IMPLEMENTING RULES AND

REGULATIONS IN THE CONDUCT


OF THE 28TH
ANNUAL REGIONAL CONVENTION:
NON-ACADEMIC LEAGUE
IRR 1.0 BACKGROUND
IRR 1.1 The Non Academic Events in the 28th Annual Regional Convention
(ARC) are important part for the total development of RFJPIAns.
Through these activities, they shall have an opportunity to develop
the value of sportsmanship through engaging in different sports
event, cultivate a wholesome competitive spirit and acquire the
ability to work closely together with other RFJPIANs in different
regions. These activities also allow the RFJPIAns to be exposed in
performing arts, visual arts activities, and other social and team-
building events.

IRR 2.0 OBJECTIVES


IRR 2.1 To build camaraderie and establish a unified RFJPIA.
IRR 2.2 To showcase the talents and increase the interest of RFJPIANs in
nonacademic competitions.
IRR 2.3 To promote leadership, stability and meaningful social development
through diverse activities and programs.
IRR 2.4 To field teams that are skilled, disciplined, dedicated, and motivated
to provide a holistic development of the members.
IRR 3.0 GENERAL GUIDELINES
IRR 3.1 The Non-Academic Events in the 28th Annual Regional Convention
shall comprise of the following:

IRR 4.0 GENERAL QUALIFICATIONS


IRR 4.1 The Non - Academic events of the 28th ARC is open to all the bona
fide members of the NFJPIA Region 10 & CARAGA FY 2019 - 2020
and to the registered delegates of the ARC.
IRR 4.2 There is no limit as to the number of events a delegate can join.
IRR 4.3 The champions and the winners of a particular Non - Academic
Event in the prior year(s) can still participate in the same event.
IRR 5.0 GENERAL REQUIREMENTS
IRR 5.1 A duly accomplished master list of non-academic participants to be
submitted by the Local Council.
IRR 5.2 A scanned copy of each participant’s Identification Card and
Certificate of Registration (containing the name, course, and school
year) with the filename:
Identification Card: ID_SCHOOL_NONACADEVENT
Certificate of Registration: COR_SCHOOL_NONACADEVENT
IRR 5.3 The Local Chapter must then compile all the requirements in a .zip
file to the NFJPIA Region 10 & CARAGA Official Google Drive on
or before January 31, 2020 in this format:
28thARC_NONACAD_SCHOOL
Example: 28thARC_NONACAD_BUKSU
*Failure to submit the said requirements on the given date
will result to disqualification.

