President Uychiat of the Republic of the Philippines called to the people of
Iligan for an all-out-war against garbage pollution. This is due to the
massive flood in the streets of Iligan during typhoon Hannah which killed hundreds of residents. This catastrophe could have been avoided had the drainage systems been properly working and were unclogged with the city's garbage. Was Pres. Uychiat's declaration a valid exercise of his Executive Powers?
Yes. President Uychiat has jurisdiction over the Republic of the Philippines and can execute or declare such order to mandate the community when the case or situation is under public safety. He can execute an all-out-war against garbage pollution. It is in fact a way to declare a state of calamity.
