THE 10-YEAR ECOLOGICAL SOLID WASTE

MANAGEMENT PLAN OF TUGUEGARAO CITY

 The 10-Year Ecological Solid Waste
Management Plan of Tuguegarao City (C.Y.
2016 – 2025) was formulated and enhanced in
order to cope with the city’s solid waste
management situations and was approved by
the National Solid Waste Management
Commission (NSWMC) through NSWMC
Resolution No. 786 – A, series of 2019 on
November 28, 2017.

Since the approval of the aforementioned plan,

the Tuguegarao City Government, through the
City Environment and Natural Resources
Office, has been enacting different policies to
comply with its provisions.

ECOLOGICAL SOLID WASTE

MANAGEMENT BOARD
The Tuguegarao City Government, through Executive Order No. 4-A - 2019, which is “An
Order Reconstituting the City Ecological Solid Waste Management Board of Tuguegarao
City”, has organized and reconstituted its Ecological Solid Waste Management Board whose
function is to formulate, update, prepare and implement a plan for safe and sanitary
management of solid waste generated in areas under its geographic and political coverage.
The said Board is composed of the City Mayor and the Chairman of the Committee on
Climate Change, Environmental Protection and Ecology as the Chairperson and Co-
Chairperson, respectively, and representatives from different Civil Society Organizations as
members.

 CONDUCT OF INFORMATION, EDUCATION
AND COMMUNICATION (IEC) CAMPAIGNS

The Tuguegarao City Environment and Natural Resources Office continuously conducts
information, education and communication (IEC) campaigns regarding the different policies
implemented by the City Government, such as the No Segregation, No Collection Policy,
and those against the use of modified mufflers, littering, illegal burning, dumping of waste,
etc.

 SANITARY LANDFILL
The Tuguegarao City Disposal Facility Center or the Sanitary Landfill (Category I) located at
Barangay Carig Norte, Tuguegarao City was granted an Ecological Compliance Certificate
(ECC – OL – RO2 – 2018 – 0160) by the Department of Environment and Natural Resources –
Environmental Management Bureau (DENR-EMB) Regional Office 02 on December 7, 2018.

Signages were posted at the entrance and along the Tuguegarao City Sanitary Landfill
(Category 1).

 CITY DISPOSAL FACILITY VEGETATION

The Tuguegarao City Government, through the City Environment and Natural Resources
Office, conducted tree planting activities re: vegetation of the City Disposal Facility /
Sanitary Landfill (Category I). This activity is included in the 10-Year Ecological Solid Waste
Management Plan of Tuguegarao City and in compliance with the provisions of 2000) and
Republic Act No. 8749 (Philippine Clean Air Act of 2000). of Republic Act No. 9003
(Ecological Solid Waste Management Act od 2000).

EQUIPMENT
The Tuguegarao City Government has a total of nineteen (19) garbage trucks, four (4)
compactors and a composter which are being used to process the waste from different
barangays.

PREPARATION OF VERMICOMPOSTING USING

 MATERIAL RECOVERY FACILITIES (MRF)
Recoverable wastes from urban barangays is managed at the Central MRF situated in
the disposal site. The MRF is equipped with composting facility, an area for factory
returnable materials and another area for temporary storage of toxic and hazardous
waste (THWs) which are collected by factories and manufacturers for proper
decontamination, treatment and disposal. In rural barangays, household level waste
generator is mandated to establish their respective compost pit for biodegradable
wastes.
A purok or barangay MRF is strategically established to serve as pick-up points for
recyclable wastes, THWs and residual wastes. Aside from barangays, schools are also
being required to have their own MRFs.

COLLECTION / SEGREGATION AT SOURCE

The City follows a daily schedule of waste collection. The City Mayor announced to the
Public that the “No Segregation, No Collection” Policy shall be strictly implemented
effective on July 1, 2019 and those who will not comply shall be apprehended
accordingly.

Every day, on their scheduled time, waste collectors shall go around their respective
areas using the garbage trucks and compactors to collect segregated waste from
households. The vehicles are equipped with a sound system which plays the CENRO
waste collection jingle as a sign that it is time for the people to bring out their waste.

endorsed to the Sanguniang Panlungsod, Committee on
Climate Change, Environmental Protection and Ecology

Vistagreen Corporation and Tuguegarao City Government signed a Memorandum of
Agreement for the construction of a Waste-To-Energy Processing Facility at the Tuguegarao

commenced with a Groundbreaking Ceremony which was attended by representatives from
Vistagreen Corporation, Tuguegarao City Officials and Department/ Unit Heads on March
