INSTRUCTION

on evaluation of academic performance


at European credit transfer system
of educational process organization

1. MAIN PART

The European Credit Transfer and Accumulation System (ECTS) is a system of


transfer and accumulation of credits used in the European Higher Education Area for
the purpose of providing, recognizing, validating qualifications and educational
components. This system promotes the academic mobility of higher education
students. The ECTS system is based on determining the study load of the higher
education student, necessary to achieve certain learning outcomes, which are
accounted in ECTS credits. The amount of one credit is 30 hours. The workload of
one academic year is 60 ECTS credits. ECTS credit includes all types of student work:
classroom, self-studying, practical training, preparation and taking examinations, etc.
The Instruction on evaluation of students' academic performance in the
conditions of the European credit transfer system of educational process organization
(further the Instruction) establishes the order of application of various scales of
evaluation according to principles of the Bologna process and the European credit
transfer system.
Evaluation is one of the final stages of students’ learning activities and
determining academic performance.
Evaluation makes it possible to state that the student has acquired the necessary
knowledge, understanding, skills and competencies. Competence means the student's
proven ability to use knowledge, skills and personal skills in learning or work
situations. Competence is the ability to transfer knowledge into practice.
The evaluation procedure and methodology significantly affect the final results,
the possibility of analysis and the statistical reliability of estimates. Therefore, during
the evaluation it is necessary to give preference to standardized methods: testing,
structured written work, structured according to the procedure of practical skills
control in conditions close to real ones. Also evaluate the student's achievement of
certain learning outcomes, in particular the level of formation of knowledge, skills,
abilities and competencies, which are defined in the educational and qualification
characteristics and reflected in the work program of the discipline.
In PIHE “KhIMU” different types of evaluation scales are used: multi-point
scale, national 4-point scale ("excellent", "good", "satisfactory", "unsatisfactory") and
ECTS scale (A, B, C, D, E, F, Fx). The results are converted from one scale to another
according to the following rules. In PIHE “KhIMU”, the recommended multi-point
scale is a 200-point scale for disciplines that end with a credit and a 120-point scale
for disciplines that are not completed, and disciplines that end with a differentiated
credit or exam.

2. NORMATIVE BASE
The instruction is based on the current regulatory framework, in particular on:
laws of Ukraine: “On higher education” № 1556 - VII, dated by 01.07.2014; "On the
principles of domestic and foreign policy" № 2411-17, dated by 01.07.2010, the order
of the Ministry of Education and Science of Ukraine "On the introduction of the
European credit transfer system in higher educational institutions of Ukraine" № 943,
dated by 16.10.2009, the order of the Ministry of Health of Ukraine "On approval of
the organization and procedure for state certification of students studying in higher
educational institutions of III-IV levels of accreditation in the field of "Medicine" №
533, dated by 1.01.2005, "On measures to implement the provisions of the Bologna
Declaration in higher medical and pharmaceutical education" № 148, dated by 22.03.
2004.
The Instruction also takes into account the key principles and provisions of the
Bologna Process and the European Credit Transfer System (European Credit Transfer
System User Handbook (ECTS), Brussels, 06.02.2009) and the experience of
applying the evaluation system during 2005-2015.

3. MAIN CONCEPTS OF EUROPEAN CREDIT


TRANSFER SYSTEM OF EDICATIONAL PROCESS
ORGANIZATION

 The European Credit Transfer System for the Organization of the


Educational Process (hereinafter - ECTS) is a model of the organization of the
educational process, which is based on the combination of learning technologies and
credits - units of student workload.
 Credits of the European Credit Transfer System (hereinafter - ECTS) reflect
the amount of study load and include all types of student work provided for in the
curriculum: classroom, independent, all types of practices, preparation and
preparation of certification. One ECTS credit is 30 academic hours.
 The current academic activity (hereinafter - CAA) is carried out by the
teacher of the academic group, after students master each topic of the discipline and
grades are set using a 4-point (traditional) system. At the end of the semester, the
teacher automatically receives an average grade (to the nearest hundredth) for the
current activity using the electronic register of Google Disk system (Disk) on a 120-
point scale.
 For the discipline, the study of which is completed in the current semester and
the test is a form of its control, the average score on CAA is transferred by the
teacher of the department into a 200-point scale.
For disciplines, the study of which is not completed in the current semester
and credit, or current control (hereinafter - CC) is a form of their control, the average
score on IPA is translated by the teacher of the department into a 120-point scale.

