Since May 19th 2006, compliance with “Sulphur emission control areas
(SECA)” is in force in the Baltic sea, The English channel (East of 5 deg
West) and North sea (East of 4 deg West & South of 62 Deg North).

IMO’s Marine Environment Protection Committee has adopted


amendments to MARPOL Annex VI to introduce new Emission Control
Areas; herein referred to as “North American ECA” which becomes
effective on 01st August 2012.

CHANGE OVER TIME CALCULATION


1. The appropriate version of the FOBAS Change – Over Calculator, based on
whether there are separate HSFO and LSFO service tanks, should be used to
obtain the estimated time required from the point where the inlet valve from the
HSFO tank is fully shut to the point at which the fuel oil circulating in the service
system has been diluted down by the incoming LSFO, to the required limit value.

2. Alternatively, a calculator, that is considered to be at least equivalent to the


FOBAS calculator, as determined by the technical dept. of the vessel’s shore
management office, may be used.

SECTION 1

INTRODUCTION TO THE REGULATION


EU DIRECTIVE 2005/33/EC – Change to Fuel Oil Sulphur Controls for
ships at berth in EU ports

Since January 1, 2010, under the Directive, the maximum allowable sulphur content
of fuel oil used by ships ‘at berth’* in EU ports, other than those in the outermost
regions, will be 0.10% by mass (m/m).

Control Areas

This covers all grades of fuel oil and all types of combustion machinery, including main
and auxiliary boilers.

Ships will NOT be required to comply with the 0.10% m/m limit while maneuvering.
However, they must comply as soon as possible after arrival in port, and must continue
to comply until as late as possible before departure.

When at berth, sea going ships shall not use any marine fuel with a sulphur content
exceeding 0.1 % by mass, for generation electricity.

In case of a fuel change over operation is necessary, this operation shall be completed
latest two hours after berthing of the ship. The time of change over shall be recorded on
board the ship.

Fuel change for main propulsion diesel engines is NOT required in the following cases;

a) In the period from S/B for entering port to F/Eng;


b) At Engine trial before departure; and
c) During shift in ports.

Therefore, effectively this regulation does NOT apply only to the main propulsion diesel
engine, but does applies to all other machinery.

 Auxiliary Boilers
 Auxiliary Diesel Engines
 Diesel Engines for electric propulsion

Therefore, it will be necessary for ships which call at EU ports to have an adequate
quantity of compliant fuel oil on board – probably a distillate grade – and to effectively
implement the necessary change-over procedures. This, together with the existing
Baltic and North Sea Emission Control Area (ECA) requirements, means that ships will
need to have suitably flexible fuel oil storage and handling systems.

If the required fuel is not on board, appropriate fuel shall be taken over by the ship
immediately after berthing. The arrival of the ship shall be so planned and coordinated
to ensure the immediate supply of the fuel.

The port authority is entitled to control on board the ship the documents and the fuel
delivery notes. Upon request of the port authority the ship’s crew shall hand over a
sample of fuel actually used at berth.

* At berth means ships which are securely moored or anchored in a community


port while they are loading or unloading including the time spent when not
engaged in cargo operations. At berths in E.U. ports & Non E.U ports (Either
IN SECA or NOT) in compliance with EU DIRECTIVE 2005/33/EC, only 0.1 %
Sulphur fuel has to be used.

