1.0. PRE-CONSTRUCTION PERIOD

1.1. TEMFACIL

1.1.1 TEMPORARY SITE OFFICE

A temporary office will be set-up at the designated location for temfacil by the management. This
temporary office will be equipped with computers and telecommunication systems essential to the
progress of the project and the efficiency of the project team throughout the project duration.

This temporary site office will have its conference room that will cater to daily site meetings of the project
team as well as consultations with the subcontractors, the management, and the owner.

Temporary facilities layout will be prepared and be submitted to the owner or its representative for
approval. Access to these temporary facilities shall be such as to be easy and dry at most times.

1.1.2 WAREHOUSE

The Warehouse shall be located as reflected in the temporary facilities lay-out. Warehousing techniques
relevant to construction materials will be performed by our qualified warehouseman. Considering the short
time of construction, scheduling OSM materials will be critical. Hence, care and diligence in the
warehousing of Owner-Supplied-Materials shall be foremost, accounting of each item a must, and frequent
reporting of on-site materials shall be made.

1.1.3 HEALTH AND SAFETY

Part of the temfacil that will be constructed on the site is the Safety Office that will also serve as
the site clinic to tend for the first-aid needs of all the site personnel.

The project team will be oriented about the COVID-19 Health and Safety Protocols before their
deployment on the site. These shall also conform to all the requirements set by the local government unit
of Aklan and the project management before the start of work at the site such as RT-PCR and the like.

1.1.4 SECURITY

The workplace will be tended by round the clock security officer to maintain peace and order
within the site premises for the entire duration of the project. A watchman for the warehouse will be
deployed to the site to tend for the materials especially the OSM’s.

2.0. CONSTRUCTION PERIOD

2.1 PROJECT MANAGEMENT

A highly competent Project Manager will be assigned with out-most ability to plan, organize, direct
and control the project. He will be directly responsible for all activities within the project site and will act
for and on behalf of ACT on concerns regarding the construction phase. Hence, his performance on the
highest degree of engineering values, ethics, and economics is called for.

His task is to oversee all on-site project activities and to ensure that projects are completed on
schedule, within budget, and under engineering design and standards. Performs inspection of construction
activities to ensure conformance to approved designs/plans.

Coordinate and communicate with field designers, subcontractors, and client. Review and approve
subcontractor and vendor invoices. Ensure that construction plans are in agreement with client
expectations and identify points at which contractual obligations have been met.
A project scheduler shall be appointed to the project site to evaluate the daily activities
undertaken. He shall be responsible for the proper sequencing of works and shall advise the project Site
engineers of delays or advances in work schedule. He shall also be responsible for the scheduling of
material procurement in collaboration with the site engineers and the purchasing department for material
requirements as to time.

2.1.2 INDIRECT MANPOWER

Our Engineering team who have been working with the company for a long period are well
experienced and are highly qualified to do the job. Integrating into the team is a civil quality assurance and
quality control engineer to ensure the quality of work ACT is known for in all its project. Our project team
will mobilize immediately when the notice to proceed is issued.

The Project Technical Organizational Chart along with the Resume of key personnel will be
submitted to the owner upon request. This PTO chart will be the line-up of our team for the Caticlan
Beachfront Hotel Preservation Project.

2.1.3 DIRECT MANPOWER

Most of the indirect manpower will be provided by our trusted subcontractors that were duly
screened and accredited by our Subcontrator Accreditaion Team.

We will also deploy admin workers for line and grade, safety, sanitation and warehousing.

A highly-skilled General Foreman will lead the subcontrator’s personnel. Each scope of work will be
manned by a leadman expert to a specific trade (see table 1.0 for manpower loading).

2.2 PROJECT SCHEDULE

Upon notice to proceed is issued, we will prepare and submit the final construction contract
schedule to the owner for approval.

