The Transmission Material Standard Specification (TMSS) shall be read in conjunction with
the latest revision of General Specification No. 01-TMSS-01 titled "General Requirements
for all Equipment/Materials" which shall be considered as an integral part of this TMSS.
This TMSS shall also be read in conjunction with Purchase Order or Contract Schedule for
project, as applicable.
For applicable technical standards, tests and general requirements, reference shall be made
to the latest version of:
3.5 IEC 60853 Calculation of the cyclic and emergency current rating of cables
3.6 IEC 61236 EMC requirement for electrical equipment for measurement.
3.9 IEC 61010-1 Safety requirements for electrical equipment for measurement.
4.1 General
The required Distributed Temperature Sensing (DTS) system is meant for monitoring
the temperature of high voltage underground power cable system based on fiber optic
DTS system that provides continuous, repeatable and distributed measurements, in
real-time, of the location and the temperature of defined points along the optical fiber
sensor. The principle of operation shall be based on optical time-domain
reflectometry (OTDR) with double-end or single-end measurement by sensing the
RAMAN back scattered signals.
4.2.1 DTS system will be supplied as an integrated cable monitoring system. DTS
equipment will be housed in a rack cabinet and integrate all software
processing into the existing computing infrastructure with all existing safety
and networking tools. In case the computing infrastructure is not available on
the substation the rack cabinet shall include the monitor, DTS computer,
server computer, keyboard, video, visual display unit and mouse (KVM)
Switch, Fiber Distribution Frame (FDF), signal interface and a dry contact
relay output is included for interfacing to an alarm/control system. All
necessary software shall be supplied to enable the network connection over
local area network (LAN) in the substation as well as wide area network
(WAN) in National Grid Saudi Arabia network.
4.2.3 Temperature sensing cable shall have the ability to sense the temperature
either by placing it inside the power cable, externally attached on the jacket of
the power cable or in separate duct or close to the power cable depending on
the site conditions & SOW/TS requirements. Further, each phase of the cable
shall be monitored by using temperature sensing cable.
4.2.4 DTS system shall be designed as Single End (SE) or Double End (DE) to
guarantee fully providing the power cable temperature profile.
5.1.1 The characteristics of single mode temperature sensing fibers shall be as per
table 01.
5.2 Fiber optic sensor cable shall consist of central gel-filled buffer tube. The tube of the
sensor cable shall be made up of polycarbonate protected by glass yarns to protect
against water crush, rodent resistance as well as high water resistance. Additionally,
the tube shall be reinforced with layers of aramid yarns.
5.3 Outer sheath of the temperature sensing cable shall be made up of Black HDPE or
Black PVC compound ideally suitable for outdoor deployment. The tube shall have
type and meter markings.
5.4 The color code of the individual fibers in temperature sensing cable shall be in
accordance with Table 3.
5.5 Cross section of fiber optic sensing cables shall be as shown in the Figure.1.
6.1 General
DTS system software shall be designed to provide temperature profiles, hot spots,
changes in both, power cable and fiber optic environment parameters for specified
underground cable circuits. Software shall display the cable asset (circuit) with
geographical orientation to the environment and grid stations. Displayed cable asset
shall show the entire temperature profile in colors. History charts shall be displayed
containing free configurable point-of-interests (hot spots) showing the temperature
development over time (hourly, weekly, monthly, yearly). DTS system software shall
have inherent self-checking to generate automatic alarms in case of DTS system
failure including loss of AC supply, fiber break, and temperature profiles of the
monitored power cables. Alarm data shall be stored in a database and shall be
available for display on the DTS computer.
6.2 DTS system software shall have the advanced features of Real Time Thermal Rating
(RTTR) to provide a predictive model for cable loading using real-time algorithms
based on IEC 60287/60853 models and automatically steady-state, dynamic cable
ratings and emergency overloading. RTTR software shall calculate and submit
results via analogue or digital interfaces (on-line) to the Grid Station Control Room
and Load Dispatch Center (LDC) as following:
6.3 Communication
Information to be provided at Grid Station Control Room and Load Dispatch Center
for each Cable Circuit shall be shown on the screen in the following format:
a. Load (A).
b. Conductor Temperature (ºC) (requires RTTR).
c. Calculated Permissible Maximum Load (A) (requires RTTR).
d. Calculated Overload/time of 1st circuit in case second circuit is OFF for
Maintenance.
e. Actual Emergency overload (A)/time of healthy circuit if other circuit is
broken-down (for example joint failure)
6.4 This Software License shall include the use of Windows-based operating software
and proprietary operating system. Storage of temperature profile is achieved by data
storage in an SQL database. Microsoft SQL Server shall be used to manage the
database, which will allow an unlimited number of users to access the database, up to
the full disc capacity. Server Software shall have the ability to Data management,
Alarm detection and Data Analysis module.
6.5 Reporting
6.5.1 DTS software shall have the features that will help the clients to understand
server software with easy interface and functions as follows:
6.5.2 DTS software including all the above functions could be changed according to
National Grid Saudi Arabia recommendations.
