TANDEM MOORING SYSTEM

Specification
This Standard replaces and cancels the previous revision.

The Responsible CONTEC Subcommittee provides guidance on the


interpretation of this Standard when questions arise regarding its contents. The
Department of PETROBRAS that uses this Standard is fully responsible for
adopting and applying the clauses thereof.

CONTEC Technical Requirement: a provision established as being the most adequate


and which shall be used strictly in accordance with this Standard. If a decision is

Técnicas taken not to follow the requirement (“nonconformity” to this Standard) it shall be
based on well-founded economic and management reasons, and be approved
and registered by the Department of PETROBRAS that uses this Standard. It is
characterized by the verb forms “shall,” “it is necessary...,” “is required to...,” “it is
required that...,” “is to...,” “has to...,” “only ... is permitted,” and other equivalent
expressions having an imperative nature.
Recommended Practice: a provision that may be adopted under the conditions
of this Standard, but which admits (and draws attention to) the possibility of there
being a more adequate alternative (not written in this Standard) to the particular
application. The alternative adopted shall be approved and registered by the
Department of PETROBRAS that uses this Standard. It is characterized by the
verbal form “should” and equivalent expressions such as “it is recommended
that...” and “ought to...” (verbs of a nonmandatory nature). It is indicated by the
expression: [Recommended Practice].
Copies of the registered “nonconformities” to this Standard that may contribute to
the improvement thereof shall be submitted to the Responsible CONTEC
Subcommittee.

Proposed revisions to this Standard shall be submitted to the Responsible
Maritime Installations and CONTEC Subcommittee, indicating the alphanumeric identification and revision
Operations of the Standard, the clause(s) to be revised the proposed text, and
technical/economic justification for revision. The proposals are evaluated during
the work for alteration of this Standard.

various PETROBRAS Units and PETROBRAS Subsidiaries), and ratified by the CONTEC Assembly

FOREWORD

This Standard is the English version (issued in SEP/2002) of Standard PETROBRAS N-2681
REV. A SEP/2002, including its Amendment JUL/2001. This Standard is the Revalidation of
Standard PETROBRAS N-2681 APR/2001, and has changed only its title.

1 SCOPE

1.1 This Standard establishes the minimum technical criteria for engineering design of
tandem mooring system for FPSO and FSO and specifies the minimum requirements for
main components considering shuttle tankers from 50 000 tdw up to 150 000 tdw.

1.2 This Standard applies to design starting from its issue date.

1.3 This Standard contains only Technical Requirements.

3 DEFINITIONS

For the purposes of this Standard the definitions indicated in items 3.1 and 3.2 are adopted.

3.1 Floating Production Storage and Offloading Unit - FPSO

Production system installed on a ship shaped hull capable to produce, store and offload
crude oil to a shuttle tanker or pipeline.

3.2 Floating Storage and Offloading Unit - FSO

Storage system based on a ship shaped hull capable to store and offload crude oil to a
shuttle tanker or pipeline.

4 GENERAL CONDITIONS

4.1 The tandem mooring system shall be designed and fitted in accordance with the
Classification Society requirements, IMO - Guidelines for Bow and Stern Loading and
Unloading Arrangements on Oil Tankers - MSC/Circ. 474/Corr. 1 and OCIMF - Guidelines for
the Purchasing and Testing of SPM Hawsers.

4.2 The tandem mooring system design shall be done to permit the tandem operations in
accordance with the standards required by OCIMF - International Safety Guide for Oil
Tankers and Terminals (ISGOTT).

4.3 The offloading system shall transfer the stabilized crude oil from the unit to bow manifold
of the tandem moored shuttle tanker.

4.4 The tandem mooring system shall include the following equipment and accessories:

a) mooring hawser assembly;


b) mooring hawser winch;
c) chain stopper;
d) closed chock.

4.4.1 The system shall be fitted with a tension meter to allow a continuous hawser tension
monitoring from the local console and the central control room.

4.4.2 The messenger line shall be transferred to the shuttle tanker by a workboat. It shall be
permanently connected to the chafing chain connecting ring.

4.4.3 One cemented closed chock shall be installed on the vessel centerline at the stern to
allow the passage of the thimble.