 Later, if in the current semester the discipline ends with a credit, the average
score of the current success of the teacher of the department is translated into a 200-
point ECTS scale, but if the discipline is not completed in the current semester, the
semester control is current or credit then the average score of the current success the
department is translated into a 120-point ECTS scale.
 Final class (hereinafter - FC) - is performed after the logically completed
part of the discipline, consisting of a set of educational elements of the work
program, which combines all types of training (theoretical, practical, etc.) elements of
educational and professional program (academic discipline, all types of practices,
certification), which is implemented by appropriate forms of educational process.
The final class (FC) is accepted by the teacher of the academic group. Forms of
performance should be standardized and include control of all types of training
(theoretical, practical, independent, etc.) provided for in the work program of the
discipline. The traditional grade is given for the final class.
 The final semester control (hereinafter - FSC) is carried out after the
completion of the discipline in the form of a test, differentiated credit or exam, which
are provided by the working curriculum of the discipline:
 current control (hereinafter - CC) is carried out by the teacher of the
academic group at the last class and provides for the consideration of CAA (Table 1).
The score is determined in points from 70 to 120 and marked - "completed", "not
completed",
 credit for disciplines that have not been completed, incomplete discipline
evaluation (IDE) is conducted by the teacher of the academic group in the last class
of the discipline and involves taking into account the CAA (Table 1) and checking
the mastering of all topics in the discipline. The grade of the offset of the unfinished
discipline is determined in points from 70 to 120 and the mark - "passed", "not
passed",
 credit for the disciplines, the study of which is completed, is conducted by the
teacher of the academic group at the last lesson in the discipline and involves taking
into account the CAA (Table 2) and checking the mastery of all topics in the
discipline. The grade of the completed discipline is determined in points from 120 to
200 and marked - "passed", "not passed",
 Differentiated credit (DC) - conducted by the teacher of the academic group
in the last lesson of the discipline. Admission to the DC is determined in the points of
current educational activities, namely: min 70, max 120 points. Directly DC is
estimated from 50 to 80 points. The grade in the discipline is the sum of points for
CAA and DC in points from min - 120 to max - 200 and corresponds to the
traditional grade: "satisfactory", "good", "excellent" (Table 6),
• Exam is conducted by examiners approved by the order of the rector of the
university within the timeframe determined by the examination session. Admission to
the exam is determined in points min 70, max 120 in the absence of unfinished

classes and unsatisfactory grades. Unfinished classes and grades "unsatisfactory"
must be completed. The exam is rated from 50 to 80 points.
Grade from the discipline - is the sum of points for the CAA and the exam from
min - 120 to max - 200 and corresponds to the traditional grade: "satisfactory",
"good", "excellent" (Table 6).
Students’ individual tasks (further - SIT) are estimated in ECTS points (no more
than 10) which are added to the sum of the points typed for current educational
activity.

4. OBJECT AND TASKS OF EUROPEAN CREDIT


TRANSFER SYSTEM OF EDICATIONAL PROCESS
ORGANIZATION

The purpose of ECTS is to improve the quality of higher education and ensure
on this basis the competitiveness of graduates of the PIHE “KhIMU” in the domestic
labor market and in any country, raising the prestige of the university and the prestige
of Ukrainian higher medical education. The main tasks of ECTS:
• adaptation of ECTS ideas and technologies to the system of higher national
medical education and the university to ensure the mobility of students in the learning
process and the flexibility of training, taking into account the rapidly changing
requirements of national and international medical labor markets;
• creating conditions for active participation of students in the educational
process;
• stimulating participants in the educational process in order to achieve high
quality education at the university;
• increasing the amount of independent work of students, ensuring its quality
organizational and methodological implementation;
• achieving transparency of the educational process and determining its
evaluation, free access of students to ECTS technologies;
• providing opportunities for learning according to individual curricula.

