I. BACKGROUND
School Profile
Amlan National High School is located in the municipality of Amlan, a third class
municipality located 21 kilometers north of the capital city of Negros Oriental –
Dumaguete city. The school was established in 1972 through the initiative of the
then municipal mayor, the late mayor David Trasmonte. It first occupied some
parts in the Amlan Central Elementary School and in 1979 transferred to the
location it is situated right now.

As of this school year, Amlan National High School enrolled a total of 979 students.
We have a considerable amount of increase because some students studying in
Dumaguete city and from private schools transferred – in because of this COVID-
19 pandemic. The school is managed by thirty six teaching personnel and four
non-teaching led by a principal.

RATIONALE

In the midst of the COVID Crisis, Amlan National High School envisioned that
education shall not halt but rather find ways that learning shall continue. However,
health, safety and well-being of learners, teachers and personnel are paramount. This
Learning Continuity Strategy embodies the DepEd’s strategic approach to reacting to
the new normal and country’s latest educational trend in general, and in our school in
particular.

The Department of Education ( DepEd) finds Covid-19 to be a matter of significant and


urgent concern. It is not only a health issue, as it affects the entire human
environment – the physical, emotional, socio-economic and other dimensions of being
human institutions and citizens.

The risks identified are as follows:


1. As with all models of learning, distance learning has some inherent
problems, particularly in the areas of isolation, funding, technology and
discipline;
2. Not all teachers, parents and learners are adept to high tech and high touch
education;
3. Financial preparedness of teachers, non-teaching personnel, parents and
learners towards the new normal;
4. Protection of the well-being of learners, teaching and non-teaching
personnel to prevent the further transmission of COVID-19 as the schools
re-open; and
5. Poor understanding on the importance and implementation of the safety and
health protocols by teachers, parents and students.

Opportunities are as follows:


1. DepEd Commons, LR Portals, Starbooksas online delivery platforms with K-
12 learning resources are currently available;
2. Education Cluster Partners can provide funding for distance education
delivery (print, radio , tv, and online) and can be tapped for support in
educating teachers, non-teaching personnel, parents and learners;
3. Regular teleconferencing with Supervisors,School Heads and School
Coordinators for updates;
4. Blended learning allows students to access materials at anytime from
anywhere, while enjoying the benefits of face-to–face support and instruction
at school and at home;
5. Teachers can be trained to deliver remote (online and print-based) education.
6. Harmonious relationship and active support among the school and
community stakeholders can be fostered.

Amlan National High School is committed to DepEd’s “build back better”, motto for
disaster to reduce the vulnerability of the schools, its personnel and learners to
possible adverse effects of disasters, crises, and other emergencies. This requires a
thorough assessment of its organizational strengths, weaknesses, opportunities, and
threats in the context of disaster response for the purpose of creating a more agile,
efficient, and resilient institutions.

This learning continuity plan was designed to adapt quickly and efficiently to our
clients’ need to employ alternate approaches to support school operations in the midst
of the COVID-19 pandemic during an emergency.

Required Health Standards


The school ensures and requires all staff and visitors to follow safety standard and
health protocols mandated by the NIATF and DOH, such as wearing of face mask,
wearing of face shield, footbath, checking of temperature thru thermal scanner and
hand disinfection with the use of alcohol, alcohol-based sanitizers or running water
with soap.

II. OBJECTIVES
This is the Amlan National High School Contingency Plan for COVID-19 Pandemic
for school year 2020-2021 and will be the basis for all contingencies the school will
encounter about any contagious disease epidemic for the years to come.
This plan determines the adoption of several measures and initiatives that are
in line with the general recommendations of the Department of Health (DOH), and
the Rural Health Unit of Amlan (RHU), as well as other supplementary measures
considered appropriate to ensure the continuity of Education and in its various
facilities. Further essential measures are considered as to safeguard the obligations
arising from the declaration of the state of alarm in the Municipality of Amlan and
the declaration of the state of emergency in the entire Province of Negros Oriental,
as well as any additional procedures that may be enacted in other neighboring
cities and municipalities. Currently, we do not anticipate any disruptions in the
continuity of learning to happen.
This Contingency Plan aims to:
1. Establish mechanisms to effectively implement the IATF-set Health Protocols
and Safety Standards to efficiently limit the spread of the infection in and out of
the workplace.
2. Design a coordination and communication mechanisms among Faculty, Staff,
parents, students, the Local DRRM/IATF, the Division of Negros Oriental. and
other stake holders for prompt actions.
3. Set the response, rehabilitation and early recovery roles and functions of the
school for purposes of education continuity.
4. Provide guidance for the continuing capacity building of the faculty, staff
parents and students.
5. Determine and strengthen the preparedness, prevention and mitigation
measures of the school to stop or reduce the impacts of the COVID-19
Pandemic among all stakeholders.
6. Support the identification of needed equipment and supplies to reduce the
impacts of the COVID-19 Pandemic.

