Registration of Chainsaw (Sec. 7)
All persons, partnerships, or corporations who own or are
otherwise in possession of chainsaws must register with
the Department through any of the Community
Environment and Natural Resources officers (CENRO) who
shall issue the corresponding Certificate of Registration if
he finds such persons partnerships or corporations
qualified.

Rules and regulations governing the Use of Forestlands
for Tourism Purposes (FLAgT)
What is FLAgT?
 Forest Land Use Agreement For tourism Purposes
(FLAgT) is a contract between the Department of
Environment and Natural Resources and natural or
juridical person, authorizing the latter to occupy,
manage and develop, subject to government share,
any forestland of the public domain for tourism
purposes and to undertake any authorized activity
therein upon mutual agreement by both parties. It
shall include special forest land uses such as Bathing
Establishment, Camp site, Ecotourism Destination,
Hotel Site (inclusive of related resort facilities) and
other Tourism Purposes.
Areas Available for FLAgT
 FLAgT may cover all forest lands which are found
suitable and available for FLAGT pursuant to
Section 9 of this order, subject to vested rights,
licenses/leases, permits or other tenurial
instruments, if there be any. Provided, that areas
with vested rights, licenses/permits or other
tenurial instruments may be made available for
FLAGT upon issuance of a waiver of right by the
holder of such vested rights, existing
permits/instruments; if the area is covered by a
Certificate of Ancestral Domain/Land claim/Title
(CADC/CALC/CADT/CALT), the grant of Free and
Prior Informed Consent (FPIC) and certification of
precondition; and for areas covered by the
National Integrated Protected Areas System Incorporation/Partnership, and a
(NIPAS), upon the fulfillment of appropriate resolution of the corporate governing

Revised Guidelines on the Deputation of Environment and
Natural Resources Officers (ENRO)
Functions and Duties of DENRO/SDENRO
 Assist in the enforcement of laws, rules and
regulations governing environment, forestlands,
mineral lands, protected areas and other lands of
the public domain under the jurisdiction of the
DENR within their locality;
 Assist in the issuance of apprehension receipts,
seizure orders and notices of administrative

CENRO or to the Field Operations Office or in the
case of SDENRO, the Regional Technical
Director/Regional Director or Bureau Director
having jurisdiction over their area of responsibility
using the standard reporting form.

Domain Management Program (ADMP), and other
members/officers of Multi-Sectoral Committees
created under and/or by virtue of DENR rules and
regulations;
 Members of DENR accredited non-government
organizations.
Prospective DENRO/SDENRO should possess the following
qualifications:
 Resident of, or assigned to, the area specified in
the deputation order;
 Knows how to read and write;
 Physically fit and mentally sound;
 Of good moral character;
 Should have passed the orientation or training
courses;
 Willing to perform the functions and duties of a
DENRO/SDENRO without compensation; and
 Not engaged in business which involves licensing
requirements from DENR or has no conflict of
interest with the task he/she may perform under
the deputation
Deputation Procedure for DENRO
 General Procedures
  Application of individuals and members of
groups with community and up to region-wide
membership shall be processed and approved
in the respective regions;
 Application of members of groups with multi-
regional and/or nationwide membership shall
be processed at the Central Office;
 Application period is January 1 – March 31.
However, the secretary may deputize an
individual or group/organization, any time as
deemed necessary.

 The PENRO evaluate the documents.

the Undersecretary for Field Operations.
 The Office of the Undersecretary for Field
Operations will issue clearance to
qualifying and successful trainees.
 The RED issue deputation orders to
successful trainees.
 Members of groups/organization with community
and up to region wide membership.
 Group application and other requirements
shall be submitted to the Regional Office.
 The RED receive application, validate that
applicant has no record of violations of any
ENR and authorize the Regional HRD staff to
conduct training of qualified applicants.
 The Regional HRD evaluates trainees based on
criteria developed by the Office of the
Undersecretary for Field Operations.
 The Office of the Undersecretary for Field
Operations will issue clearance to successful
trainees.
 The RED issue deputation orders to successful
trainees.
 Members of groups/organization with multi-
regional and/or nationwide membership.
 Group application and other requirements
shall be submitted to the Office of the
Undersecretary for Field Operations.
 The Office of the Undersecretary for Field
Operations receive application, validate that
applicant has no record of violation and
authorize the conduct of the training to
qualified applicants.
 The Regional/Central Office HRDS evaluate the
groups/organization members who undergone
training based on set of developed criteria.
 The Secretary or his/her authorized
representative shall issue the
group/organization deputation order for those
successful trainees.
 Deputation Procedures for SDENRO
 SDENROs shall be deputized by the Regional
Executive Directors, based on the
recommendation of the Regional Technical
Director or Regional Director concerned. The
Secretary or his/her authorized representative
shall issue deputation order upon
recommendation of the Undersecretary for Field
Operations and the Bureau Director concerned.
 The Office of the Regional Executive
Directors and Bureau Directors shall come
up with a list of potential SDENRO based
on the required technical expertise
pertaining to their sectors.
 Potential SDENROs shall be invited by the
REDs and Bureau Directors to become
members of the pool of SDENROs, and
upon their agreement, will undergo an
orientation program to be conducted by
the Regional/Bureau Human Resources
Development Staff.
 Those who have undergone the
orientation program shall comprise the
pool of SDENRO from where the
RTDs/RDs/Bureau Director may
recommend a SDENRO for deputation
should the need arise.
 The Office of the Regional Executive
Directors/Bureau Directors shall maintain
a data base of the potential SDENRO, copy
furnished the Office of the Undersecretary
for Field Operations.
