only sees through things
that she wants to. This is a good thing;
otherwise the power would be pretty
useless, as the hero would simply see
through everything, including the things
she was trying to notice in the first
place.
The hero can also see perfectly well
in the dark, so long as there is even the
slightest light available (including light
streaming in from under a door, or the

WELCOME TO THE
WORLD Of GADGETS
Gadgets-as defined in Brave New
World-are fantas tic, one-off pseudo-
technological devices that break the
laws of physics as we currently
understand them. Creating these
gadgets, as you m ight imagine, isn't
something just anyone can handle. You
can't exactly run down to Radio Shack
and pick up a kit for a suit of power
armor, for instance. It just doesn't work
that way.
The gadgeteers are one of the more
flexible hero packages described in
Brave New World so far, and we've just
scratched the surface w ith them in the
main rulebook. Here, we're going to
explore them in a little bit m ore depth.
We have a new system that describes
more fully how gadgeteer players
create new gad gets, and we're
presenting several new gadgets that are
fully pre-approved for use in your
game. So let's get to it!
DELTAPRIME AND GADGETS
There's a reason this chapter is in
this book and not somewhere else like,
say, in Defiants. In a large, tightly
organized outfit like Delta Prime,
there's a lot of labor divisions. The idea
here is that people are placed into
positions where they can concentrate
on the fields in which they truly excel,
leaving others to do the same.
This is a m uch more efficient model
than h aving everyone trying to handle
every problem that comes their way by
themselves-at least in theory. As in
any large bureaucracy, there are going
to be some inefficiencies in the system
which are going to frustrate those who
have to deal w ith them on a regular
basis.
Overall, though, matters are much
more stream lined than they would be
otherwise. One prime example of this is
the Armorgeddon program, one of the
top-rated operations in Delta Prime or
any other part of the Department of
Justice. And for good reason.
 GADGETS &GADGHHRS
TH£ ARMORG£DDON PROGRAM
When Delta Prime started working
with gadgeteers, Director Robert
Kennedy quickly realized that the
people building gadgets weren't
always the best people to use them in
the field. Nowhere was this more
evident than when it came to suits of
powered armor.
Under Bobby Kennedy's guidance,
the Delta Prime R&D departments-in
which most gadgeteers work-came up
with official schematics for different
kinds of gadgets, so that the gadgeteers
working on them weren't simply
repeating each other's initial research
every time they wanted to build
something. It just didn't make sense for
each of them to reinvent the wheel each
and every time they started on
something new.
This policy drastically cut down the
amount of time it took Primer
gadgeteers to complete work on
gadgets which schematics had already
been completed for. This left the
NfW ARMORGfDDON SUITS
TITAN CLASS
This is a heavy artillery
"tank" class Armorgeddon suit
intended for use in hostile
enemy territory and worst case
urban assault scenarios. Pilots of
Titan suits are size 8, have an
Armor Value of 15/5, add +8 to
their Strength rolls, and fly at a
Pace of 20. Further, they have
two forearm-mounted machine
guns - improved Browning
MGs with 75 shots and 6d6+5
damage (AP 10).
gadgeteers free to spend their extra
time engaged in more efficient
research, which quickly launched the
Primer R&D labs to the top of their
field.
The other step Director Kennedy
took was to have the fruits of the R&D
department's labor handed out to
people in other parts of the
organization. The most famous groups
to benefit from this arrangement are
the Armorgeddon enforcer units.
SUITS AND MAKfRS
Each Armorgeddon squad consists of
up to five Armorgeddon suits assigned
to highly qualified, top-trained pilots.
With few exceptions, these men and
women are not deltas. The cold, hard
fact is that if a reg in an Armorgeddon
suit is harmed or killed, they can be
replaced a lot more easily than a
gadgeteer.
There just aren't that many
gadgeteers to go around, and their
LIGHTNING-CLASS
This is an agile, lightweight
version of the Armorgeddon
suit, which sacrifices armor and
w eaponry for speed and reflex
time. Pilots of Lightning Class
suits are considered to have a
Size of 5, an Armor Value of 10/
2, add +5 to their Speed rolls, and
fly at a Pace of 55. Their only
suit-mounted weapon is a single
blaster cannon, with a quickness
of I, ROF of 2, range of 8, and
damage value of Sd6+S (API0).
 GADGHS &GADGETHRS
safety is jealously guarded by Delta
Prime. Most Primer gadgeteers live and
work in one of the seven regional
offices. If they leave the building,
they're often accompanied by a Primer
escort from Enforcement.
There are two reasons for the escort.
First, gadgeteer Primers are top targets
for assassinations and kidnappings by
various factions of the Defiance and
other rogue elements seeking to
damage Delta Prime's resources.
Second, Delta Prime has to be sure that
the gadgeteers aren't engaging in
traitorous activities: selling off
schematics for various devices for
example, or planning to go AWOL.
Defections aren't really all that much
of a problem, though. Primer
gadgeteers are treated like prima
donnas, living in sumptuous comfort-
especially for an employee of Delta
Prime. Director Reagan views keeping
gadgeteers happy as a key part of
maintaining Delta Prime as the top-
notch law-enforcement machine it's
become. Without their total
commitment, Delta Prime runs the risk
of losing access to some of its most vital
machinery, a potentially crippling
occurrence that cannot be allowed to
happen.
THE ARMORGEDDON CORPS
To help reduce the differences
between the two divisions from which
Armorgeddon pilots and makers
come-Enforcement and R&D,
respectively-Director Kennedy
formed the Armorgeddon Corps. This
cross-division unit draws personnel
from both divisions, but receives its
own funding directly from the top,
preventing any potential squabbles
over which budget the money for the
corps should come from.
Each squad in the corps consists of
up to five Armorgeddon suits, plus a
