A checklist of service that need to be delivered to the barangay.

How should barangays deliver basic services in the most efficient, responsive, and sustainable manner if
policy, institutional and financial problems constrain their abilities and willingness to fulfil their role as
frontline service providers? Can they really deliver basic services in the first place? Do barangays really
matter in local service delivery in terms of community needs? What have the locals done to meet the
service and needs of their community? These are some important questions that this paper will try to
answer.

All communities face their respective problems of need and scarcity in their area. But on the other hand,
most of the community here has only one voice that they want to hear from the locals by providing the
services and facilities that each barangay needs to such as,

(i) Health and social welfare services which include maintenance of barangay health center and day-care
center. Whether the province or the city community needs such facilities that are sure to be complete and
run in the time required by the residents around it.

(ii) Services and facilities related to general hygiene and sanitation, beautification, and solid waste
collection. Having a restriction or law that will prevent or discipline people who become irresponsible
and careless in their place.

(iii) Maintenance of barangay roads and bridges and water supply systems. It will be remembered that
floods often occur in our area, due to the accumulated waste that results in blockage of canals or
waterways. One of the reasons for the flood that is seen as a reason in our community is the lack of
discipline of the people here to be clean or called 'irresponsible damming'.

(iv) Enforce all laws and ordinances which are applicable within the Barangay.

(v) Restricting and reminding the people of its barangay to have an action plan for residents with
motorbikes or vehicles parked in the wrong way that obstructs the flow of traffic. Having constant
vigilance in such classes that do not comply with minimum number of parking spaces, linked to the floor
area of the building or to the use of the building.

(vi) Right of every citizen living here to know where the money set aside for their village is used.

In the pandemic that passed, each village faced various trials. All the people of the Philippines are
shocked by the change and the restrictions that require the local trust of the barangay leader to restrict the
leader here to his residents so as to avoid the number or prevent their barangay from having covid19.
Everyone will know that when one of the residents of the barangay has a positive, not only his family but
everyone living in this barangay is concerned. Along with the restrictions is the sudden increase in prices
and the decrease in the percentage of the people who provide it because almost all families are affected
and temporarily suspended the service of those working in areas that are positive for the disease. What
exactly is the service provided by local services for this scene. Has it been enough? Has the list of needs
and complaints of the residents living here increased further?

Each village complied and understood the situation. This makes it easier for local to deliver the service
needed by all residents. Had the opportunity to speak and hear the grievances of the most needy families
in the barangay. The local had a chance to respond to traffic. We spent a week cleaning up the piles of
garbage in the canals, people had time to discover themselves that it was very important to plant in his
house. Only recently did the department of agriculture campaign to encourage more residents to plant.
Barangay-based program on DA’s ‘Plant, Plant, Plant’. The locals paid attention to the shortcomings in
the health facilities of the barangay centers, which was the first to be addressed today. Having complete
facilities that will serve as an approach for residents who have not been able to go to hospitals due to the
situation. Gaining knowledge is the biggest thing that should be considered not only for those in charge
but also for the residents who will benefit from it. Was it enough for the residents? Maybe not, maybe
yes. Because, it is the right of every resident to be served and supported by the local authorities or the
barangay chief. It is the right of every citizen to have an answer to every problem of the people who live
here, because here we can see a well-governed community.
