Treaty. The Member States declare their readiness to undertake the liberalization of
payments beyond the extent provided in the preceding subparagraph, in so far as their
economic situation in general and the state of their balance of payments in particular so
permit.
In so far as movements of goods, services and capital are limited only by restrictions on
payments connected therewith, these restrictions shall be progressively abolished by
applying, mutatis mutandis, the provisions of this Chapter and the Chapters relating to the
abolition of quantitative restrictions and to the liberalization of services.
Member States undertake not to introduce between themselves any new restrictions on
transfers connected with the invisible functions listed in Annex III to this Treaty.
If need be, Member States shall consult each other on the measures to be taken to enable
the payments and transfers mentioned in this Article to be affected; such measures shall
not prejudice the attainment of the objectives set out in this Treaty

The Economic Community of Central African States (ECCAS) was established in 1983 in order to
achieve collective autonomy, raise the standard of living of its populations, and maintain economic
stability through harmonious cooperation. Its original members include Sao Tome and Principe, the
Democratic Republic of the Congo, Burundi, and Rwanda. ECCAS began to function in 1985, but was
inactive for several years due to financial difficulties and conflict in the Great Lakes area. In 1999 the
African Economic Community (AEC) again confirmed the importance of ECCAS. Current members now
include Angola, Burundi, Cameroon, Central African Republic, Chad, the Democratic Republic of the
Congo, Equatorial Guinea, Gabon, the Republic of Congo, Rwanda, and Sao Tome and Principe.

General Exceptions
The South Asian Association for Regional Cooperation, or SAARC, is an economic and
geopolitical organization that was established to promote socio-economic development, stability,
and welfare economics, and collective self-reliance within its member nations. Founded during a
summit in 1985, SAARC’s initial members include Bangladesh, Bhutan, India, Maldives, Nepal,
Pakistan, and Sri Lanka. Due to rapid expansion within the region, Afghanistan received full-
member status and countries are considered observers. SAARC respects the principles of
sovereign equality, territorial integrity, and national independence as it strives to attain
sustainable economic growth.

Summary of RTA Provisions:
EAC: The East African Community
The Customs Union between Kenya and Uganda was formed in 1917, and Tanzania joined in
1927. Burundi and Rwanda joined in 2009, and South Sudan joined in 2016. The EAC has had 3
names since its conception; the East African High Commission from 1948 to 1961, East African
Common Services Organization from 1961 to 1967, and then from 1967 to 1977 the East African
Community. In 1967 the East African Common Services Organization was superseded by the
East African Community, which aimed to strengthen the ties between the members through a
common market, a common customs tariff, and a range of public serves to help achieve
economic growth in the region. In 1977, the East African Community collapsed due to Kenya
requesting more seats in the decision-making organs, disagreements between member countries,
and the different economic systems between countries, primarily between Tanzania and Kenya.
The East African Community was re-established when its treaty was signed on November 30,
1999, and came into force on July 7, 2000.
