15. Emergency/contingency responseplan
The information from the Chapter 12 of the DGCA approved Accurate
CommodealPvt Ltd Flight Safety Manual
15.1 Emergency response plan in the event of Incident/Accident
In the event of Incident/Accident emergency authority and the position of
Emergency Operations Director lies with the Accountable Manager of
ACPL. He shall be responsible for the assignment of emergency
responsibilities during the coordinated activities. Coordination of efforts to
cope with the emergency shall be done by the appointed Emergency
Operations Coordinator. Compatibility with other emergency response
plans of other organizations will be assessed by all appointed to the
Emergency Response Team. ACPL Operations Manual Part A, Chapter 34,
Accident Prevention and Post-Accident Procedures provides guidance for
some Emergencies.
Emergency response contact information shall be made available to all
ground handling organization personnel in order to enable timely response
in case of an emergency or incident requiring immediate response action.
The following shall activate an emergency response: Major or Catastrophic
Accident
Missing Aircraft
Emergency Airborne or potentially hazardous condition
Hijacking
Bomb Threat / terrorist act
Reportable incidents to the DGCA
Facility Accident / Incident
Aircraft Damage
Environmental event
Health Related event
15.2 Disabled aircraft removal plan
The responsibility of removing a disabled aircraft lies with the operator
concerned who will bear all costs incurred in the removal operation. The

airport authority is, however, required to establish a pre-arranged plan in
agreement with the operators and other assisting agencies for expeditious
removal of disabled aircraft. Such plan should ensure that any further
damage to the aircraft during its removal is avoided as far as possible. The
disabled aircraft removal plan should take into consideration the important
aspect of preservation of evidence for the purpose of investigation and
removal action should therefore be undertaken in coordination with the
investigating authority.
The airport authority will coordinate the operation to ensure that the
removal of disabled aircraft is properly and expeditiously executed. The
operator has designated the Engineering Member of the Flight Safety
Organization to assist the coordinator in removing the disabled aircraft
speedily consistent with safety to the personnel concerned and with
avoidance of further damage to theaircraft.
Guidance on removal of a disabled aircraft, including recovery equipment,
is given in the ICAO Airport Services Manual, Part 5. See also ICAO Annex
13 concerning protection of evidence, custody and removal of aircraft.
