1. I am a Superintendent Aids to Navigation, with the Canadian Coast Guard (CCG). I have held
various positions within the Department of Fisheries and Oceans (DFO) and the CCG over
twenty-eight years. During the past six years as Superintendent Marine Navigation Services
I have been responsible for provision of navigational services to Canadian and International
marine users of navigable waterways in the Pacific Region. This includes working closely
with mariners to establish systems of aids to navigation where required and supported by
CCG policy.

2. I am authorized by the Canadian Coast Guard to be a witness on the Federal Government


Participants Operations, Safety, Accident Prevention & Response; and Submarine Slope
Failure and Tsunami Potential Panel (Panel #2) for the Enbridge Northern Gateway Project
Hearing OH-4-2011 (the Hearing).

3. I am further authorized by the Canadian Coast Guard to act as the Lead for the Canadian
Coast Guard witnesses on Panel #2.

4. I am further authorized by the Canadian Coast Guard to adopt the written evidence of the
Canadian Coast Guard as set out in the Federal Government Participants Witness Panel

I, WAYNE DUTCHAK, of VANCOUVER, in the Province of BRITISH COLUMBIA, MAKE OATH AND SAY AS
FOLLOWS:

1. I am a Senior Waterways Officer, with the Canadian Coast Guard (CCG) Western Region.
I have 30 years of experience working in the CCG, where 15 of those years have been as the
Superintendent/Senior Waterways Officer. In this capacity I am responsible for the overall
delivery of the regional Waterways Program. This involves managing program resources to
monitor channel bottom conditions by surveying specific commercial waterways, to carry
out bathymetry analysis, to identify and report on changes from previous surveys, as well as
restrictions or hazards to safe navigation, and provide this information to mariners, marine
pilots and other stakeholders, including weekly forecasts of available water depths for the
Fraser River to the marine community. I also collaborate with regional and national
counterparts in the development of levels of service standards including the provision of
guidelines and assistance on channel design and use; provide technical advice to a wide
range of external clients, i.e. port authorities, shippers, marine pilots, docks and terminals
and other government agencies at the federal, provincial and local level. These activities all
pertain to “channel maintenance” pursuant to the programs mandate under Section 41 of
the Oceans Act; and enables the CCG to support safe and efficient navigation in our
Canadian waterways.

2. I have been authorized by the Canadian Coast Guard to be a witness on the Federal
Government Participants Operations, Safety, Accident Prevention & Response; and
Submarine Slope Failure and Tsunami Potential Panel (Panel #2) for the Enbridge Northern

1. I am the Search and Rescue (SAR) Superintendent for Canadian Coast Guard (CCG)’s Western
region. It is my responsibility to monitor, direct, correct and implement the SAR policies
directed toward the fulfillment National SAR program and associated standards. I am well
placed to provide testimony in support of CCG’s evidence relating to risk mitigation
measures against incidents of distress and disaster management planning. I have worked in
the CCG fleet for 35 years, from seaman to Captain; in the last 2 years I have worked as the
Superintendent of Safety and Security, Senior Officer ashore, and as Regional Supervisor of
SAR Marine atJRCC Victoria.

1. I am the Regional Program Specialist for the Canadian Coast Guard (CCG) Marine
Communications and Traffic Services (MCTS), Western Region. In this capacity I develop
standards, procedures, processes, levels of service, and operational systems for the delivery
of the MCTS program and make recommendations on options to the superintendent; I also
verify compliance with national standards, legislation, and other pertinent acts and
regulations, and measure the effectiveness of the MCTS program in meeting the needs of
the clients and stakeholders and departmental objectives. I also determine objectives and
parameters; develop work methodologies and standards and consult with regional offices of
other government departments, marine advisory committees, industry representatives, and
internal and external clients to discuss strategic MCTS issues. I was an integral part of
drafting the MCTS responses to the proponent’s TERMPOL submission.

2. I have been zed by the Canadian Coast Guard to be a witness on the Federal
Governm Participants Operations, Safety, Accident Prevention & Response; and
Submai Slope Failure and Tsunami Potential Panel (Panel #2) for the Enbridge Northern