SECTION 2

COMPLIANCE REQUIREMENTS / EXEMPTIONS

I. COMPLIANCE REQUIREMENTS

a) Ships entering E.U. ports to have sufficient amount of fuel complying with the low
Sulphur requirement.
b) Ships should be able to effectively implement the necessary change over
procedures. Ship specific plans including written procedures, line diagram and the
valve numbers must be prepared, approved and displayed at location. Copy of the
same to be attached to S - 10.15 L.
c) Ships should have suitably flexible fuel oil storage and handling system.
d) Ships to be capable of demonstrating the usage of compliant fuel while at berth
using S-10.14 L, S-10.15 L and the fuel sample stored. Low Sulphur marine fuel oil
sample must be sent for analysis and reports documented.
e) The required tanks for the storage of low Sulphur fuel must be identified and
cleanliness of the same is recommended to avoid any possibilities of contamination.
f) Check with Equipment Maker for suitability of MGO burning (request office for
missing Maker’s feedback).
g) Attach hard copy of Maker’s feedback with S-10.15 L file & notify technical
department when the task is completed.
h) Boiler Fuel oil pump or Booster Pump details must be checked. If no spares, please
generate Requisition for complete Pump Assembly (1-Set) in consultation with the
technical department.
i) D.O. transfer pump gears to be kept as spare.
j) Boiler pilot burner pump details must be checked. Must have spare Pilot Burner
Pump in readiness at all times. If not, Please generate requisition for same.
k) Vessel must maintain adequate supply of suitable lubricity improving additive
(Amergy XLS, a drew marine product is being widely used across the company),
however please consult your technical department.
l) The vessel must always comply with the Makers Instructions for the machinery in
order to use the Low Sulphur fuel oil when at berth.

m) The ships crew must be thoroughly familiarized and trained with the change over
procedures and same to be documented in the section 10 of this part.
n) It should be confirmed that all the valve of heat tracers, heaters etc. are in good
working order and capable of being shut. If needed they can be temporarily blanked.

II. EXEMPTIONS

The following shall be among those exempted from complying with these regulations:

a) Ship staying at berth for less than 2 hours.


b) Fuels intended for the purpose of research and testing.
c) Fuels used and placed on the market in the outer most regions of the community
(French overseas dept., The Azores, Madeira and Canary Is.) provided the member
states ensure that, in those regions: 1) Air quality standards are respected, 2) Heavy
fuel oil are not used if their Sulphur content exceeds 3% by mass.
d) Any use of fuels in a vessel necessary for the specific purpose of securing the safety
of the ship or saving life at sea.
e) Any fuel on the ship necessitated by damage sustained to it or its equipment,
provided that all reasonable measures are taken after the occurrence of the damage
to prevent or minimize excess emissions and the measures are taken as soon as
possible to repair the damage. This shall not apply if the owner or master acted
either with intent to cause damage, or recklessly.
f) Fuels used on board vessels employing approved abatement technologies in
accordance with the regulations.

BUNKERING / STORAGE / TANK ARRANGEMENT

A. BUNKERING –

- If two or more of fuels are to be received as bunker simultaneously, the fuel oil
containing the lowest sulphur amount is to be received first.

B. STORAGE METHOD –

- Case 1 - Two (2) DO storage tanks and two (2) DO service tanks on board
Keep MGO and MDO separately in each DO storage tank and DO service tank. If
the vessel is equipped with one (1) DO settling tank, fuel oil should be transferred
directly from the DO storage tank to the DO service tank and DO settling tank is to
be kept empty.
- Case 2 - Two (2) DO storage tanks and one (1) DO service tank on board.
Keep MGO and MDO separately in each DO storage tank and transfer MGO to the
DO service tank before berthing or anchoring in regulated waters
- Case 3 - One (1) DO storage tanks and one 91) DO service tank on board.
Keep only MGO in each DO storage tank and DO service tank.
- While deciding upon the storage capacity, kindly take into account the total
consumption for your port stay (including anchorage stay and Cargo Operations) and
your trade pattern within EU.
- In case any of the Fuel Oil Tanks additionally needs to be designated as a LSFO
tank (0.1 % Sulphur by mass), then same to cleaned thoroughly prior bunkering,
however same to be discussed and confirmed with Technical Group, Owners and
Charterers prior planning same.
- When changing over/switching between fuels, it should be ensured that fuel in the
Return / Recirculation pipes are returned to the correct fuel tank. Particular care
should be taken to avoid contamination of LSMGO by fuels with a higher sulphur
level.

C. Precautions on using MGO / Low Sulphur Fuel-


- Refer to the information regarding low sulphur fuel including MGO provided by each
manufacturer and take precautions for usage of Low Sulphur Fuel.

CAUTION – When changing fuel from HFO to MGO, pay attention to the heating
temperature of the fuel and adjust the fuel heater so that the fuel viscosity at the
engine inlet is not too low. Also pay attention to temperature adjustment when
changing fuels to prevent seizures to the fuel injection pump resulting from
abrupt changes in temperature.

