T housands of parents, teachers,

children and supporters of New
York City charter schools gathered
at Foley Square on Oct. 2nd to call
on city and state leaders to address
what they call a “failing school
crisis.”
The rally, which was billed as “Don’t
Steal Possible,” was organized by Families
for Excellent Schools (FES) and by elected
officials, including Senate Co-Majority
Leader Jeff Klein and Assemblymembers
Robert Rodríguez and Marcos Crespo.
“We have a duty to make sure our public
education is second to none,” said Senator
Klein. “Charter schools are public schools.
We have to emulate what charter schools do.”
FES and organizers sought to draw attention
to its report issued in July in which it cites that a
“forgotten fourth,” or nearly 143,000 students
of the 1.1 million public school students,
were trapped in failing schools. Moreover, a

 Bomplenazo is a biennial celebration
of Afro-Puerto Rican culture.
The 8th Biennial Bomplenazo
The 8th Biennial Bomplenazo, a celebration
of Puerto Rico’s African roots music and
dance traditions, will take place from Fri.,
Oct. 10th to Sun., Oct. 12th. This year’s
Bomplenazo will focus on how these art forms
have maintained their relevance into the 21st
century. Bomplenazo will feature New York’s
premier practitioners of bomba and plena
in a variety of venues with performances,
workshops, panel discussions, and more.
Pleneros y Bomberos de Nueva York
As part of its “Bomba and Plena: in the
House” series, Los Pleneros de la 21, in          viernes 10 al domingo 12 de octubre. Bomplenazo
collaboration with the Bronx Music Heritage
Center and the Hostos Center, are hosting
a special presentation for young audiences
with a performance of New York Afro-Puerto
Rican music and dance featuring BomPlenazo

Oct. 10th, at 10:00 a.m. and 12:00 p.m. at the
Bronx Music Heritage Center Lab, located at
1303 Louis Niñé Boulevard.

T he stately Bronx General Post
Office will soon have another
purpose besides handling the mail.
Development firm Youngwoo & Associates
(YWA) has purchased the landmarked post
office building, located on Grand Concourse
between East 149th and 150th Streets.
The United States Postal Service (USPS)
will maintain a retail presence in the building,
but specific plans for the remaining space
have not yet been announced. 
Based on the developer’s other recent
projects, and its past attempts to turn the
Kingsbridge Armory into a giant marketplace,
it is speculated that the post office site will
also end up as a market of some sort.
“While development plans are to be
unveiled at a future date, YWA intends to
build upon the property’s legacy as a trophy
of the Bronx and an iconic gateway to the
borough,” said Adam Zucker, Director of
Business Development at YWA.
The 175,000-square-foot building, built
in 1935, currently houses the USPS but its
interior space is largely vacant.  Brooklyn.
Adorning the lobby are 13 elaborate murals
painted by American artists Ben Shahn and
Bernarda Bryson.
In December 2013, the lobby murals were
designated as interior landmarks by the
Landmarks Preservation Commission.

organizations.

Latino community were the 100 Hispanic
Women, the Acacia Network, Inc., ASPIRA
and the Puerto Rican Family Institute (PRFI).
Carlos Pérez-Hall, the President of the
PRBA, an organization of Puerto Rican
attorneys established in 1957, officiated as

