1.0 SCOPE
2.1 This Transmission Material Standard Specification shall be read in conjunction with
the latest revision of National Grid Saudi Arabia General Specification No.
01-TMSS-01, titled "General Requirements for All Equipment/Materials", which
shall be considered as an integral part of this TMSS.
2.2 This TMSS shall also be read in conjunction with National Grid Saudi Arabia
Purchase Order or Contract Schedules for project, as applicable.
The latest revision/amendments of the following Codes & Standards shall be applicable
for the equipment/material covered in this TMSS. In case of conflict, the
vendor/manufacturer may propose equipment/material conforming to one group of Industry
Codes and Standards quoted hereunder without jeopardizing the requirements of this TMSS.
3.1 IEC-60502-2 Power cables with extruded insulation and their accessories
for rated voltages from 1 kV up to 30 kV (Um = 36 kV).
3.3 ICEA P-45-482 Short Circuit Performance of Metallic Shields and Sheath on
Insulated Cable.
3.4 AEIC CS8 Specification for Extruded Dielectric Shielded Power Cables
Rated 5kV Through 46kV.
3.5 IEC 60332-1-2 Tests on Electric and optical fiber Cables under fire
Conditions - Part 1-2: Test for vertical flame propagation for a
single insulated wire or cable – procedure for 1kW pre-mixed
flame.”
4.1 General
4.1.1 The XLPE insulated power cable 11 kV, 13.8 kV (Max. Voltage: 17.5kV), 33
kV or 34.5 kV (Max. Voltage: 36kV) shall meet or exceed the requirements
of this Specification in all respects.
4.2.1 MV power cables shall be manufactured & tested in accordance with AEIC
CS8 and IEC-60502-2 (where applicable), as specified in this Transmission
Material Standard Specification.
4.2.3 MV cable design shall facilitate heat shrink, cold shrink or pre-molded joints
and terminations. These requirements include the use of an extruded inner
covering under armour (where applicable).
4.2.5 MV cables (Max. Voltage 17.5kV & 36kV) shall be designed to withstand a
conductor temperature of 90°C, 105°C & 250°C in normal, emergency and
short circuit operating conditions respectively for a short circuit current
duration of (1 or 3) seconds as per 01-TMSS-01 or as specified in SOW/TS,
without any detrimental effects on any of its components.
4.3 Materials
4.3.1 Conductor
Conductors shall be water tight by filling its interstices with synthetic super-
absorbent polymer type water swellable tape or yarns, to prevent ingress of
water along the conductor axis in case of cable failure due to any reason.
Minimum thickness of the conductor screen/shield shall not be less than 80%
of the average thickness. The average and minimum thickness of the
conductor shield shall be as indicated in Data Schedule.
4.3.3 Insulation
Nominal insulation thickness shall be as per Table 6 of IEC 60502-2 and the
average insulation thickness shall not be less than the nominal insulation
thickness.
Helically applied soft drawn copper wires or tapes may be used as metallic
shield in intimate contact with insulation screen/shield. For multi core MV
cables, metallic screens of the cores shall be in contact with each other.
The minimum short circuit current rating of the above metallic shield shall be
for (1 or 3) seconds per 01-TMSS-01, as specified in PTS & Data Schedule.
For single core MV cables, a moisture impervious layer shall be applied over
the metallic shield to stop ingress of moisture. The average thickness of the
moisture impervious layer shall be as indicated in the Data Schedule.
Aluminum coated with ethylene acrylic acid copolymer, copper coated with
chlorinated polyethylene and cross-linked synthetic super absorbent polymer
water blocking tapes shall be acceptable materials for the moisture
impervious layer.
A radial water ingress protection to the single core or multi core MV cables
shall be provided by applying copolymer coated laminated aluminum or
copper tape immediately under PE outer jacket firmly bonded to it, which will
perfectly seal the underneath layers of the cable by preventing penetration of
moisture into the cable.