IRR 6.0 GENERAL CONTEST RULES AND MECHANICS


IRR 6.1 The Board of Judges shall be selected by the Regional Executive
Officers and shall have the appropriate credentials to judge a
particular event. The Board of Judges shall be independent in fact
and in appearance, thus, it shall not be directly, nor closely related
to any Local Chapter, to maintain the integrity of the competitions.
IRR 6.2 The Board of Judges has the sole and exclusive authority to clear or
answer any protest / clarification, related to the judging of a
particular event, when such protest / clarification has been raised by
any of the contestants. The decision of the Board of Judges is final
and irrevocable.
IRR 6.3 All concerns, clarifications, complaints, or questions must be directly
addressed to the Regional Vice President for Non-Academics after
the competition by the Liaison Officer. Any concerns, clarifications,
complaints, or questions raised by any Local Chapter officer other
than the Liaison Officer shall not be entertained.
IRR 6.4 The music that will be used must be placed in two (2) flash drives,
in mp3 (.mp3) format, labeled with the School and the Non -
Academic event, to be submitted on the first day of the 28th ARC
through a Non-Academics representative, upon registration. If
possible, a single flash drive will be passed to the non-academics
representative and the second flash drive be kept by the Local
Chapter Vice President for Non-Academics for backup. It shall
contain all the music that will be used by the participants for the
competition.
IRR 6.5 A 2-point deduction in the total score shall be imposed to the
contestants who arrived 15 minutes late after the start of the
event. They will also be deducted with 0.5-point for every three (3)
minutes, succeeding the 15-minute period stated earlier.
IRR 6.6 The pre-registration for the Non-Academic events will happen each
day respectively. All the contestants should confirm their
registration on the said time and place. Substitution is allowed and
strictly no Walk-ins.
IRR 6.7 All submitted works, outputs, and products of the competitions
shall belong to the RFJPIA.
IRR 6.8 A draw lot system shall determine the order of the performances.
This shall be done on the first day of the 28th ARC, through a
representative from each Non-Academic event participant.
IRR 6.9 The Regional Federation shall have the exclusive power to interpret
the provisions of this IRR and shall be vested with the power to give
sanctions to any contestant who shall violate any provisions in this
IRR.
IRR 6.8 In case if there are any concerns or protests which are not covered
in this IRR, the Regional Federation and/or the chairman of the
competition shall have the absolute power and the sole authority to
decide and interpret such situation on the matters which is deemed
necessary to preserve and protect the integrity of the event. The
decision of the Regional Executive Officers and/or chairman of the
competition shall be final and irrevocable.
IRR 7.0 CINEJPIA: SEASON X
IRR 7.1 GENERAL GUIDELINES
IRR 7.1.1 The CINEJPIA is open to all members of RFJPIA 2019-2020. This
event aims to further enhance the creativity of JPIAns all over the
archipelago through film making. All films are given the freedom to
explore genres, styles, and approaches.
IRR 7.1.2 Characters must be bona fide members of the federation. Non-
JPIAns may be allowed for characters which don’t have significant
role in the movie.
IRR 7.1.3 Confirmation of participation must be made at least twenty (20)
days prior the convention. Failure to adhere to this provision will
result to disqualification.
IRR 7.1.4 Technical assistance from an outside source such as editing,
cinematography and videography is allowed. The credits for the film
must include the cast of the entry which is a member of RFJPIA
Federation Year 2019-2020. The Local Chapter may credit those
persons who are not members of RFJPIA that provide technical
assistance provided that on the credit part, the word “ Special
Thanks to ” would be included and the name of those persons.
Failure to adhere to this provision will result to 2-point deduction
per judge.
IRR 7.1.5 In no case shall a member of Executive Officer of RFJPIA be involved
in any preparation or presentation of the entry.
IRR 7.1.6 Entries must not be less than ten (10) minutes and not exceed
ten (20) minutes, including titles and credits. Entries which shall
exceed the maximum allotted time or not meet the minimum time
allotment shall be subject to 1 point deduction per judge per
minute or a fraction thereof from the Best Picture score.
IRR 7.1.7 Official entries shall only be allowed to be published in social media
upon announcement. Failure to adhere to this provision shall cause
the entry disqualified.
IRR 7.1.8 Relevant soft copy data of the following shall be sent, in a zipped
file, to the NFJPIA Region 10 & CARAGA Official Google Drive on or
before February 6, 2020.

A. Poster - must contain the title, lead actors and actresses,
producer(s), director(s), and other important person(s) behind the
film.
B. Trailer – must not be less than thirty (30) seconds but not
exceeding sixty (60) seconds.
C. Storyline – a maximum of eight (8) but not less than five (5)
sentences for the plot.
D. Full list of casts – with details as who are JPIAns and are not.
*failure to adhere this provision will result to 2-point deduction per
judge.
*Failure to submit the relevant soft copy on the said date will result to
disqualification of getting the special awards.

IRR 7.1.9 Final entries must be placed in a flash drive are to be submitted to
the Regional Vice President for Non-Academics or to any Standing
Committee in-charge on the first day of the convention. And three
(3) HARD COPIES Printed Poster (22” length x 15” width).
*failure to adhere to this provision as to the size of poster will result
to 2-point deduction per judge as to Special Award: Best Poster.