I Love the Bronx

various favorite spaces, things
and people in our borough,
we turn to Nilka Martell,
who continues to explore her
hometown.
“I am a Bronx native, daughter,
sister, mother of three beautiful
Bronx babies, photographer,
writer and motivator,” says
Martell, of Puerto Rican descent.
A paralegal for over 17 years
until December 2010, she has
since been dedicating her time to
exploring the Bronx.
Her energy and enthusiasm are
indefatigable, and admirable.
“I want to make my fellow
residents aware and informed
of how lovely our borough
is, what it offers, and how to
lend a helping hand in our
environment.”
Of this new time in her life,
Martell says, “I have never felt
so alive.”
Over a month ago, I took to the streets
with my daughter to check out some of the
street art in our area.
Our idea was to use these works of art as
a background for some fun urban pictures.
We were interested in particular in going
to a site on Westchester and Glebe Avenues
where artists from the TAG Public Arts
Project had gathered in June to create
elaborate art pieces. We found ourselves
stunned by the unusual abstract works.
The walls belonged to the Westchester
Square Plumbing Supply, owned by Bob
Bieder. He explained that he sought to
thwart the problem of being constantly
“tagged” without his consent, and so
he invited the artists from TAG Public
Arts Project to use his exterior walls as
canvasses.
Bieder proudly informed me there were
more pieces on Butler Place and Ferris
Place near Westchester Square.
Curious, I reached out to the J. “SinXero”
Beltrán, the Founder and Director of TAG
Public Arts Project, to learn more.
He had a lot to share.
“My style incorporates various graffiti,
street art and abstract techniques, which
produce my signature style called Fine
Grafstract Expressionism,” explained
the Bronx native. “My paintings are

heavily influenced by the graffiti I saw
as a child growing up and the golden
era of hip hop culture in the 80’s. In
my paintings with acrylic paint, aerosol
spray paint, stencils, silkscreens, paper
and glue, ink and markers, I pay an ode
to the streets I grew up in. I capture…
the hip hop era by producing urban
landscapes and textures reminiscent to
the front of old school bodegas, handball
courts and [city] streets as well as
bombed MTA trains when the Bronx was
known to have been burning.”
When asked why he created this project,
SinXero replied, “I came to experience the
same struggles and obstacles all artists face
when dealing with the art community and
each other. I decided to have artists from
various art genres, from all the boroughs
and different parts of the world rockin’
together, side by side, while painting
murals. I wanted to create outdoor galleries
that would beautify neighborhoods, add
life to neglected buildings and make daily
commuting uplifting. I realized there was a
bigger picture. I created TAG Public Arts
Project in an effort to encourage graffiti,
street and fine artists to work together.”
Artists James “Sexer” Rodríguez and
Luis “Zimad” Lamboy are among the
many artists that work along side SinXero
as associates of TAG Public Arts Project.
Recently their work was incorporated
as part of the route of the “Official Bronx
Street Art Tours” led by Alexandra Maruri
of MCNYTOURS.com.
The group’s latest creation is located on
East 134th Street and Willis Avenue. In the
coming months, TAG is looking to secure
more walls throughout the Bronx in an
effort to expose everyone to art, especially
those who do not frequent art museums and
galleries.

dirigimos a Nilka Martell, que continúa

“Soy nativa del Bronx, hija, hermana,
madre de tres hermosos bebés
del Bronx, fotógrafa, escritora
y motivadora”, dice Martell, de
ascendencia puertorriqueña.
Una asistente legal por más de 17
años hasta diciembre de 2010, desde
entonces ha estado dedicando su

Cuando se le preguntó por qué se creó
este proyecto, SinXero respondió: “Vine
a experimentar las mismas dificultades y
obstáculos que todos los artistas enfrentan al
tratar con la comunidad artística y unos a otros.
Me decidí a tener artistas de diversos géneros,
de todos los barrios y diferentes partes del
mundo trabajando juntos, lado a lado, mientras
pintamos murales. Quería crear galerías al aire
libre que embellecerían los barrios, añadir vida
a edificios abandonados y hacer que sea más
placentero el viaje en transporte público. Se me
amplió la visión. He creado el Proyecto de Arte

artistas de graffiti, callejeros y profesionales a

O n the morning of Sun., Oct.
5th, the sun was beaming at
Claremont Park.
And by mid-afternoon, it was the park
itself that was radiant.

That’s because Chestnut Holdings, a
property management firm that runs several
residential buildings in the borough, partnered
with The Bronx is Blooming and NYC Parks
to beautify and restore Claremont Park.
A group of about 100 volunteers spent the
day planting bulbs, strengthening trees and
restoring flowerbeds.

