What we know about adult literacy: learners and providers in Davidson County. (This summary is pulled from a compilation of reports, Census figures, and data. See Appendices for raw data) Learners Davidson Co. population - 650,000 people; nearly 500,000 adults (18 years and older) Of these 500,000 adults, roughly 80,000 need significant literacy assistance. 1 in 6 adults. They are both native English speakers and non-native English speakers. 55,000 adults are at the lowest level: Adult Basic Learners -- (ABL): less than 6th grade reading & comprehension ability. No HS diploma or equivalent. There are an additional 25,000 adults+ who can read above a 6th grade level, but do not possess a HS diploma or GED. Acquiring one would require improved literacy skills. Based on Census survey, 2003 NAAL report, 2009 Chamber report (*see APPX A). Data collection on ELL adults & ELL Adult literacy programs is fragmented. A Brookings Institute Reporti finds Nashville has the 4th highest growth rate among the top 100 cities. From 2006-2009, the foreign-born adult population (18-64) grew from 49,008 to 59,515 (primary city area). There is cross-over and overlap between sub-groups. An ELL learner may be at an ABL or GED learner level, but need English language & culture familiarization first. The ABL, GED and ELL population spans many age groups and ethnicities, but make up 15-20% of the overall Davidson Co. adult population (1 in 6). Learners can be categorized in the following groups: o Adult Basic learners (ABL) (less than a 6th grade ability level of reading and comprehension) o GED learners (above 6th grade skills but lack HS diploma or equivalent) o ELL learners (non-native English learners who may or may not be functionally literate in their own native language)

MNPS dropouts: for the 09-10 school year: 640 dropouts; 08-09: 844 dropouts; 07-08: 1,119. Good news: fewer dropping out, but still 640 in most recent year. (*see APPX D) Providers Providers perform service relative to different reading levels and abilities and serve numerous and diverse populations throughout the city. Providers may not serve the learner that is their core competency, but may expand type of learner served to meet funding needs. Nashville Adult Literacy Council (NALC) serves some ABL learners, some GED learners, and some ELL learners. In 2010, they served 700 ABL learners, 100 GED learners, and 1000 ELL learners with revenues of approximately $459,000. Assuming some retained earnings from revenue, cost of roughly $225 per learner. To serve all 80,000 adults needing literacy assistance, NALC would need an additional $18-$20 million. (all 80,000 adults would have to be motivated or incentivized to seek help). Exact amount would vary depending on scale cost savings/increases. In sum, in a given year, an estimated 2,500 Adult Basic Learners receive service (adding NALC ABL and ELL adult figures & estimating services of some community providers that have ABL and ELL services whose data we dont have. This equates to (of the 55,000 ABL that need literacy 4.5% served each year). Nashville State and YWCA have GED contracts funded by the State of TN for Davidson Co. Nashville State has GED classes on campus and at satellite sites in the city. A number of GED non-profit community providers & MAC (city government) have classes and programs scattered throughout the county. Attainment rates vary by provider. Between 2008-2010, there were 2,022 GEDs earned for 3,311 practice tests taken, a 61% attainment rate city-wide for GED programs. (see APPX E broken down by age groups) 767 learners earned their GED in 2010. 618 earned in 2009. 637 earned in 2008. (Davidson Co.)

767 out of 80,000 Davidson Co adults without a HS diploma or equivalent means: <1% of entire adult literacy population earns a GED of potential population each year. 3% of GED level population earns a GED each year (767/25,000) THEC does not connect GED data with postsecondary attainment but attainment of 767 GEDs earned per year, then looking 4 or 5 years later at associates, bachelors or certificates earned is bound to be lower. ELL services for adults are mainly provided through non-profit community providers and faith-based organizations throughout Davidson Co. Each year, with both ABL and GED learners served & actual literacy growth occurs, the overall impact rate is small. A portion of ABL and GED learners ADVANCE UP OR OUT OF the adult learner population. However, each year, HS dropouts and newly arrived immigrants ADD TO the adult learner population. The effect is that the overall adult learner population who needs some form of literacy learning doesnt really change year over year, and may be growing larger.
Every year, the adult literacy population is fed by ELL learners migrating to Nashville and HS dropouts. In 2010:
