Package For NYSC Corps Members Deployed to Borno Governor Babagana Umara Zulum of Borno state has reaffirmed his determination and commitment to improve the welfare package of all NYSC corps members deployed to Borno state for their national youth service. The governor made the affirmation yesterday at the passing out parade of 2019 Batch ‘B’ Stream (1) corps members deployed to the state who held their 3 weeks orientation camp at the Government Science Secondary School, Batagarawa in Batagarawa Local Government Area of Katsina State. Zulum who was represented by the Chairman, Borno State NYSC Governing Board, Dr. Barka Sambo sad, "My administration will make sure we sustain and enhance the welfare package being given to all corps members serving in the state. "I will also direct all the state MDAs to give you a rousing welcome and fully integrate you into their midst so that you can achieve your optimal best,” Zulum said. He added that the NYSC has in response to the realities to the present day unemployment problem, introduced the skill acquisition and entrepreneurship development (SAED) program for the corps members on camp. According to him, this is a welcome development, to equip the corps members with skills, to make them engage in profitable ventures even during service year. He said:” The diverse knowledge and skills you acquired in the last three weeks will certainly prove useful in your service year. I therefore implore you to explore every opportunity that comes your way through conscious interaction with your host communities. "In view of the immense benefit of the programme, my administration is looking forward to give you adequate support and encouragement", Zulum said. It will be recalled that the 2019 Batch ‘B’ orientation course was held in Katsina state following the Boko Haram crisis in Borno state. Since the Boko Haram insurgency, NYSC has been holding orientation course for corps members posted to Borno outside the state for security reason. And at a period when 657 out of the 844 corps members deployed to Borno state relocated to other states with only 187 left to serve in the state. He described National youth service Scheme as a turning point in the lives of corps members which represents an important stage in their journey to a productive and fulfilling career. Earlier in his address, Alhaji Rabiu Aminu , Borno State Coordinator of NYSC, appreciated Governor Zulum for honouring the closing ceremony despite his tight schedules, noting that, honouring the invitation itself attested to the goodwill and support NYSC enjoys from the state government, agencies and the good people of Borno state. Aminu also congratulated the corps members for withstanding the rigorous camp activities and outlines for them in three weeks and for successfully completing the orientation course without record of any major casualty throughout the 3 weeks period of the orientation course.
Zulum Assures Smooth Merger of Borno
College Of Education With Borno State Varsity Governor Babagana Umara Zulum of Borno State has assured that the proposed merger of Sir Kashim Ibrahim College of Education ({KICOE) with the new Borno State University (BOSU) will not be allowed to pose any challenge despite the existing challenges identified by the high powered committee constituted to look into the seamless merger of the college and university. He also noted that government will ensure smooth take off and merger of the college for degree programmes to streamline administrative and technical implications of running the institutions by the state government . Zulum made this known Wednesday while addressing the high powered committee on the merger of the college with the state university at the Government House Council Chamber Maiduguri which was constituted to look into the suitability, administrative and technical issues and advice the government accordingly. He added that the report will however provide the impetus to streamline the merger and ensure successful take off of the varsity to make it a center of excellence and entire academic excellence without compromising the standard and qualify of courses and studies at the institutions. The governor further said "students of the college of education will also be allowed to continue their studies on degree programmes and other affiliated institutions to the varsity will also be reviewed and incorporated". "The issues of anything posing a challenge to the merger will be handled by the State Ministry of Education", Zulum said. He also commended the members of the committee for their hard work and commitment to carry out the assignment transparently and credibly while praying God to reward them abundantly. Earlier, the Chairman of the Committee who doubles as the Secretary to the State Government (SSG), Alhaji Usmàn Jidda Shuwa said since July 2019 the Committee was inaugurated with the mandate to determine the administrative and technical challenges of merging the state owned College of Education with the State owned University. He said," The Committee is able to ascertain physical structures of both the institutions and determined how best to merge the institutions using experts and professionals which are co-opted into the committee for guidance and collection of some vital documents." According to him, "based on documents at the committee's disposal, some challenges were discovered as regards seamless placement of academic and non academic staff as there is disparity in the salary structure and academic qualification requirements between the College and university salary structure as the college staff receive higher salary than the university staff." He added that the limited number of coursers could also pose a challenge as college of education have Diploma, NCE and degree programmes while the university only offer degree programmes. Similarly, some courses are being offered in the college and not in the university while some coursers are also not offered in the college but offered in the university. In addition, the Chairman said the problem of Deans and Heads could also pose a challenge as the college has some Deans and Heads presently that the university don't have apart from the salary disparity where college staff enjoys higher salary. Shuwa noted that the merger will also pose legal challenge as there will be need for legal backing of the merger which will require the enactment of a law for the merger by the state assembly which the committee recommended. He maintained that all staff have to be staff on the payroll of the university and will require legal documentation which could pose a challenge to students as the college after the merger has to become a campus or technology center for the university. This he said, will require the review of law of the university and college establishing them based on rules guiding them, stressing that, this situation will make the students and staff to be merged or posted to other College of Education to allow those that are undergoing degree programmes to continue their programmes which are both offered by the university while appreciating the support and cooperation of those that contributed in the compilation of the report.