Program protects
residents in need

A
maryllis Gillian was in dire
straits about a year ago.
A resident of Kingsbridge, Gillian is the
sole provider for her two grandchildren,
whose father is incarcerated and mother is
unable to care for them.
Last December, she found out that her food
stamp benefits, which are needed to feed her
grandchildren, would be cancelled.
Around the same time, her rent was being
increased by her landlord.
“I had to choose between paying the rent
or buying food,” said Gillian. “Things were
getting desperate.”
For assistance, Gillian called on the Safety
Net Project — an organization that helps
protect the rights of low- and no-income
New Yorkers through direct legal services,
litigation, research and policymaking.
With the Safety Net Project’s help, Gillian
had a fair hearing scheduled with the Human
Resources Administration (HRA), the city’s
welfare agency.

explained Gillian.
Leah Goodridge, Staff Attorney at the
Safety Net Project, said that Gillian’s
experience is common for those on public
assistance.
“Sometimes our clients have their
benefits wrongly terminated, because they
were improperly budgeted by the agency,”
Goodridge said.
“We will help clients with their fair hearings
to get a favorable outcome for them.”
The Safety Net Project recently opened
additional offices at Union Community Health

unsafe living conditions, the clinic
can help them take legal action to bring about
a resolution.
Also, residents can meet with advocates
and attorneys from the Safety Net Project to
discuss issues regarding a denial or reduction
in their public assistance or food stamps cases.
All services from the clinic are provided
free of charge.
“These things are very difficult for people to
navigate without assistance,” said Goodridge.
“We give them the guidance they need.”
According to Denise M. Miranda,
Managing Director of the Safety Project,
the demand for such services in the Bronx is
critical.
“Union Community Health Center sits in
one of the poorest Congressional districts in
the country,” said Miranda.
“There is an urgent need for NYCHA
residents and low-income families to have
access to free, quality legal services offered in
multiple languages.”
The clinic at UCHC is funded by the New

“Just the stress of going through the legal
process can be a huge burden,” commented
Goodridge. “There is paperwork and
procedures and it can be daunting.”
For residents like Gillian, the legal
assistance was a game-changer.
“I don’t know what I would have done
without them,” said Gillian of the Safety Net
Project. “Now I can pay my rent and do what
I need to do to care for my grandchildren.”

The unveiling for the Urban
Regeneration II installation at the
intersection of East Tremont and
Westchester Avenues was held on Wed.,
Oct. 1st.
Cunningham said the intersection under
the elevated train station was the perfect
setting for the three steel sculptures, which
will be on display for a year.
“The steel is a reference to things like this
amazing structure we stand under, which is
the elevated train,” she explained. “It’s built
from the same kind of material.”
Launched in October 2008, the New York
City Department of Transportation’s Art
Program invigorates the City’s streetscapes
with engaging temporary art installations.
The program partners with community-based
organizations and artists to present murals,
sculptures, projections, and performances
on plazas, fences, barriers, bridges, and

La inauguración de la instalación Urban
Regeneration II en la intersección de las

cabo el miércoles 1° de octubre.
Cunningham dijo que la intersección en la estación
del tren elevado es el escenario perfecto para las

“Artists are a little crazy,” said
sculptor Linda Cunningham.

The sculptures, though, were inspired by
Chinese gardens. She said she saw the work

Much like the story of so many residents
of the borough, the  sculpture bears tales of
travel.
The installation stones, which include
fossil rock, quartz and red flame lava, were
forged underwater at the Florida Keys. She
arranged for transportation to the Bronx
in collaboration with a landscaper from
Philadelphia.
Most of the steel used in the structure came
from Pennsylvania, and some came from
Washington D.C.
“Artists are a little crazy in a certain way,”
she smiled. “They have to be passionate
about an idea. And I was passionate about
seeing these kinds of structures.”
Still, Cunningham will be focusing on
slightly smaller art in the near future. She
is currently working on art that she is able
to create right in her studio on East 140th
Street, including what she says are “a lot of
big drawings.”
What is certain as well that while she will
continue to draw inspiration and materials
from every corner of the world, she is certain
that she is staying put in the Bronx.
“It’s a community,” said Cunningham of
her hometown. “It is like a number of small
towns. People greet me on the street, and that
is so special.”

