PUC is Letter No. NHA/Member (S.Z)/NHA/2020/1127 dated 31st

December 2020, wherein it is requested that already submitted estimates for

installation of Lighting system on South & North Bounds of Layari Expressway may

be processed at earliest. It is apprised in this regard that an amount of Rs. 327.12

Million is already allocated for Lighting system in the Revised PC-I of subject

project (copy of Revised Project PC-I cost attached at Flag A). Therefore, it is

recommended that said amount should be used for installation of lighting systems

on LEP through construction wing.

49. It is apprised that “Traffic Impact Assessment” & “Traffic Impact

Assessment review” report has been studied in detail and comments as

requested vide para 46/N are described below: -

i) The “Traffic Impact Assessment review” report itself is

very much critical of the scope and methodology of
“Traffic Impact Assessment” which is evident from the
sections 4, 5 & 6 of TIA review report. It is therefore
necessary to implement the recommendations provided in
the section 6 of “Traffic Impact Assessment” review report
before further processing.

ii) Only preliminary drawings are shared for proposed two

level round about interchange it is therefore impossible to
assess the impact of different structural components
(Piers & Foundations) on the traffic.

iii) The “Traffic Impact Assessment” must be incorporate the

realistic long term traffic growth projections for future,
also any future improvements & enhancements in the
Srinagar highway must be made part of the proposal.

iv) Comparative studies should be carried out for different

scenarios i.e with and without the interchange and using
different types of interchange and placed for perusal and
decision.

v) The subject interchange is proposed on Metro route and

construction of interchange would create impediments for
future Metro operations, also an interchange is located at
nearly 2.5 kilometers from the location of proposed

interchange. It is further apprised that as per
“Regulations for Access from NHA controlled Network” para
# 1.2 (b) “it is stipulated that NHA shall not allow
interchange for access to/from
Motorway/Expressway/Link Road within 10 KMs of an
existing interchange except for retirement of GOP.” (Flag-
A)

vi) The case should also be sent to NHA Design wing for
complete vetting from Structural Engineering point of
view.