IRR 7.2 MECHANICS


IRR 7.2.1 Each Local Chapter may opt to choose the concept, genre, and
theme song to be used for the film.
IRR 7.2.2 Scene(s) must not be vulgar or obscene and must be suitable for
public presentation. The film should be rated PG.
A “PG” classification advises parents or supervising adults that the
film may contain any of the following: themes, language, violence,
nudity, sex, and horror, whose treatment is suitable for children
below thirteen (13) years of age. A film classified as “PG” shall, in
the judgment of the Board, meet the following criteria:
1. THEME – The film may contain themes that require parental
supervision and guidance, but the treatment shall nonetheless be
appropriate for children below thirteen (13) years of age. The film
should not promote any dangerous, violent, discriminatory, or
otherwise offensive behavior or attitude. The film should contain
redeeming social values.
2. LANGUAGE – The film may contain mild and infrequent swear
words and menacing language. The use of strong swear words or
sexually-derived expletives, as well as the successive or frequent use
of swear words and expletives shall not be allowed. Offensive,
menacing, threatening language and references to sex shall always
be suitable for viewers who are below thirteen (13) years of age.
Sexually-suggestive language may be allowed; provided that it is
neither frequent nor prolonged, and always justified by the context
of the scene where such is heard.
3. NUDITY – The film may contain occasional, as well as natural
nudity; provided that there is no sexual or demeaning context to it.
4. SEX – The depiction of sexual activity may be allowed, but it
should be discreet, infrequent, and not prolonged; provided no
graphic depiction of sexual activity shall be allowed.
5. VIOLENCE – The depiction of violence and suffering should be
minimal, and without graphic detail; provided that gratuitous
violence shall not be allowed in any case.
6. HORROR – The depiction of horror and frightening scenes shall
be allowed; provided that they are brief and infrequent.
7. DRUGS – There shall be no depiction of, or reference to,
prohibited drugs or substances and their use.
IRR 7.2.3 Different dialects may be used. Provided, that subtitles in full
English are to be placed. Failure to adhere to this provision will
result to 2-point deduction per judge.
IRR 7.2.4 All entries should include the official logo of NFJPIA. Failure to
adhere to this provision will result to disqualification.
IRR 7.2.5 Credits part of the entry must include the official logo of RFJPIA
Region 10 and CARAGA and the official logo of their Local Chapter.
Failure to adhere to this provision will result to disqualification.
IRR 7.2.6 Entries must have been produced within the period of November
2019 to February 2020.
IRR 7.2.7 The LOCAL CHAPTERS are given the responsibility in securing a
backup copy of the file in case of technical problems which may
arise.

IRR 7.3.3 The TOP GROSSER AWARD will be given to the entry who gains the
highest sale of tickets after its final full show on the 1st and 2nd day
of the convention.

IRR 8.0 POP DANCE COMPETITION


IRR 8.1 There shall be one group participant for each local chapter. Each
group should consist of at least five (5) but not more than fifteen
(15) members with no restriction as to gender. They must be bona
fide members of the RFJPIA F.Y. 2019- 2020. Failure to adhere to
this provision will result to disqualification.
IRR 8.2 For circumstances beyond the control of the participants,
substitution may be permitted. Alternatively, the group may opt not
to substitute its missing member/s as long as the group conforms
to guideline.
IRR 8.3 Participants must be at venue of the contest thirty (30) minutes
before the start of the contest and must register and present their
school I.D upon the arrival at the contest venue. Participants
arriving five minutes after the program had started will have a
violation of 2-point deduction per judge.
IRR 8.4 Participants are NOT allowed to leave the contest venue unless with
proper permission from the authorized facilitator of the contest.
IRR 8.5 Music shall be saved in two (2) flash drives. Filename:
POPDANCE_LocalChapter.mp3
IRR 8.6 The performance is limited to one (1) dance number and medleys
are allowed.
IRR 8.7 The performance shall include the version of the song entitled Bola
Rebola by Tropkillaz, J Balvin, and Anitta provided by the
Regional Vice President for Non-Academics. The song must not be
edited or altered (additional effects are not allowed). Failure to
adhere to this provision will result to disqualification.
IRR 8.8 Routine length is minimum of three (3) minutes and maximum of
five (5) minutes. There shall be a 2-point deduction per judge
within every fifteen (15) seconds in excess of the maximum time.
IRR 8.9 The participants will be given 45 seconds to prepare and after the
grace period, the music will automatically be played regardless if
the participants are not yet ready.
IRR 8.10 Had the team is ready to perform before the grace period, a go
signal shall be given by any of the member to indicate the start of
their performance.
IRR 8.11 In an effort to judge the contest objectively and equally, the
following criteria will be considered by the judges and assigned a
point value in each area:

IRR 9.0 TUGTUGAN SA JPIA


IRR 9.1 Each team has the power to choose a band consisting of three (3)
to seven (7) members that will best represent their local chapter.
Failure to adhere to this provision will result to disqualification.
IRR 9.2 The genre of the song/s must be Original Pinoy Music (OPM). No
music or lyrics that are considered offensive will be allowed. Failure
to adhere to this provision will result to disqualification.
IRR 9.3 Participants must be at venue of the contest thirty (30) minutes
before the start of the contest and must register and present their
school I.D upon the arrival at the contest venue. Participants
arriving five minutes after the program had started will have a
violation of 2-point deduction per judge.
IRR 9.4 Using of props is allowed. However, any considered hazardous is
strictly prohibited. Failure to adhere to this provision will result to
disqualification.
IRR 9.5 Back-up dancers are not allowed. Failure to adhere to this provision
will result to disqualification.
IRR 9.6 There is no limit as to the language of the song as long as it does
not violate the provision stated in the IRR 9.2.
IRR 9.7 Mash up of songs is allowed.
IRR 9.8 The team shall only be given three (3) minutes to install their
instruments. After the three-minute grace period, their performance
time will start regardless if the team is not yet ready. The total time
covering the performance not including the entrance and exit is
limited to seven (7) minutes only. The 3 minutes grace period is
not absolute if the team encountered technical problem.
IRR 9.9 Had the team finished installing their instruments before the grace
period, a go signal shall be given by any of the member to indicate
the start of their performance.
IRR 9.10 Local Chapters shall be the one to bring their own musical
instruments for their performance. There shall be no limitations as
to their instruments given that the team will be the one who will
install. The Regional Council will only provide sound system,
amplifiers, three (3) microphones, and a drum set. Borrowing of
musical instrument is allowed. Provided, it would be bound by
internal agreement between the involved parties.
IRR 9.11 There is a 0.5-point per judge in every thirty (30) seconds excess of
the provided performance time.
IRR 9.12 The performance of the contestants will be judged base on the
following criteria:

IRR 10.0 FASHION HOUSE


IRR 10.1 Each participating region may send one (1) group composed of two
(2) male models, two (2) female models and a fashion stylist. Failure
to adhere to this provision will result to disqualification.
IRR 10.2 Participants must be at venue of the contest thirty (30) minutes
before the start of the contest and must register and present their
school I.D upon the arrival at the contest venue. Participants
arriving five minutes after the program had started will have a
violation of 2-point deduction per judge.
IRR 10.3 Each group must prepare their own fashion show.
IRR 10.4 Music and fashion routines are based on what the fashion stylist
wants.
IRR 10. 5 At the end of the competition, all of the four (4) models must be on
stage for the final show with the fashion stylist.
IRR 10.6 All participating groups are required to have a collection name.
IRR 10.7 Wardrobe of the models must correspond to the themes:
 Modern Filipiniana and Barong
 Havana
 Local Chapter Shirt
IRR 10.8 In the Final ramp, they must use their own Local Chapter shirt while
keeping the theme “Havana” and the stylist will also have his/her
appearance.
IRR 10.9 Each routine may only have a maximum of two (2) minutes
presentation, each music per routine that are to be submitted are
already been set at 2 minutes max. Failure to adhere to this
provision shall receive a 1 point deduction per judge per
segment.
IRR 10.10 Criteria for judging every segment:

IRR 10.11 The overall winner shall be declared based on the average results of
the 3 segments.

