ABSTRACT

This project is concerned with the DESIGN AND IMPLEMENTATION OF AN


NYSC POSTING SYSTEM. The current NYSC posting system is investigated and
inherit pitfalls identified. A new system which in-corporate current system of the
art technology is proposed in the project work as a way of providing solution to
identify problems. The NYSC posting system is provided using Visual Basic and
Back End and MS Access as front End.

CHAPTER ONE

1.0 INTRODUCTION

In respect to the considering project we are looking into the posting network

system operation. Dissemination of the students name from their respective

institutions approach NYSC Headquarters. It shall give a graphical approach of the

master list which shows the national youth service particulars of the prospective

corps members. This list which would be accessed through the internet enables the

students to check for their posting. The posting is therefore done based on their

geographical zone or location.

1.1 BACKGROUND TO THE STUDY

The NYSC scheme was created in a bid to reconstruct, reconcile, and rebuild the

country after the Nigerian civil war. The unfortunate antecedents in our national

history gave impetus to the establishment of the National Youth Service corps by

decree No.24 of 22nd May 1973 which stated that the NYSC is being established

“with a view to the proper encouragement and development of common ties among

the youths of Nigerian and the promotion of national unity”.

As a developing country, Nigeria is further plagued by the problems attendant

upon a condition of under development namely: poverty, mass illiteracy, acute

shortage of high skilled manpower (coupled with most uneven distribution of the

skilled people that are available), woefully inadequate socioeconomic

infrastructural facilities, housing, water and sewage facilities, road, health care

services, and effective communication system. Faced with these almost intractable

problems, which were further compounded by the burden of reconstruction after

the civil war. The government and the people of Nigeria set for the country, fresh

goals and objectives aimed at establishing Nigeria as :

a. A united, strong and self-reliant nation.

b. A great of bright and full opportunities for all citizens.

c. A land of bright and full opportunities for all citizens

d. A free and democratic society

The government and people of Nigeria are not aware that sound and patriotic

leadership is a precondition for the rapid social and economic development of the

country. As a nation, Nigeria has been less fortunate in the kind of leadership that

emerge to govern the affairs of the country in the period immediately after

independence, a leadership whose achievement not withstanding, was none the less

ill-prepares and generally not properly motivated to tackle the problems of socio

economic under development, in the interest of the country as a whole.

The National Youth Service Corps Decree no.24 which has now been repeated and

replaced by Decree no.51 of 16th June 1993, was then formally promulgated. The

purpose of the scheme is primarily to inculcate in Nigeria youths the spirit of

selfless service to the community and to emphasize the spirit of oneness and

brotherhood of all Nigerians, irrespective of cultural or social background. The

history of our country since independence has clearly indicated the need for unity

amongst all our people, and demonstrated the fact that no cultural or geographical

entity can exist in isolation.

1.2 AIMS AND OBJECTIVE

The main aims and objectives of the study can be stated as follows:

 To raise the moral tone of the Nigeria Youths by giving them opportunities

to learn about higher ideals of national achievement, social and cultural

improvement.

 To contribute to the accelerated growth of the national economy

 To develop common ties among the Nigerian youth and promote national

unity and integration.

 To also reduce their cost of transportation to the NYSC Headquarters.

 The objective of the project is to also solve the problems that emanates

during the posting, such problems include those student making their choice

of where they intend to serve.

 To reduce the numbers of incidence like road accident during their visit to

the NYSC Headquarters.

1.3 STATEMENTS OF PROBLEMS

Since its inception in Nigeria 27 years ago, the national youth service corps has

been confronted with a plethora of problems. Some of these problems are traceable

to the initial hurried birth and hasty implementation of the scheme. Some arose out

of political developments totally extraneous to the program, while others are the in

evitable products of the economic recession and the attendant review of budgetary

priorities as enumerates here under.

1. MONITORING AND EVALUATION OF CORPS MEMBERS

PERFORMANCE

The state secretariats are charged not only with posting the corps members to their

respective primary assignment places, but also with monitoring their performance

and ensuring that the core objectives of the scheme are attained.