The schedule will be closely monitored by the project team to ensure the project is completed on
time. In case that slippage occurs, thorough discussion and evaluation of the actual site condition will be
conducted by the project team to identify the contributing factors and to come up with tangible solutions
to cope-up. On the other hand, if such delays are identified to be due to unworkable site conditions due to
bad weather, typhoons, or force majeure, then disruption of time claims will be discussed with the owner
and or owners’ representative so the contract schedule will be updated and adjusted accordingly.

2.3 LOGISTICS

Once the final contract schedule is approved, our construction team will identify all the priority
materials, equipment, tools, and consumables needed to commence the construction of the project.
Once the permanent materials are identified based on the contract issued for construction drawings and
specifications, samples for the materials will be prepared and will be sent to the owner or owner’s
representative for review and approval.

Our team at the Main office in Iloilo City will be handling the procurement of all major permanent
materials and equipment, tools, and consumables necessary for the completion of the project.
We will also identify the subcontractors needed for the job and submit their technical qualification and all
their necessary documents to the owner or the owners’ representative for review and approval.
A temporary warehouse to accommodate our permanent materials, tools and consumables will be
provided in the compound, a qualified warehouseman will be assigned and he will be responsible for
receiving, handling, storing, and issuing the materials, tools, and consumables.

2.4 TOOLS AND EQUIPMENT


Heavy equipment necessary for the project completion will be provided following the project
schedule (see table 2.0 for the equipment tools and equipment loading). A temporary workshop will be
provided inside the compound and a full-time heavy equipment mechanic will be installed to maintain and
safely keep the heavy equipment, generator sets, tools, and other machinery.

2.5 PROJECT EXECUTION

2.5.1 LINE & GRADE

A full-time surveyor will be appointed to the site. He will be in charge of establishing elevations and
measurements before the start of construction.

2.5.2 MASONRY WORKS

Doors and window openings repair will be done chronologically based on the severity of the
damages and the amount of work to be done. This aims to properly delegate the work force, thus
increasing their efficiency.

2.5.3 FLOOR TOPPING

Finish floor line will be established first before actual topping works commence. Floor topping will
be reinforced by wire mesh to aid in minimizing cracks brought by seismic and other horizontal loadings.
The entire floor for topping will be divided by contraction joints sealed by heavy-duty elastic joint sealant
(see figure 1.0).

2.5.4 PLASTERING WORKS

Clean the surface and remove any dust, contaminated materials on plaster bases and substrates
for direct application of plaster, removing loose material and substances that may impair the work. Form
ties and other obstruction shall be removed or trimmed back even with the surface of the solid base. Areas
with initial plastered surface will be prioritized

All plaster shall be prepared in a mechanical mixer mix 1:5 (1 part cement and 5 part sand) using
sufficient water to produce a workable consistency. Mix fiber 0.6 kg/m3 of the mortar or plaster by first
mixing with some water (30%). After all the ingredients have been added including the remaining mixing
water, the plaster should be mixed for a further few minutes until uniform fibre dispersion. Plaster not
used within 1.5h from start of mixing shall be discarded.
2.5.5 ROOFING WORKS

Elevation for the roof framing will be established by the resident surveyor conforming to the plans
and specifications. Roofing works for 6th and 7th floor will be done simultaneously by two separate teams.

2.5.6 PROTECTION OF REBAR AND ELECTRICAL STUB-OUT

Rust from the exposed rebar will be scraped off thoroughly before applying the rust converter. The
rebar will then be washed with water to remove residue from the rust converter and will be dried prior to
the application of red oxide primer.

2.5.7 RELOCATION OF MATERIALS AND EQUIPMENT

The site team will identify the order of priority for the materials and equipment to be transferred
considering its current staging area. Then the proposed new warehouse that will stage these materials and
equipment. The site premises will then be surveyed for a possible board-up opening that will cater hauling
the fastest. We will be utilizing a forklift in transferring materials in front of the building and mini dump
truck for those that are staged outside the site perimeter.

3.0 POST-CONSTRUCTION PERIOD

Our project team will ensure that all defects and irregularities will be corrected by carefully
inspecting every item of work through punch listing to guarantee that we fulfill our contractual obligations.