Borno State Holds Town Hall Meeting On 2020
Citizen’s Budget Borno state Government has held a town Hall meeting aimed at collecting inputs that will guide the 2020 budget preparation towards meeting the yearnings and aspirations of the people of the state. Speaking at the Town Hall meeting held at the International Conference Hall of Musa Usman State Secretariat Complex Thursday, the Governor, Professor Babagana Umara Zulum said ," democracy is the government of the people , by the people and for the people." "Therefore, our budget should be budget of the people by the people and for the people. Hence the need for this Town Hall to generate input from the ordinary members of the society. ” Our budget should be centred towards collecting and assessing the need of the people. We are gathered here to reinvigorate the people's participation in governance. Therefore, community participation in the budget process is important”. ” I directed the state ministry for Local Government and Emirate Affairs to liaise with the ministry of finance to come up with a clean budget for 2020 budget at the 27 local government areas of the state”. He also urged the participants to cooperate with the experts so as to come up with a budget that will meet the yearnings and aspirations of the people at the grassroots, adding that his government is determined to meet the aspirations of the Borno electorates. In his welcome address, the State Commissioner of Finance, Budget and Planning, Alhaji Adamu Zau Fanjumba Lawan said the purpose of the meeting was to bring stakeholders together to contribute to the generation of the 2020 budget. ”The 2020 budget should be owned by the people. I call on the people to express their needs and aspirations to form the 2020 budget tagged citizens ownership budget” Adamu said. In his goodwill message, the Speaker Borno State House of Assembly, Hon Abdulkareem Lawan assured the people of accelerated passage of the 2020 budget when deliveredto the State Assembly. He said ” The House will look at possible ways of improving the internal revenue generation of the state, as depending of federal allocation will not meet the yearnings and aspirations of the people”. Also speaking, the representative of the persons living with disability, Malam Ahmadu Umar said in the past decades, people living with disability have been neglected until the present government brought them to the fore while commending the present government for giving them the opportunity to make their contributions in the 2020 budgets.

Umara Zulum's Giant Strides Credibly despite the insurgency obstruction to development and progress of Borno state, Governor Professor Babagana Umara Zulum on taking over the mantle of leadership of the state affairs swung into post insurgency developmental projects and programmes of existing and new sectors of the state with upmost priority to security centering on 10 Point Agenda of his administration in 2019-2023. While giving safety of lives and property of the citizenry with the introduction of recruitment of over 3000 CJTF and vigilante hunters and improved monthly allowances of N30,000 per month apart from introduction of electronic payments of salaries and allowances. Zulum further provided them with over 200 patrol vehicles and office accommodation across the state in addition to engaging over 3000 unemployed youths among them into Vocational Entrepreneurial Training Scheme through the new state ministry he created, Science and Innovation Ministry among others to address political thuggery and government offices loitering. As he swung into action to tackle problems and challenges associated with IDPs food distribution and welfare by ensuring transparency in the system at various IDPs camps where he personally distributed food and non FD items to the IDPs, caution NGOs, SEMA and NEMA while directing the LGC staff, teachers and traditional rulers to return to their localities and continue their work and service to their people . The governor also brought sanity in the security system manning the IDPs camps who have in the past been accused of alleged diversion and mismanagement of donations and provisions of food and non food items from governments, donor agencies, corporate organizations and individuals meant for the IDPs while working assiduously for the relocation of the IDPs to their localities to continue their normal life and farming , encouraging most Emirs to return to their communities to stay with their subjects. This achievement followed the unique inauguration of the first of its kind Agro Rangers Scheme which is a special security outfit comprising of the civil defense trained special squad, mobile police squad, CJTF and vigilante hunters group consisting of thousands of personnel where he provided them with about 100 brand new patrol four wheel drive vehicles to facilitate their mobility within and outside the Sambisa Forest Ranch which was occupied by the boko haram insurgents before the Nigerian army recovered the Forest from the insurgents. A project many applauded as a welcome development as remedy to herdsmen and famers clashes and issues on grazing land or demarcated and reserved areas for cattle rearing. He further embarked on rehabilitation and reconstruction of health and educational facilities and amenities across the state by renovating dilapidated schools, hospitals, clinics, upgrading health centers and constructing new schools and hospitals in some communities including Monguno Resident Medical Doctors' house apart from upgrading the Monguno hospital. Constructed new LGC secretariat in Biu town of Biu LGC. The