The Lahore Development Authority (LDA) has specific laws with regards to building.

1.1.Fard-e-malkiyat :
Fard is considered archaic, meaning it was once in common use but has become rare.

“Fard Malkiat also known as (Record of Rights/ Jama Bandi/Misal Haquiat/Register Haqdaran-
e-Zameen) maintained for determination/record of various types of rights in the immovable
property.”

1.2. Registry

“Register of Beneficial Ownership The growing pressure on governments and companies to


increase transparency and accountability has resulted in a global shift towards increased
disclosure around beneficial ownership.”

 The nationality of a ship according to its entry in a register.

1.3. Inteqal:

“Inteqal transfers ownership of the property and does not require a sale for that to happen.
All inherited and gifted properties must also undergo this process to ensure that the new
owner of a particular property is officially recorded as one too."

1.4.Aks sharjra:

“Aks-Shajra means image of a specific piece of land/specific khasra number from the map/plan
of an estate or village defining its boundaries.”

 Shajra is comprehensive map of the property issued by patwari.


 It provides detailed information of each Khasra number, its size, location and adjoining
properties.
 Aks Shajra is a specified map drafted by Patwari on a drawing paper on the demand of
property owner.
 Aks Shajra is needed when you are buying or selling Agricultural land.

1.4. NEC:

“Non-Encumbrance Certificate. Non-Encumbrance Certificate is issued for the purpose


of mortgaging the property for the purpose of seeking loans or for lease.”

 It is issued by the sub-registrar's office for a property which has not seen any transaction
 In the period for which an encumbrance certificate has been sought by the applicant.
 A nil-encumbrance certificate is issued in Form 16.

1.5.Khasra gardawri :

“Register Kharsa Gardwari is a register maintained for record of possession/cultivation.”

Khasra Girdawari is a document, in which the patwari enters the name of owner, name of
cultivator, land/khasra number, area, kind of land, cultivated and non-cultivated area, source
of irrigation, name of crop and its conditions, revenue and rate of revenue, minimum twice in
a year.

2. Lda checklist to buy property in a private housing scheme:

Recently, the Lahore Development Authority has issued a checklist of all the factors that buyers
must check before investing in private housing societies in Lahore and its outskirts.

 Check NOC
 Visit the Location
 Be clear about development charges
 Know about the utility approvals
 Confirm the amenities of the society
 Pace of development work
 Bank Draft

2.1. Documents to check before buying plots

The LDA checklist also notes certain documents and issues which you should check before
buying plots in private housing projects – detailed as follows:

 Approval letter from the relevant authority

 Approved map for the housing scheme

 Total number of plots in the housing scheme (with the number of plots in each
category)

 Details, including plot number and block, of the 20% mortgaged plots within the
project. Twenty-percent of the plots within a housing scheme have to be mortgaged
with LDA, in-line with standard procedure.

 Whether or not your plot is among those categorized under LDA’s mortgage category

 Is your plot listed on the approved map? Does it lie on approved land?

 Ensure that your plot is not situated within the area reserved for amenity plots. Also
determine if amenities such as mosques, hospital, and schools are available as indicated
in the approved map/scheme of the project.

 Ensure that there are no cases registered against the housing scheme in any court of law