gadgeteer and a pilot for each suit.
Traditionally, the number of suits in
each unit is maintained at five, but this
isn't always possible, due to attrition,
injury, damage, or other factors out of
everyone's control.
Of course, you may see any number
of Armorgeddon units working
together on the street. Squad members
often split off from each other to attack
their assignments in a more time-
efficient manner, and-when
necessary-may be teamed with those
of other squads to face tasks beyond
their individual capabilities. Teaming
squads doesn't happen too often (there
are few things short of a concerted
delta attack that can stand up to a full
squad of Armorgeddon units), but
when the need arises, Armorgeddon
squads support each other like
members of an extended family.
ARMORGEDDON TACTICS
As members of one of the most
widely respected and feared law-
enforcement units in the world-much
less the country-Armorgeddon pilots
are sometimes a bit overconfident in
their ability to handle threats. They
tend to want to solve every problem by
flying in and blasting it to smithereens.
Of course, this isn't always the best
solution, and sometimes cooler heads
prevail, especially if the squad's
sergeant has been given decent
intelligence beforehand. But unless that
happens-or until the squad gets its
collective nose bloodied-
Armorgeddon pilots tend to be gung-
ho, ready to toss themselves into battle
at the slightest provocation. This is one
reason why irreplaceable deltas aren't
usually allowed to pilot the suits.
 GADGETS &GADGETURS
CREATING YOUR OWN GADGETS
The gadget-creation guidelines in
Brave New World work fine, but they're
a little short on details like the length of
time it takes a gadgeteer to design and
build a gadget, and what her chance of
failure is when working with a
particular design. Keeping in mind ~he
restrictions in the main rulebook, this
section expands on some of these.
OfSIGN TlMf
The length of time it takes to d esign
a new gadget can vary greatly, but it's
rarely more than six m on ths of game
time. At the end of the first m onth after
the hero begins work on designing a
device, he should make a Phenomenal
(30) tinkering roll.
A success means the hero has a solid
design. If this is failed, the ~ero may .try
again after another month m the desIg~
process. This time the Target Num~er is
reduced by -5, making it an IncredIble
(25) tinkering roll.
The hero may keep trying, month
after month, with the Target Number
falling by another -5 each month,
down to a minimum of an Easy (5)
tinkering roll. If the hero ever gives up
his design work on a device for a
month or more, he loses any benefit of
previous research, and has to start the
design over from scratch.
A hero may work on more than one
gadget at once, tinkering with. one
device for a while before movmg on to
the next, rotating through the items
and keeping himself fresh. The . .
gadgeteer may simultaneou sly desIgn
as many gadgets at once as the value of
his tinkering skill. A gad geteer with a
tinkering of 5, for instance, could design
up to five gadgets at once.
CONSTRUCTION TlMf
Once a hero has a design for a new
gadget, she still has to build it. If s~e
can manage to obtain a proven desIgn
from someone else, the design phase of
the p rocess can be circumvented,
saving her precious time, but
regardless, she's not yet done.
At the beginning of the first week
after a hero begins building a gadget,
she should make a Phenomenal (30)
tinkering roll. If this is failed, the hero
may try again after another week of .
work. This time, the Target Number IS
reduced by -5. This number continues
to be reduced, week after week-to a
minimum Target Number of 5-until
the gadgeteer succeeds ~in which case
the gadget has been built) or gives up.
SUC(fSS AND fAILURf
Gadgeteers test their designs during
several stages of the development
process, but bugs sometimes creep in
that don't become apparent until the
device is in the field .
For this reason, Guides should make
the tinkering rolls for the design and
construction processes. If either roll
comes u p a disaster, the design or
construction su cceeds, but there is
something seriously wrong with it-
something that the hero isn't initially
aware of.
This potentially fatal flaw doesn't
become ap parent until the device is
being used in the field and the user
makes a disastrous roll while using it.
When this h appens, the device fails
spectacularly and is entirely destroyed.
If the hero can recover and examine the
device, she immediately realizes where
she went wrong, forcing her to trash
the original design and start over.
 GADGETS &GADGETEERS
APOINT Of CLARIfiCATION
Since we're in the gadgeteer section
of this book, we might as well be clear
about this. Items created by a gadgeteer
are products of her powers, not the
powers themselves.
This means that items like power-
dampening fields don't automatically
shut down blasters or Armorgeddon
suits. Also, the armor of an
Armorgeddon suit can be pierced by a
hand blaster or by a blaster' s attack,
since the armor isn't part of the pilot's
power (if the pilot has any power at
all).
HIW GADGITS
Here are a few new gadgets for your
gadgeteers to work with. Plans for each
of these are available to any gadgeteer
working for Delta Prime. Of course, she
still has to build them, but at least she's
saved time in the first half of the
process.
HAND BLASTIR
This is a gun that works by focusing
pressurized plasma packets through its
barrel at a speed high enough to punch
through steel (much less helpless flesh).
These packets offer one heck of a
punch, and are able to penetrate most
armor like butter-unless it's part of
the target's skin or has something to do
with the target's power.
Blasters can also be switched from
lethal to nonlethal damage with the
flick of a switch. When doing nonlethal
damage, roll for damage normally, but
don't apply any wounds. The only
thing the victim has to worry about is
checking for stun. Apply the wound
modifiers from the attack to the Target
Number for the purposes of this stun
check, but ignore them later, since there

are no actual wounds.
For instance, if the target takes two
nonlethal wounds-and was unhurt
beforehand-the Target Number for
the stun check would be 7.