governor further approved the payment of outstanding allowances of NYSC medical doctors worth hundreds of millions of naira owed them by past administration and returned good conduct, attitude, discipline and respect towards work among civil servants and calls duty by medical doctors and nurses across the state on night calls. This however triggered discipline, transparency , occupational attitude, respect and accountability in civil service in terms of staff attendance and attitude to work, stopping absenteeism at work place and eliminated ghost workers on the payroll of the state government at both the state and local levels through verification and biometric data capture as well as e-payment of salaries and allowances, improvement in the work system across the state. Zulum being a technocrat constructed Biu LGC new Secretariat complex, sanitized workforce attitude to work, approved payments of outstanding salaries and allowances as well as pensions and gratuities worth billions of naira to thousands of civil servant's and teaching staff at primary and secondary schools among others while laying foundation for the construction of housing estate at University of Maiduguri, Ajiri and other areas. His passion for education led to the take up of the state owned university, BOSU in September 2019 with 2019/2020 academic session commencing in October 2019 where the first set of the university students were admitted in September to commence 2019/2020 academics session with the appointment of principal officers of the institution already in place since early 2019 working effectively to ensure the successful take up of the university. He further offered scholarships to indigenous students of the university to study sciences in the institution including medicine that are expected to handle the various hospitals and clinics across the state. With the creation of new state ministry and merging of some ministries, Zulum within 100/ days in office also visited and pledged to construct housing estates to resettle victims of flood in Ngamdu while laying foundation stone for over 1000 housing estates in Ajiri and Mafa communities among others to resettle IDPs affected by the insurgency. Recently, his visit to Gubio and Magumeri made him to approved reconstruction of the LGC Secretariat's and other buildings burnt down by the insurgents in August 2019 while inaugurating high powered committees on verification and biometric data capture of LGC staff and teachers of primary schools across the 27 LGAs of the state apart from distribution of security vehicles to security agencies among others to mark 100 days in office.

Inaugurates Committee On Verification Of Local Government Staff, Teachers Sequel to decline in standard of education , lack of qualified teaching staff in primary and post primary schools in Borno state as well as high rate of ghost workers and teachers working at the LGCs across the state, Governor Babagana Umara Zulum has inaugurated a high powered Committees on Verification of LGCs Staff and Primary School Teachers . The governor said to correct the anomalies and to sustain and invigorate the local government system, government accordingly deemed it necessary to constitute committees on verification and biometric Data to capture all local government staff and Primary school teachers in the state. While inaugurating the two committees at the Government House, Maiduguri Wednesday, Prof. Zulum said , " the state salary bill for the state and local governments staff stood at about N3.5 billion. Hence the need for the biometric verification to ascertain the actual number of the staff and teachers.". He said " local government system used to be the nexus of various outstanding achievements and an embodiment of effective service delivery at the local government level. However, over the past years dynamics and interplay of number of sociopolitical factors and some compelling institutional imperatives have gradually eroded it's overall performance". "The verification and Biometric exercise is not intended to witch hunt anybody and should not be construed, as such. It is rather an objective and impeccable assessment of the work force at the local government level, specifically designed to arrive at the actual number of staff in any particular local Government area. "We need not to stop anybody's salary during the verification exercise.. I urge you to be fair and just to all., Zulum said He further said "intact, we have now reached a point whereby some local government aras have to be assisted with extra funds just to meet their personnel cost. This kind if situation is unacceptable as it is financially unviable and administratively untenable". The committee on the verification and biometric data capture of local government staff has the following term of reference; to ascertain the actual number of staff in the payroll of each local government, to verify the correct vertical and horizontal placement of each staff in respect of their approved scheme of work and salary scale, to determine the total number of staff employed by each local government from 2000 to date and whether or not such employment, was properly authorised among others. He said only qualified teachers will be allowed to be in the payroll of the state, as gone are the days where senior public servants, political office holders and traditional rulers will put the names of unqualified teachers on the payroll of the local government. The committee on primary school teacher is also to ascertain and determine the total and actual number of teachers, their qualifications, ranks, status