5. EVALUATION OF STUDENTS’ ACADEMIC PERFORMANCE OF THE


DISCIPLINE ACCORDING TO EUROPEAN CREDIT TRANSFER SYSTEM
OF EDICATIONAL PROCESS ORGANIZATION

5.1 ECTS, as a technology includes:


- study of academic disciplines (passing all types of practices), structured into
logically complete parts of the curriculum, which are implemented through
appropriate forms of organization of the educational process and end with semester
control;
- introduction of ECTS credits as units of students’ workload required for
mastering the discipline. Credits are assigned to qualifications or training programs

in general, as well as their educational components (such as: discipline, elective
course, internship, etc.).
- counting of credits to students from the components of the curriculum
(academic disciplines, practices, etc.) on the basis of obtaining positive grades, tests,
differentiated credits and exams. Establishment of credits to students is carried out in
full volume according to the credits established in an educational component and
only after their full performance;

5.2 Evaluation of current academic activity (CAA)


During the assessment of mastering each academic topic of the discipline
(CAA) and the final class (FC) the student is graded according to the traditional
4-point system: "excellent", "good", "satisfactory" and "unsatisfactory".
The final score for current learning activities (CAA) and final classes (FC)
are defined as the arithmetic mean of traditional grades for each class and FC,
rounded to 2 decimal places and listed on a multi-point scale according to
Tables 1 and 2.
Recalculation of the average grade for CAA and FC for disciplines that
end with a differentiated test, exam and incomplete discipline (IDE) or FSC
is carried out in accordance with Table 1. The minimum number of points
that a student must score for admission to a differentiated credit or exam –
70 points the minimum positive grade for a differentiated credit or exam,
Respectively - 50 points.

The recalculation of the average grade for current academic activities (CAA) in
a multi-point scale for disciplines that end with a credit is carried out in accordance
with Table 2. For counting, the student must get from 120 to 200 points.

5.3 Final class evaluation


The final class (hereinafter - FC) must be performed in accordance with the
working curriculum of the discipline (hereinafter - WCD) during the semester on
schedule, during classes.
Taking of final class is carried out by the teacher of the academic group or the
exchange of related groups between teachers.
Departments of the PIHE “KhIMU” should provide teaching staff (hereinafter -
TS) to prepare for the final class with the following materials:
- basic and anchor test tasks LIE "KROK";
- list of theoretical questions (including questions on self-studying work);
- list of practical skills;
- list of drugs, prescriptions of which must be prescribed by the student;
- list of medical records;
- evaluation criteria for knowledge and skills of students;
- schedule for students completing missed classes during the semester.

Recommendations for the final class: Each department determines the


procedure for performing the final class and approves it in the WCD
1. Solving a package of test tasks on the content of educational material, which
includes the following:
- basic test tasks in the discipline, which cover the content of the educational
material of the final lesson in accordance with the WCD in the amount of at least 30
tests (for disciplines that are part of the LIE "KROK"
- open database of test tasks LIE "KROK". Evaluation criterion - 90.5% of
correctly solved tasks; "Passed" or "not passed");
2. Assessment of the development of practical skills (evaluation criteria -
"performed" or "failed");
3. During the evaluation of the student's knowledge on theoretical issues
included in this final class (FC), the student is given a traditional grade, which is
converted into a multi-point scale together with the grades for CAA (Table 1).
4. Tasks for practical and professional training that reflect the skills and abilities
during the supervision of thematic patients, evaluation of laboratory and instrumental
research methods and the choice of treatment tactics defined in the lists of working
curricula (WCD) and educational and qualification characteristics (hereinafter - EQC)
specialties.

