III. EXECUTIVE SUMMARY

The Agrarian Reform Community Connectivity and Economic Services Support (ARCCESS) of
the Department of Agrarian Reform continues to implement its strategic interventions to its
Market-based Agri-technology and Agri-Extension Services
VILLAGE LEVEL COCONUT-BASED SWEETENER PRODUCTION (COCO SUGAR)
agrarian beneficiaries through its accredited Professional Service Provider, Baba’s
Foundation Inc.,
In this reporting period, it will primarily discuss the implemented programs based on the
work plan and its level of progression in the province of Zamboanga del Norte, particularly
to its farmer beneficiaries Teresita Farmers Multipurpose Cooperative (TEFAMUCO) and
Luzvilla Agrarian Reform Beneficiaries Multipurpose Cooperative (LUZARBEMCO). The
programs were specifically designed based on the Market-Oriented Agri-Technology and
Agri-Extension Project as a major component of the ARCCESS, and through a thorough
evaluation and series of consultations among its identified stakeholders.
These efforts are anchored to retaining the agricultural lands awarded to the farmer
beneficiaries, thus employing farming initiatives that will help farmers in increasing their
productivity and income level, ensure food security within their household, and eventually
contribute to food sustainability on a larger scale.
While new farming technologies were introduced to the farmers during the first phase of
the project, the mechanisms employed in the following programs are focused on organic
farming combined with scientific knowledge and modern technology. Among these are the
imperative rehabilitation on farm lands, series of trainings involving appropriate farming
technologies and manufacturing practices, learning expedition, as well as helping farmers in
setting organizational plans on production management and sustainability.
Considering that the project is already on its midterm phase, the following details to be
discussed in the succeeding pages will focus on the effects and developments among the
participating ARBOs after the interventions were implemented by the Professional Service
Provider and its partner agencies; coaching and mentoring activities conducted by the PSP
to better lead the ARBOs in attaining their short-term and long-term plans as a cooperative
working for their community; and the current standing of the ARBOs based on the work
plan.
Through giving a detailed report on the abovementioned components of this report, we can
better analyze the current situation of the ARBOs thus giving a clearer picture of rooms for
improvement while completing the project, and serving as an experiential reference to
future interventions that may be similar to this project.

IV. OBJECTIVES
