I. INTRODUCTION

In preparation for school AY 2021-2022, Barangay San Juan, Surigao City together with Surigao City National High School will
simultaneously implement a traffic scheme effective on August 2021. To improve the stream of traffic throughout school days.

II. ACCESS OF VEHICLES

A. All vehicles off to Surigao City National High School should only enter in any of these streets:
i. Santos Cedro St.
ii. Macario Diaz St.
iii. Alilo Ensomo St.
iv. Herminigildo Escalante St.

B. Vehicles who enters San Santos Cedro St. and Macario Diaz St. shall turn left at any of these streets:
i. Ramon Kaimo St.
ii. Felimon Monteros St.
iii. Nestor Eguna St.

C. Vehicles who enters Heminigildo Escalante St. shall turn right at Rafael Eliot St. then left, at Alilo Ensomo St.

D. While those who enter Alilo Ensomo St., could proceed directly at Surigao City National High School.

E. All vehicles should exit at Rafael Eliot St. then turn either left or right at any of these streets:
i. Herminigildo Escalante St.
ii. Macario Diaz St.
iii. Santos Cedro St.
iv. Alilo Ensomo St.

Herminigildo Escalante St.

1. Vehicles who enters Santos Cedro St., form


Sabang Road or from the neighboring
barangays shall turn either left or right at any
of these streets:

2. Vehicles who enters Macario Diaz St., from


Sabang Road or from the neighboring
barangays shall turn either left or right at any
of these streets:
d. Nestor Eguna St.
e. Ramon Kaimo St.

3. Vehicles who enters Alilo Ensomo St., from


Sabang Road or from the neighboring
barangays shall proceed directly at the
school’s entrance.

 And shall turn right or left to exit


directly using the Alilo Ensomo St.; or

4. Vehicles who enters Herminigildo St., from


Sabang Road or from the neighboring
barangays shall shall use the Rafael Eliot St.
then turn left and proceed directly at the
school’s entrance.

 And can directly turn right or left to exit


directly using the Alilo Ensomo St.; or

 Proceed to Rafael Eliot St. and turn


either left or right;
For those who turned left,
d. Exit at Herminigildo St.
For those who turned right,
g. Exit at Macario Diaz St.; or
h. Exit at Santos Cedro St.

IV. DROP-OFF/PICK-UP ON SCHOOL SIDE


a. Drop-off/pick-up outside the school may be done at the following areas:
 Corner of Nestor Eguna St. or Ramon Kaimo St. free for vehicles turning right.
 Corner of Felimon Montero St. free for vehicles turning left.

V. REMINDERS
a. Speed limit inside the school is 5kph at all times. Turn-off engines while parked or waiting.
b. Refrain from using mobile phones while driving.
c. Park properly making sure that traffic is not obstructed.
d. No prolonged parking. Leave the area as soon as the student is dropped-off/fetched.

e. Loitering and smoking along the school’s perimeter and inside waiting/parking areas.
f. The above scheme and rules will be jointly implemented by Barangay San Juan and Surigao City National High School.
g. SOFT IMPLEMENTATION IS FROM FEBRUARY 17 TO 21. WE REQUEST PARENTS THAT NECESSARY ADJUSTMENTS
BE MADE TO AVOID BEING LATE FOR SCHOOL.

VI. PROGRAMS, PROJECTS AND ACTIVITIES

In line with the 5 Pillars of Traffic Management, the following projects will be conducted and be implemented hopefully, this coming
S.Y. 2021-2022.

1. Improve the Traffic Control Strategies


(Engineering)
a. Schools' and the barangays' current road designs and traffic control devices need to be improved

2. Establish a harmonized system in the enforcement of traffic Laws


(Enforcement)
a. The assigned personnel responsible for the schools’ traffic management shall coordinate with the provincial public
safety officers and the monitoring of the implementation of the scheme shall be observed.

3. Enhance awareness on traffic rules and road safety to the students and public
(Education)
a. Conduct of road safety communication campaign through advertisements (e.g. television, radio, social media,
tarpaulins, etc.). giving training, travel practice in the actual application of traffic safety knowledge.

4. Monitoring and upgrading of drainage system

(Environment)
a. The drainage system shall be monitored to avoid flooding, especially during rainy days, since it can cause heavy
traffic.

5. Help lessen the waste of resources and delay in the workforce


(Economy)
a. Traffic flow should be smooth to avoid the excessive consumption of gasoline of moving tricycles.
b. Strict implementation of the traffic scheme should be observed to ensure that students, teachers, and other workers
of the school or the barangay could come on time.
