I. Project Title
- Project proposal for the families affected by the Covid-19 lockdown.

II. Rationale
a. Background of the identified issue
The Philippines, which is one of the countries at high risk from the Wuhan
coronavirus outbreak, has reported the first death outside of China. The
government has issued a lockdown in Metro Manila, followed by the
entire island of Luzon, and is considering further localized lockdowns. On
30 January 2020, a 38-year-old woman arrived from Wuhan with the first
case of novel coronavirus (2019-nCoV, now COVID-19) in the
Philippines. On the first day of February 2020, the Philippines registered
the first death outside of China.

Following an increase in global coronavirus cases, the Philippines

government started announcing local lock-downs (home quarantine). The
entire Luzon has been declared a state of emergency, affecting more than
50 million people. People are not allowed to leave their homes except to
get basic needs during the lockdown.

Metro Manila’s first lockdown was announced on 12 March 2020 but

eventually, the protocols became less strict which permitted a lot of
Filipino people to work in order to keep the country's economic status
from deteriorating. But a year later, the virus spread abnormally fast which
reported 7,757 new infection on Sunday, March 21, 2021 pushing total
cases in the country to 664,000 and total cases, 73,072 are active.

Following a rise in COVID-19 cases to nearly 8,000 over the weekend, the
Philippine government announced stricter quarantine measures, basically a
GCQ-MECQ hybrid enforced within a new Metro Manila-Rizal-Bulacan-
Cavite-Laguna bubble. The new protocols are in effect from March 22 to
April 4, unless extended or shortened by President Rodrigo Duterte.

Manila City Mayor Fransisco “Isko Moreno” Domagoso has ordered

“barangay lockdowns” on 14 barangays in the nation’s capital due to
increasing number of COVID-19 cases. During the lockdown, the
proposed project would assist families in the barangay 256 to meet their
basic needs.