2.UNDERUTILISATION AND OR NON UTILISATION OF CORPS

MEMBERS

The underutilization members in their primary duty stations have been a perennial

problem. In many establishments, corps members are reduced to glorify clerks and

office assistants, untrusted with the real duties for which they have been posted and

therefore to contribute meaningfully to national development.

In other cases, the corps members are assigned tasks which are either far below

their qualification or are totally irrelevant to their training. The end result is that

corps members are unable to acquire the experience which was supposed to form a

main component of their service year. In addition many of them are frustrated and

unenthusiastic, forced into truancy and idleness, failing to imbibe the necessary

work ethics.

3. EXPANDING CORPS POPULATION

When the scheme started in 1973, there were twelve states in the country, with

only six universities and a total graduating population of less than 2,500 per

academic year. The situation is vastly different today. Over the past 27 years since

the inception of NYSC, the country has been divides into 36 states plus the federal

capital territory.

In addition, the number of accredited corps producing institutions has increase to

162, thus churning out an average of 100,000 graduates on yearly basis. The

remarkable expansion has posed some very serious problems for the organizers of

the NYSC, the most debilitating of which has been that its limited facilities, skills

and other resources have been stretched to breaking point. The herculean problems

of organization, coordination and management have been severally compounded

by the new grievious underfunding of the scheme to the extent that many status yet

lack permanent orientation camps.

1.4 SIGNIFICANCE OF THE STUDY

Certainly, the importance and significance of the NYSC cannot be quantified. As

its sustainability for almost decades continues to show how in the midst of heavy

criticisms. One can pin-point to the scheme as one out of a million, the resounding

legacies of the military era. It has continued to promote what many policy makers

in Abuja refers to as cross cultural exchanges and interaction. Most especially as it

has to do with service to the father land.

1.5 DEFINATION OF TERMS

1.5.1 DESIGN

It is the creation of a plan or convertion for the construction of an object or a

system. It can also be seen as a roadmap or a strategic approach for some one to

achieve a unique expectation.

It is the realization of an application or execution of a plan, model, design,

specification, standard, algorithm or policy.

2.0 REVIEW OF RELATED WORKS

2.1 A COMPUTERIZATION POSTING SYSTEM

A computerization posting system according to Aronu D.I (1991) Said the

computerization posting system is a computerized way of posting students.

Employees mail etc. this is cashier and efficient way in which data is inputted in

the system and with specific sets of programs written in it will produce an output.

And this output is the result of the input and the program. Details about the

candidates identify will be processed and sent out to the website as Visual Display.

2.2 NYSC POSTING PROCEDURE AND POLICIES

2.2.1 MOBILIZATION

In the NYSC year book (2002/2003) mobilization is the first phase of activities in

every service year. First, the directorate headquarters collect data on all prospective

corps member. These data is processed and used as the basis for development to

states. That is done in line with the various corps producing institutions nation

wide whose graduates qualify for enlistment into youth service scheme. graduates

from foreign institutions reports directly to the directorate headquarters for the

evaluation of certificate preparatory for development. The  instrument that

authorizes the deployment of each corps member is the call headquarter is

distributed to all prospective corps members is the call up letter, this letter issued

by the NYSC directorate headquarters is distributed to all prospective corps

members in the country before they have their institution after their final

examination

In accordance with the decree which established the NYSC Scheme, only

successful candidates in the various certificate/diploma examinations are eligible to

be called upon for services thus only candidates are qualified to collect their call up

letters from the students affairs officers of their final papers or credit hours to

complete their certificate examinations or who failed their examinations entirely

are not allowed to collect their call up letter until they have successfully completed

and passed their course. However a final year student of a higher institution is

exempted from services if, he/she is over 30 years of age. He/she as served in the

armed force or the police or National security organization for a period of more

than nine months. He/she has been conferred with any National honors.

2.2.2 POSTING POLICY

In the NYSC handbook (1993) revised version, in pursuance of the objectives of

fore going unity, integration and inter ethnic understanding national youth services

corps members are posted to states other than their own and away from their

cultural boundaries. This policy is not negotiable if the subjects are not learnt the

way of other Nigerians and imbibe a more liberal outlook in preparation for their

role as future leaders of this country.