IRR 11.0 SLAM POETRY


IRR 11.1 Each local chapter may send a maximum of two (2) representatives
for the contest.
IRR 11.2 Participants must be at venue of the contest thirty (30) minutes
before the start of the contest and must register and present their
school I.D upon arrival at the contest venue. Participants arriving
five minutes after the program had started will have a violation of
2-point deduction per judge.
IRR 11.3 The contestants for this category will be required to create their
pieces in Filipino, English, or Filipino-English language on the day of
the contest.
IRR 11.4 They are given two (2) hours and thirty (30) minutes to write their
compositions.
IRR 11.5 The theme will be given on the same day.
IRR 11.6 The delivery of the pieces shall be done thirty (30) minutes after the
end of writing time.
IRR 11.7 The piece need not be memorized.
IRR 11.8 The sequence of presentations shall be determined through draw
lots.
IRR 11.9 A corresponding of one-point deduction in every five-second
excess of the maximum of five-minute delivery.
IRR 11.10 The criteria for judging are as follows:

IRR 11.10 The top three (3) contestants who garnered the highest scores shall
be declared as 1st , 2nd and 3rd placers respectively.

IRR 12.0 RFJPIA DEBATE CUP


IRR 12.1 GENERAL GUIDELINES
IRR 12.1.1 Each Local Chapter may send one (1) entry to the debate
competition composed of three speakers. Failure to adhere to this
provision will result to disqualification.
IRR 12.1.2 Each entry must come up with a unique team name.
IRR 12.1.3 Participants must be in their executive attire during the competition
proper. Failure to adhere to this provision will result to 2-point
deduction per judge .
IRR 12.2 MECHANICS
IRR 12.2.1 The Asian Parliamentary Debate Format will be used.
IRR 12.2.2 Match-ups will be determined by draw lots.
IRR 12.2.3 The medium of language is English.
IRR 12.2.4 Teams must be at venue of the contest thirty (30) minutes before
the start of the contest and must register and present their school
I.D upon the arrival at the contest venue. All the teams are required
to attend the orientation. A team arriving five minutes after the
program had started is in default.
IRR 12.2.5 The topic will be given a night before the contest.
IRR 12.2.6 The teams shall be given thirty (30) minutes to prepare their
speeches. Dictionaries shall only be the item allowed during the
competition.
IRR 12.2.7 The competition shall be composed of three rounds: Elimination,
Semi-Final, and Final Rounds.
IRR 12.2.8 The Board of Adjudicators shall be composed of a Chief Adjudicator
and two Deputy Chief Adjudicators. They shall decide on the
winning team. Their decision shall be final and therefore irrevocable.
IRR 12.2.9 Adjudicators judge the rounds with the following criteria:
Matter – 45%
i. Arguments, POI’s, content of speeches, analysis and
substantiation.
Manner – 30%
i. Delivery, gestures, eye contact, persuasiveness, use of
notes.
Method – 25%
i. Structure of speeches, team dynamics and how speeches
work as a whole in the teams’ cases.
IRR 12.2.10 Adjudicators will accord speaker scores to the debaters during the
elimination rounds and will be averaged. The top three speakers will
be acknowledged as the 3rd Best Speaker, 2nd Best Speaker and
the Best Speaker, respectively. Scoring criteria is as follows;
70-72: Weakness greatly out-weight strengths
73-74: Weakness out-weight strengths; below average
75: Strengths and weaknesses are equal; average.
76-77: Strengths out-weight weaknesses fairly, delivered an above
average speech.
78-79: Strengths greatly out-weight weaknesses, excellent speech
80: No observable weak points.
Reply speeches are scored with the regular criteria divided by two.
IRR 12.3 TECHNICAL RULES
IRR 12.3.1 The debaters shall speak in the following order:
a) Prime Minister – 7 minutes
b) Leader of the Opposition – 7 minutes
c) Deputy Prime Minister – 7 minutes
d) Deputy Leader of Opposition – 7 minutes
e) Government Whip – 7 minutes
f) Opposition Whip – 7 minutes
g) Opposition Reply – 4 minutes
h) Government Reply – 4 minutes
IRR 11.3.2 Reply speeches can be given only by either of the first 2 speakers of
each side.
IRR 11.3.3 During the debate proper, the debaters shall be guided by the
following signals;
a. first clap – first minute has passed
b. second clap – one minute remaining
c. two claps – time is up
IRR 11.3.4 POI’s or Point of Information can be raised after the first clap until
the second clap which will be delivered within 15 seconds only.
POI’s can be clarificatory, informative, inquisitive or rebuttal. POI’s
are highly encouraged for a dynamic debate.