per salary payment, biometric date and templates of their birth, age, rank, qualification, date of first appointment , workers and teachers death , those that have retired and even determine the number of those on contract hence they don't have gratuities. Zulum also frowned on the manner in the last three months of his assumption of office, where there was no report or change in the salary of workers and teachers at the LGCs across the state, querying whether there was no death or promotion or retirement of LGCs staff from May to date. Speaking on behalf of the two committee members, the Chairman Local Government Verification and Data Capture Committee. Sen. Kaka Malam Yale thanked the governor for finding them worthy to serve in the committee. "We will not fail you, we share your believe and commitment to salvage the local government areas. This step was born out of your desire to put the local government councils on the right track," Senator Yale said. Gov. Zulum Swears In Three Additional Commissioners, Charges Them To Contribute In The Rebuilding Process Borno State Governor, Professor Umara Zulum on Thursday sworn in three Commissioners and charged them to do their best in discharging their responsibilities, especially in the Reconstruction, Rehabilitation and Resettlement drives, which is one of the 10-point Agenda of the present administration. The occasion took place at the International Conference Centre, Musa Usman Secretariat, Maiduguri, amidst tight security with mammoth crowd. He said, government is 'service to the people', and that is why the choice for members of the new cabinet was done besed on integrity and merit. Zulum said, these three commissioners designate were supposed to participate in the first segment of the swearing in which took place last month, but due to their undauting absence while in the Holly Land (Saudi Arabia) for the 2019 Hajj exercise, could not be part of that ceremony until today (Thursday). He noted that Borno State which is the most affected in the activities of insurgents with minimal resources at its disposal, need collective efforts in developmental strides, adding that, the Commissioners would inject their wealth of experience in moving the state forward. The governor said that inorder to ensure open door policy of his government, he has directed for immediate renovation of his second office at the Musa Usman Secretariat which was neglected for decades to enable him attend to some official issues aimed at moving the civil service in a better performance and development. Responding on behalf of the newly sworn in Commissioners, Barrister Kala Shehu who is billed to head Ministry of Justice, thanked the Governor for finding them worthy of the appointment and promised to contribute and discharge their duties without fear or favour. Borno State Government to Build 200 Houses,
Schools, Boreholes in Chibok Borno State Government has said that it has plan to construct 200 housing units and complete renovation works of the famous Government Girls Secondary School (GGSS) Chibok that was destroyed by the boko haram insurgents when they abducted 276 school girls in 2014. The government also said it will also drill boreholes and install solar power facilities in most of the schools in Mbalala axis of Chibok Local Government Area of the state. Governor, Babagana Umara Zulum of Borno state disclosed this during his recent LGCs tour of Chibok LGA. He said "In Askira/Uba, I have approved the commencement of new project as well as the completion of ongoing projects. We will Insha Allah, rehabilitate the Damboa to Askira road, complete the Yimirali primary school, complete the ongoing work and additional classroom at Rumirgo primary school, construct additional classrooms and fencing of primary school." "Other projects we will also execute in Askira Uba are, upgrading of Udu Dispensary to a Comprehensive Health Centre, construct the road from Lassa junction to Udu among others," Zulum said. The governor added that he has directed the Ministry of Science, Technology and Innovation to install solar energy power supply to the schools. He has further presented five patrol vehicles to the Chibok vigilantes, and directed for the payment of N10,000 naira monthly allowance to 500 vigilantes on the payroll of the state government for six months to boost their morale and encourage them work effectively and efficiently.

University Of Maiduguri | Nigeria News Army Repels Boko Haram Attack On Unimaid Suspected Boko Haram fighters on Sunday, attacked the University of Maiduguri, located in the Northern state of Borno in Nigeria. It is understood that the terrorists, attempted to invade the University premises through its back fence but met stiff resistance from the troops of the Nigerian Army. The attack could have been one of the deadliest attacks on the University but for the stiff resistance from the soldiers guarding the perimeters of the institution. “The attack had come so close“, said some female students in the campus whose hostels were located at the extreme ends of the university. Naija News gathered some students of the university had to lay down in their hostel rooms during the gunbattle between security forces and the terrorists to avoid being hit by a bullet. A report monitored on the TVC website by our correspondent said a senior military officer told journalists that the attack had been staved off. Further reports into the development said the Governor of Borno state, Professor Babagana Umara Zulum, had to defy security concerns of his aides to visit the campus where he met with the University management.
