2. Law on foreign investment in Viet Nam
In order to expand economic co-coperation with foreing countries and to support the cause of
modernization, industrialization and development of the national economy on the basis of the efficient
exploitation and utilization of national resources;
In accordance with the 1992 Constitution of the Socialist Republic of Vietnam; This Law makes
provisions for foreign direct investment in the Socialist Republic of Vietnam

Article 1
The State of the Socialist Republic of Vietnam encourages foreign investors to invest in
Vietnam on the basis of respect for the independence and sovereignty of Vietnam, observance of its
law, equality and mutual benefit.
The State of Vietnam protects the ownership of invested capital and other legal rights of foreign
investors, provides favourable conditions and formulates simple and prompt procedures for foreign
investors investing in Vietnam.

Nhà nước Cộng hòa xã hội chủ nghĩa Việt Nam khuyến khích các nhà đầu tư nước ngoài đầu tư vào
Việt Nam trên cơ sở tôn trọng độc lập, chủ quyền của Việt Nam, tuân thủ pháp luật, bình đẳng và
cùng có lợi.
Nhà nước Việt Nam bảo hộ quyền sở hữu vốn đầu tư và các quyền hợp pháp khác của nhà đầu tư
nước ngoài, tạo điều kiện thuận lợi và xây dựng thủ tục đơn giản, nhanh chóng cho nhà đầu tư nước
ngoài đầu tư vào Việt Nam.

II. Translate into English
Theo số liệu mới nhất từ Cục Đầu tư nước ngoài, Bộ Kế hoạch và Đầu tư, tính chung trong 12 tháng
năm 2017, tổng vốn đăng ký cấp mới, tăng thêm và góp vốn mua cổ phần của nhà đầu tư nước ngoài
là 35,88 tỷ USD, tăng 44,4% so với cùng kỳ năm 2016. Vốn thực hiện ước đạt 17,5 tỷ USD, tăng
10,8% so với cùng kỳ năm 2016.
According to the latest data from the Foreign Investment Agency, the Ministry of Planning and
Investment, in the 12 months of 2017, the total newly and additionally registered capital and capital
contributed and shares purchased by foreign investors was 35. , $ 88 billion, up 44.4% over the same
period in 2016. The implemented capital is estimated at $ 17.5 billion, up 10.8% over the same
period in 2016.
Cụ thể, cả nước hiện có 2.600 dự án mới được cấp giấy chứng nhận đầu tư với tổng vốn đăng ký 21,3
tỷ USD. 1.188 lượt dự án đăng ký điều chỉnh vốn đầu tư với tổng vốn đăng ký tăng thêm xấp xỉ 8,41
tỷ USD. Lượt góp vốn, mua cổ phần của nhà đầu tư nước ngoài, 12 tháng qua Việt Nam có 5.002 lượt
dự án, với tổng giá trị góp vốn 6,19 tỷ USD.
Specifically, the country currently has 2,600 new projects granted investment certificates with a total
registered capital of 21.3 billion USD. 1,188 times of projects registered to adjust investment capital
with a total additional registered capital of approximately 8.41 billion USD. Contribution of capital,
purchase of shares of foreign investors, in the past 12 months, Vietnam has 5,002 times of projects,
with a total capital contribution value of 6.19 billion USD.
Công nghiệp chế biến, chế tạo vẫn là lĩnh vực thu hút được nhiều sự quan tâm của nhà đầu tư nước
ngoài với tổng số vốn 15,87 tỷ USD, chiếm 44,2% tổng vốn đầu tư đăng ký.
Processing and manufacturing industry is still attracting much attention of foreign investors with a
total capital of 15.87 billion USD, accounting for 44.2% of total registered investment capital.
Sản xuất, phân phối điện đứng thứ hai với tổng vốn đầu tư là 8,37 tỷ USD, chiếm 23,3% tổng vốn đầu
tư đăng ký.
Electricity production and distribution ranked second with total investment capital of 8.37 billion
USD, accounting for 23.3% of total registered investment capital.
Đứng thứ ba là lĩnh vực kinh doanh bất động sản với tổng vốn đầu tư đăng ký 3,05 tỷ USD, chiếm
8,5% tổng vốn đầu tư đăng ký.
Real estate business ranked third with total registered investment capital of 3.05 billion USD,
accounting for 8.5% of total registered investment capital.
Ba địa phương thu hút FDI nhiều nhất là Tp.HCM với 6,5 tỷ USD, Bắc Ninh (3,4 tỷ USD), Thanh
Hoá (3,17 tỷ USD).
The three provinces attracting the most FDI are Ho Chi Minh City with 6.5 billion USD, Bac Ninh
(3.4 billion USD), and Thanh Hoa (3.17 billion USD).

Bản đứng vị trí thứ nhất với tổng vốn đầu tư 9,11 tỷ USD, chiếm 25,4% tổng vốn đầu tư.
According to investment partners, there are 115 countries and territories having investment projects
in Vietnam. In which, Japan ranked first with total investment capital of 9.11 billion USD, accounting
for 25.4% of total investment capital.
Vị trí này vốn dĩ Hàn Quốc soán lĩnh từ năm 2016 khi đầu tư hai dự án tỷ USD của Samsung tại Bắc
Ninh, Thái Nguyên và LG tại Hải Phòng. Trong nhiều tháng đầu năm của năm 2017, Hàn Quốc vẫn
dẫn đầu trong nhóm các nhà đầu tư lớn nhất vào Việt Nam.
This position has inherently dominated by South Korea since 2016 when it invested two billion USD
projects of Samsung in Bac Ninh, Thai Nguyen and LG in Hai Phong. During the first several months
of 2017, South Korea remained at the top of the group of largest investors in Vietnam.
Tuy nhiên, cuối năm nhiều dự án lớn tỷ USD của Nhật Bản đầu tư vào nhiệt điện giúp các nhà đầu tư
đến từ xứ sở hoa anh đào lấy lại "ngôi vương" như: Dự án nhà máy nhiệt điện BOT Nghi Sơn 2, dự án
Nhà máy nhiệt điện BOT Vân Phong 1 và dự án nhà máy nhiệt điện BOT Nam Định 1 đều do các nhà
đầu tư Nhật Bản tham gia.
However, at the end of the year, many large billion-dollar projects of Japan invested in thermal
power to help investors from the land of cherry blossoms regain the "throne" such as: Nghi Son 2
BOT thermal power plant project, BOT Van Phong 1 thermal power plant project and BOT Nam
Dinh 1 thermal power plant project are all participated by Japanese investors.
Hiện, Hàn Quốc đứng thứ hai với tổng vốn đầu tư đăng ký 8,49 tỷ USD, chiếm 23,7% tổng vốn đầu
tư vào Việt Nam. Singapore đứng vị trí thứ ba với tổng vốn đầu tư đăng ký 5,3 tỷ USD, chiếm 14,8%
tổng vốn đầu tư.