BLASTfR (ANNON
This is pretty much just a gigantic
version of the hand blaster. As with the
hand blaster, attacks from this weapon
penetrate armor like it's not even there,
unless its part of the target's skin or
delta power.
Blaster cannons can also be switched
to a nonlethal setting with the flick of a
switch. They are usually mounted on a
tripod or vehicle, as they're simply too
big for most people to carry. A hero
with a Strength of 8 or more could use
one as a two-handed weapon, though.

(OLD fUSION RfACTOR
This is the big one-the Holy Grail of
Gadgeteers-the one, true gadget, next
to which all other gadgets pale in
comparison. A cold fusion reactor
creates incredible energy by fusing
nuclear matter together (in much the
opposite of the way a traditional fission
reactor works).
Better yet, fusion reactors are clean,
meaning they don't leave behind
radioactive waste, which is a big plus
for anyone who has to live within 50
miles of one. Also, they pretty much
run on simple, readily available
compounds, like distilled water.
Cold fusion reactors are a bit
different from your traditional gadget
in that their size and effectiveness is
limited by the number of gadgeteers
who are working on one at any given
time. One gadgeteer may create and
maintain a fusion reactor that's
powerful enough to supply Crescent
City's Prime HQ with limitless energy,
but to supply the entire city would
require a team of gadgeteers, all
working together.
Fortunately, the addition of another
gadgeteer's care increases the capacity
of the reactor's output exponentially. In
this way, a team of 20 gadgeteers can
run a fusion reactor that can power the
entirety of Crescent City. This is, in fact,
how the Crescent City Power and Light
(CCP&L) Company provides cheap
electricity to the entire region. Of
course, they have backup fission
reactors in case the gadgeteers in
charge of the fusion reactor are hurt or
called away to more important duties
by Delta Prime.
A fusion reactor built and operated
by a single gadgeteer is only about the
size of a breadbox (it would actually fit
into a brown-paper grocery bag). Those
capable of powering a city are about
the size of a room, which is still tiny
compared to a traditional fission
reactor. This fact alone bears great
promise for high-energy-demand
projects like space exploration-if only
there were enough gadgeteers to go
around.
HOVfRBIKf
A hoverbike is a single- (or at best
two-) person vehicle that can fly
through the air like an incredibly
maneuverable helicopter. It looks a lot
like a motorcycle, except there are no
wheels, and the entire thing runs atop a
number of jetfans that give the gadget
its loft, ability to stop on a dime, and
hovering capability.
A hero riding a hoverbike works just
 GADGETS &GADGETEERS
like a flying hero or a hero in a suit of
flying powered armor. The only real
difference is that the hero can mount a
machine-gun or rocket launcher on the
front of his vehicle if he likes. This can
only fire at whatever the vehicle is
pointing at, of course, but if the hero
can get his bike pointed in the right
direction, he can do a whole lot of
damage.

HOVERCAR
The hovercar is basically a larger
version of the hoverbike, just outfitted
to carry a larger number of passengers.
Most hovercars can fit six normal-sized
passengers with ease-eight if they
don't mind getting real cozy with each
other.
Some gadgeteers build their
hovercar bodies from scratch, but most
practical-minded ones simply fit the
necessary parts onto an already
existing ground vehicle. Hummers
seem to be the most popular
automobiles to start with, especially
among Delta Primers, who have easy
access to the military grade Humvees
and parts.
Up to three weapons may be
mounted on a hovercar (one on each
side of the vehicle and one up top).
Each of these is restrained with bolts
built into the mount, which limit the
weapon's field of fire (so the gunner
can't accidentally shoot her own
vehicle).
Most times, gadgeteers simply outfit
their rigs with machine-guns or rocket
launchers, but sometimes they like to
get a bit more imaginative. If they can
find another gadgeteer willing to pitch
in, they often jump at the chance to
mount a blaster cannon in the top
position instead.
In fact, Delta Prime has a small fleet
of hovercars outfitted in just this way,
with a blaster cannon atop the vehicle.
There are even a few special hovercars
in which each mount is filled with just
such a cannon.

NUGUN
When you're in the business of
capturing Defiants, you don't always
want to use maximum force to take
down your target. In fact, you often
don't want to hurt your target at all. (A
dead Defiant doesn't really do anyone
any good, while a live Defiant that's
been captured has some potential,
regardless of who they are.)
A netgun looks more like a grenade
launcher or a teargas canister launcher
than anything else. It fires a large shell
that expands immediately upon
leaving the weapon's barrel, forming a
net large enough to wrap up even a
goliath.
Attacking with a netgun is handled
just like normal, but to be effective, the
shooter must have the entanglement
trick and dedicate an extra success to
activate the trick. Otherwise, even if the
attack hits the target, the net doesn't
manage to wrap itself around the
intended victim, and it does no damage
at all.
The ropes of this wiry web are made
up of nearly unbreakable steel wires
woven through virgin nylon lines.
Once someone has become entangled
within a netgun's web, they must
succeed with an Amazing (20) Strength
roll to break free.
Most people don't have a hope of
breaking free once they've been hit by
this weapon, though, so they try
 GADGETS &GADGHEERS

wriggling out instead. This requires a TRUTHBfAM

Difficult (15) escaping roll-enough to
make even the bravest Bargainer think
twice before tangling with a Primer
armed with one of these guns.
While entangled by one of these nets,
a target is held firm and unable to do
much more than to flop around like a
fish out of water. Even phasers have
trouble with net guns, since the advent
of electrified rounds. Such ammunition
does not cause any damage to the
phaser until she tries to phase through
them; then the damage is 3d6+3
(phasers who are stunned quit phasing
and have to deal with the bits of the net
still trapped inside them).