EU DIRECTIVE - CHANGE OVER PROCEDURES


When changing fuel from HFO to MGO, pay attention to the heating
temperature of the fuel and adjust the fuel heater so that the fuel viscosity at
the engine inlet is not too low. Also pay attention to temperature adjustment
when changing fuels to prevent seizures to the fuel injection pump resulting
from abrupt changes in temperature.

Please ensure Fuel Rack of A/E and M/E (as applicable) are well lubricated
from time to time when plying in the EU.

AA. Vessel entering Ports that have adopted EU Directive:-

1. Master and Chief Engineer to ensure that vessel has sufficient amount of LSFO
(HFO / MGO / MDO – 0.1% Suphur) bunker for proceeding to ports that have
adopted EU Directive 2005/33/EC, once the voyage is confirmed.

2. Hrs (less than 2 hours) after arrival in to EU port, following needs to be


carried out on M/E, A/E, Boiler, Inert Gas Generator, etc as applicable (Ship
Specific plan to be Drawn)





3. Hrs (as late as possible) before departure from EU port, following needs
to be carried out







INTRODUCTION TO THE CARB REGULATION


CALIFORNIA AIR RESOURCES BOARD (CARB) - Regulation on
Fuel Sulfur and Other Operational Requirements for Ocean-Going
Vessels within California Waters and 24 Nautical Miles of the
California Baseline
This regulation imposes fuel sulfur limits on vessels in Regulated California Waters
(a zone approximately 24 nautical miles seaward of the California baseline; or moor,
dock, or otherwise visit a California port, roadstead, or terminal facility (“port”). The
vessel compliance with these requirements came into effect on July 1, 2009.

And from 1st January 2014, the Fuel Requirements for Ocean-going Vessel Main
(Propulsion) Diesel Engines, Auxiliary Diesel Engines, and Auxiliary Boilers is
Marine gas oil (DMA) or Marine diesel oil (DMB) at or below 0.1% sulfur.

From 1st January 2015, vessels that are using non-distillate fuel to comply with ECA
Sulphur limit of 0.1%, are required to notify the air resources board using attachment
A to Marine Notice 2014-1 if they also intend using the fuel to comply with the CARB
Regulation. Such notification must be sent prior to entering regulated California
Water and is required only once. This notification is a temporary exemption
available to vessels during the period of the ‘Sunset Review’ by the air resources
board. For more details refer to Marine Notice 2014-1 in Section 3.

“Regulated California Waters” means all of the following:


(A) All California internal waters;
(B) All California estuarine waters;
(C) All California ports, roadsteads, and terminal facilities (collectively “ports”)
(D) All waters within 3 nautical miles of the California baseline, starting at the
California-Oregon border and ending at the California-Mexico border at the
Pacific Ocean, inclusive;
(E) All waters within 12 nautical miles of the California baseline, starting at the
California-Oregon border and ending at the California-Mexico border at the
Pacific Ocean, inclusive;
(F) All waters within 24 nautical miles of the California baseline, starting at the
California-Oregon border to 34.43 degrees North, 121.12 degrees West,
inclusive; and
(G) All waters within the area, not including any islands, between the California
baseline and a line starting at 34.43 degrees North, 121.12 degrees West;
thence to 33.50 degrees North, 118.58 degrees West; thence to 32.65
degrees North, 117.81 degrees West; and ending at the California-Mexico
border at the Pacific Ocean, inclusive.

Expansion of Regulatory Boundary in Southern California –


The regulatory boundary was expanded in Southern California to be consistent with
the Contiguous Zone. This new boundary includes the region 24 nautical miles (nm)
from the California shoreline, including 24 nm from the shoreline of the Channel
Islands. There is also a small region near the north end of the Santa Barbara
Channel that was excluded from the regulatory boundary to encourage vessels to
use the established shipping lanes in the Channel. The map shows the new
regulatory boundary.

CHANGE OVER PROCEDURES


When changing fuel from HFO to MGO / MDO, pay attention to the heating
temperature of the fuel and adjust the fuel heater so that the fuel viscosity at the
engine inlet is not too low. Also pay attention to temperature adjustment when
changing fuels to prevent seizures to the fuel injection pump resulting from abrupt
changes in temperature.