4.4.4 One winch to handle and store the messenger line shall be provided with minimum pull
capacity of 10 tf.

4.4.5 One chain stopper device welded to the main deck structure shall be provided and
equipped with quick release mechanism.

5 MOORING HAWSER ASSEMBLY

The mooring hawser assembly consists of the following accessories from the chafing chain
part on hawser winch to the messenger line (see ANNEX A):

a) 1 common stud link section (chafing chain), 76 mm diameter, grade R4, fitted
with end links (the total length shall depend on deck arrangement and
connection device shall be according to winch design);
b) 1 heavy-duty shackle type D, minimum breaking load 590 tf;
c) 1 galvanized cast steel articulated thimble for 21 in hawser rope;

d) one 21 in polyamide mooring line rope (hawser) with 2 soft eyes;


e) 1 galvanized cast steel articulated thimble;
f) 1 heavy-duty shackle type D, minimum breaking load 590 tf;
g) one 9 m length x 76 mm diameter common stud links section (chafing chain)
fitted with end links;
h) 1 galvanized double locking shackle;
i) 2 polypropylene mooring auxiliary line rope (messenger line) with soft eye at
both ends (220 m lenght x 10 in diameter), connected by bow shackle, one eye
shall be protected by elastomer or rubber hose cover.

6 MOORING HAWSER WINCH

6.1 The unit shall be equipped with a hydraulically driven winch to handle and store the
mooring hawser string, installed on the main deck near the hull centerline. The hawser winch
shall be of welded steel construction, mounted on a raised skid base and installed on
afterdeck for turret moored units, or on both ends for spread moored units.

6.2 The winch shall be duly designed to launch, retrieve and spool the mooring hawser
assembly that will be permanently attached. A console with all control functions shall be
mounted in a position so as to afford a clear view of all operation. For spread mooring
systems (SMS) 2 consoles shall be provided, one console for each offloading station.

6.3 The winch shall be designed to store one hawser assembly and fitted with a hydraulically
driven levelwind device mounted on the frame of the equipment. If the winch drum is installed
horizontally, it shall be provided with 2 separated compartments able to store the chafing
chains in one side and hawser and messenger line in the other one.

6.4 The end of the inner mooring chafing chain shall be connected to the chain stopper and
equipped with an emergency release device, which transfers the mooring load to the deck
structure. When this opening mechanism is activated, the chafing chain is released and the
mooring is disconnected.

6.5 The emergency release device shall be able to release the inner hawser chafing chain
under tensions up to 250 tf.

6.6 The mooring hawser winch shall also have the following characteristics:

a) electric-hydraulic driven type, with local control (adjacent to the winch) and
supervision panel;
b) load brake system automatically activated in case of hydraulic system failure;
c) all equipment shall be provided with suitable marine treatment;
d) hydraulic components shall meet the requirements mentioned in IMO -
International Convention for Safety of Life at Sea (SOLAS), Chapter II-2, Part A,
Rule 15.4;
e) the winch drum shall be design to withstand 21 tf during the tandem mooring
operations;
f) the following operational conditions shall be attended for the system as a whole:
- minimum launching speed: 0.6 m/s;
- minimum retrieval speed: 0.3 m/s;
g) provision to permit maintenance without crane assistance.

6.7 The electric-hydraulic pump system with oil cooler shall be capable to be monitored from
central control room and shall be provided with, at least, the following equipment and
accessories:

a) 2 hydraulic pump sets driven by electrical motor equipped with necessary safety
protection devices (1 set running/1 set stand by);
b) 1 complete oil tank with level gauge, drain, valve vent and temperature
indicator;
c) 1 oil cooler for sea water;
d) 2 oil filters with by-pass valves and high differential pressure switch;
e) emergency accumulator rack;
f) stainless steel ANSI 316 L for fittings, tubing and valves.

6.8 The hydraulic control console shall provide the following main functions:

a) control of the mooring hawser handling winch;


b) control of the levelwind;
c) hydraulic system pressure indication.

6.9 The electric control console shall provide the following main functions for normal
operations:

a) stop/start of the hydraulic pump station;


b) monitoring of the hawser tension;
c) indications of valve positions;
d) hydraulic system temperature indication and alarm;
e) hydraulic oil tank level alarm.