2.3 THE GLOBAL ACHIEVEMENT OF THE SYSTEM

According to Owtin Meremin (1977) said that economic dependence and cultural

diversity are bed rock upon which the elites of ex colonial state attempts to

construct a functioning state apparatus a viable economy and a sense of nation had

to surround and enshrine the emergent. Order the achievement of national

integration is taught in language and education policy, cultural and ideological

programmed and the structuring of access to and distribution of available

resources, it is basically for this reason that member of governments in the world

requires their highly educated youth to spend a year of services to the nation after

they leave the university.

Professor Adebayo Adedeji in his speech on the NYSC Encarta reference library

(2005), he linked the rapid development of program to the biblical gain of the

mustard seed planted in 1973 that has become a huge tree in 1998 during a public

lecture organized in Abuja on June 4 to mark the silver jubilee of the scheme has

not only remained intact, but has also proposed and expanded considerably almost

expressing identical sentiments during the same occasion, an ex-corps members.

Dr Lamrele Bamidele of the department of theatre Acts, university of Ibadan,

observed that the scheme has become a house hold name in Nigeria day.

2.4 ANALYSIS OF THE EXISTING SYSTEM

The existing system procedure close the work in hapharzard manner because it

captures all data and then the posting is carried out manually (at the discretion of

the operating/posting officers ). The system stage start by the collection of data

manually (in files) from various institutions, the mobilization officer then sort the

data according to state of origin, and then individual student would be assigned to a

student different to his/her state of origin, to buttress the aims and objectives of the

scheme.

Due to a large number of data to be handle manually and by various mobilization

officers, mistake are bound to be made, bias minded officers, can do manipulation

and alterations to the list,. All these will be collected and checkmated with the

proposed system that only allows for an authorized authentic program to be used

for posting. Afterward the outcome of the program is then sent to the national

youth service corps website and the student would check the respective place of

posting from site (COMPUPERIZATION). The existing system just makes posting

done manually and the results are typed into the computer. They are printed out

taken to various institutions.

2.5 PROBLEM OF THE EXISTING SYSTEM

The old system has the following problems.

 The old system is not flexible and difficult to use.

 Posting can be modified without authorization

 The system is not systematic or automatic

 The search for posting is vigorous and robust

2.6 THE PROPOSED SYSTEM

The new system will be design to make posting faster to reduce the risk expected

of students traveling from one place to another in search for their places of posting

to enhance easy communication, to enhance security, to save time and lastly to

make posting more efficient and accurate. The current system will handle the

following.

 Posting of all qualified student from various institutions

 To make student search for posting through computerization

 Template to search for posting through computerization

Based on these functionalities identified, it was analyzed that the new system must

also provide means of:

 Capturing all institutions

 Capturing all states

 Allocate code to all states

 Adding posting data manually.

2.6 MARIT AND DEMARLT OF THE PROPOSED SYSTEM

Traditionally, existing method of candidates involved a large record keeping. this

trend of collecting and keeping candidate record create a lot of setback which

resulted in the inefficiency of the manual system. Some of these setbacks are by

the new system.

MARITS

 There is no ease of duplication of data due to in-consistency show by the

existing system.

 Every operation/procedure is faster and easier than the existing system

because the computer can do about a million operations in a very short time

compared to the manual way of operations which waste valuable time.

 A small chip (storage device) can store a very large volume of data, almost

about a house full of record fills (manually).

 Data is safer and more secured by the use of passwords in the computer.

Unlike in the manual case of the exciting system where large volumes of

data (record files) are kept in a room or rooms and can easily of tempered

with.

 It creates an enabling atmosphere of free fair and unbiased posting because

data is inputted and the program manipulates the data randomly and gives a

completely justified result as against the existing system which is manually

done.

 There are no mistakes or errors by the computer compare to the existing

system which has a lot of human errors and are in-evitable.

 It requires very few trained expert to manage the system.

DEMERITS

The demerits of this system are somehow advantage of existing manual system.

 The computerization system is more expensive than the existing manual

method of record keeping and posting, this method is enjoyed by small

organizations.