IRR 13.0 MEN’S BASKETBALL
IRR 13.1 There should only be one (1) team per local chapter composing of
at least seven (7) and maximum of fifteen (15) members. They must
be bona fide members of the RFJPIA F.Y. 2019-2020.
IRR 13.2 The participants must be at the venue thirty (30) minutes before the
start of the contest proper and must sign-in and present their
school I.D upon the arrival at the contest venue. Designated waiting
area will be provided. Standing committees will brief both teams
before the game. Players who failed to register at the venue will not
be allowed to play.
IRR 13.3 Registration will be closed as soon as the contest is started. This
provision is not absolute
IRR 13.4 The same gaming rules in a regular basketball game should be
followed. Any alteration of the rules shall be mentioned below.
IRR 13.5 At the start of the game, each team shall consist of five (5) players,
one of whom shall be the captain.
IRR 13.6 Each player should observe proper sports attire. Jeans, slippers,
sandals, and leather shoes are not allowed. Color scheme for each
school shall be observed. A technical foul shall be given to each
player that violates the dress code and color scheme.
IRR 13.7 The schedule for the games shall be announced a week before the
event.
IRR 13.8 The manner on which to select the teams who would qualify for the
finals would be single eliminations. Final rankings will be ranked
with the following priority scheme: (1) Win over the other (2) Point
System or averaging (3) Coin toss
IRR 13.9 Each game would compose of 4 quarters which will be good for 10
(ten) minutes running time each except for the final quarter.
IRR 13.10 The decision of the referee is final. Schools / Teams caught heckling,
using foul words and disrespecting the officials shall be given two
(2) points deduction in the FINAL TABULATION for OVERALL ARC
NON-ACADEMIC LEAGUE for each violation. Only the referee can
decide upon the deduction and would not be required to inform
the teams of his judgment during the game but is to report to the
tabulation committee after the game. Deductions are final and
nonnegotiable.
IRR 13.11 Special award shall be given to the team that has the best uniform
to be judged by the award sponsor.
IRR 13.12 Most Valuable Player Award shall be given to the best player of the
championship team and is to be judged by the award sponsor.
Mythical Five will also be recognized during the awards night.
IRR 14.0 MIXED VOLLEYBALL
IRR 14.1 There should only be one (1) team per local chapter composing of
at least six (3) girls and (3) boys for members and a maximum of 14
participants – (7) girls and (7) boys. They must be bona fide
members of the RFJPIA F.Y. 2019-2020.
IRR 14.2 The participants must be at the venue thirty (30) minutes before the
start of the contest proper and must register and present their
school I.D upon the arrival at the contest venue. Less warm up time
shall be given to each team that lacks players (3 men, 3 women)
during the 30-minute call time. Designated waiting area will be
provided. Standing committees will brief both teams before the
game. Players who failed to register at the venue will not be
allowed to play.
IRR 14.3 Registration will be closed as soon as the contest is started. This
provision is not absolute.
IRR 14.4 The same gaming rules in a regular volleyball game should be
followed.
IRR 14.5 During the game there shall be 3 women and 3 men per set.
IRR 14.6 Each player should observe proper sports attire. (jeans, slippers,
sandals and leather shoes are not allowed). Color scheme for each
schools shall be observed.
IRR 14.7 The schedule for the games shall be announced a week before the
event.
IRR 14.8 Each game would only compose of three sets which shall consist of
the following: 1st and 2nd: 25 points; 3rd set: 15 points
IRR 14.9 To determine the winning team they should win two (2) out of the
three (3) sets of the game.
IRR 14.10 The manner on which to select the teams who would qualify for the
finals would be single eliminations. Final rankings will be ranked
with the following priority scheme: (1) Win over the other (2) Point
System or averaging (3) Coin Toss.
IRR 14.11 The decision of the umpire is final. Schools / Teams caught heckling,
using foul words and disrespecting the officials shall be given two
(2) points deduction in the FINAL TABULATION of the OVERALL
NON ACADEMIC LEAGUE for each violation. Only the referee can
decide upon the deduction and would not be required to inform
the teams of his judgment during the game but is to report to the
tabulation committee after the game. Deductions are final and
nonnegotiable.