The inner coverings/bedding and fillers shall be of materials suitable for the
operating temperature of the cable and compatible with the insulation. The
fillers shall be applied for multicore cables and shall be extruded material or
non-hygroscopic fibers to ensure that the cable is compact and round in cross-
section. The inner covering/bedding of multi core cables shall be PVC type
ST2 compound or PE compound.
The jacket material shall be PVC type ST2 (Red in color for 17.5kV max.
voltage cables and black in color for 36kV max. voltage cables) or PE Type
ST7 (for 36kV max. voltage cables). PVC outer jacket shall have fire
retardant, UV resistant & Oil resistant characteristics. Nominal thickness of
the outer jacket shall also be as per IEC 60502-2. Minimum thickness at any
point shall not be less than 80% of nominal value.
4.4 Fabrication
4.4.1 The conductor shield, XLPE insulation and insulation shield shall be extruded
by the triple extrusion method to assure homogeneity between the insulating
and semi-conducting shields. The insulation shield shall be strippable type.
4.4.3 The power cable shall be free of material and manufacturing defects which
would prevent it from meeting the requirements of this specification.
4.4.4 A graphite coating shall be applied over the black outer jacket to serve as an
electrode for testing the integrity of the jacket.
4.5 Marking
4.5.1 The jacket for all the cables shall be marked by embossing in English at
intervals not exceeding one meter with the following minimum information: -
a. Electric Cable
b. Voltage Designation (In English)
c. Type of Insulation, XLPE/TRXLPE(As per PTS requirement).
4.5.2 All cables shall be marked with “Property of Saudi Electricity Company” in
both Arabic & English.
5.0 TESTS
All test results shall be provided for review and acceptance by National Grid Saudi Arabia.
5.1 Type Tests
The full range of type tests (Electrical & Non-Electrical) shall be carried out as per
Clause 18 & 19 of IEC 60502-2, as applicable. Type test reports and certificates from
an independent testing laboratory shall be submitted to National Grid Saudi Arabia, as
& when required.
Note: MV Cables shall be tested for strippability requirements for insulation shield
as given in AEIC CS8 and shall also meet flame retardance test requirements
as per IEC 60332-1-2.
Routine tests shall be carried out in the factory. The following routine tests shall be
carried out on each manufactured length of cable:-
Partial discharge test shall be carried out in accordance with IEC 60885-3.
The magnitude of the discharge at 1.73 Uo shall not exceed 10 pC.
The power frequency test voltage shall be 3.5 Uo. Values for single phase
test voltage are given below:
For three-core cables, the voltage test is carried out with a three phase
transformer, the test voltage between the phases shall be 1.73 times the
values given above.
Sample tests shall also be carried out in the factory The following sample tests shall be
carried out on MV power cables: -
5.3.3 Hot set test for XLPE insulation, as per IEC 60502-2.
5.4.1 Sheath of all cables shall be spark tested as per IEC 60229.
In addition to the applicable items per latest revision of 01-TMSS-01, packing and shipping
of the MV Power cables shall conform to the following:
6.1 The cable ends shall be sealed with a waterproof, heat shrinkable plastic or elastomeric
end cap with adhesive type sealing compound. Cable ends shall be properly secured to
the reel.
6.2 The cable shall be delivered without splices, on standard sized non-returnable steel
drums of sturdy construction properly packed and lagged externally to prevent the
cable from possible damage during transportation. Wood lagging shall be used and
have a minimum thickness of 50mm. The wood lagging shall also be secured with
steel straps to provide physical protection for the cables during transit and during
customary storage and handling operations.
6.3 The arbor hole for wooden reel shall be reinforced with galvanized steel plates.
The minimum diameter of the drum of the shipping reel shall not be less than the
minimum bending diameter of the power cable.
6.4.1 Cable reels/drums shall be marked in legible and indelible English letters
giving the following particulars:
f. Direction of Pulling
g. Manufacturer's name and country of origin
h. Purchase Order number
i. J.O. number/Contract number (if applicable)
j. Serial number of reel
k. Stock number in 10 cm high bold numerals.

6.4.3 Cable reel identification shall include any additional information as required
by the Company shipping instructions.
