Pilipinas Shell Marks Philippine Stock Exchange Debut

[Nov. 3, 2016/ MANILA] Pilipinas Shell Petroleum Corporation strengthens its presence in the market as it debuts

110,000 bpd refinery in Tabangao, Batangas.

Manila, July 18, 2018 — The Innovation Council for Industry, Energy, and Emerging Technology (DOST-PCIEERD)
recently teamed up with the Science, Technology, Research and Innovation for Development (STRIDE) Program of
USAID Philippines through an industry-academe mixer for around 50 participants consisting of academe
researchers and industry representatives.

Establishing the fusion of science research and business

With the goal to create a progressive S&T industry in the country, the activity aims to bridge the gap between
the academe and the industry by bringing them together to discuss the latest research findings, updates, and
technological trends in their respective fields.

DOST-PCIEERD Deputy Executive Director Engr. Raul C. Sabularse opened the program as he welcomed the
guests and recapped the technology transfer efforts of the Council including its collaboration with STRIDE.
Sherwin Nones from Integrated Micro-Electronics Inc. also spoke during the program, as well as Rodel Anunciado
from ACTICon, shedding light on the modern-day Filipino innovation scene and the vital market elements that
apply for universities and companies alike. This was followed by a panel discussion and open forum with Nones,
joined by Diane Eustaqio from IdeaSpace, Al Serafica from Xylos Corporation, and Henry Siy from Chemrex
Technologies Inc.

Establishing relationships, made easier

The main highlight of the program was the industry-academe mixer activity wherein the participants from the
academe were encouraged to pitch their projects and propose technologies to prospective industry partners.
Dubbed as a “speed dating” type of activity, researchers were matched with their corresponding industry
counterparts, and were allowed a total of a few minutes to concisely pitch their current works from one industry
counterpart to another.

Allowing all participants to interact with each other throughout the activity, this activity also helped disrupt the
usual way that companies, organizations, and universities communicate. Thus, building their networks and
establishing their linkages in a more interesting and interactive way.

The program was concluded by DOST Undersecretary for Research and Development Dr. Rowena Guevarra,
who highlighted the importance of collaboration and PCIEERD’s objective to solidify and establish the
research community’s entrepreneurial abilities. Usec. Guevarra also emphasized how the event aims to bring
both the industry and the academe together to “spread entrepreneurship in research and infuse science in
business.”

STRIDE is a project of USAID Philippines that aims to build a network of researchers among universities,
private companies, entrepreneurs, and investors who strive for innovation. Over the years, DOST-PCIEERD
has been a partner of STRIDE in strengthening this objective among Filipino researchers.

Innovate to Accelerate: Industry 4.0


Keynote Message prepared June 2018 for Department of Science & Technology
Secretary Fortunato T. De La Peña; Delivered June 29, 2018

Greetings.

It is with great honor that I welcome you all as we celebrate yet another milestone for our Innovation Council for
industry, energy, and emerging technologies. Over the past eight years, we have witnessed the growth and
development of our country in the Science and Technology sector to a remarkable extent – a great deal of which
we have PCIEERD to thank. From strengthening small sparks of ideas to empowering growing businesses and
projects with amazing potential, PCIEERD paved the way for innovation to propagate in the way we see science
and technology in the Philippines.

DOST, as a whole, plays a significant part in aiding many Filipinos in their academic and commercial pursuits
through research and development. As we take the route towards widening this objective and expanding the
role of S&T in the country, we want to provide an environment where innovation is encouraged and applied
to a maximum.

The way we define and identify innovation can be pictured through new concepts that disrupt the norms we’ve
come to know – the usual way we do things. The internet, for example, is an innovation that disrupted the way we
communicate, work, produce content, and so much more – in a new and improved way. From here, a lot of great
minds came up with one groundbreaking new advancement after another. That is exactly what innovation is: the
drive to keep on crafting new progressions that will change the way we live our lives – in a good, sustainable, and
convenient way.

Over the years, one of the greatest innovations we have seen is the digital transformation. Groundbreaking concepts
such as the Internet of Things, Automation Systems, Cybersecurity, Augmented Reality, and Big Data – among
others – simply used to be ideas, but have now become a culture.