Robles, co-manage Junior’s Seafood
Restaurant together.
The popular restaurant at 20 Burnside
Avenue is a destination for lovers of seafood
and freshly prepared and grilled foods. The
tables and booths are filled on any given
afternoon with local residents, students and
staff from nearby Bronx Community College.
The couple officially took charge of the Grilled salmon and vegetables. Running the business is a family
restaurant this past July, after the previous affair; Kilpatry and brother
owner, a friend, decided to move to Florida. Rainiero serve as managers.

 Making the Grade

N ew York City is as diverse as
it’s ever been, with nearly
40 percent of our residents born
outside the U.S., nearly 50 percent
speaking a language other than
English at home, and over 55
percent of New Yorkers identifying
as people of color.
As the Chief Financial Officer of the
City, it is my job to not only scrutinize our
City budget for waste, fraud, and abuse, but
also to look beyond the four-year financial
plan to envision what our economy will
look like decades down the line. Part of this
effort is in understanding how diversity—
from the factory floor to the boardroom and
everywhere in-between—is an economic
development imperative.
At the City level, a robust minority and
women-owned business enterprise (M/
WBE) program not only makes government
more efficient for taxpayers by increasing
competition in procurement, but also helps
to foster an inclusive economy of shared
prosperity throughout the five boroughs. As
a recent Department of Commerce study
showed, minority-owned businesses are
“engine[s] of employment in emerging and

is essential to reducing the high rate of
unemployment that continues to plague many
minority communities in the wake of the Great
Recession.
However, you wouldn’t know it by looking
at how our City spends its taxpayer dollars
to purchase goods and services—everything
from office supplies and heavy machinery, to
professional services and food for the City’s 1.1
million school children. In Fiscal Year 2014,
only 3.9 percent of the City’s $17.8 billion
procurement budget went to M/WBEs.
I recently issued a new report—“Making
the Grade”—that gives 32 City agencies,
including my own, a letter grade for M/WBE
procurement. The grades are based on target
goals laid out in the most recent amendments to

include procurement goals for African-

American, and Women-owned firms across
four industry categories: Construction,
Professional Services, Standard Services, and
Goods.
The results should be troubling to every
New Yorker who cares about the future
of our City and its economy. Only two
agencies secured better than a “C” and the
majority of agencies were issued “Ds” and
“Fs.” That’s not only an embarrassment; it’s
costing taxpayers money and hurting our
communities.
Of the over $5.7 billion in FY 2014
spending reviewed in my report, Hispanic
American-owned businesses received just
$37.4 million dollars—a total of 0.7%. That’s
unacceptable and we, as a City must do
something to change this immediately.
The fundamental goal of the gradebook is
to press agencies to redouble their efforts to
increase outreach to M/WBEs and ultimately
get more contracts into the hands of these
crucial job-creators.
But it doesn’t stop there. The report also
provides a series of recommendations to
strengthen the City’s M/WBE program,
including:

Just as restaurant letter grades have
led to declines in violations of the health
and safety code, these M/WBE letter
grades will change the conversation about
procurement in the City of New York and
create an incentive for agencies to take
concrete steps to ensure a level playing
field for all who wish to do business with
our City.
In the midst of the first great wave of
progressive politics in America, Louis
Brandeis wrote, “Publicity is justly
commended as a remedy for social and
industrial diseases…Sunlight is…the best
of disinfectants.” This idea still resonates
over a century later. Although agencies may
feel the sting of taking a bad grade home on
their report card, our goal is not to attack
agencies, but instead is to provide data-
driven analysis that will boost M/
WBE procurement by increasing
transparency and accountability
and, in turn, promote economic
growth across our great city.

