PRO DEATH PENALTY

I. Introduction

Ang parusang kamatayan ay isang parusa na hinahatol sa mga taong nakakagawa ng


mabigat na krimen. Ito ay ginagawa upang masiguradong hindi mauulit ang isang
karumaldumalna krimen. Mula sa panahon ng mga Kastila hanggang sa panahon ni Marcos,
ang parusang bitay ay ginamit sa political at ekonomikong paninikil. (Ang Sentensyang
Kamatayan.) Ang bansang pilipinas ay kilala bilang isang katolikong bansa. bansang
nakasentro sapaniniwala sa Diyos at pagsunod sa utos nito. Ngunit kahit ang mga tao ay
naturingang anak ng Diyos hindi pa rin maikakaila ang paggawa ng mga karummaldumal na
krimen, mga krimeng gayang pagpatay, pagnanakaw, panggagahasa at iba pang krimeng
hindi mo masikmura. Ngunit asan ang hustisya. Mga krimeng hindi masolusyonan
kailangan ng isang batas na magbibigayng hustisya sa mga nabiktima.

Noong Septyembre 2006 naman, nilagdan ng Pilipinas ang Second Optional Protocol sa
International Covenant on Civil and Political Rights (ICCPR). Kinikilala ng kasunduang ito
anga krapatan ng isang tao laban sa parusang kamatayan.

Lahat ng sentensyang kamatayan ay ibinaba sa Reclusion Perpetua. Ngunit noong 1998,


nagsimulang mag-lobby ang military na ibalik ang parusang bitay. para sa mga krimeng
kaugnay ng insurgency.(1986-1992). Nadagdagaan at naging 24 ang mga krimeng may
parusang kamatayan, kabilang na ang Subersyon, Arson, Hijacking, Illegal Fishing,
Cattle Rustling, Unlawful Possesion of Fire Arms.

II. PROS

 Does death penalty reduce crime rate?

Scientists agree, by an overwhelming majority, that the death penalty has no deterrent effect.


They felt the same way over ten years ago, and nothing has changed since then. States without
the death penalty continue to have significantly lower murder rates than those that
retain capital punishment
 What is the point of the death penalty?

Death penalty trials can last four times longer than other trials. The death penalty is no more
effective in deterring future murders than life sentences

Does death penalty save lives?

According to roughly a dozen recent studies, executions save lives. For each inmate put
to death, the studies say, 3 to 18 murders are prevented. The effect is most pronounced,
according to some studies, in Texas and other states that execute condemned inmates relatively
often and relatively quickly.

recorded cases. The country also has the highest rate of murder cases in Southeast Asia in 2013,
with a rate of 8.8, followed by Thailand.

According to the news article that been published by PHILSTARGLOBAL, based on the PNP
records it showed a total of 473,068 crimes were recorded in 2018. The eight primary focus
crimes was murder, homicide, physical injury, rape, robbery, theft, carjacking of four-wheeled
vehicles and motorcycle.
 FLIPINOS AGREE TO BACK THE DEATH PENALTY

MANILA, Philippines — Nearly six in every 10 Filipinos agree that the death penalty should be
reinstated for heinous crimes, according to a study that Social Weather Stations and the
Commission on Human Rights released on the Wednesday, the World Day against Death
Penalty.

Of the 59 percent who agreed that the death penalty should be restored for people proven in
court to have committed heinous crimes, 42 percent strongly agreed while 17 percent
somewhat agreed.

Only 23 percent said they strongly disagree, nine percent said they somewhat disagree,
while the remaining eight percent were undecided.

 Positive Effect

The Death Penalty Has a Positive Effect on Society

A thirty five year old white male kidnaps and rapes two sisters, one eight years old and the other
eleven. The man then brutally murders the two helpless children; letting one watch as the other one
was killed. He then leaves the bloody and beaten bodies, of the innocent sisters, in the
neighborhood playground. Does this man deserve to die? The death penalty is a necessary evil that
has a positive effect on society today. The death penalty should be sought in cases that carry the
death penalty as a form of punishment because retribution should be taken for the heinous crimes
that are committed, people that commit crime or kill will do it again, and the death penalty deters
crime.

 Is DP a solution to a crime

David Muhlhausen, PhD, Research Fellow in Empirical Policy Analysis at the Heritage
Foundation, stated the following in his Oct. 4, 2014 article "Capital Punishment Works: It
Deters Crime,"

It deters criminals from committing serious crimes. Common sense tells us that the most
frightening thing for a human being is to lose their life, therefore the death penalty is the best
deterrent when it comes to discouraging people from carrying out the worst crimes.