5. Tasks for diagnosis and care in emergencies (within the WCD and EQC
specialty).

5.4 Differentiated credit and exam


Exam or differentiated credit in a discipline or its part is a process during which
the level of theoretical knowledge received for the course (semester), development of
creative thinking is checked; self-studying skills; competencies that show the ability
to synthesize students’ knowledge and apply them in solving practical problems.
Differentiated credit is conducted by the teachers of the group at the final class.
To conduct the exam, a session schedule is set, approved by the rector of the PIHE
“KhIMU”, indicating the specific dates of the exams, which are set aside outside the
semester.
If the exam is not passed, the dates of re-assembly during the holidays are set,
before the beginning of the next semester.

Recommendations for a differentiated credit or exam:


Each department approves the method of conducting a differentiated test, exam,
taking into account the belonging to the cycles: humanitarian and socio-economic,
natural science or vocational training in the working curriculum of the discipline in
the prescribed manner.
1. The solution of the package of test tasks is recommended to be carried out at
the last or penultimate lesson of the semester, which includes basic test tasks of LIE
in the amount of not less than 30 tests. Evaluation criterion - 100% of correctly
solved tasks, "passed - failed".
2. Assessment of the acquisition of practical skills and theoretical knowledge on
all topics of the discipline takes place on the day of the exam. There are two possible
approaches to evaluate the development of practical skills and theoretical knowledge
(which are selected by the department and included in the work program of the
discipline on the tickets drawn up at the department):
Approach I - Criteria for evaluation of practical skills and theoretical
knowledge (Tables 3, 4).

Approach II – In the case when the assessment of practical skills is carried out
according to the criteria of "performed", "failed", the evaluation of theoretical
knowledge is in accordance with Table 5.

3. Tasks for practical and professional training that reflect the skills and abilities

5. Performing medical manipulations according to List 5 of Industry Standards.

Discipline grade
If the discipline is studied for 2 or more semesters, the grade is determined as
the arithmetic average of the scores for all semesters during which students studied
the discipline, which is evaluated on a 120-point ECTS scale (Table 1) with the
addition of points obtained directly on differentiated credit or exam. The maximum
number of points that an student can score during the study of the discipline - 200

points, including the maximum number of points for current academic activities - 120
points, as well as the maximum number of points for differentiated credits or exams -
80 points. The minimum number of points is 120, including the minimum current
academic activity - 70 and according to the results of the exam or differentiated credit
- 50 points.

Evaluation of students’ individual tasks


At the meeting of the department a list of individual tasks (participation with
reports in student conferences, profile competitions, preparation of analytical reviews
with presentations with plagiarism) with the definition of the number of points for
their implementation, which can be added as incentives (not more than 10) should be
approved.
Points for individual tasks are credited to the student once only if they are
successfully completed and defended. In no case may the total amount of points for
CAA exceed 120 points.
Evaluation of students' self-studying work
Assimilation of topics that are submitted only for self-studying work is checked
during the final class, tests, differentiated credits and exams.
5.5 Evaluation technology of the discipline
Evaluation of the results of the study of disciplines is carried out immediately
after the differentiated credits and exams specified in the schedule of the examination
session. The grade for the discipline is defined as the sum of points for the CAA and
the exam or differentiated credit and is min - 120 to max - 200.

The grade in the discipline is given only to students who have passed all the
final classes, credits, differentiated credits and exams. After completing the study of
the discipline, the head of the department or teacher gives the student the number of
points and the corresponding grade in the record book and fill in the progress of
students in the mark sheets of academic performance evaluation of the discipline.
Grades "unsatisfactory" are given to students who were admitted to the credits,

differentiated credit, exam but did not pass it and who are not admitted to the credit,
differentiated credit or exam. Students who do not meet the requirements of the
curricula of the disciplines are given a grade of Fx. A grade of F is given to students
who are not allowed to take a differentiated test or exam. Grades "Fx" or "F"
("unsatisfactory") are given to students who are not credited with the study of
disciplines, the form of control of which is credit. Evaluation of the discipline, the
sections of which were studied at different departments, after the completion of its
study is set by the staff of the dean's office of the PIHE “KhIMU” in accordance with
this instruction and information provided by the departments.

