EXECUTIVE ORDER NO. 2

Series of 2021

REORGANIZING THE BARANGAY DEVELOPMENT COUNCIL

WHEREAS, Section 106 of the Local Government Code of 1991 provides that each local
government unit shall have comprehensive multi-sectorial development councils and approved
by its sanggunian;

WHEREAS, in order for this barangay to comply with this mandate. There is a need for the
reactivation and reorganization of the Barangay Development Council to assist the Sangguniang
Barangay in setting the direction of the economic and social development as well as
coordinating development efforts within the barangay;

NOW, THEREFORE, by the power vested in me as the Chief Executive of this Barangay, do
hereby order:

SECTION 1. FUNCTIONS
- The Barangay Development Council shall perform functions:
1. Mobilize people’s participation in local development efforts.
2. Prepare Barangay Development Plans based on local requirements.
3. Monitor and evaluate the implementation of national or local programs and projects.
4. Perform such other functions as may be provided by law or competent authority.

SECTION 2. MEETINGS
- The Barangay Development Council shall meet once every semester (6 months) or as
often as may be necessary.
SECTION 3. BARANGAY DEVELOPMENT COUNCIL’S EXECUTIVE COMMITTEE
- There shall be an Executive Committee of the Barangay Development Council (BDC) to
represent the BDC and act on its behalf when it is not in session to be composed of:
Chairman : ELVIRA F. MARTINEZ – Punong Barangay
Members : ERNESTO M. TAGULAO – Barangay Kagawad
MA. TERESA E. IGLESIAS – C.S.O. - Womens Representative

SECTION 4. FUNCTIONS OF THE EXECUTIVE COMMITTEE OF THE BDC

1. Ensure that decision of the council are faithfully carried out and implemented;
2. Act on matters requiring immediate intention or action by the council;
3. Formulate policies, plans and programs based on the general principles laid down by the
council; and
4. Act on other matters that may be authorized by the council.

SECTION 5. SECTORAL OF FUNCTIONAL COMMITTEES

- The Barangay Development Council may form sectorial or functional committees to
assist them in the performance of its functions.

SECTION 6. SECRETARIAT
- The secretariat of the BDC shall be headed by the Barangay Secretary.
- He/She shall be responsible for providing technical support, documentation of
proceedings, preparation of reports and such others assistance as may be required in
the discharge of its functions.

SECTION VIII. EFFECTIVITY

- This Executive Order shall take effect immediately.
