Wcdma:

impact OF IUR Border ON

CLUSTER LEVEL KPIs
KPI margin calculation for use in swaps
Impact of Iur
› When averaging all sites swapped in a cluster, clear correlation between
percentage of relations over Iur (%) can be seen with multiple KPIs degradation
› Negatively impacted KPIs:
– Success KPIs:
› RRC, CSSR CS and PS, HSDPA
– Drop KPIs:
› CS and PS
› On following slides, all UMTS sectors were grouped into bins based of
percentage of relations over Iur (radio link attempts)
– Bins: 0% to 5%, 5% to 10%, etc.

IUR border in a cluster impact
› First cluster should have a good
number of Ericsson sites built
contiguously
– Important to get the real Ericsson
performance

› First cluster is surrounded by

Vendor sites

› There are 3 outdoor un-swapped

Vendor sites still inside the cluster

› Two more indoor Vendor sites

TDG SRAN Quality Workshop | Commercial in confidence | 2017-09-14 | Page 6
Premise

› Iur border with other-vendor influences negatively accessibility and retainability

KPIs

› Impact is most evident on first-neighbor E/// cells overlooking the border with
Vendor
› Impact should be low or non-existing on E/// cells looking inwards

› True post swap cluster KPI performance when Iur border moves away
– Can be simulated by observing cluster KPIs only on inward looking cells

TDG SRAN Quality Workshop | Commercial in confidence | 2017-09-14 | Page 7

Outward Sector selection

› Red – Vendor sectors

› Yellow – E/// sectors looking
outwards over Iur with Vendor
› Blue – E/// sectors looking
inward

Iur influence KPI’s
› KPI’s impacted by IuR from Ericsson to another vendor
1. RRC success rate – will exist for whole project
› Impacted by counting attempts on one vendor and success rate on another
- This is not user impacting but statistical as each vendor cannot count on the others equipment
2. Establishment rates – will exist for whole project
› RRC forms part of the establishment rate, therefore will influence the success rate of this for PS and
CS
› For HSDPA if Vendor (Nokia) does not support 2*HS/64 RAB, therefore when Vendor cell in AS this
causes the assignment to fail, thus reducing the establishment rate on Ericsson side
- Large impact
3. Dropped call rates – In 18Q4 there is a new feature Dynamic relocation which should improve this
› Where the call goes across the IuR border and into the Vendor area, with Ericsson and Vendor in
the active set
- Where neighbours are not defined, this will also cause the drops
› where the interference level increases and messages over RNSAP are not delivered

KPI Comparison – 2W PRE POST
› Post KPIs contain whole cluster – both inward and outward looking sectors
› Good post KPI values due to
– No remaining configuration issue
– Neighbours manually optimised and then ANR activated
– All top cells issues resolved

› Good optimization hides negative Iur border influence

KPI Comparison - Inward Cells
› Inward looking sector KPIs are all green with superior performance compared
with Vendor pre swap
– RRC failure rate decreased by half
– CSSR CS failure rate decreased by half
– CSSR PS failure rate decreased by two thirds
– CS Drop rate decreased almost in half

KPI Comparison - Outward Cells
› Outward looking sector KPIs are significantly worse than inward sector KPIs
› Degradation is directly due to presence of other-vendor Iur border

› Outward looking sector degrade overall cluster post swap

KPI Comparison - CONCLUSION
› True post swap performance of E/// cluster (visible on inward looking sectors) is
hidden due to other-vendor Iur border
› Once when Iur border moves away from the cluster, true post E/// performance will be
shown
› Straightforward pre/post whole cluster KPI comparison is not fair due to high impact of
Iur border

IUR Influence
› Other-vendor Iur border influence can be measured by cluster level percentage
of radio link additions over the border
– Source cell is within the E/// cluster and target is Other vendor cell
– Measured on all sectors – both inward and outward
› In a cluster, relation level statistics:

pmRlAddAttemptsBestCellSpeech +
Source Cell RNC Target Cell RNC pmRlAddAttemptsBestCellPacketLow + Percentage of radio link additions over Iur
pmRlAddAttemptsBestCellPacketHigh
