Construction Products Directive – The Basis

Free trade with construction products in the European Market.

For this purpose the Construction Products Directive

CPD - 89/106/EEC
was passed in the European Community in1998 .

Dr. ing. G. Gaspani

Construction Products Directive – The Target

Safety of buildings and structures

Prevention of danger to life and health

Dr. ing. G. Gaspani

Construction Products Directive – The Requirements

The CPD specifies the essential requirements for the

construction, or the construction product. These include:

safety in use fire protection

hygiene,
healthiness,
saving of energy enviromental protection
heat protection

noise control
mechanical strength,
stability

Dr. ing. G. Gaspani

EN1090-1

- Released as a white paper with the version of October 2009

- Due to translation errors re-issued as DIN in July 2010
- Contains an Appendix ZA on CE-marking
- Was “harmonised” through citation in the EU-Official Journal on 17.12.2010
- Is included in the List of Building Regulations B

EN1090-1 - FPC

Factory Production Control (FPC)

The manufacturer must set up, document and maintain a system in
order to ensure that the products placed on the market comply with
the essential requirements.

Verification of the technically correct manufacture and compliance

with the product requirements is given by:

- Initial testing
- Declaration of conformity
- CE-conformity marking

Dr. ing. G. Gaspani

EN1090-1 - CE-Marking

- Serves as pre-requisite for the marketing of a

construction product in the European market.
- Explains to the manufacturer that all principal
requirements of the directive for the product are
complied with.
- Confirms conformity of the construction products
with the harmonised standard.
-Is placed on the product, the delivery note or the
packaging.

Dr. ing. G. Gaspani

- Each year the manufacturer has to send a written confirmation to the Inspection Body
- Only valid when there are no essential modifications with regard to manufacture
(e.g.: new welding procedure, change in welding supervisor,…)
- Divergent regulations apply when manufacturer’s qualification in accordance with DIN18800-7
is already on hand

Dr. ing. G. Gaspani

EN 1090 - Series – Certification Process

Certification procedure:

- Change to important equipment or facilities

Dr. ing. G. Gaspani

European Construction Standard – EN 1090-1

EN 1090 Part 1
- has the Appendix ZA regulate the conformity assessment of components made of
steel and aluminum with the CE-Mark
- is published (harmonized) in the official EU information sheet on December 17, 2010
- will be listed in the “Official Construction Rule List part B”

- The producer must implement a FPC (Factory Production control) system

- This FPC will be checked and certified by the Notified Body
- The producer sign the conformity with the CE-Sign

Dr. ing. G. Gaspani

European Construction Standard – EN 1090-2/-3
EN 1090
Part 2 Steel construction (replaced DIN 18800-7) and
Part 3 Aluminum construction (replaced DNN V 4113-3)

- will not be harmonized

- it will be published the in the “Official List of Technical Regulations for Buildings”
- it is more a "construction compendium"
- in the focus is not only “Welding“!
also include: Design / Subcontracting / Corrosion protection / Assembling
- more documentation will be necessary
- also EXC1 needs to be certified! (Class A acc. DIN18800-7)

Dr. ing. G. Gaspani

European Construction Standard – Short summery

- The series of the EN1090 is the future of welded construction in compliance with the
CPD (Construction Products Directive) in Europe.

- CE-marking is obligatory in Germany, in Italy at present “optional”

- In the coexistence period (ends in June 2012) EN 1090-1 and national regulations
[Ü-sign (DE), DM 14.01.2008 (IT) and CE-marking] are possible.

Dr. ing. G. Gaspani

In Summary

EN1090 is the future of building structures for Europe!

Are black
clouds
forming
over
Europe?
