Until 1 January 1994, the following provisions shall be applicable:


 Each Member State undertakes to authorize, in the currency of the Member State in
which the creditor or the beneficiary resides, any payments connected with the movement
of goods, services or capital, and any transfers of capital and earnings, to the extent that
the movement of goods, services, capital and persons between Member States has been
liberalized pursuant to the

 Treaty. The Member States declare their readiness to undertake the liberalization of
payments beyond the extent provided in the preceding subparagraph, in so far as their
economic situation in general and the state of their balance of payments in particular so
permit.

 In so far as movements of goods, services and capital are limited only by restrictions on
payments connected therewith, these restrictions shall be progressively abolished by
applying, mutatis mutandis, the provisions of this Chapter and the Chapters relating to the
abolition of quantitative restrictions and to the liberalization of services.

 Member States undertake not to introduce between themselves any new restrictions on
transfers connected with the invisible functions listed in Annex III to this Treaty.

 If need be, Member States shall consult each other on the measures to be taken to enable
the payments and transfers mentioned in this Article to be affected; such measures shall
not prejudice the attainment of the objectives set out in this Treaty

 ECCAS- The Economic Community of Central Africans States -

The Economic Community of Central African States (ECCAS) was established in 1983 in order to
achieve collective autonomy, raise the standard of living of its populations, and maintain economic
stability through harmonious cooperation. Its original members include Sao Tome and Principe, the
Democratic Republic of the Congo, Burundi, and Rwanda. ECCAS began to function in 1985, but was
inactive for several years due to financial difficulties and conflict in the Great Lakes area. In 1999 the
African Economic Community (AEC) again confirmed the importance of ECCAS. Current members now
include Angola, Burundi, Cameroon, Central African Republic, Chad, the Democratic Republic of the
Congo, Equatorial Guinea, Gabon, the Republic of Congo, Rwanda, and Sao Tome and Principe.

 SAARC- The South Asian Association for Regional Cooperation

The South Asian Association for Regional Cooperation, or SAARC, is an economic and
geopolitical organization that was established to promote socio-economic development, stability,
and welfare economics, and collective self-reliance within its member nations. Founded during a
summit in 1985, SAARC’s initial members include Bangladesh, Bhutan, India, Maldives, Nepal,
Pakistan, and Sri Lanka. Due to rapid expansion within the region, Afghanistan received full-
member status and countries are considered observers. SAARC respects the principles of
sovereign equality, territorial integrity, and national independence as it strives to attain
sustainable economic growth.

CAN: The Comunidad Andina (The Andean Community)
The Comunidad Andina, or CAN, was established in 1969 within the Cartagena Agreement to
create an integrated and cooperative system that tends towards a balanced, harmonious, and
shared economic development within the Andean region of South America. The four full
members include Bolivia, Colombia, Ecuador, and Peru with many other associate and observed
countries. The fulfilment of these objectives shall lead to an enduring improvement in the
standard of living of the community’s population.

Summary of RTA Provisions:
EAC: The East African Community
The Customs Union between Kenya and Uganda was formed in 1917, and Tanzania joined in
1927. Burundi and Rwanda joined in 2009, and South Sudan joined in 2016.  The EAC has had 3
names since its conception; the East African High Commission from 1948 to 1961, East African
Common Services Organization from 1961 to 1967, and then from 1967 to 1977 the East African
Community. In 1967 the East African Common Services Organization was superseded by the
East African Community, which aimed to strengthen the ties between the members through a
common market, a common customs tariff, and a range of public serves to help achieve
economic growth in the region. In 1977, the East African Community collapsed due to Kenya
requesting more seats in the decision-making organs, disagreements between member countries,
and the different economic systems between countries, primarily between Tanzania and Kenya.
The East African Community was re-established when its treaty was signed on November 30,
1999, and came into force on July 7, 2000.

EFTA: The European Free Trade Association
The European Free Trade Association (EFTA) is an intergovernmental organization created in
1960 to promote free trade and economic integration between Austria, Denmark, Norway,
Portugal, Sweden, Switzerland, and the United Kingdom. The EFTA was also established with
the goal of being an economic counterbalance to the more politically-focused European
Economic Community (EEC), which is now known as the European Union (EU). The main
difference between the early EEC and EFTA was the absence of a common external customs
tariff, and consequently each member of the EFTA was able to establish individual customs
duties against, or individual free trade agreements with non-EFTA countries. Only four
members, Iceland, Liechtenstein, Norway, and Switzerland, remain in the EFTA.

Summary of RTA Provisions:
NAFTA: The North American Free Trade Agreement
On January 1, 1994, the North American Free Trade Agreement (NAFTA) between the United
States, Canada, and Mexico entered force to create a trilateral trading bloc in North
America. The agreement superseded the original Canada-United States Free Trade Agreement
between the U.S. and Canada. NAFTA seeks to liberalize restrictions on trade among the three
countries. Since its entry into force, NAFTA has eliminated most tariff and non-tariff barriers for
trade and investment between its three member countries. NAFTA aims to promote the
conditions of free competition in order to increase market access and investment opportunities
within the free trade area.

TPP
The Trans-Pacific Partnership
The Trans-Pacific Partnership (TPP) is an economic agreement between 11 Pacific Rim
countries that was reached on October 5, 2015, following 7 years of negotiations. The agreement
aims to promote economic growth, support the creation and retention of jobs, enhance
innovation, productivity, and competitiveness, and raise living standards of its member countries.
The TPP contains a number of measures to lower trade barriers such as tariffs and is an
expansion of the Trans-Pacific Strategic Economic Partnership Agreement that was signed in
2005. Its eleven members include Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico,
New Zealand, Peru, Singapore, and Malaysia.