Globally, many trends have also flourished. Technologies such as Narrow AI, Optimized Intelligence, Cloud Identity
Management, and Blockchain are just some of the technological drifts that are set to heat up the digital
transformation scene – trends that we also want to get behind on, adapt, and develop.

A lot of industries have also adapted these in the Philippines. Brands are now highly-dependent on social
media – using analytics to study their target markets and be able to provide better services, companies are storing
large amounts of data in materials you can easily fit in the palm of your hands, modern workspaces are now
using Cloud Technology to make working much more convenient – allowing their employees to still be as
productive in the comfort of their own homes, and the consumer electronic industry is also stepping up its
game by giving their customers a new twist in the way they see entertainment – powered by Augmented and
Virtual Reality devices.

These are just a few examples of the many ways that digital transformation has rapidly changed the tech
industry here in the Philippines. With this in mind, of course, PCIEERD also tried to keep up and adapted these
advancements through various efforts, projects, and partnerships that built our rapport with the great minds
behind this groundbreaking revolution in the local S&T scene.
Over the years, we have seen our country develop as an innovative nation. Thanks to the time, effort, and keen eye
for potential that PCIEERD has invested. Projects like the OneLab project, DATOS or the Remote Sensing and Data
Science Help Desk, the Additive Manufacturing Training Program, VREX or Human Hands as Input Device for an
Immersive Virtual Reality Experience, and the various tech-based startups that are rising today are only some of
the ventures we have yet to see flourish with the help of PCIEERD, which goes to show how far we have come in
science and technology. Thanks to the platform that PCIEERD provides for these institutions, helping make new
innovations come to life.

To give you an example, we have the DATOS Help Desk that is set to be of aid before, during, and after disaster
events. It is intended to complement disaster management-related initiatives by collaborating with mandated
agencies in validating accuracy and acceptability of its output, assisting various agencies and LGUs in disaster
management policy and decision-making support. We also have SPICE or Smart Plant Production in Controlled
Environments, designed to promote urban farming and high-technology plant conservation in controlled
environments by utilizing electronics, sensors, and automation. Additionally, we also have the Pulp-to-Print, or the
development of print-ready cellulose composites from paper mulberry. It introduces a novel materials development
platform that will increase the utilization value of normally discarded cellulosic sources through economically
accessible techniques.

Meanwhile, we also made it our mission to grow and increase our network of tech-based enterprises through
Startup Research Grants, Technology Business Incubation or TBI Programs, and the Higher Education Institution
Readiness for Innovation and Technopreneurship Program or HEIRIT. Moreover, we’ve increased innovation by
supporting technology spin offs, and licensing of technologies.

For R&D, we are very proud to support the Cyber-Physical Transportation System designed to implement efficient
communication between advanced traffic controllers and their respective central units. We also have ANEEME or
Synthesizing and Sharing Animation Building Blocks for Rapid creation of 3D Motion Scenes designed to produce and
synthesize instant animation that also provides a platform for artists to create and contribute their work. We also
have VREX, or Human Hands as Input Device for an Immersive Virtual Reality Experience, which is a technology that
demonstrates immersive interactions by utilizing all the user’s senses. In addition, we have the DOST Deep Learning
using TensorFlow and Machine Learning Training which aims to provide training in fundamental education on the
current state of artificial intelligence tools, machine learning, Artificial Neural Networks, Convolutional Neural
Networks, and Recurrent Neural Networks.

Lastly, we have the Additive Manufacturing Training Program which aims to create a pool of Filipino data
scientists and equip them with the necessary ability and knowledge in nanocoatings and nanocomposites,
3-D printing materials development, light-weight high-performance polymers for automotive and aerospace
applications, among many others.

Given all of this, I believe that it is just the beginning for us. The drive to innovate must always be constant, meaning
that we should always look for more opportunities locally where we can grow and explore areas that we have not
tapped before. Our mission is to always see the potential in each idea and start hustling from there. Let us start
redefining innovation in order for us to not just be globally competitive, but also to be the trailblazers in taking it
further from where it currently is.