This device is similar to a lie detector
in that it can tell the user whether or
not the person it's pointed at is telling
the truth. It's a lot easier to use than a
regular lie detector, though, since all
you have to do is shine the gadget's
flashlight-like beam at the target.
If the target is telling the truth when
he is hit with this weapon, its light
shines a bright blue. If the target is
lying, the color turns dark red.
Unless the target is blind, it's
impossible for her to not know she's in
the light of a truthbeam. Alerting the
target makes the truthbeam less useful
than an honest-to-goodness
interrogator, but these gadgets still see
widespread use in police stations
across the country.

OF THE MATTER
USING THIS PART OF THI BOOK
Wait, you're a Guide, right? Okay.
It's pretty simple. We go through the
stuff we told the players and let you in
on any secrets you need to know about.
After that, there are descriptions and
profiles of a few NPCs and adversaries
that your heroes may come in contact
with.
PROJICT OMIGA
Dr. Beauchamp is lying. This project
is very real. In fact, Beauchamp was a
part of Project Omega himself, despite
his protests.
Project Omega was at its height back
in 1976 when the Vanishing took place.
The scientists there were sure they were
nearing a breakthrough that would
allow them to transform America's
most loyal alphas into godlike omegas.
Then almost all the alphas
disappeared. The only ones left behind
were in prison-people who could
hardly be trusted with omega-class
power. There's also the Facade, of
course, but he wasn't about to reveal
his status as an alpha and risk losing
his already quite large base of power.
There is a movement within Delta
Prime to revive Project Omega in order
to propel deltas straight to omegahood,
but it hasn't been very successful.
Project delta is having a hard enough
time trying to produce an alpha; every
time they seem to be getting close, their
subjects mysteriously disappear.
BOBBY KINNIDY'S DIATH
Once, as the Attorney General,
Bobby Kennedy did everything he
could to stand up for the people on the
street. Unfortunately, he made a lot of
people angry by following his
conscience-dangerous people like the
longtime head of the FBI, J. Edgar
Hoover.
Ironically, though, Hoover was one
of the few people who suspected
something was wrong with Bobby's
brother, JFK, and that the President

intended some ill fate upon his
younger brother. He even tried to warn
Bobby about it, but it was just too late
for Hoover to do any good.
You see, Bobbie Kennedy had long
suspected that something was wrong
with JFK At first, he just chalked it up
to the trauma Jack had suffered on that
fateful day in Dallas, but even that still
didn't explain everything.
Once Bobby was placed in charge of
Delta Prime, he shelved the
investigation of his brother for a while;
there was just too much to do. In 1967,
though, he picked up the case again.
In 1968, Bobby finally figured out the
truth-that the man who claimed to be
his brother was in reality the alpha
known as Facade. Bobby planned to
take his findings to the only people he
knew might listen to him: the American
public .. .
He never got the chance.
Hoover took Bobby's death as a
message meant for him, directly from
the President. It showed him no one
was safe from JFK's wrath if they
threatened his power. And if that
included Bobby-the President's own
brother-it certainly encompassed the
head of the FBI as well.
BLACK OPS
Delta Prime Director Ronald Reagan
personally oversees a secret
counterintelligence unit of Delta Prime,
who wear all-black Primer uniforms
and they answer only to the director
himself.
The very existence of the Black
Primers is a legend within the
intelligence community. None of their
operatives have ever been identified on
film, and there is precious little
evidence of them anywhere else.
That's just the way they like it. Free
to work outside the Delta Prime's
competitive environment, the Black
Primers are the state's ultimate tools.
Not even JFK himself is absolutely sure
they exist, as Reagan likes to keep the
President on his toes. He also likes
having the world's top espionage
experts in his back pocket.
AMNESTY NATIONAL
Captain Simonson is correct when
she states that a number of Defiants
join up with Delta Prime when given a
choice. Of course, the choice isn't "Join
Delta Prime or continue to put up with
the Defiance blackmailing you into
participating with them."
No, it's more like, "Join Delta Prime
or rot in jail for the rest of your life."
But when a captured Defiant goes
through his post-capture interrogation,
the Primers often pitch the first option,
taking the "soft cell" approach. They
promise not to blame the captured
Defiant for the decisions of the rest of
their villainous rebellion, offering them
asylum in exchange for names,
descriptions, and addresses of the
people who are "threatening their
families and friends".
Further, many Delta Prime
interrogators offer membership in their
"fine patriotic institution" in exchange
for information which helps incarcerate
(or otherwise eliminate) Defiant
threats.
Most Primer interrogators finish off
with a reminder that the Defiance
movement doesn't typically accept
those who have turned on them-and
that the alternative is a life sentence at
New Alcatraz or the Fortress.
If that doesn't bring the captive into
line, nothing will.
 THE TRUTH Of THE MATTER
(ONVlRTlNG YOUR GAME
Guides may use this method to work
captured Defiants into a Delta Prime
campaign. In fact, a Defiance campaign
could be converted into a Delta Prime
campaign in this way as well.
MOLES AND THEIR REMOVAL
Defiants who end up in Delta Prime
aren't always the most loyal of agents.
If they were, they'd probably have
signed up with the government the
first time around. The Defiance knows
this and uses it to turn converted
Primers into moles whenever they can.
Of course, Delta Prime isn't run by
idiots; they know there are m oles in the
organization, and they work hard to
root them out.
This is one of the reasons th at
Primers have no privacy, and why the
upper levels of the organization can
abuse their privileges as much as they
like. Still, Primers who were once
Defiants are watched the closest.
The penalty for being caught
betraying Delta Prime is death. Period.
Most traitors are killed resisting arrest.
Of course, this means that Primers
who kill another almost always report
that the victim was a traitor. If the killer
is a trusted officer, such a claim usually
goes unquestioned. Lower-ranking
Primers must endure inquests, which
only serve to give a traitorous Primers
enough time to evade justice.
GOING DEfiANT
Despite what Captain Simonson tells
the players, many newly-awakened
deltas either stick their heads in the
sand or try to join the Defiance. The
current estimate is that up to 50% of
new American deltas neglect to register
with their government. This number is
currently spiking, due to Patriot's
"death". More than any other event in
recent memory, the loss of Patriot has
propelled the Defiance movement to
new heights of popularity.
 THI TRUTH Of THI MATTER
Of course, hard numbers are difficult
to procure, as many Americans with
delta powers also fail to report to their
local Census Bureau. And then there
are all the deltas out there who don't
even know they have powers yet.
Think about it. Even if you have
armor-tough skin, you might not
realize it until it's tested (like when
you're chopping a salad or shaving).
And then there are the deltas who
don't know the true extent of their
powers. Most people just aren't willing
to step in front of a bullet to test the
durability of their skin. It's just not a
smart thing to do.
Of course, deltas who sign the DRA
are put through an exhaustive battery
of tests to determine the precise nature
of their abilities, and the limitations of
those abilities. Few Defiants are so
lucky, though many who work with the
organization for a while run into
trouble enough to test their limits-
whether they like it or not.
THE DELTA POPULATION
The Census Bureau-in conjunction
with Delta Prime-has come up with
some fairly decent numbers about the
number of delta- both in America and
worldwide-but these are a tightly
held secret.( Most in Delta Prime don't
even know the true statistics.)
The numbers that Captain Simonson
quotes are generally held to be correct
by most people-those not actually in a
position to know any better. Of course,
the Defiance has its own set of
numbers, which it likes to quote
whenever it can.
A lot more than 10% of the deltas out
there are refusing to register with the
US government-as many as 50%.
When you start tossing in creatures like
vampires-which are actually a special
form of delta created by a single,
horrible event-and Aquarians-
created by a similarly disastrous
event-the numbers grow even larger.
The fact is that no one can really tell
for sure how many deltas there are out
there. The statisticians can only tell you
one thing: ever since the first delta was
recorded back in 1917, there have been
more and more deltas every year-with
a sharp, temporary dip in 1976, of
course. In fact, there are more deltas
now than ever, and the numbers keep
growing.
BUDDY, (AN YOU
SPARE ADELTA?
The Delta loan program is a load of
hogwash. All registered deltas are on
some level property of the state, and
the federal government isn't ever going
to let them go. Some deltas might go
for years between missions, but when
Reagan asks them to jump, they jump
as high as they possibly can.
Prime loans out deltas to other
corporations--even other countries-
for use as spies. Despite what Reagan
might think about this policy's
efficiency, most other organizations are
well aware of what the Primers are up
to, and take steps to protect themselves.
Some cannier groups even use their
borrowed deltas to pass along false
information to the feds. This quickly
evolves into an intricate game of cat
and mouse, and it's often difficult to
tell the predator from the prey.
Of course, this policy of loaning out
Primers has backfired with some
regularity. Once away from the direct
supervision of their superiors in Delta
Prime, some spies" find themselves

feeling more loyal to their current
employer than their government.
Reagan is completely aware that this
happens, and uses it to his advantage.
When he needs to bring a "business
partner" to its knees, all he has to do is
expose a turncoat Primer as proof of
the business's intent to undermine the
authority of the federal government.
Such a threat-even when only
implied-is usually enough to convince
most corporate heads to give in to
Reagan's demands. The only real
exceptions are Rex Shepherd and Ben
Archer of Triumph, Inc.