Please ensure Fuel Rack of A/E and M/E (as applicable) are well lubricated from
time to time when plying in the Regulated California Waters (RCW).
The change-over procedures are to be carried out by the Duty Engineer under
the supervision of the Chief Engineer and instructions of the Master.

AA. Vessel entering RCW during a long voyage:-

SECTION 1

INTRODUCTION TO THE REGULATION

From January 1, 2012, the maximum allowable sulfur content of fuel oil used by
ships at berth or anchored within port boundaries in Turkish water will be 0.10% by
mass (m/m).

This covers all grades of fuel oil and all types of combustion machinery, including main
and auxiliary boilers.

The term ‘berthed’ is defined as ‘ships safely moored or anchored within the boundaries
of a port during loading, discharging or accommodation activities or during periods of
time past without any cargo operations.

The regulation stipulates that “ships must complete their bunker replacement
operations within the shortest time possible after arrival at a port and as late as possible
after departure from a port.

In case of a fuel change over operation is necessary, this operation shall be completed
latest two hours after berthing of the ship. The time of change over shall be recorded on
board the ship.

Therefore, effectively this regulation does NOT apply to the main propulsion diesel
engine, but does apply to all other machinery.

As this regulation and its impact is similar to existing ‘EU Directives’, please refer to
Section 2 of this manual for detailed information on below topics;

SECTION 2
EXEMPTIONS
The following shall be among those exempted from complying with these regulations:

a) While transiting the Turkish Straits ships are not subject to the regulation. If at
anchorage awaiting transit of the straits the ship is exempted from this
regulation. However if the ship is anchored within port limits for other reasons,
such as bunkering / storing / crew change / repairs awaiting orders etc, this
regulation must be complied with. In case of doubt, the advice of agents and
office must be sought.
b) Ship staying at berth for less than 2 hours. The obligation of berthed ships to use
bunkers with a maximum sulfur content of 0.1% by mass shall not apply if the
ship in question is or should be berthed for less than two hours.
c) Any use of fuels in a vessel necessary for the specific purpose of securing the
safety of the ship or saving life at sea.
d) Bunkers used by warships and ships used for military purposes

SECTION 1
A) CHINA ECA

1. With effect from 01-Jan-2019 - All vessels calling ports in China


(including Hong Kong and Macau), must change to low Sulphur fuel oil
of Sulphur content not exceeding 0.5 % m/m, prior crossing the limit of
the Chinese coastal ECA, which covers the entire coastline of China,
or use other acceptable means to demonstrate compliance with the
regulation, such as an exhaust gas scrubbing system (subject to Flag
Administration approval).

Ships are encouraged to use shore power, where available, at berth.


Ships that need to change fuel to comply with the regulation, must do
so in ALL engines and boilers, including the main engine, auxiliary
engines and boilers.

The co-ordinates of the limits of the China coastal ECA, which are the
same as the limits of the Territorial Sea claimed by China (12 nm from
the China straight Baseline), are shown in Table 1. Map 1 illustrates
these limits.

2. With effect from 01-Jan-2020 - All vessels navigating in defined inland


waterways must use fuel with Sulphur content not more than 0.1% or
use an approved Exhaust Gas Scrubbing System. The co-ordinates of
these inland waterways can be found in Table 3 and are illustrated in
Map 1 (points B1, B2, B3, B4 and B5, B6, B7 and B8).

3. With effect from 01-Jan-2022 - All vessels entering Hai Nan province
coastal ECA must change to fuel with Sulphur content not more than
0.1% or use an approved Exhaust Gas Scrubbing System, prior
crossing the limits of the ECA. The co-ordinates of the Hai Nan
province coastal ECA are shown in Table 2. Map 2 illustrates these co-
ordinates.

4. Before 01-Jan-2025 – The Authority will conduct feasibility analysis
and assessment before deciding on whether only 0.1% Sulphur fuel oil
can be burnt within China’s coastal ECA with effect from 01 Jan 2025.

5. Records of fuel change over operations to comply with the


requirements described above, must be made in S – 10.14 L, Log 4 –
SECA/ECA Changeover log.

Ship-specific fuel change over procedures must be available in S –


10.15 L Sections 4 and 5 and posted prominently in relevant areas.
The estimated time required for the changeover (this time applies
AFTER the valve from the high sulphur fuel service tank is fully shut
and the valve from the low sulphur fuel service tank is fully open),
should be derived from the appropriate version of the FOBAS
calculator (or another calculator approved by the Tech Dept.).