7.1 General
7.3 The overall cabinet dimensions shall be enough to accommodate the required
equipment to operate DTS system. In addition, the cabinet shall include a copper
earth bar; Miniature circuit breaker (MCB) to protect the cabinet wiring, a rear door
operated light and two spare 13 A power sockets (one BS standard and another ANSI
standard). Wiring and equipment shall be labeled in accordance with schematic
drawings.
7.4 The DTS system shall have a computer for operating management software which
communicates with DTS.
7.5 The system shall have a server computer for operating server software, client
software and optional analysis software including database for data management.
7.6 A rack mounted Un-interruptible Power Supply (UPS) unit shall be housed within
the DTS system enclosure. The UPS shall have the battery backup, which will
provide uninterrupted power supply to DTS system and computer operation for a
nominal period of three hours in the event of loss of power. In addition, the DTS
system shall also be fed from the available substation battery bank.
7.7 DTS system shall be equipped with Fiber Distributed Frame which is used as splice
box between Sensor cable and DTS system.
7.8 The DTS system shall have a switch hub which is used to provide the
communication path in the cabinet.
7.9 Monitor & Rack-mount panel shall be attached to the cabinet for display.
7.10 The DTS system shall have keyboard, video, or visual display unit, mouse (KVM)
switch which are used to enable keyboard, mouse and monitor to connect on DTS
computer and Server computer.
7.11 The DTS system shall have a signal interface output for alarm signal.
7.12 The DTS system shall have Ethernet card to enable checking of the data through a
separate computer.
7.13 The DTS system shall have the capability to operate and live access through a local
area network (LAN) and wide area network (WAN).
7.14 The system shall have a printer and it shall be installed in appropriate place inside the
cabinet.
7.15 In case of long distances, The DTS Data Warehouse (DDW) & DTS Remote Unit
(DRU) shall be used with design guarantee, stability & reliability of the supplied
power.
8.1 General
The type test shall be carried out at an approved independent international test
laboratory and duly witnessed by a representative of National Grid Saudi Arabia or
independent inspection agency (IIA) appointed by National Grid Saudi Arabia.
8.2 Evidence shall be given that the proposed DTS being supplied under this Contract
has been type tested at an internationally independent testing laboratory. If needed,
National Grid Saudi Arabia will decide on whether additional tests are necessary to
be performed by the manufacturer. An internationally recognized laboratory shall
certify the type test reports. The manufacturer shall submit certified copies of type
test certificates covering the proposed DTS equipment. Type tests certificates/reports
shall be considered acceptable if results are in compliance with the relevant National
Grid Saudi Arabia standards & specifications and the following:
8.3 If the presented type test reports are not in accordance with the above requirements,
National Grid Saudi Arabia may decide to ask the manufacturer to repeat the type
tests to be carried out in the factory premises or approved independent testing
laboratory subject to the approval of National Grid Saudi Arabia at no additional cost
to the company, and in the presence of a third party inspector who should issue the
relevant type test certificates upon successful completion of the tests.
8.4 The type test shall cover but not limited to a simulation test to check the integrity of
the DTS at the factory.
8.5 The type test for fiber optical cable which is used in DTS system shall be performed
according to latest revision of 48-TMSS-02 and relevant international standards.
8.6 The sample test shall comprise of visual and functional inspection to all system
components.
8.8 The manufacturer shall carry out electrical and function tests upon installing the
complete DTS system. The site test procedure/protocol of the supplied DTS system
shall be submitted for approval prior to commencing testing. The tests shall generally
cover the functions of the system as illustrated in this specification.
a. Test on Fiber optic Cores including the attenuation test and the backscatter
tests.
b. Functional tests before and after energizing and loading of the power cable.
9.1 Progressive length on the cable shall be marked at 1m (one meter) intervals.
9.2 The temperature sensing cable ends shall be sealed with a waterproof, heat
shrinkable plastic or elastomeric end cap with adhesive type sealing compound. The
temperature sensing cable ends shall be properly secured to the reel.
9.3 The temperature sensing cable shall be delivered without splices, on standard sized
non-returnable wood drums properly packed and lagged externally to prevent the
cable from possible damage during transportation. Wood lagging shall be used and
have a minimum thickness of 19 mm.
9.4 For all the temperature sensing cable purchases, the standard order length shall be
2000 meters. For The temperature sensing cable intended for Turnkey Projects, the
order length shall be as specified in Data Schedule.
9.5.1 Fiber optical sensing cable reels/drums shall be marked in legible and
indelible letters giving the following particulars:
a. Name of the company.
b. Number of Optical Fiber.
c. Fiber optical sensing cable Description.
d. Length and Weight of Fiber optical sensing cable on Reel.
e. Gross Weight.
f. Dimensions of Reel.
g. Manufacturer's Name and Country of Origin.
h. Purchase Order Number/Contract Number.
i. Serial Number of Reel.
j. Stock number in 10 cm high bold numerals.
k. Direction of Rolling of Reel.
l. 11-TMSS-06.
9.5.2 All markings shall appear on both sides of the reel. Reel marking locations
shall be shown as in Figure.2.

9.5.3 Temperature sensing cable reel identifications shall include any additional
information as required in the shipping instructions by the National Grid
Saudi Arabia.
