0 BIDDER QUALIFICATION CRITERIA:

15.1 TECHNICAL CRITERIA:

1. The bidder must be a “manufacturer / manufacturer’s Indian authorised supplier” of natural gas
custody transfer meters (Viz. Diaphragm, RPD, Thermal, Ultrasonic, turbine etc. Diaphragm type
natural gas application meters having testing and quality assurance facilities and should have
successfully supplied below mentioned quantities in compliance with applicable codes and standards
mentioned in tender specifications directly to any established natural gas distribution company across
the globe in previous 5 years reckoned from the schedule of bid submission.

2. The Bidder must have successfully supplied minimum 15% of natural gas custody transfer meters
Diaphragm meters of tendered quantity of each quoted item or higher size.
3. In case bidders quote for more than one item, then Technical qualifying criteria as mentioned above
shall be met on cumulative basis
4. In case, the foreign manufacturer (having manufacturing unit outside India) does not sell his
products directly as a matter of their corporate policy, they may submit their bid through Indian
authorized supplier / Indian subsidiary. In such case Indian authorized supplier / Indian subsidiary
may submit offer as “Bidder” subject to fulfilling the following criteria:
a) The bidder shall furnish an authority certificate from foreign manufacturer (having
manufacturing unit outside India) stating that they does not sell products directly as a matter of their
corporate policy and confirming the bidder’s status as their authorized supplier / Indian subsidiary and
shall have the prime responsibility of providing unconditional guarantee/warranty and after sales
support to the purchaser. The authority certificate shall be valid up to the completion of tenure of the
order in accordance with the bid document.
b) Indian Manufacturer of Gas Meter shall have valid approval from W&M India for the proposed
Gas Meter for Model approval, Manufacturing, Sales & Services and foreign manufacturer shall have
valid Model approval along with import licenses for the proposed Gas Meter from W&M India
c) One manufacturer can quote through one supplier and a supplier shall offer product of only one
manufacturer of Meter

OR

1. The bidder must be a MIU OEM of natural gas smart meters & having testing and quality assurance
facilities and should have successfully supplied below mentioned quantities in compliance with
applicable codes and standards mentioned in tender specifications directly to any established natural
gas distribution company across the globe in previous 5 years reckoned from the schedule of bid
submission.
2. The Bidder must have successfully supplied minimum 15% of “retrofitted natural gas custody
transfer meters (Viz. Diaphragm, RPD, Thermal, Ultrasonic, and turbine etc. Diaphragm type
natural gas application meters for AMR solution)” of tendered quantity of each quoted item or higher
size.
3. In case bidders quote for more than one item, then Technical qualifying criteria as mentioned above
shall be met on cumulative basis
4. The bidder shall furnish an authorization certificate from gas meter manufacturer confirming
the bidder’s as there authorised sales and service partner and shall have the prime responsibility of
providing unconditional guarantee/warranty and after sales support to the purchaser. The authority
certificate shall be valid up to the completion of tenure of the order in accordance with the bid
document.
5. Indian Manufactured Gas Meter shall have valid approval from W&M India for the proposed Gas
Meter for Model approval, Manufacturing, Sales & Services and foreign manufactured meters shall
have valid Model approval along with import licenses for the proposed Gas Meter from W&M India
6. For retrofit solutions, documents as mentioned under “document to be submitted” shall be
mandatory.