INTIRROGATION
Orange-shirted Primers are the
modern equivalent of the Inquisition.
Once they get their claws into
someone, you can pretty much kiss
them good-bye.
Interrogation's public face is serene.
Some of them are even pleasant people.
They have the interrogator power
package, and use it to poke and prod at
people until the truth finally comes out.
Most Interrogators, though, aren't
shy about applying a little judicious
force when they feel it's necessary. The
cold hard fact is that many people
vanish into the Interrogation Division
of Delta Prime, never to see the light of
day again.
LlfllN THISI UNITID STATIS
If you listen to Eddie Hamilton, you
might think that everyth ing's
champagne and roses in Kennedy's
America, and from his point of view,
that's probably true. After all, he's a
captain in Delta Prime, which makes
him one of the most powerful
individual citizens in the country.
Not to mention his (ahem)
electrifying personality.
Most people believe that-if you
manage to stay on the right side of the
law-life isn't all that bad under
Kennedy's rule. You get up, go to work,
pay your taxes, and keep your nose
clean, and most of the time no one
messes with you. So the average citizen
is fairly content most of the time.
But there are still a lot of folks who
don't fit nicely into this system, or who
have the gall to say King Jack's clothes
are looking more than a little
threadbare of late.
There are a lot more of these people
than you might think. Remember that
these days, you don't actually have to
be convicted of a crime to go to jail.
You just have to be suspected of one.
An awful lot of people take offense
at that, and try to change it.
 THE TRUTH Of THE MATTER
(ROSSING IHI LlNI
Most police take a "better safe than
sorry" stance toward criminal behavior.
If someone is suspected of a crime,
they're hauled in and thrown into a
holding cell, where they rot until the
cops manage to determine whether or
not they're actually guilty.
Establishing guilt can take some
time, and it's usually done in one of
two ways. First, officers investigate the
crime and collect evidence to convince
themselves that the suspect is guilty.
They can usually do this within about
three days, but some suspects have
been held for months on little more
than the arresting officer's suspicion.
Secondly, the cops bring in an
interrogator, who is trained to obtain
the truth from someone as quickly as
possible. If the suspect is innocent, she
might actually be relieved to hear an
interrogator is on the way, but it's not
always the blessing it seems.
QUISTIONS AND ANSWIRS
While the interrogator is working the
suspect over-often by methods that
would make a seasoned torturer
wince-he often takes the opportunity
to cover any additional ground he feels
w as missed. Does the suspect cheat on
his taxes? Has he committed another
crime above the one he's suspected of?
There aren't too m any interrogators
out there, so they're usually only called
in on the toughest cases. They have a
reputation for being able to get the
truth out of anyone, and they work
hard to m aintain it.
Th is isn't as simple as just walking
into a room, looking the suspect in the
eye, and asking him if he committed a
crime. Even if that answer is no, the
suspect might have information that
could help the police track down the
real culprit, an d obtaining that kind of
information can take time.

RHRIBUTION
The only problem is when the law
arrests or harms someone who's well-
connected. If powerful "friends" of the
suspect set their minds to freeing him,
this can turn messy. Cities can erupt
into warzones, pitting murderous
police officers against bloodthirsty
gangbangers. And in the end, nobody
wins but the morticians.
The most significant side-effect of all
this is that people often go to great
lengths to resist arrest or-better yet-
elude the law altogether. After all, if
you know you're likely facing torture
or death if you go along quietly, you're
more likely to run for your life. And if
they catch you, fight like a cornered rat.
SERVING JUSTICE
If a suspect actually manages to
survive arrest, it's usually because his
crime wasn't heinous enough to trigger
the arresting officer's wrath. The
suspect is thrown into a holding cell
until his guilt or innocence is "proven"
by the police. This usually happens
within three days, but the police can
actually prolong the wait as long as
they like.
Rumors of suspects waiting months
for their fate to be determined are true.
In fact, some unlucky souls have rotted
in local jail cells for years. And there's
really nothing they can do about it.
Most times, though, the police come
up with enough evidence to declare the
victim guilty. They send the suspect up
to the nearest courthouse, along with
his file, and the judge hands down a
sentence. Sentences are based on the
severity of the crime, the vacancy rate
of local jails, and the judge's mood.
The mood of some judges can be
affected by large sums of untraceable
cash. If this or some other incentive
can't be supplied, the suspect can
expect to be presented with the
maximum sentence for his crime.
The one crime every Defiant is guilty
of-noncompliance with the ORA-has
only one punishment: life
imprisonment in a maximum security
facility designed for deltas. In other
words, it's a one-way ticket to the
Fortress or New Alcatraz.
Sometimes a judge may be presented
with a suspect without a verdict. In that
case, he has two choices. He can hold a
trial and hear the evidence himself, or
he can call in 12 good citizens for a full-
length jury trial.
TRYING TIMfS
Most trials have a semblance of
fairness, but in the end it's really up to
the judge, no matter what the jury says;
he can accept or reject the jurors'
verdict as he likes.
The only reason to have a trial these
days is to convince a community that
the suspect is guilty. Most of the time,
this effort is made to quell any outrage
in the local community.
Patriot's trial (see Ravaged Planet) is a
p erfect example of this. Before his trial,
Patriot had become something of an
cult hero, especially among his fellow
Defiants. The government hoped that a
televised trial would thoroughly
discredit Patriot. It was a chance for the
prosecutors to paint Patriot as a cold-
blooded killer who manipulated public
opinion to his advantage.
Ultimately, it failed. Most people
ended up sympathizing with Patriot.
The government believed that
televising the trial live would prove to
people that it was entirely authentic.
Which it did-but it backfired.
 THE TRUTH OF THE MATTER
Patriot is now privately considered a
hero by many people-Defiant or not-
and Connor Darrow is quickly
becoming a spokesman for people who
are staring to question the government.
Of course, most people are more than
happy to let Darrow test the waters;
more than one public spokesman has
come down the pike, and most of them
have met bad ends.
(fNSORSHIP AND YOU
The government maintains fairly
strict control over what the public sees
and hears. That's not to say that the
government is trying to ban topics from
television or the papers. In fact, they
encourage blood and circuses, to
distract people from greater issues.
The government doesn't try to
control every word published in every
paper. Instead, the Quality Control
Board (QCB) pre-approves the work of
reporters and entertainers, if they
desire. Only with this approval may
media personalities move forward
without fear of reprisal.
Otherwise, the media are free to do
as they like. If they ever do something
outside of the censor's guidelines-
such as disparaging the President or
the government-they face stiff
penalties.
That's what happened to the Chicago
Tribune. The paper printed a front-page
editorial demanding an immediate
return to a representative democracy
and the resignation of JFK. Instead,
they were shut down without notice,
and the entire office was declared a
crime scene. The next morning when
the reporters came in to work, they
found the doors padlocked.
The place stood that way until it
disappeared with the rest of Chicago in
1976. Until then, it served as a chilling
monument to the power of the
government over the media. No other
mainstream media outlet has dared to
tread upon similar ground since.
DILlA HOUNDS
The hounds are widely rumored to
exist, but Delta Prime management
keeps this relatively open secret to
itself. For that reason, Hamilton's not
willing to discuss the hounds openly in
his written statements to Primer
recruits. Privately, of course, is a
different matter.
RHfASf THf HOUNDS
There aren't too many hounds in
Delta Prime-only a handful at each
regional office-and they are kept on a
short leash (so to speak). Their range is
extremely limited, which means that
sending them into a football stadium to
look for unregistered deltas is usually
just an exercise in frustration. Still, this
is just the kind of thing Delta Prime
likes to pull off every now and then,
just to keep those Defiants (or
unaffiliated deltas) on their collective
toes.
Hounds tend to work alone, tracking
down individual targets and then
calling in backup to make an arrest.
Because of this, some hounds use their
position to blackmail unregistered
deltas into working for them instead.
Most people are willing to go along
with this-at least until they figure out
a way to get the drop on a hound
instead. So if a Defiant spots a stranger
following her through a crowed room,

