CALAITAN ELEMENTARY SCHOOL CONTINGENCY PLAN
(EARTHQUAKE AND LANDSLIDE INDUCED)

I. BACKGROUND

This contingency plan covers the planned activities to be undertaken in

any case of earthquake and major landslide with scenarios for the likely

occurrence based on the historical data. Based on previous experience, the

occurrence of above normal rainfall precipitated the occurrence of landslides

in the hilly topographic areas of the barangay Calaitan

Landslide has been the major disaster in Calaitan,Bayugan City that

served great impact on human development, properties, infrastructures as

well as environment. Landslide is key disaster that frequently affect areas of

the barangay Calaitan and most of the affected people do not have efficient

mechanisms to cope with this hazard. In addition, the hilly topography and

high annual precipitation rates with overexploitation of the natural environment

such as deforestation, inappropriate farming and poor housing planning

accelerate the disaster risks and hence result into losses of lives and

damages to property from the community.

1.1.BASELINE DATA

A School is an institution designed to provide spaces and environment

for the teaching and learning process where the students feel comfortable and

secure. Schools should be ready even before any disaster strikes. The

teachers, school officials, and school children should learn basic life-saving

tips, have capacity to prevent injury and trauma, and have plan for any

disaster that come. The schools should be a beacon of safety, and should be

an example to the community they serve.

Calaitan Elementary School is located at Purok 1- Talisay Barangay

Calaitan, Bayugan City, Agusan del Sur with a School ID: 131619. It is

strategically part of Bayugan West District 1, Division of Bayugan City, Caraga

Region.

The school has a total enrollment of 355.There were 189 males and

166 females. Elevennacademic classrooms which are all in good condition

accommodate this number of students.

The school is indeed blessed with competent, committed and young

teachers whose vision is to make the school a progressive and safe

institution. The school has total of 13 teaching and non-teaching personnel. 1

male and 12 females teaching personnel.

The school has sufficient number of computer and any furniture to be

used in teaching-learning process. There are 50 computers, 401 armchairs,

65 plastic chairs, 17 teacher’s tables,16 teacher’s chair and 9 desk.

Barangay Calaitan where the school is located is endowed with the

beauty of nature. The surrounding mountains rich with forest product, teeming

with timber, the spring that supplies water, the caves and the beautiful river

connote beauty, wonder and wealth to the place.

The said barangay is prone to landslide, flashflood, and tropical

cyclones; a situation that greatly affecting the way of life and economic

condition of the people that indeed contributes to the poor vision towards

education.

Considering the location of the barangay, occurrence of landslide

always possible during heavy rain. In 2014, landslide and flashflood

devastated the place and bring damaged to property that cause migration of

some residents and affected the students’ enrollment and the school

performance indicators.

1.2.DEMOGRAPHICS

As of 2015 CBMS result, the barangay has a total population of 2,459

(1,266 males and 1,193 females) who are mostly Indigent, Cebuanos,

Surigaonons and some are Leytenios . It is composed of 9 puroks.

1.3.TOPOGRAPHY

Calaitan Elementary School is a small school located on a hillside in

the western interior part of the city of Bayugan which is approximately 8

kilometers away from the city and situated at about 15 meters going north

from the centermost portion of the barangay proper. The School can be

reached by riding a motor or four wheeled vehicles as the means of

transportation.

The school is situated 0.358 km away from the National road and no

less than 4.058 km to New Bohol Elementary School. It is 0.350 km away

from the nearest Day Care Center, and almost 0.005 km adjacent from the

Calaitan National High School, approximately 10 km from the district office

and 11 km from the division office.

Barangay Calaitan where the school located has a total land area of

320,000 sq. m. Land forms consist of 65% mountainous, 25% Hill and the rest

are plains. Agricultural products are corn, coconut, banana, different root

crops, any kinds of vegetables, trees like Falcata and Gemelina.

The site is abundant in natural resources. Eighty five percent of the

area is covered with forest which is very potential for agriculture; the reason

why farming is the people’s primary source of income. Other source of living

also includes logging and corn / vegetable production.

1.4.CLIMATE

. The temperature in the barangay is usually about 25-30 degrees

Celsius. The Bayugan City is geographically situated below the typhoon belt

but is usually affected by depressions forming in the typhoon regions of

Visayas and the province of Surigao del Norte. The climate map of the

Philippines based on the modified coronas classification shows that the city

falls under Type II. Which also is the weather classification of the province of

Agusan del Sur.

Type II climate has no dry season with very pronounced wet season of

heavy precipitation. Maximum rainfall generally occurs from December to

January although there is no single dry month. Its average monthly rainfall is

161.6 millimeters (6.36 in) and average temperature is 32 °C (90 °F). Areas

characterized by this climate type are generally along or very near the eastern

coast thus are open to the north-east monsoon.

Figure 1 shows the Rain Induced Landslide Map of Bayugan City. It is


depicted on the map that Barangay Calaitan is one (1) of the barangays that
is prone to the said hazard.Barangay Calaitan is in the High level as what we
have seen in the legend of the map.

Figure 2 shows the Landslide Map of Bayugan City. It is depicted on


the map that Barangay Calaitan is in the 50 %( very steep) land formation.

II.SCENARIO

Calaitan, Bayugan City was hit by the Rain Induced Landslide, in the

afternoon of Tuesday.

2 classroom have collapse out of 9 and 1 non- instructional rooms out

of 2 are damaged. 10 out of 382 students were dead, and 20 students were

injured. The bridges and roads were also damaged. The transportation were

delayed. There were no respond from the city DRRM within 12 hours.

III.OBJECTIVES

This Rain Induced Landslide Contingency Plan primarily address to

Calaitan National High School. A planned response to landslides situation

affecting the School.

This 2018 Contingency Plan covers the 382 Students and 18 teaching

and non-teaching personnel of Calaitan National High School in the Division

of Bayugan City.

III.1 GENERAL OBJECTIVES:

 To improve the management and coordination of preparedness,

response and recovery arrangements.

 To improve early warning information sharing to ensure effective

mitigation and response.

 To ensure timely resource mobilization and response.

 To ascertain the type and quantities of assistance to be required as


a result of the emergency.

 To identify and define roles and responsibilities of all partners


involved in emergency response.

III.2 SPECIFIC OBJECTIVES:

 Activate DRRM team.

 Layers depend on the protocols agreed upon by the division

SDRRMT.

 Conduct initial assessment of damaged structures.

 Establish communication lines.

 Provide immediate needs in coordination with concerned

agencies.

 Activate family reunification plan.

 Ensure learning continuity.