5.6 Evaluation of certification results


Certification of applicants for higher education in the PIHE "KhIMU" is carried
out in the form of a practice-oriented exam, defined in the educational and
professional program and curriculum of the appropriate level of higher education and
specialty.
The results of the certification are determined using the following scales in
points on a 200-point scale and on a national 4-point scale ("excellent", "good",
"satisfactory", "unsatisfactory"). Practically-oriented exam in the PIHE "KhIMU" is
conducted in the form of a comprehensive exam. Separate grades are given for the
disciplines that are part of the complex.
All results are determined on the basis of initial scores recorded in individual
protocols of examination and evaluation, which are approved by the order of the
Ministry of Health of Ukraine "On approval of the Regulations on the organization
and procedure of state certification of students studying in higher educational
institutions III-IV levels of accreditation" Medicine »№ 53 dated 31.01.2005.
The initial scores entered in the protocols are determined as follows:
Performance of situational tasks, basic skills and abilities, which are tested during the
first part of the exam, is evaluated by points "1" and "0" ("completed", "failed").
Points are entered into individual protocols for conducting and assessing the first part
of the exam.
Performance of standard tasks of activity and skills, which are tested during the
second part of the exam, are evaluated by points: "1", "0.5" and "0" ("performed",
"not fully performed", "failed").
Points are entered into individual protocols for conducting and assessing the
second part of the exam. The scores for the first and second part of the exam are
defined as the arithmetic mean of all scores recorded in the individual protocols for
conducting and assessing the relevant part of the exam.
The initial scores for the first and second part of the exam are in the range from
0 to 1 and are rounded to 2 (two) decimal places.
The resulting score for the practice-oriented exam is defined as the arithmetic
average of the scores of the first (AA1) and second (AA2) parts of the exam,
multiplied by the technical factor 5 (order of the Ministry of Health of Ukraine № 53,
from 31.01.2005).

Chairmen, members of examination commissions and examiners are guided by
the following table of compliance with the evaluation criteria when evaluating
students' knowledge during the certification.

Points for the practice-oriented exam on a 200-point scale are converted into a
four-point scale according to the above criteria. Grades on multi-point and 4-point
scales are recorded in the information of the examination group.

5.7 Conversion of the number of points from disciplines and results of


certification into grades on the ECTS scale and on a 4-point (traditional) scale
(ranking)

Multi-point and four-point scales characterize the actual success of each student
in mastering academic disciplines. The ECTS scale is a relative, comparative, rating
scale, which establishes the student's affiliation to the group of the best or worst
among the reference group of classmates (faculty, specialty). Therefore, the grade
"A" on the ECTS scale cannot be equal to the grade "excellent", and the grade "B" -
the grade "good" and so on. As a rule, when converting from a multi-point scale, the
limits of grades "A", "B", "C", "D", "E" on the ECTS scale do not coincide with the
limits of grades "5", "4", "3" on the traditional scale.
Points from disciplines are independently converted into both the ECTS scale
and the four-point scale. ECTS scale scores are not converted to a four-point scale
and vice versa.
The ECTS score is NOT converted to the traditional four-point scale, as the
ECTS scale and the four-point scale are independent.
Students and graduates who study at one faculty in one specialty, based on the
number of points earned in the discipline, are ranked on the ECTS scale as follows:

Ranking of students who have successfully completed the study of disciplines


and successfully passed the certification, with grades "A", "B", "C", "D", "E", is

carried out by departments for domestic and foreign students studying in one
specialty. The results are recorded in the protocols and the student's study card.
Applicants who received less than 120 points (grade "2") are not included in the
list of ranked students. The results are recorded in the protocols.
Applicants who do not meet the requirements of the curriculum of the disciplines
receive grades FX or F. Grade FX ("2") is given to students who were admitted to the
credit, differentiated credit, exam, but did not pass it and then have the opportunity to
retake. Grade F ("2") is given to students who are not allowed to take the credit,
differentiated credit, exam; such students do not have the right to retake without re-
studying those parts of the discipline from which they owe.
Applicants who have received an FX or F ("2") are not included in the list of
ranked students, even after re-enrollment. Such students automatically receive a score
of "E" after re-assembly. The results are recorded in the protocols and the student's
study card.