IRR 15.0 MIXED BADMINTON


IRR 15.1 There should only be one (1) team per local chapter compose of
two members, 1 boy and 1 girl (Mixed Double).
IRR 15.2 They must be bona fide members of the RFJPIA F.Y. 2019-2020.
IRR 15.3 The participants must be at the venue thirty (30) minutes before the
start of the contest proper and must register and present their
school I.D upon the arrival at the contest venue. Players who failed
to register at the venue will not be allowed to play.
IRR 15.4 Registration will be closed as soon as the contest is started.This
provision is not absolute.
IRR 15.5 The same gaming rules in BADMINTON World Federation should
be followed.
IRR 15.6 The manner on which to select the teams who would qualify for the
finals would be Single elimination.
IRR 15.7 There will be a draw lots for pairing of matches.

IRR 16.0 2st JPIA ESPORTS: MOBILE LEGENDS


IRR 16.1 There should only be one (1) team per local chapter composing of
five (7) players. One of whom shall be the team captain.
IRR 16.2 They must be bona fide members of the RFJPIA F.Y. 2019-2020.
IRR 16.3 The participants must be at the venue thirty (30) minutes before the
start of the contest proper and must register and present their
school I.D upon the arrival at the contest venue. Players who failed
to register at the venue will not be allowed to play.

IRR 16.6 Players are required to wear their local chapter shirt. Failure to
adhere this provision shall be disqualified.

IRR 16.8 The game mode to be used is Custom Game: Draft Mode.
IRR 16.9 Players should use their own mobile phones with sufficient mobile
data.
IRR 16.10 The first team to destroy the opposing team’s base proceeds to the
next round. The manner on which to select the teams who would
qualify for the finals would be single eliminations.
IRR 16.11 If any player disconnects during a match, the game continues. The
disconnected players are required to reconnect the game as soon
as possible.

IRR 17.0 VIOLATIONS AND SANCTIONS GUIDELINES


IRR 17.1 The above-mentioned Regional Non-Academic League
Implementing rules and regulations are for RFJPIA and related
persons information exchange only. The council maintains the
relevance and reliability of this document through the strict
implementation of its rules and regulations.
IRR 17.2 Any questions raised by the contestants that are not included in the
IRR shall be subjected to the jurisdiction of the Regional President,
board of judges and/or regional adviser. The decision of the
Regional President and the RFJPIA Executive Officers will be final
and irrevocable.

IRR 18.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS


IRR 18.1 It shall be the primary duty of the Regional President and the
Regional Executive Officers to effectively enforce the provisions of
this Implementing Rules and Regulations. The Executive Officers
also has the sole right to interpret the contents of this
Implementing Rules & Regulations and their decision will be
binding and irrevocable.
IRR 18.2 The Regional Adviser or his duly designated representative shall act
as legal adviser to the Regional President and the Regional
Executive Officers and shall render legal assistance as may be
necessary in carrying out the provisions of this Implementing Rules
and Regulations.

IRR 19.0 AMENDMENTS OR REVISIONS


IRR 19.1 The Regional Executive Officers shall be vested with the exclusive
power to revise and amend the Implementing Rules and
Regulations.
IRR 19.2 Any amendments to or revisions to this Implementing Rules and
Regulations may be proposed by any member of any regional
council upon a written request of such member, stating the reasons
thereto.

IRR 20.0 SEPARABILITY CLAUSE


IRR 20.1 If any clause, provision, paragraph or part of this Implementing
Rules and Regulations shall be declared unconstitutional or invalid,
such judgment shall not affect, invalidate, or impair any other part
hereof, but shall be merely confined to the clause, provision,
paragraph or part directly involved in the controversy in which such
judgment has been rendered.

IRR 21.0 REPEALING CLAUSE


IRR 21.1 Any rule and regulation or resolution or part/s thereof inconsistent
with the provisions of this Implementing Rules and Regulations are
hereby repealed or modified accordingly.

IRR 22.0 EFFECTIVITY


IRR 22.1 This Implementing Rules and Regulations shall take effect
immediately after its presentation and approval from the Assembly.