III. ACTIVATION, DEACTIVATION, AND NON-ACTIVATION OF CONTINGENCY


PLAN
The contingency measures in this document are aligned with the 2019 NDRRMC
Harmonized National Contingency Plan (HNCP) for COVID-19. This will enable the
school to have better coordination with the COVID-19 Task Force of the Local IATF,
among schools within the district and with other government and non-government
agencies.

A. Activation

The activation of DepEd’s Contingency Plan for COVID-19 is aligned with the
activation of the Harmonized National Contingency Plan. These include any of the
following triggers:
1. Opening of classes on October 5, 2020
2. Any teacher or staff gets infected
3. Outbreak of COVID-19 in the municipality

B. Deactivation
The trigger for deactivation of this ConPlan for COVID-19 will be based on the
declaration of the DepEd Secretary, RDs, SDSs and School Heads upon the
recommendation of IATF and based on the recommendation of the School
Incident Commander.

C. Non-activation
The Non-Activation of this Contingency Plan for COVID-19 is dependent on the
cancellation of the opening of classes and its postponement to the next school
year.

A. Coordination

The school should properly coordinate with various government and non-
government agencies, organizations, and stakeholders so that the objectives of
this contingency plan can easily be achieved. Here are the list of contact

V. RESPONSE and EARLY RECOVERY


Below is the timeline of Amlan National High School COVID-19 Task Force
Response, Early Recovery and Rehabilitation measures

1. Formulation of a Contingency Plan for COVID-19 Pandemic.


2. Strictly implement the NIATF-mandated Health Safety Standard

switches and the like.

bath.
5. Re-alignment of funding/budget for the acquisition of materials
and equipment in preparation for the worst case scenario
6. Constructing additional WASH facilities around the school.
7. Posting of Information and Education Campaign materials to
combat COVID-19 in the school entrance and in all conspicuous
areas around the school.
8. Strengthening the implementation of the current wellness
programs in the workplace.
9. Schedule Work Arrangement of Personnel, for those whose
immune systems are compromised and for senior citizens.

4. During BAD SCENARIO:
o Tightening of the established Health Protocols to all people,
Teachers, Staff, Students, Parents and all people entering
the school premises.
o People found to have fever with temperature of 37.5
degrees centigrade and above should not be allowed to
enter the premises. They should be made to stay in the
waiting area while the Local IATF is called to pick them up
for further evaluation.
o Distribution and retrieval of learning modules may be
suspended for a week or more as maybe decided by the
School COVID-19 Task Force.
o Homes of students with people under home quarantine
should be included in a special delivery of learning
modules.
o Personnel delivering modules to homes under quarantine
must wear the minimum required PPE for such exposure.
o Modules from homes under quarantine should not be
collected until such time its occupants complete the
required number of quarantine days and with clearance
from the local IATF or BHERT in their barangay.
o Special care should be observed in handling the learning
modules until its decontamination procedure.
5. During WORSE SCENARIO:
o Tightening of the established Health Protocols to all people,
Teachers, Staff, Students, Parents and all people entering
the school premises.
o Plastic barrier is mandatory for all front liners assigned in
the school entrance for temperature-taking and
registration of guests, personnel, parents/guardians and
students.
o Infected student, parent/guardian and all members of
their household should not be allowed to come to school.
Coordination with the Local IATF must be properly done.
o Incident commander recommends suspension of classes
until the curve in number of cases will go down.
o All school personnel will be arranged to Work From Home.
o Personnel tracking shall be made by the School Mobilization
and Networking team.
o Daily school news bulleting shall be done by the
Communication team and the Information, Education and
Advocacy team.
6. During WORST SCENARIO:
 Incident commander recommends cancellation of classes indefinitely
to the District then to the Division office with the help of the local
IATF.

stakeholders in the community who has capabilities in extending help through their facilities,
machineries, and other resources essential for the school to fight disasters.
 Purchased necessary health supplies and equipment before the opening of class.
 Built WASH facilities
 Posted COVID-19 Information and Information Campaign materials on strategic areas around
the school.
