SID/STAR phraseology scenarios

Introduction

New Standard Instrument Departure (SID) and Standard Instrument Arrival (STAR) procedures
come into effect in Australia on 9 November 2017.

The new procedures are a global ICAO initiative to address the difficulties reported by several
States, air navigation services providers and aircraft operators on the application of previous ICAO
provisions, most notable is the issue of the applicability of published level or speed restrictions.

The new procedures rely on key phraseologies (CLIMB VIA / DESCEND VIA) to explicitly indicate
to flight crews if they should abide by speed and level restrictions associated to a given procedure.

Specific phraseology is introduced to instruct an aircraft to cancel level and speed restrictions, as
well as to instruct an aircraft to leave and rejoin a procedure.

This document explains the new SID/STAR procedures through a series of scenarios covering
various permutations of a departure or arrival.

Common aspects

In the SID/STAR scenarios, several common aspects will apply and may not be expressed in the
scenario examples for brevity:

 There is a clear distinction in application between SID/STAR published speeds, air traffic
control (ATC) speed restrictions and airspace speed limitations:
o Published speeds are speeds published on a SID or STAR chart
o ATC speed restrictions include ATC traffic management speeds or ATC-issued
speed control instructions
 All Class C aerodromes will have an an ERSA entry specifying an ATC
traffic management speed of 250 kt for the controlled airspace below
10,000 ft that overlies the aerodrome
 Some Class D aerodromes will have a similar entry for ATC traffic
management speed of 250 kt for the Class C airspace below 10,000 ft
overlying the Class D aerodrome (see ERSA FLIGHT PROCEDURES for
locations)
o Airspace speed limitations are speed limitations specified for a particular class of
airspace
 There will no longer be an IFR airspace speed limitation in Class C airspace.
 Unless an aircraft is cleared direct to a point, or specifically given a vector, the flight crew
must always comply with the lateral profile of the SID/STAR
 The use of a SID or STAR designator without a cleared level does not authorise the aircraft
to climb or descend on the SID or STAR vertical profile
 Published speed and level restrictions apply unless explicitly cancelled by ATC
 Unless a descent clearance includes ‘WHEN READY’, descent must be commenced as
soon as possible, but within 1 minute of the clearance being received
 In the event that a flight crew assesses that a published restriction cannot be met, they
must inform ATC as soon as possible

 The scenarios are designed for SIDs and STARs with published restrictions. When no
published restrictions exist or when there are no remaining published or remaining level or
speed restrictions on a SID, Australian ATC practice will be to continue using ‘CLIMB VIA
SID TO …’
o This will be unlike the practice in some countries where the phrase CLIMB TO (level)
will be used when no published restrictions exist or when there are no remaining
published or remaining level or speed restrictions on a SID
 When vectoring an IFR flight and when giving an IFR flight a direct routing which takes the
aircraft off an ATS route, ATC will issue clearances that ensure prescribed obstacle
clearance until the aircraft reaches the point where the pilot will resume own navigation
 The PANS-ATM phrase ‘CLIMB/DESCEND UNRESTRICTED TO …’ is not used in
Australia.

QANTAS 123 will climb to FL250, accelerating to profile climb speed, but continuing to follow the SID
lateral profile to the SID termination point.
Note: ATC in Australia will not generally use the phrase CLIMB TO (level) during SID and STAR
operations to reduce the risk of inadvertently cancelling essential speed or level restrictions.

This is unlike the practice in some countries where the phrase CLIMB TO (level) will be used
when no published restrictions exist or when there are no remaining published or remaining
level or speed restrictions on a SID.

Notes:
1. The phrase CANCEL SPEED RESTRICTIONS cancels all speeds published on a SID chart
and any tactical ATC-issued speed control instructions.
2. For operations at Class D aerodromes, cancelling SID speed restrictions does not also cancel
the standard Class D airspace speed limitations (i.e. 200kt below 2,500 ft within 4NM and
maximum 250kt below 10,000 ft). A specific clearance is required to cancel airspace speed
limitations.

Note: For all Class C and several Class D aerodromes (see ERSA FLIGHT PROCEDURES for
details and locations), an air traffic management speed limit of 250 kt applies below 10,000 ft.
This applies for aircraft not complying with SID or STAR speed restrictions, including when an
aircraft is vectored off the STAR.