One of the Bronx’s oldest parks, Claremont
is one of the few in the borough to feature a
public pool, and locals use its rolling hills and
gazebo for picnics and birthday parties during
nice weather.
One of the key tasks accomplished at the
cleanup day was strengthening the park’s
smaller and newer trees, and erecting
protective fencing.
A Parks Department representative said
that the fences would help keep dogs and
people from damaging the trees.

staff and management of Chestnut Holdings,
as well as a large contingent of local college
students who donated their time through The

engages youth in environmental stewardship

Before Freedom Summer
Christopher Bonastia, Professor of
Sociology at Lehman College, is author of
Southern Stalemate: Five Years without Public
Education in Prince Edward County, Virginia.
He will host “Before Freedom Summer,” a
lecture on Prince Edward Freedom Schools.
Prince Edward County closed its schools
for five years (1959-1964) rather than obey a
desegregation order from the federal court. In the
summer of 1963, students from Queens College
and New York City teachers traveled to Virginia
to run a “Freedom School” for black Prince
Edward students. Prince Edward Freedom
Schools served as an important template for the
extensively studied Freedom Schools launched
in Mississippi the following summer. This
lecture which takes place on Tues., Oct. 28th
at 2:00 p.m. and it will explore the creation of
Virginia’s Freedom Schools in Virginia and their
links to Freedom Summer in Mississippi.

Keep Me Safe
Lorizbeth Guzmán and Wordat4F are
hosting “Keep Me Safe,” a domestic abuse
awareness event to recognize victims and
survivors. There will be informational session,
an open forum for discussion, featured spoken
word artists, DJ entertainment, raffle tickets,
and much more. All proceeds from the event
go to Safe Horizon.
Since 1978, Safe Horizon has provided
victims of domestic violence, child abuse,
human trafficking, rape and sexual assault,
as well as homeless youth and families of
homicide victims, with a wide range of
comprehensive support. Their programs
partner with governmental and other
community agencies to offer additional
assistance, including finding resources for
those living outside New York City.
Participants of “Keep Me Safe” are asked
to wear purple on the day of the event to show
support for victims and survivors of domestic
violence.

Hispanic Women is currently devising what
she said was its “most ambitious” program
so far: the Graduate Fellowship, a program
designed to “provide assistance to Latina
women who wish to tend to post-graduate
studies.”

accepted for the Acacia Network, which
offers an array of community services in
health, housing, and economic development.
“Acacia is the largest Puerto Rican-founded
organization in the nation and the second
largest Latino organization, second only to
La Raza,” said Glasel of the organization
established in 1969.
“One of the ways we’ve grown was by
rescuing other Latino organizations,” he
explained. “Instead of disappearing on the
horizon, these organizations became part of
the Acacia Network.”
Gazel, who began his career working
with the Latino community in Los Sures
in Brooklyn, noted that Acacia provides a
“growth area for lawyers,” and working for
the organization has been a “really exciting
enterprise.”

ASPIRA, whose mission is to foster the
social advancement of the Puerto Rican and
Latino community by supporting its youth
in educational excellence and leadership

to “change the world,” but the
Colombian law student soon
realized that “changing the world
never paid much.”
She is, nonetheless, undeterred.
“I want to dedicate my life to
fighting for the rights of vulnerable
populations; criminal defendants,
immigrants in deportation
proceedings and our nation’s
veterans,” she said. 
She said the PRBA provided
critical support on various fronts.
The association had led her to meet “great
examples of people who look like me, speak
my language and embrace my culture.”

living is a viable alternative, offering them not
only assistance with daily living, but many
opportunities for socialization and activity
allowing seniors to maintain independence.”

“Kids can’t wait” and “Great schools now.”
The coordinated effort to turn out en masse

their doors and bringing students, teachers
and parents downtown. A strong showing
was seen from Eva Moskowitz’s Success
Academy schools, which has 32 schools
citywide.
Harlem resident Chie Davis brought her son

son, who attends Harlem Success Academy,
had previously been enrolled at a public
school for kindergarten. “It was horrible. He