 Underutilization of personnel officers due to the fact that few trained staff

will be needed to do the jobs and unnecessary payment of salaries and

allowances.

 By rendering personnel/officers useless, a lot of workers will not be

employed, thereby not ensuring division of labour.

3.0 SYSTEM DESIGN AND PROGRAM DESIGN

A system is a group of interrelated elements that are integrated with the common

purpose of achieving a particular objectives by accepting inputs and producing

outputs in an organized transformation process. A computer programme written or

design to accomplish a task could be regarded as a system design to narrate the

detailed design procedures of NYSC Posting System.

PROGRAM DESIGN

This is the actual development of a new set of procedure to replace the existing

ways that the task are performed. The design of this program was done by first

specifying the input and output format followed with the processing. After

specification of format.

3.1 DATA CAPTURING

Data capture is a general term for the process were by source data is collected and

transformed into a media form capable of being understood by a computer i.e in a

machine sensible form.

There are different ways of data capturing or data collection, which are as

follows :

 Interview method

 Qestionnaire method

 Observation method

 Record inspection

But the type of data collection used in this project is the interview method and the

observation method.

INTERVIEW METHOD: This kind of data capture always involved two set of

people, the interviewer ask question from interviewee and record the answer down.

The interviewee on the other hand provides answer to the question asked. There

are two types of interview namely structured and un-structured interview.

OBSERVATION METHOD: In direct observation, data are collected by physical

observation or measurement that is, physically examined the unit of the respondent

and recording data as a result of personal judgment. The collector observed

(matches) the respondent and record something based on his perspectives.

3.2 DATA STRUCTURE

Data structure is a collection of data element whose organization is characterized

with accessing process, which can be used to store or retrieve individual element.

The structure is very important in any product especially when the set of data are

properly structured, in the computer, the accessibility is easier and the

programming routine that makes used of the data are made simpler, time and

storage space are reduced.

Types of data structure are listed below.

 Stack

 Queue

 Array

 Deque

STACK: It is a last in first out (LIFO)data structured, it is a linear list of item in

which addition and deletion are restricted to one end.

QUEUE: It is implemented as data structured, where various entities such as data,

object are stored and processed, coupled with access routines.

ARRAY: This is the collection of elements each identified by at least one.

DEQUE (Double Ended Queue): It is an abstract data structure that implement a

queue.

3.3 FILE DESIGN/DATABASE DESIGN AND USER INTERFACE DESIGN

FILE DESIGN: It can be seen as an organized collection of data or information. It

could also be used as an organized collection of related records, which consist of

data arranged in certain logical order.

A record is the collection of item of data (fields) pertaining to an entity. The type

of computer files, therefore refer to how this records are arranged or organized in a

file in order to meet the specification for such arrangement. The followings are

considered when designing files .

 Method of file organization.

 Record layout.

 Record media.

 Accessing mode.

This program used only output file. The system was made interactive, therefore

input was done through the keyboard.

OUTPUT FILE

It makes sense to decide what is required as output before deciding on how to

achieve it. The output file is enhanced on the VDU (Visual Display Unit) or

printed out in hard copy for publication.

OUTPUT SPECIFICATION

The nature of the output specification of this project work is determined through

the number of corps members that are posted in through the input specification.

3.4 PROGRAM DESIGN

Program can be design as a well-designed structured using a computer language in

other words causing the computer to execute or perform a specified task. On the

other hand, program design can be seen as the act of designing or finding a

solution to a given program.

CHAPTER FOUR

4.0 SYSTEM IMPLEMENTATION AND EVALUATION

This is one of the important phases in system analysis and design and it implies the

taking of the new system to productive environment. The implementation of this

system was done in kogi state NYSC office lokoja.

4.1 PROGRAM LOGIC

The logic of the program can be clearly understood from the definition/analysis,

algorithm and flowchart shown in the appendix. The program is written in modules

using the top down approach. It involves the main menu and sub menu. It is

through the main menu that you can have access to a required sub routine of the

menu you want and the operation in the sub routine will be performed and returned

back to the main menu.