Syphon's first job was as head of the
Delta Prime accounting division, a post
which he held for many years, until he
was fired for an undisclosed reason. Since
then, he has waged a one man war against

For the past 20 years, Delta Prime has
tried to apprehend the ingenious designer
of the shoulder-mounted mini-cannon
known as the "Wunderbus", yet he
continues to slip through their fingers . All
that is currently known about this
criminal mastermind is that he is a delta
gadgeteer who shares his name with that
of the weapon he created.
The device self-destructs if the user
fails to properly disarm it. Recently, an
undamaged model of the weapon was
recovered when a Defiant surrendered in
the field . But so far, the best R&D minds
have yet to gain any clues to the
whereabouts of Arquebus.

EL CUCUI
This infamous assassin first came to the
attention of Delta Prime in the late 1980s,
when a string of government murders
were linked to a probable unregistered
delta (no point of entry was found at any
of the crime scenes).
At first thought to be a serial killer,
state witnesses eventually identified the
culprit as "the mythical Hispanic bogey
man", El Cucui.
Two Primers were killed while
investigating El Cucui in 1992, bringing
the organization's full wrath to bore
against him.
El Cucui is suspected to be a male delta
operating in the southwestern u.s. (East
Texas, Arizona, and Southern California).
He is not believed to have any Defiance
contacts.

RED BRIGADE
The Red Brigade is the Soviet
equivalent of Delta Prime. They're the
KGB to the Primers' CIA, so to speak.
In fact, both organizations work closely
with their government's intelligence
communities, so that analogy is more
truth than strained comparison.
The Soviets don't make much of a
distinction between the military and
"civilian" portions of their delta forces.
The Red Brigade is as much a part of
the Red Army as of the KGB. In fact,
it's actually an independent
government bureau that lends out its
forces to other departments of the
government who are in need of them.
The Soviet government, however, is
notoriously corrupt, and Red
Brigadiers often end up helping out
those with the most influence, rather
than going where they're most needed.
Sometimes they end up working on a
pet project of some high-ranking
member of the Politburo, and other
times they find themselves working
hand in hand with rogue deltas in the
employ of the Russian mafia.
HAMMfRS &SICKLfS
The Red Brigade is formally divided
into two sections: the Hammers and the
Sickles. The Hammers are ostensibly in
charge of defending the country
against external threats, while the
Sickles deal with internal matters.
In reality, the two sides cross over
into each other's territories often
enough to make the distinction
between the two all but useless.
Sometimes it seems like the only thing
keeping the two divisions apart is the
bitter rivalry between the leaders of
these organizations. Worse yet, there
are so many other rivalries within both
the Red Brigade and the Soviet
government that it's amazing Soviet
deltas ever get anything done at all.
The terrible factionalism means two
things. First, that it's rare that one hand
knows what the other is doing. Second,
each hand pretty much acts with total
impunity and complete disregard for
what anyone else might have in mind.
CRIMSON PRIDf
The best-known and most feared
members of the Red Brigade are the
men and women of Crimson Pride, the
power-armored pilots of the Soviet
Union. If anything, these people are
more feared than even the dreaded
Armorgeddon units of Delta Prime.
For one, the Soviets have a tendency
to build the biggest suits of armor they
can, ignoring trivial concerns like the
health and welfare of the suit's
occupants. Because of this, though, the
suits also tend to be a lot less reliable.
Many people still remember the
incident in Red Square when a
squadron of Crimson Pride units was
sent to quell protests back in 1990.
When one of the suits exploded,
maiming and killing over a dozen
people, all hell broke loose.
It's rare to see any Crimson Pride
units outside of the Warsaw Pact
countries, much less uniformed Red
Brigadiers. Still, there are certainly
some undercover agents infiltrating US
businesses and government agencies,
perhaps even Delta Prime itself.

