Governance
Governance encompasses the system by which an organization is
controlled and operates, and the mechanisms by which it, and its people,
are held to account.
Governance is the process whereby elements in society wield power and
authority, and influence and enact policies and decisions concerning
public life, economic and social development
Good governance
Good governance is when a business ensures that there is
a good decision-making process in place. Without good governance, an
organization lacks policies and procedures to ensure accuracy, consistency
and responsiveness to key stakeholders including customers, shareholders
and regulators

Good governance

1. Roles and responsibilities

2. Accountability
3. Disclosure and transparency
4. Risk management and control
5. Decision making
6. Ethics
7. Performance and effectiveness
8. Implementation of strategy
Components of Good Governance
• Government Systems: Corporatize Management
• Build Capacity (for all civil servants: service delivery officials,
project managers, and policy makers)
• Culture Change
• Policy making and Implementation
• Project Planning, Execution, and Problem Solving
• Public Private Partnerships
• Rule of Law: Uniform and Fair Application of Law
• Support Environment
• Structural Reforms: Rightsizing of Government
• Restructuring of PSEs and their privatization
• Improvement of tax administration
Explanation:
Government Systems: Corporatize Management
Example
• The Anglo-US Model
• The Anglo-US model, also known as the Anglo-Saxon model, was
crafted by the more individualistic business societies in Great Britain
and the United States. This model presents the board of directors and
shareholders as the controlling parties. The managers and chief
officers ultimately have secondary authority.
Culture Change
Example:
• We can count on technology to increase the speed and scope of
traveling news. That’s just one thing that makes a corporation’s
reputation such a valuable asset. Fast-spreading news affects
branding and reputation for better
Policy making and Implementation
Example:
• The IMF's fundamental mission is to ensure the stability of the
international monetary system. It does so in three ways: keeping track
of the global economy and the economies of member countries;
lending to countries with balance of payments difficulties; and giving
practical help to members.
Project Planning, Execution, and Problem Solving
Example
If you’re a good manager, you know that planning is one of the most
important stages of any PM process. However, sometimes project
managers don’t spend enough time in this stage and they try to jump
immediately to the solution of the problem, rather than stepping back,
planning and strategizing the most effective ways to solve the problem.
Rule of Law: Uniform and Fair Application of Law
Example:
• The uniformity of case law remains an imperative in process of
strengthening the rule of law all around the world. In spite of
differences in status that case law has in the hierarchy of the sources
of law in particular country, from the perspective of citizens, uniform
application of law ensures the equality before law and the possibility
to, based on earlier decisions in identical or similar cases, predict the
outcome, duration and costs of the decision-making process. That
possibility is essential for access to justice. In parallel, from the angle
of judges, uniform application of law is an important border line
between their freedom of judicial discretion and possibility and/or
obligation to follow earlier decisions in similar cases.
• THE UNIFORM APPLICATION OF LAW- EU STANDARDS
AND CHALLENGES IN SERBIA October 2018
Support Environment
Example:
• Examples of supportive environments in action include a large
number of council and town planning regulations. The inclusion of
local parks and reserves in town planning provides locations for
people to get outdoors and encourages participation in physical
activity.
