The author is Juan De Plasensia. He was a friar and missionary when he came in the Philippines, that’s why he want to convert that people into Christianity and defend native population.

It was published on 1589 in Archivo General de Indias. (A.G.I) in Seville, Spain.

Juan de Plasensia started to written “Customs of the tagalog” during Spanish Colonial Period, it was a time of chronicles of the spanish expedition to the Philippines.