Most of the militias out there don't
have anything to do with deltas. In fact,
they're just as nervous about the
Defiance as most people are. True, there
are occasional exceptions where the
rare delta is either being used by a
militia to further its own ends or is
actually running the organization
herself, but these are the exceptions
that prove the rule.
Many militia members are rabidly
anti-delta bigots. They blame the
government's current problems
squarely on the collective shoulders of
all deltas. "If we could just get rid of
these strange people," they say, "we
could bring things back to the way they
used to be."
Of course, most of them wouldn't
know a delta if they saw one, but that
doesn't stop them from proselytizing
about it. When they do suspect
someone of being a delta, there's
usually a beating on the way for that
person, whether she's a delta or not.
Most militia units are situated in
remote areas, far from larger cities.
They live on private lands upon which
they've built bunkers, firing ranges,
and obstacle courses.
Every day, they train for the coming
civil war they're sure will split this
country open like an overripe

Coalition grows year after year. Even if

year 2000. If this rumor is true, it would
mark the first such massive march
since Dr. King was exposed as a delta

The United States government's
official reaction to the Rainbow
Coalition is often to "let the fools talk
themselves blue in the face". After all,
the Coalition is believed to have little
or no real power, and that words-no
matter how strong-won't change that.

counter-protestors screaming at them.
When this happens, Coalition marches
often end in tear-gas-clouded brawls in

into full-scale riots that end up

police always use such incidents as an
excuse to crack down on further
protests in the following weeks. The
arrival of a Delta Prime team during
one of these encounters is almost

Such horrific events have worked
their way into the public's collective
subconscious, and now it seems almost
routine when they hear about another
lunatic shooting at innocent people
before turning his gun on himself.

respond to the awful tragedies that
result when the system breaks down,
when common citizens become social
predators and threaten the lives of
innocent bystanders. This is especially
true for cases in which the lunatic is a

Ah, the end of another book is here
and I've still got a little bit of space to'
have a few private words with the
readers. It's just you and me with no
(or relatively few) narrative conceits
separating us.
MIlT THI NIW BOSS
As I mentioned in the last column on
the last page of text in Defiants, both
Brave New World and myself have left
our home at Pinnacle Entertainment
Croup. Leaving Pinnacle-a company I
was with from the moment of its
incorporation-was hard, mostly from
an emotional stand point. After all, I'd
been there when the show started, and
I really wanted to see it though to the
end.
Moving on was the right thing to do,
though, for many good reasons, most
of which I'm going to keep to myself.
In the end, it was the right thing for
both my friends at Pinnacle and myself,
and those were good enough reasons
for me.
By now, of course, you've probably
noticed that Brave New World landed
squarely on its feet and found itself a
new home with my good friends at
Alderac Entertainment Croup-or
AEC, as they like to be called. Just
check the snazzy logo on the back of
the book for an idea of who I'm talking
about.
For those of you who've been living
under a rock for the past five years,
AEC-under the guidance of my good
friend John Zinser-is responsible for
some of the top-selling adventure
games over the past few years.
Highlights include Legend of the Five
Rings (both the roleplaying game and
the collectible card game), Clan War
(the Legend of the Five Rings miniatures
game), Doomtown (the Deadlands: The
Weird West collectible card game), and
7th Sea (again, both the roleplaying
game and collectible card game).
So they've been around the block
more than once. They've won more
Origins Awards than I care to count,
and in short, they rock.
fact, up until the end of 1999, AEC was
running Pinnacle's business operations
and had been doing so for about two
years.
What this means for you is that
you're going to continue to see the
same level of care and quality put into
all of the new Brave New World books as
you ever did. In a lot of cases, it's the
same team of people who were
working together when the game was
at Pinnacle.
One of the best things about working
with AEC is that they really like the
game. If they didn't, you can be sure
they wouldn't have pounced on it as
soon as the opportunity came up. In
fact, they were running at least one
regular campaign around their office
before the game even saw print,
something they continue to do to this
day.
The amount of support I've already
gotten from my friends at AEC has
been phenomenal, and it's going to
contribute to making Brave New World
the best game that it can be. After all,
when you've got a team like this
behind you, how can you help but
succeed?
I've already sat down with the
people at AEC and hammered out a
release schedule for the year 2000. It's
full of all sorts of great new Brave New
World books, including a couple of
surprises that are sure to knock you
right out of your favorite footwear.

Roleplaying games are fairly complex,
and mistakes are often made (in this
case, by me). The key is to find them
and correct them. With that spirit in
mind, here's what you need to know.
WHO'S IN (HARGf HfRH
In Brave New World, on page 36, it
states that Rex Shepherd founded
Triumph, Inc., back in 1960. But in
Ravaged Planet, on page 55, it says that
Ben Archer is in charge of Triumph.
The fact is that this isn't a mistake,
although it's not as clear as it could be.
Shepherd is the company's founder
and CEO. Archer is the company's
current president. I'll explore this
relationship in depth once we get to the
Triumph, Inc. book in late 2000.
HOW OOfS THIS WORK AGAIN?
The gadgeteer archetype on page 69
of Brave New World doesn't have the
essential tinkering skill that all
gadgeteers need. This one's a flat-out
error, an oversight on my part.
To help the poor gadgeteer out here,
remove his science: physics and security
skills entirely, and give him tinkering 5
instead. This way, he can actually
create and maintain gadgets like he's
supposed to be able to.
After all, a gadgeteer without a
gadget isn't a whole lot of good to
anyone.