Also, the relevant bunker delivery notes of the 0.5% maximum sulphur
fuel oils must be retained for compliance verification.

6. China coastal ECA comprises territorial waters of 60 points shown in


Table 1.

HaiNan province coastal ECA comprises inner waters of 20 points


shown in Table 2.

Inland water ECA is navigable water of Yangtze river and Xi river, start
and end points are shown in Table 3.

B) TAIWAN ECAs

1) Sulphur Emission Control

With effect from 01 Jan 2019, when within the Harbour areas (in the case of
Mai Liao port, when within 12 nautical miles from west breakwater lighthouse)
of the following Taiwanese ports, only fuel of max 0.5% S m/m is allowed to
be burnt.

The limits of the Harbour areas are shown on ENCs and co-ordinates of the
areas can be found in the ‘References’ section of this document (Class NK
technical information for Taiwanese ECA and notice from Mai Liao Harbour
Administratiion Corp.).

traffic, navigational hazards, etc.

Alternative methods of complying with this regulation (e.g., the use of


Exhaust Gas Cleaning System (EGCS), etc.) are permitted, subject to
Flag Administration approval.

Records of fuel change over operations to comply with this rule must
be made in S – 10.14 L, Log 4 – SECA/ECA Changeover log.

TIER III NOX ECA REGULATIONS SUMMARY (MARPOL


ANNEX VI REGULATION 13)

Ships whose keels are laid on or after 01 January 2016 (or on or after 01 Jan 2021,
for the North & Baltic Sea ECA) are required to be in compliance with Tier III NOX
control requirements, when operating in a NOX Emission Control Area (NECA). The
requirements also apply to existing ships where engines have undergone a ‘Major
conversion’ or where additional engines have been fitted or where non-identical
replacement engines are fitted after 01 Jan 2016 / 01 Jan 2021.

When an applicable ship is operating in a NECA, the operation of a marine diesel


engine with a power output of more than 130KW (except an engine intended to be
use solely for emergencies, or a marine diesel engine installed in lifeboats intended
to be used solely for emergencies) is prohibited except when the emission of nitrogen
oxides from the engine in within Tier III limits, as specified in Regulation 13 of
MARPOL Annex VI. Engines on applicable ships, that are certified to both Tier II and
Tier III requirements (as specified in the IAPP certificate) must complete the switch to
Tier III prior to entering a NECA. The switch back to Tier II may only be commenced
after exiting the limit of the NECA.

Only Tier III mode may be used in engines when within a NECA.

The Tier and on/off status of marine diesel engines installed on board an applicable
ship, which are certified to both Tier II and Tier III or which are certified to Tier II
only(1) shall be recorded in such logbook as prescribed by the Administration
(Example: Panama ORB Part III) at entry into and exit from a NECA, or when the
on/off status changes within such an area, together with the date, time and position of
the ship. Where the administration has not prescribed a logbook, the details above
must be recorded in log 9 of S - 10.14 L.

SUMMARY OF REGULATIONS

To reduce particulate emissions from ocean going vessels in its ports, South Korea has
released a “special act on improvement of air quality in port areas”.

The air quality control initiatives in South Korea consist of two parts.

1) Sulphur Emission Control

a) From 1 September 2020 it is mandatory to use fuel with max. 0.1% Sulphur content
while berthing. Vessels will be required to use max 0.1% Sulphur fuel when
berthing / anchoring for the times set out below:

 Berthing: 1 hour after completion of berthing until 1 hour before de-berthing.

 Anchoring: 1 hour after completion of anchoring until 1 hour before leaving


anchor.

b) From 1 January 2022: it will be mandatory to use fuel with max. 0.1% Sulphur
content while navigating ECAs.

Under the VSR programme, ships will have their port facilities fees lowered when
they enter defined port areas at speed levels as defined above. For affected ships,
port entry / leave fee (current 111 KRW per ton), will be discontinued. The discount
ceiling will differ between the ports. Container ships, which enters port fast and can
have huge effect on reducing fine dust will enjoy upto 30% discount while other
ships will enjoy up to 15% discount.
