City of Charleston households are not eligible.
Due to COVID-19 Pandemic
Emergency financial assistance is available
to help you with mortgage and/or utility
payments if your income has been
negatively impacted by the COVID-19
pandemic. You may be eligible for up to six
months consecutive emergency
mortgage/utility assistance.
No direct payment assistance to
individuals.
Payments will be made by Charleston
County directly to the mortgage holder
and/or utility company.
This program is made available through
Charleston County Community
Development Department by HUD CDBG-
CV CARES Act funding.

APPLICATION AND DOCUMENTATION REQUIREMENTS

DOCUMENT CHECKLIST: The following supporting items are
required before your application can be approved for
assistance:
Completed application
 Completed and signed (ShelterNet) Release of Information
 Self-Declaration of Income Form
 DOCUMENT ALL INCOME
Types of Income Documentation
o Paystubs from April 1, 2020 to the present date from
employers for each working member of the household
o Current Social Security and/or Social Security Disability
Letter (if applicable)
o Unemployment portal screenshot from the SC Dept. of
Employment workforce showing how much
unemployment you have received due to COVID-19
o Child Support
 Proof of financial hardship or increased expenses related to the
pandemic (Example: termination or reduction in hours letter
from employer due to pandemic, unemployment, limited
resources, increased expenses, etc.)
 Most recent mortgage statement
 Signed letter (including mortgage account number and property
address) stating that you give Community Development
permission to speak to your Lender about your account
 Photo ID for all adult members of the household (Driver’s
License, Government ID, Current Passport, etc.)
 Copies of unpaid utility bills (electric, gas, water, and sewer)