4.2 CHOICE OF PROGRAMING LANGUAGE

The programming language choose for the Design and Implementation of an

Automated NYSC Posting system is Visual Basic 6.0, which is a based

programming language and is also object oriented.

Visual Basic 6.0 is preffered to any other programming language for the following

reasons.

 It is user friendly and has direct link to operating system.

 It is a window driven programming language.

 It has graphical user interface (GUI).

 It runs on all versions of windows operating system.

 It can be easily connected to database and generate reports.

4.3 HARDWARE SPECIFICATION

4.4 PROJECT IMPLEMENTATION

This involves converting the already existing system carried out manually into

computerized program. The implementation plan combiners selected research and

education project with complimentary outreach education and communications

activities carried out in order to develop the software.

4.5 CHANGE OVER PROCEDURE

This occure immediately after a satisfactory test has been concluded and master

file conversion accomplished that is, converting the manual system to a new one.

There are four method of change over:

1. DIRECT CHANGE OVER: This means discarding the old system and using

the new one over night. With this method, the new system is introduced over

night and the old one is discarded with immediate effect.

2. PARALLEL CHANGE OVER: In parallel change over method, the system

is run simultaneously for a period of time considering to be enough to detect

the mistakes or flow of the system are. In this case, both systems used at the

same time for a little while to sort out any problems with the new system

implementation and data transfer. Once the new system meets the

requirement and is fully functional then, the old system is discarded. This

way, the consequences of the old system failing are avoided.

3. PHASE CHANGE OVER: This is the conversion in which the organization

introduced the new system step at a time so that the entire users are using a

part of the new system, the new system is introduced in pieces meal fashion.

Each phase is introduce and tested sometime until it is performing

satisfactorily.

4. PILOT CHANGE OVER: The new system is set up some where and allows

functioning some time. This is to make for effective testing until the new

system is performing satisfactorily

4.6 PROGRAM EVALUATION

This is the examination of the new procedure to ascertain if it is performing as

expected, in the course of running several times to determines its efficiency.

Once a system has become operational, it needs to be reviewed to know how

well it is meeting the original goal, specification schedules and so forth. Out of

such evaluations will come adjustments that will improve the system.

5.0 SUMMARY, CONCLUSION AND RECOMMENDATION

5.1 SUMMARY

The introduction of web based information round the world has improved the

system of operation in different establishments and organizations. In so doing,

the firm information revolution which is steadily displaying the old system of

operation revolution. This new technology is fast transferring the way

an exception since it all parts of the country.

The complains of students and the society in general regarding the risk of

students travelling from one place to another in search of their call up letters or

where they are being posted for National Youth Service Corps program and

even loss of student particulars in transit while sending it to the NYSC

Headquarters have been considerably reduced and this goes along way in

strengthening the reputation and stability of information technology which the

NYSC has inhibited.

Today, web based National Youth Service Corps system can boast of fasting

posting rate, reduction in the risk of students travelling from one place to

another, enhance security, efficient and accurate posting of students and equally

increased productivity.

5.2 CONCLUSION

The project is design to carter for the operations and criteria involved during

NYSC posting. Although it does a bit of this operations, there will be need for

more modules that will be able to handle the system having high degree of

consistency and the data and information being sent from the respective institutions

is sure to be of high integrity if realy wants a package that will be comprehensive

enough to handle full NYSC posting operation. Online process thus, must balance

protection, access performance risks and cost in pursuit of good security

5.3 RECOMMENDATION

Basically, for the achievements of the new system objectives, the NYSC

Headquarters should set up committees that would be maintaining the general

system options and make reports on both the hardware performance and software

management. And further training of staff handling this system as demands is

required.

There are other issues involved in National Youth Service Corps posting that I did

not lay emphasis on due to time factor and length of the program code. They are:

 Gathering of information on the level of industrialization in all the states.

 Emphasis on their payroll and their welfare system.

 Consideration of the entire course offered in the different institution.

 double click on Automated NYSC Posting System

 An environment will display

 Click on play or run

 Enter username and password or create a new username

 A splash screen will appear

 Select adiministrative,

 Another module will appear in which other operations can be carried out.
